CANDIDATE PROFILE
We are looking for a forward thinking, experienced and enthusiastic candidate, inspired by MSF social mission, and eager to leverage digital technologies for enhancing humanitarian action.
Education and experience
- Master’s degree in computer science, business administration or other relevant discipline.
- At least 5 years of relevant experience (IS implementation, business analysis and/or project/program management).
- Experience in projects related to learning & development (HRIS & TMS)
- Minimum 2 years of experience as a team leader
- PMI / Prince 2 certification is an asset
- Technical background and experience in configuration and administration of IS would be an advantage
- Experience in business/functional analysis, business process management
- Experience in dynamic and rapidly changing international environment is an asset.
- Experience in MSF, other NGO or business operating in similar contexts, is an advantage.
Competences required
- Demonstrated experience in managing learning technology related projects (international scope)
- Leadership skills and ability to integrate and guide cross-functional team
- Excellent understanding of change management methodologies
- Excellent communication skills
- Excellent listening skills
- Demonstrated ability to establish and maintain effective relationships with key stakeholders
- Excellent organizational skills with demonstrated ability to execute projects on time and on budget
- Ability to develop and maintain relationships at different levels of the organization
- Well-developed cultural awareness
- Languages: fluency in English written and spoken, French is an asset
This position requires occasional travel to other MSF Operational Centers in Europe and Partner Sections (ability to travel up to 10%).
CONDITIONS
- 1 year contract (possible extension) - Full time - based in Brussels (Ixelles)

Description
CONTEXT
MSF OCB is launching a project for implementation of a Personal Learning Environment (PLE) as part of a phased Talent Management System implementation (HRIS). In the preliminary phase of the project, a feasibility study was carried out, functional and technical requirements defined and an (existing) system solution identified. The project is now entering in the implementation phase. The solution will be deployed in different scenarios for field and HQ staff.
The Project Manager is going to be responsible for the implementation of the Learning and Development modules of the system. He is responsible for ensuring the adaptation of the selected system and the roll out at MSF OCB. The project manager will be overall responsible for achievement of the deliverables within time and budget.JOB PROFILE
- Manage the project roll out of the learning and first phases of the development processes, ensure that project deliverables and outcomes are implemented on-time, on-budget
- Coordinate design and implementation activities with external partners
- Facilitate and support change management activities and manage the expectations of the stakeholders
- Issue management, risk management, and reporting process for the project
- Manage project team organization and structure, project plan, testing and deployment
- Manage overall communication and reporting with stakeholders and end users
- Provide day to day direction and support to the project team
- Ensure and promote the liaison and coordination with other concurrent projects in MSF, when relevant for the project scope and MSF needs
- Report regularly to the Project Steering Committee
