REQUIREMENTS
Education & Experience
- Academic background in business management, international logistics, supply chain management and/or more than 3 years experience in global supply design and/or in supply management in humanitarian supply chain management
- Professional experience in other sectors in Supply Chain operations and management is a plus
- More than 5 years experience in the humanitarian field
- Experience with MSF at project and/or mission coordination level is a strong asset
- Experience in project/change management is an asset
Competencies
- Strong knowledge of Unifield is an asset
- Coordination, leadership, management, strategic vision, reporting and diplomatic skills
- Excellent communication skills for interacting with several departments
- Autonomous
- High availability for traveling
Languages
- Fluent in English
- Fluency in French is an asset
Description
Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
Supply Chain Officer Cell 4 (m/f/x) – MSF Belgium – Brussels
CONTEXT
Driven by MSF’s goals, the OCB Supply Chain’s mission is to enable humanitarian action and provide reliable supply chain solutions. It comprises several sites, in each program on the field (projects and capital), with MSF Supply, its European Supply Center, and the Kenya Supply Unit, its regional hub. The Supply Chain Department defines the global strategy of this supply chain, pilots its performance, and ensures that each site has the proper support for its development.
The Supply Chain Officer (SCO) position belongs to the Supply Department (line manager: Front Office Coordinator) and is a member of the operational cell (functional manager: Operations Coordinator).
As a Supply Chain Officer you design the supply strategies and set-ups to answer the operational needs, taking into consideration the general supply policies and standards. You make sure resources and means tally with them (technical support, budget, field HR skills…). You supervise and report the performance of the supply chains. You are accountable over the current situation of your contexts and must proactively foresee future challenges; to avoid supply chain becoming a bottleneck for operations. You understand the needs of operations and translate them into supply chain solutions.
Current Cell 4 missions are in Afghanistan, Bangladesh, Indonesia, Pakistan and India. Each context has its characteristics requiring a broad range of Supply Chain expertise and a capacity to manage significant volumes of operations.
RESPONSIBILITIES
- Design and supervise the implementation of the supply chain strategy of each context/project of the Operational Cell, in close collaboration with Medical, Logistics and Finance operations to cope with operational needs and quality required by OCB’s policies. Ensuring that the supply chain is patient-centered and that the supply strategy is aligned with the medical strategy. These include stock management, international and national sourcing, transport and customs, ordering process, demand planning and forecasting processes, communication, stock out/advocacy and customer satisfaction processes.
- Participate in the dynamics of the cell as its supply chain referent. As such, you help to build budget and strategies, follow them, and participate in all necessary gatherings (AROs, budget revision, monitoring, CoPro…) and cell meetings.
- Work closely with the other SCOs and regional supply network managers as a team to foster best practices and benchmark. Promote as well to outsource resources when needed collaborating with the technicians in the supply department or pharma unit.
- Be the functional manager for the Supply Coordinator at the Coordination level together with the HOM (Head of Mission), who is the line manager. Ensure alignment between the two as well as alignment between Mission and cell. Collaborate together to design and improve the supply chain of the context (setups, needs for support, processes, requirements for training…) with the help of the Supply Department and MSF Supply.
- Keep a tight link with peers within the other OCs (Operational Centers) and ESCs (European Supply Chain) and promote synergies to maximize capacity.
- Have full visibility of the resources and report performance of the supply chains, based on quantitative and qualitative metrics and analytics, with a focus on partnership’s satisfaction.
- Contribute to driving the MSF Supply Chain strategy towards Supply Chain excellence by escalating the uncovered needs on innovation, resources and quality.
- Understand the political, social, and economic context in each country, spend time working in the field with the supply team to promote continuous improvement and ensure that the strategy is implemented.
- Be able to support the mission in developing adaptable supply routes also in a context outside of MSF standard way of workings.
