Dans le cadre du développement de ses activités, la CTB recherche un (h/f): RESPONSABLE ADMINISTRATIF ET FINANCIER INTERNATIONAL - Sénégal Réf: SEN/16/033-2B Lieu d’affectation: Il s’agit d'un poste basé à l’intérieur du Sénégal, dans la région de Thiès ou Kaolack (avec de nombreux déplacements vers les régions de Fatick, Diourbel, Kaffrine et vers Dakar), et pas adaptés pour les personnes vivant en famille avec des enfants en âge de scolarisation. Durée du contrat: 60 mois Date probable d’entrée en fonction: dès que possible Package salarial mensuel: (cat. B417) entre 5.074,53 euros et 7.114,76 euros (en ce compris le salaire brut mensuel et les avantages liés au statut d'expatrié: primes d’éloignement et de pénibilité). Le salaire est calculé en fonction de la composition de ménage et de l’expérience professionnelle pertinente. La fonction L’expert-e Financier et Administratif assume la gestion financière et administrative du programme / des interventions. Pour ce faire, il-elle devra principalement : • Préparer le budget et le rapportage financier. • Garantir une utilisation adéquate des ressources et une information financière fiable. • Veiller à la bonne gestion des achats, gérer les contrats et le logistique dans le respect des procédures et des obligations contractuelles (Marchés publics, …) • Gérer les risques fiduciaires mettre en place un système de contrôle interne, mettre en œuvre les plans d’actions suite aux audits et les suivre • Gérer l’équipe administrative et financière constituée pour le programme et le support aux interventions (recrutements, fixation des objectifs, entretiens de fonctionnement, …). • Appuyer la représentation, le programme et les interventions par la mise à disposition de son expertise technique (conseils, partage d’expériences, représentant de la CTB vis-à-vis d’autres entités, …) • Renforcer les capacités des structures partenaires L’expert-e Financier et Administratif est hiérarchiquement sous l’autorité du Programme Manager. Le profil Niveau de formation requis • Etre titulaire d’un diplôme de niveau Master en « gestion », en « sciences économiques appliquées » ou en « finance ». Expériences requises et/ou souhaitées • Expérience professionnelle d’au moins 5 ans en gestion financière; • Expérience en audit, en gestion de risques et en gestion financière dans le secteur public; • Une expérience en gestion du changement constitue un atout important; • Une première expérience réussie en gestion d'équipe; • Au moins une expérience internationale de terrain en tant qu’expatrié-e, de préférence au sein d’une organisation internationale. Connaissances requises • Maîtrise de la gestion financière; • Maîtrise de l’outil informatique (Word, Excel, Powerpoint, Base de données); • Maîtrise du français et bonne pratique de l’anglais; • Connaissance pratique du néerlandais est un atout. La mission consiste à soutenir et améliorer la résilience des populations dans la région de Dagana en les appuyant avec la construction de cases, l’aménagement du territoire et de la formation.

Missions :

  • Développer les activités dan sle domaine du shelter de la Croix-Rouge luxembourgeoise au Sénégal en identifiant les besoins et projets en concertation avec le partenaire local et le gestionnaire du programme au Luxembourg
  • Représenter la Croix-Rouge luxembourgeoise avec ses activités au Sénégal
  • Assurer le suivi et l’évaluation de la mise en œuvre des projets sur le terrain
  • Assurer la gestion administrative, logistique et financière de la mission
  • Assumer la responsabilité de la préparation et de la soumission des rapports en interne et aux bailleurs de fonds

Contract Length: Open Ended CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff. ROLE PURPOSE: As a key member of the regional leadership team, you will take shared responsibility for delivering Save the Children’s strategy within the region. You will: be the trusted partner of the Regional Director and his / her immediate team on all finance related matters contribute to the development of multi-year strategic and operational plans, and be accountable for ensuring and monitoring delivery against the financial plans through targeted financial analytical review and best-in-class forecasting develop the capacity of Country Office (CO) Finance Directors and their teams in order that they meet Save the Children International finance and award management essential standards and comply with Save the Children International standard operating procedures ensure that appropriate controls are in place across the region and that financial risk is minimised enable appropriate operational and investment decisions to be made on the grounds of sound financial analysis Support financial readiness, planning and response to humanitarian situations. Dimensions: Save the Children works in 9 countries in the West and Central Africa Region with a current staff complement of approximately 2500 staff and current expenditure of approximately $200 million each year. Number of direct reports: 3 and functional line management of 9 country finance directors KEY AREAS OF ACCOUNTABILITY: Financial Leadership and Management, including: . contributing to the development of the multi-year strategic and operational plans, and being accountable for ensuring and monitoring delivery against the financial plans through targeted financial analytical review and world-class forecasting accuracy . ensure integrity of the accounts of the countries within the region. Contract Length: 01 Year Role purpose: Early warning, including the Household Economy Analysis (HEA) and the PREGEC regional system as well as nutritional outcomes are key pillars of Save the Children’s Food Security and Livelihoods (FSL) Strategy. The Food Security and Livelihoods Advocacy Advisor is responsible for supporting development and implementation of Save the Children FSL advocacy strategy in West and Central Africa at the regional level. The post holder will contribute to these FSL thematic areas, working closely with relevant Technical Advisers, Programme Managers and the Advocacy Department. He/she will ensuring evidence is generated and documented. The position holder will actively engage with regional consortia as well as, regional institutions (ie AGRHYMET) and initiatives (Cadre Harmonisé, AGIR, PREGEC) and contribute meaningful participation at key regional and global events and fora. Key areas of accountability: 1. To develop, articulate and champion the strategic vision and direction for Save the Children to advocate on key Food Security and Livelihoods topics, especially but not limited to Early Warning, HEA and Nutrition in West and Central by: : a) Conducting a mapping of critical regional Food Security and Livelihoods events and forums in line with HEA (inside or outside EWS), Social Protection, Resilience and other FSL subjects and identify those where Save the Children should prioritize efforts; b) Contributing to and/or lead on Save the Children’s policy position papers, briefings, publications, talking points of the Cadre Harmonise and related events (i.e. PREGEC, RPCA), and on mainstreaming the use of HEA within other sectors and for a related to \social Protection, Cash Transfer, etc. in the region, often in close collaboration with partners such as, but not limited to, Oxfam and ACF ; c) Representing Save the Children at key forums and meetings, such as the PREGEC meetings and forums, and leading the preparation of talking points with relevant TAs and partners (ACF and Oxfam), and ensuring active and meaningful contributions at the meetings. 2. To support advocacy efforts within the HEA projects (HEA Sahel and Ecoagris) including: a) Contributing to the HEA regional strategy by a detailed HEA advocacy strategy b) Developing key Advocacy messages based on the HEA Atlas in line with the HEA strategy c) Providing inputs on country offices HEA strategy (Niger and Nigeria) and advocacy events developed by the partners of the project; d) Review the HEA institutionalization process that happened in Burkina Faso over the last years and develop some benchmarks for other partners of the 6 other countries of the project. e) Actively support the definition and implementation of RPCA side event 3. To ensure internal coordination around FSL learning and advocacy objectives with specific objectives: a) To liaise and coordinate with the knowledge sharing department and other departments at regional level and other SC subsector and global team to mainstream FSL / advocacy message b) Link with counterpart at regional level and provide technical support to align the FSL regional advocacy strategy with country offices (especially Niger and Nigeria) upon request. c) To produce policy briefs, positon papers and lead on strong knowledge management within the region around FSL to better position Save the Children and ensure FSL will become a priority for the organization from a learning and advocacy point of view.

Échos Communication est une O.N.G. qui met en lumières et valorise les ressources de ses partenaires. Notre approche conduit à toujours travailler en partenariat. L’expérience a montré que souvent le manque de dialogue et de mise en synergie des acteurs freine toute  dynamique de développement. En revanche, tout territoire recèle des ressources importantes et des forces vives mobilisables. CONTRACT LENGTH: 03 Years ROLE PURPOSE: Making Save the Children safe for children is a global strategic objective for the entire organisation. We have an aligned global Child Safeguarding strategy across the 17,000 strong employees within Save the Children International and our 30 plus member’s organisations which comprise of another 8,000 employees. In addition, Child Safeguarding is a core Strategic Initiative as part of our 2016-2018 strategy. This role sits as part of a team of regional International Child Safeguarding, one in each of our 5 regions. At Regional and Country Office level, Child Safeguarding is underpinned by a global set of standards which are assessed annually as well as through KPI’s which are reported against on a quarterly basis. In addition, the region has been supported by internal and external audit processes which have identified areas which need to be strengthened. This regional role will focus on enabling Country offices to develop and resource their own action plans in order to deliver on this challenging set of requirements. The post will provide oversight and technical expertise in issues requiring the reporting of and responding to any alleged Child Safeguarding breaches. This is essential in order to ensure that our people and our programmes are safe for children and fit for purpose. This role will need to combine innovative capacity building and development with robust compliance and accountability as well as aspects of high level advocacy. The role will also need to ensure that this work is embedded within and interconnected with the priorities of the Regional Leadership team and thus requires a post holder of seniority and depth of experience who will work with other senior colleagues from other high risk disciplines such as Fraud Prevention and Safety and Security. Contract Length: 02 years ROLE PURPOSE: This position is a strategic management role in Save the Children’s (SC) emergency portfolio, which manages the Emergency Supply Chain function and is responsible for the strategic and operational capability within the global team, which forms part of the overall Supply Chain & Humanitarian strategy. ROLE PURPOSE: As a member of the West & Central Africa Senior Leadership team, you will have shared accountability for Save the Children’s international development and emergency programming in the region of approximately $180 million through an organisation of over 2,400 people. To achieve our ambitious goals and breakthroughs for children, the leadership team will, in collaboration with Save the Children Members and in conjunction with the other regional organisations, aim to drive growth to $2.7 billion by 2018. The Country Director will lead the transformation of both countries to a new operating model, whilst also delivering Save the Children’s strategy through: • Delivering quality programmes, including advocacy, for children; and • Serving Members and their donors SCOPE OF ROLE: Reports to: Regional Director West & Central Africa Dimensions: Save the Children is present in Senegal since 2002 focusing on transnational programs within the West Africa region. We work with government, parliamentarians, civil society, parents, teachers, religious leaders, children, national and international NGOs and UN agencies to improve the lives of children living in poverty in West Africa. The Country Office’s programs currently focus on child protection, child rights governance, education and health. We work in Senegal and other countries of West Africa where we support regional partners and coalitions, to bring about an improved legal and policy framework at regional level in which children of Senegal and other countries are protected and empowered. The Senegal Country Program Strategic Plan 2015-2018 which reflects this rich and complex reality, covers the context and strategic priorities and objectives of Save the Children for Senegal, as well as our strategic plan in the other countries. While our ambition is to develop our programs in Senegal, our transnational and regional work will remain an important part of our efforts to fulfil the rights of vulnerable children during the lifetime of this strategy.
