Opportunity Overview Reporting to the Regional Director for West and Central Africa, this exciting career opportunity that will suit someone with significant ambition, high potential and passion for making a difference in the lives of children. Position Profile As a member of the Regional Senior Leadership Team, the Director of Program Development, Quality and Advocacy (PDQA) shares in the overall responsibility for the strategic direction of all Country Offices within the Region. The Director of PDQA supports Country Offices to deliver on their strategic objective in all contexts, ensuring immediate and lasting change for children, in line with Save the Children’s theory of change. This requires strategy formulation, strategic portfolio design and positioning, evidence based programme design integrated with advocacy and campaign aspects, competitive proposal development, and high quality, accountable delivery of activities, evidence generation and learning. This position directly oversees a team of professionals who contribute to this effort, and works closely with Directors of PDQA at the country office level to support their initiatives, ensure appropriate levels of technical support, position the organization strategically on issues important to children (both nationally and regionally, where appropriate) and to ensure synergies between the country offices. Location Dakar, Senegal Contract Interntational Key Accountabilities •Help design and implement innovative, relevant and coherent multi-year strategies consistent with agency practices and appropriate to program needs. •Lead strategic thinking on where multi-country or regional programming initiatives are relevant. •Ensure that the different technical sectors of the Country Offices are coordinated, integrated and support each other to optimize programs and projects. •Oversee the Monitoring Evaluation, Accountability and Learning function and instil a culture of accountability, evidence generation, and safe programming with a focus on sustainable impact for children. •Develop platforms and opportunities for increased member engagement and support for the region for both development and humanitarian work. •Coordinate member Technical Advisors and ensure inclusion in relevant discussions. •Develop Country Offices’ capacity for internal and external program/project evaluations, operational research, and learning and ensure synergies are maximized across the country offices Child Safeguarding Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff. Qualifications and experience Essential •5 years or more experience in Senior Supply Chain & Logistics management role, including experience within Emergency response •Relevant experience in managing senior supply chain professionals is required, with management of multiple countries at Regional or Headquarter level being a significant advantage. •Full work level proficiency in both English and French is required •Proven ability to handle complex workload with multiple stakeholders (experience in a matrix management structure is beneficial •Knowledge of WCA Countries, regional dynamics, and aware of the humanitarian situation across the west and central Africa region. •Knowledge of the rules and regulations of major institutional donors with regards to supply chain management, logistics and procurement •High level of literacy on Information Technology (including working knowledge of MS Word, Excel, sharepoint, Office 365, Visio, PowerBi, etc) and advanced competency in development of spreadsheets, databases and other analytics systems. •Experienced or at least literate in organisational change management, experienced in remote management •Excellent written and verbal communication skills, with capacity to make synthesis and analysis, able to re-elaborate complex concepts to adapt contents for non technical counterparts. •Track-record of making productive contributions to teams in a working under pressure •Willingness and ability to travel up to 40% of the time and to change plans quickly in event of humanitarian crises in the region; Interest in deploying to major emergencies as part of Save the Children's global roster •Capacity to work under limited supervision, resilience to stress, capacity to follow up on multiple critical initiatives at the same time. •Previous experience in budget management is a strong advantage •Commitment to Save the Children values, strong cultural awareness, and capacity to promote strongest ethical standard across the workplace. The role As a key member of the WCA Operations Team, and part of Regional Extended Senior management team (ESMT), you will play an active part in defining and implementing Save the Children's strategic approach to logistics and supply chain in the WCA Region. You will be a key member of the global logistics working groups, supporting critical projects that are bringing about transformational change in our country-level operations. You will work with Country Offices to analyse, design and implement efficient and effective logistics and supply chain resources and assets so that Countries are able to meet their commitments and accountabilities to beneficiaries and donors efficiently, effective, and with proper risk management system in place. You will provide technical support and technical leadership to Country supply chain leading roles on all aspects of logistics and supply chain management in order to reduce operational costs, minimise wastage and improve the quality and timeliness of projects.

Qualifications and experience • A Degree in Procurement I Logistics or related area, Master's degree an advantage • At least five years logistics management or operations management level experience in logistics in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments. • Minimum 3 years international management experience is must. Experience at Regional or HQ level a strong advantage. • Proven experience in all technical areas of logistics operations including procurement, transport/distribution. Warehousing and stock management, fleet management, asset management. • Ability to synthesize and analyse information, and make clear, informed decisions; experience in managing high level of data and analysing analytics. • Ability to build relationships quickly with a wide range of people, both internally and externally • Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities • Experience in developing the capacity of logistics staff through the use of training, performance management frameworks and development plans. • Experience in development and implementation of efficient logistics systems, policies and procedures. • Excellent written and spoken communication and interpersonal skills • Fluent in French and English • Commitment to Save the Children values • Knowledge of Western and Central Africa region is a must, and previous SCI Experience is strong advantage • Excellent in office pack/SharePoint is advantage • Willingness and ability to travel around the region sometimes with small notice. • Resilient to stress and able to keep him/herself motivated also during challenging situations • Experienced in remotely managing or supporting senior management roles is a must. • Able to prioritize and work with limited supervision, self-motivated, resilient to stress

The role The Roving Supply Chain Manager provides strategic and technical Supply Chain leadership and support to assigned Cos. The Roving Supply Chain Manager acts as Country Office Focal point for Procurement, Asset Management, Fleet Management, Inventory Management, Supply Chain projects roll out, Supply Chain HR management, and data management. This role should be performed in regular coordination with assigned COs, in order to ensure high quality Supply Chain technical and management backstop support, linking with all relevant COs and RO stakeholders. He/she is the first point of contact for COs concerning anything related to Supply Chain, providing guidance, leadership, support and coordination. This role should be embedded within assigned COs Supply Chain teams, ensuring that each staff within supply chain function can contact him/her to raise issue or obtain ad hoc support. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. The role The West and Central Africa Region has a regional management office in Dakar. The primary role of the regional management unit is to support and build the capacity about 9-10 country programmes across the region. The regional management unit is also a small business unit in itself and as such receives funds up to USD 6,000,000 from SCI and Donors to run both oversight related operations as well as regional programmes. The regional management office will need back office support to assure proper use and management of these funds. In finance, the Assistant Accountantwill contribute to the implementation of the accounting systems, policies and procedures. He/she supports the department through the collection, processing, recording of financial data, verifying the validity, completeness and accuracy of source documentation, performing daily accounting activities such as analysis, maintenance, completing, and verification of specific financial data and documents.
