Profil

The ideal candidate will have experience working in research projects and/or monitoring and evaluation in the field. We are seeking an individual who is adept at following study protocols, who has good judgment and problem-solving skills, and has strong communication skills and documentation habits. The person needs to have well-developed interpersonal skills (to be able to develop good rapport with data collectors and other in-country stakeholders) and be familiar with Community-based Management of Acute Malnutrition (CMAM) programming.

 

  • At least a master’s degree from an accredited college or university in a major such as social or health science with 2 years relevant experience in the field; or  a bachelor’s degree from an accredited college or university in a major such as social or health science with 5 years relevant experience in the field.
  • Experience organizing and participating in field-level data collection as part of a research study or program monitoring and evaluation.
  • Training in and proven knowledge around nutrition programming in low-income countries;
  • Knowledge of MS Office Suite required and comfortable working with computers with minimal IT support.
  • Experience with mobile data collection tools (eg Kobo) (preferred but not required).
  • Ability to live and work in a developing country with travel to remote locations for the duration of data collection.
  • Fluent in English and French is a requirement.
  • Proven experience with field work, preferably the country where the study takes place.
  • Possess strong organizational skills, attention to detail.
  • Possess significant team management skills.
  • Ability to take initiative and prioritize multiple tasks with minimum supervision.
  • Genuine interest in and commitment to the mission and principles of Action Against Hunger.
  • Excellent interpersonal skills, ability to work both independently and as a member of a team.

Description

Action Against Hunger has received a two-year contract from the United States Agency for International Development (USAID) Office for Foreign Disaster Assistance (OFDA) for the Identifying the Prevalence of and Risk Factors for Relapse after Recovery from Severe Acute Malnutrition Globally project. The project is led by Action Against Hunger, in partnership with the London School of Hygiene and Tropical Medicine (LSHTM).

The goal of this research project is to measure relapse rates among children who are discharged from outpatient therapeutic programs (OTP) following successful treatment for severe acute malnutrition (SAM).  In addition to measuring relapse to SAM, the project aims to better understand overall child health and nutrition outcomes during the year following SAM treatment (e.g. linear growth, illness, relapse to moderate acute malnutrition [MAM]).  Secondary outcomes will also include exploring the programmatic costs associated with relapse as well as individual-level and programmatic-level risk factors associated with relapse, in particular WASH-related risk factors. The study will be implemented in four different countries – Mali, Nigeria, South Sudan, and Somalia.

The Field Research Coordinator in each country will be primarily responsible for implementing the data collection processes as described in the study protocol.  They will be the main in-country point of contact for all matters related to the study.

Key activities in your role will include

Objective 1:  The Field Research Coordinator will be based in the field and serve as the main point-of-contact in-country for all elements of the project. Potential responsibilities in this role include:

  • Serve as the in-country point of contact achieve in-country IRB approval (with support from ACF-USA and implementing NGO support).
  • Coordinate closely with the PI by participating in regular (weekly/bi-weekly) calls with the PI to communicate progress in recruitment, enrollment, and completion of follow-up visits by participants, as well as submitting weekly reports regarding data collection and study activities.

Objective 2: The Field Research coordinator will have primary responsibility for the collection of data for the project, as well as maintaining overall data quality. Responsibilities include:

  • Train and manage all data collectors.
  • Oversee proper informed consent process by data collectors.
  • Ensure quality of data collection and fidelity of study protocol implementation.
  • Work closely with community health workers / volunteers (CHW/Vs) as well as CMAM clinic staff to identify and enroll participants.
  • Track enrollment progression of both post-SAM children and non-SAM children.
  • Enter all data into electronic data bases and reconcile any data entry errors with original hard copy forms.
  • Track participant completion of follow-up appointments and manage the CHWs who travel to the field to encourage caregivers to return to the clinic for their follow-up visit.
  • Oversee anthropometric measurements by data collectors and OTP clinic staff during follow-up visits to ensure accuracy in data.
  • Oversee household surveys, water sample collection and analysis, food sample collection and analysis and rectal swab collection, and ensure compliance with study protocols with support from LSHTM.
  • Collaborate closely with AAH Nutrition and WASH Heads of Departments.
  • Collaborate closely with OTP clinic staff to obtain OTP clinic data of each post-SAM participant and transfer data from clinic forms into electronic database for the research project.
  • Performs other duties as assigned.
Conditions 

We offer the incorporation to a dynamic international network with the following remuneration package:

  • Formal Work Contract duration: 20 months (possibility of 3 months renewal depending on the funds).
  • Base: Mali
  • Compensation packaged: from 29.424,0 € to 36.024,0 € gross/year divided in 12 payments and based on experience y context. This salary includes a base salary + context plus + living expenses and per Diem in local currency subject to unexpected changes in currency exchange)
  • Per diem and living expenses
  • Guest House or similar accommodation covered by the organization
  • Travel costs to and from the mission.
  • Expat Health, repatriation, travel and life insurance covered by the organization
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action against Hunger -Spain).
  • Break: additional rest period, including travel cost to a reference area and economic help of 215€.
  • 25 working days of paid leave per year.

1. Le Projet est financé par l’Union Européenne à hauteur de 8 millions d’Euros et mis en œuvre par ENABEL. Il développe une approche filière orientée vers la satisfaction de la demande des marchés et incluant l’ensemble des acteurs des chaînes de valeur.

2. L’objectif spécifique du Projet est d’améliorer les revenus des acteurs des chaînes de valeur par un appui au développement de la filière halieutique.

3. Les bénéficiaires du projet sont les acteurs des chaînes de valeur (pêcheurs, pisciculteurs, transformatrices, collecteurs, grossistes, mareyeuses)

4. les principales activités du Projet concernent :

- le développement de la pisciculture

- le développement de pratiques de pêche durables

- l’amélioration des pratiques de transformation du poisson

- l’amélioration des conditions de conditionnement, stockage et transport du poisson

- l’amélioration de la commercialisation du poisson

- le renforcement des capacités des services techniques

L’Expert Junior appuiera la définition d’une stratégie d’intervention du Projet sur les aspects liés à la commercialisation du poisson, et notamment à la mise en place de systèmes d’information sur les marchés

Description

The role

The Technical Education Adviser is a senior member of the PDQ team. His/she is responsible for leading and designing high quality, safe, replicable and context-specific education programmes; ensuring all education interventions are implemented according to organisational standards; ensuring that monitoring processes are in place for quality activities for children, their families and communities; continuously assessing programme quality and relevance and proposing strategies for course correction. The Technical Education Advisor frequently travels to program sites, facilitates integration of intra- and inter-sector initiatives, represents Save the Children liaising with the education sector coordination fora and stakeholders such as the Education Cluster, FONGIM, local and international NGOs, CBOs, private sector, and local and central government authorities.

Contract length: 24 months

Nous recherchons un « Expert Junior NTIC et Suivi & Evaluation dans l'agriculture » pour l’ONG SOS Faim au Mali :

Le programme a été construit en partenariat avec des organisations paysannes (OP) et une société de productions d’intrants organiques. Il vise à améliorer les performances économiques, environnementales et sociales des acteurs de l’agriculture familiale durable en ayant notamment recours aux nouvelles technologies de l’information et de la communication (NTIC). Des organisations paysannes et leurs membres sont les bénéficiaires.

Les objectifs de cette fonction sont :

  • de participer à la consolidation des systèmes de suivi/évaluation (S/E) du bureau de la Représentation de SOS Faim et des partenaires de SOS Faim au Mali. Ces dispositifs doivent permettre de mesurer l’atteinte des résultats et des impacts des différents programmes et projets.
  • de participer à l’installation/utilisation des NTIC dans l’agriculture (système de collecte d’infos via des tablettes, mise en place de plateformes d’échange entre producteurs et vendeurs via smartphones, système de conseils à l’exploitation agricole, etc.) et aider les partenaires à traiter l’information collectée
  • de favoriser davantage l’intégration de l’agro-écologie et la résilience aux changements climatiques dans les stratégies et activités de SOS Faim et de ses partenaires au Mali.

Il s’agit de prolonger le travail déjà effectué par une Experte Junior. L’appui aux partenaires reste nécessaire notamment sur les points suivants : réflexion sur le choix des indicateurs de suivi, réflexion sur le rapport entre les coûts de collecte et l‘utilité des infos collectées et leur traitement, la conception de schémas expérimentaux pour comparer différentes techniques agro-écologiques.

Description

The Opportunity This role is in charge of strengthening systems and procedures of the Supply Chain function in the Save the Children Mali Country Office, reinforcing the local capacity of staff and partners and ensuring an organised working system is in place aiming to efficiency, effectiveness and quality in satisfying the programmatic needs for projects implementation. The Head of Supply Chain provides leadership to the supply chain team, ensures support and performs controls over all aspects of the supply chain function across the whole country office. The role is in charge of the Supply chain team in Bamako, and is technical referent for all Supply Chain staff at field locations. He is also responsible to coordinate with all relevant stakeholders and functions within the Country Office, ensuring that a positive collaboration dynamics is in place, and that planning activities are ongoing critical activities performed together with all key colleagues involved in projects implementation. Additionally the role assists the Director of Programs Operations and other members of the senior management team in ensuring the application of and adherence to all relevant SCI policies; provides technical lead in managing risks linked to supply chain management; and supports operational security management activities with a special focus on safety of the staff linked to facilities and vehicles. The Child Protection Advisor is a member of the PDQ team; his/her role is ensuring that all child protection interventions are of a high technical quality, that monitoring processes are in place, that high quality timely reporting occurs, and that the programme quality and relevance is continually assessed and solutions quickly put in place for a change of context. Pour plus d’information sur l’association : www.hi.org Présente dans plus de 55 pays, HI est composée de 2 directions opérationnelles : - La Direction de l’Action Humanitaire (DAH) - La Direction d’Action du Développement (DAD) CONTEXTE : HI est présent au Mali depuis 20 ans principalement sur des activités de développement dans le sud et le nord du pays : promotion des droits des personnes handicapées, renforcement de la société civile, accès à l'éducation pour les enfants handicapées, etc. Depuis juin 2012, HI met en place des opérations humanitaires auprès des populations du Nord, précisément à Tombouctou et dans quatre communes du cercle de Gourma Rharous : distributions d'aide alimentaire, d’intrants agricoles, de kits d’hygiène, réhabilitation de puits…. Une évaluation psychosociale a également été menée sur la zone allant de Niafunké à Gourma-Rharous. Une nouvelle stratégie a été validée en Septembre 2016 donnant les grands axes d’intervention pour les cinq prochaines années. L’action de HI se décline selon les axes suivants : - Axe Prévention, Santé & Réadaptation : réadaptation fonctionnelle, nutrition, soutien aux écoles… - Axe Droits, Inclusion & Accessibilité Universelle : Education inclusive, réinsertion socioprofessionnelle… - Axe Sécurité Alimentaire & résilience : distribution alimentaire, « blank et feeding », de filets sociaux etc… - Axe Protection : éducation aux risques, assistances aux victimes, soutien psycho-social … En 2017, l’équipe HI Mali a mis en œuvre les activités de 17 projets et a géré un budget global supérieur à 15M€ dont environ 60% est en gestion à travers des consortiums. L’organigramme du programme a donc été revu afin de consolider l’expertise technique de HI au Mali. Une unité technique a été créée pour assurer le suivi et la qualité des activités sur le plan technique et développer des pistes de partenariat afin de mettre en œuvre de nouveaux projets… Le poste de Coordinateur(trice) de l’unité technique s’inscrit dans cette refonte de l’organigramme. VOTRE MISSION : Sous la responsabilité du Directeur de Programme, vous êtes garant(e) du respect des cadres et de la qualité technique des projets en application des standards de l’organisation. Vous mobilisez à cet effet les ressources techniques internes et externes disponibles et contribuez activement à leur déploiement au service des projets d’HI dans le pays. A cet effet, vous appuyez et supervisez les 4 conseillers techniques et êtes en lien fonctionnel étroit avec les deux coordinateurs opérationnels (Nord Mali ; Sud Mali). En tant que Coordinateur(trice) de l’Unité technique vos principales responsabilités sont : • Gérer et animer l’équipe de l’unité technique au niveau du programme HI Mali • Garantir la qualité technique des interventions de HI en assurant notamment que chaque projet bénéficie d’appuis techniques adaptés et réactifs. • Participer activement à l’élaboration et au développement de nouveaux projets en lien avec les secteurs stratégiques prioritaires définis dans le COP 2016 – 2020 • Développer des réseaux multidisciplinaires, en fonction des secteurs prioritaires d’intervention • Assurer / faciliter un renforcement constant des compétences et connaissances techniques des équipes projet • Favoriser l'amélioration de la qualité des publications et développer les outils de gestion des connaissances, de capitalisation et de communication interne au programme • Participer à la coordination du programme régional, aux réflexions et chantiers stratégiques. SPECIFICITES/PARTICULARITES DU POSTE : Conditions de vie : Le poste étant basé en capitale, la vie y est agréable : Bamako est une capitale de taille importante pour la sous-région, présentant beaucoup de facilités. Des déplacements en région sont possibles durant les week-ends prolongés. Le climat est très chaud (+ 40°C), avec une saison des pluies courte. Sécurité : La sécurité est relativement bonne à Bamako mais avec certaines restrictions dues aux menaces récurrentes d’attentat contre les lieux fréquentés par la communauté internationale. Ceci n’exclut donc en aucun cas le respect des règles de prudence. Une attention particulière dans les régions du Nord est attendue. La sécurité sanitaire est correcte. Déplacements : Le poste est basé à Bamako, des déplacements sont à prévoir sur les sites d’intervention des projets (Sikasso, Tombouctou, Gao, Mopti) avec certaines limitations dans le nord du pays en fonction des règles de sécurité en vigueur.
