The incumbent has significant representational responsibilities towards the GFATM, Local Fund Agent, key government ministries, UN agencies, multilateral and bilateral donors and non-governmental stakeholders. S/he also ensures effective coordination with the other Principal Recipients on all GF grants. This is a leadership position that requires substantial technical expertise and strong management skills to ensure that all units within the Save-PR team coordinate their activities and departmental objectives towards the achievement of overall agreed targets and programmatic commitments. Minimum of 7-10 years’ experience in development project management, design, implementation of Health and HIV/AIDS programs in developing countries required. This experience must include at least 6 years’ experience in a senior management position with significant supervisory responsibility. Master’s Degree in public health or equivalent experience. Advanced degree – PhD or medical degree preferred. Essential: • Proven skills and knowledge of processes in the implementation of HIV, TB and HSS programs. • Understanding of the needs of challenging operating environment (COE) especially in West Central Africa context. • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding public health issues in the region. • Experience working with civil society organizations to plan and implement health-related activities. • A proven record of accomplishment managing large, complex, multi-partner programs. • Significant experience in working with GFATM and ensuring compliance with GFATM requirements. • Demonstrated experience in financial and grants management, including sub-grant management, and budget and procurement control. • Fluency in written and spoken French and English Language. Preferred: • Knowledge of the prevalence, spread and experience with response to the three diseases in Africa • Experience in monitoring and evaluation; • Understanding of Procurement and Supply Management issues in large-scale public health programs. • Excellent skills in report writing and proposal development; • Experience in, and in-depth knowledge of, Niger or Francophone Africa.
Description
Summary The Global Fund Program Director (Chief of Party) is responsible for the delivery, performance and management of grants from the Global Fund for AIDS, Tuberculosis and Malaria (GFATM) in Niger. Save the Children currently serves as the Principal Recipient for a Tuberculosis (TB) and Health Systems Strengthening (HSS) GFTAM grant that has a combined two-year budget of approximately EUR 24 million. The grants focus on implementing high-impact interventions to improve early detection and treatment of TB. Other focus areas include grant management and capacity building for the programs, SRs, grant management unit, and drug suppliers and distributors involved in the implementation of the project's activities. These grants are performance-based and the program is delivered through sub-grants to 4 Sub-Recipients (SRs). The program also includes significant international pharmaceutical and health product procurement (approximately 70% of the total GFATM budget for Save the Children-PR in Niger). Essential Duties, Responsibilities and Impact The Global Fund Chief of Party (COP) is responsible for; (1) ensuring high quality program delivery and accomplishment of performance targets; (2) meeting contractual obligations, including effective budget management, in a timely and cost-effective manner; (3) managing sub-grants to the sub-recipients; (4) ensuring that Save the Children as Principal Recipient performs as an excellent partner with other stakeholders in Niger, the Ministry of Health and the donor; (5) ensuring that the Global Fund programs are appropriately integrated within the overall Save the Children Niger Country Program and Strategy; and (6) leading and managing a PR team of approximately 30 staff with diverse professional backgrounds. Leadership and Technical Guidance (40%) • Ensure achievements of the project objectives, as contained in project proposal and grant agreement; developing strategic plans, annual and quarterly work plans, procurement plans, and overall management of the grant implementation in line with GF guidelines; • Ensure high quality technical leadership and oversight is in place for the program; • Ensure effective management of relationship and partnership with SRs and key strategic partners such as the Ministry of Health, UN, WHO, USAID and other multilateral and bilateral partners; • Lead team in ensuring proper coordination among sub-recipients, national level Technical Strategy Groups, and other key stakeholders; • Ensure that relevant technical materials are made available and that appropriate dissemination takes place. M&E and Research (10%) • Ensure good practice by supporting the development of strong M&E mechanisms; • Identify gaps in the standards of delivery of the programs in Niger by partners through a robust monitoring process; • Ensure program monitoring tools and systems are in place to support high quality implementation by partners; • Lead on setting research agenda with other key partners and commissioning studies/assessments to document evidence of impact and best practice; • Track and evaluate key interventions, to assist in lessons for sharing, building an evidence base of operational research, surveillance and M&E approaches. Ensure Contractual Compliance (10%) • Ensure compliance with GFATM regulations, and procedures, including compliance with all Special Conditions and Conditions Precedent in the Grant Contract. • Ensure compliance with Save the Children procurement and supplies chain management procedures and standards Financial and Grant Management, Budget Control (10%) • Oversee the control of expenditures within budgets; • Ensure compliance with all relevant administrative, human resources, procurement and financial policies and procedures of Save the Children and the donor; • Ensure appropriate implementation, oversight and monitoring of sub-grants to all sub-recipients, including ensuring flow down and compliance with all GFATM regulations and procedures. Representation and Networking (10%) • Represent Save the Children as the PR with I/NGOs. Also represent Save the Children with key strategic partners such as, Government of Niger, Ministry of Health, PNLT, DNEP, UN, WHO and other agencies, as required; • Represent Save the Children as the PR with the Local Fund Agent; • Represent SC as the PR with GFTAM, maintaining positive relationships with GF Secretariat Niger Country Team, and specifically the GF Fund Portfolio Manager; • Represent SC as PR with Technical Strategy Groups and the Niger Country Coordinating Mechanism (CCM); • In coordination with the Save the Children Niger Country Director, establish and maintain professional and institutional relationships with government ministries and departments as appropriate through sharing of reports, providing verbal updates and being transparent in SC PR management. Coordinate and Harmonize Program Delivery with Country Office (5%) • Actively participate as member of Niger SMT, contributing to country strategic plans; • Coordinate with and update the Niger CD on GFATM grants status and performance on a regular basis. • Actively coordinate and develop linkage with the rest of Save the Children in Niger and in particular with the PI and PDQA Directors and departments, as well as with Directors for Human Resources and Finance & Support to ensure the Global Fund program is linked with and contributing to the overall country platform; • Assist PI and PDQ Directors in identification of needs and opportunities for project activities including facilitating in designing and developing of proposals to explore new opportunities. • Work in coordination with the Central and Regional Offices in London and Senegal respectively to ensure smooth implementation of Global Fund Program in Niger. Human Resources Management and Development (10%) • Manage, mentor and provide guidance to all GFATM staff in country through performance management and relevant staff to ensure project targets are met; • Establish, build, and nurture effective teamwork within the GFATM team and ensure a cohesive workplace environment for optimum staff retention and motivation; • Supervise team and provide necessary guidance to ensure that program targets are met; • Incorporate SC’s vision and values and full adherence to Code of Conduct (into GFATM team building. Safety and Security Management (5%) • Provide Country Director (CD) with necessary information and materials required to build senior level relationships and to secure No Objection Certificates (NOC) for designated areas; • Support Senior Security & Safety (Sr S&S) Manager of the Country Office (CO) with necessary information to get security clearances of the potential SRs; • Working closely with the Sr S&S Manager of the CO, develop a project security management strategy and plan, based on a realistic appreciation of security risks, and ensure its effective execution; regularly review the risk assessment to ensure strategy and plan relevant to changing context; • Closely monitor security dynamics in the project areas and report to the CD on significant changes in the security context; • Sensitize SRs on the security dynamics of the project areas, and ensure their strict adherence to the project security management plan; • Remain responsible and accountable for the security and safety of project staff, assets and property.
