General context of the project

INTERSOS is an International Humanitarian Organisation based in Rome. The organisational structure comprises the general director’s office, the Departments of Programmes, Finance, Logistics/ICT, Fundraising/Communication, Human Resources, and the Internal Audit office. INTERSOS is operational in 23 countries with over 2500 national and international staff worldwide.

The present organisational structure of INTERSOS Programs Department is made of a team of one Director of Programmes, Regional Directors, Deputy Regional Directors, a Protection team, and the Medical Unit. The medical unit is composed by an head of medical unit, 2 medical advisor and 1 pharmacy referent.

 

General purpose of the position

Oversee the quality and organization of the medical supply process in collaboration with the logistics and supply department, ensuring effective management of medical stock across various missions. Work closely with both mission teams and HQ medical and logistics departments to ensure the correct use of medicines and medical materials in line with INTERSOS policies and protocols (primarily SOP37 and SOP39), as well as national and international regulations. This role supports the delivery of quality medical care to patients and their communities.

 

Main responsibilities and tasks

  • Collaborate with the missions medical teams contributing to discussions on the running of missions and the definition of objectives. Participate in planning and setting-up of new pharmacies in the countries and in support of the missions, overview the drawing up and revision of the pharmaceutical budget. Travel to the different missions to supervise and monitor activities linked to the pharmacy
  • Provide technical support to the Country Pharmacist on pharmaceutical issues (opinion on legislation, pharmacological information, etc.) and overview the sharing of relevant information to the medical team (clinical information, use of medicines, side effects, adherence, etc.). Support the Country pharmacist in defining, organizing and managing the stock pre-positioned in the capital and in ensuring information flow to the other members of the team concerning stock levels, pharmacy management and prescriptions
  • Ensure the collaboration of the Country pharmacist with the Medical Coordinator and the Logistics Coordinator to guarantee the existence and smooth running of supply processes for medicines and medical materials in the mission. In the event of local purchases, guarantee adherence to INTERSOS recommendations and the information circuits to be followed. Overview rational use of medicines and pharmaceutical products (prescriptions). Ensure appropriate support from Pharmacy Manager to effective collection of data for monitoring and surveillance of optimal quantity and quality of medicine use, follow up of pharmaceutical care plans, patient counselling, good dispensing practices and safe medication practices
  • Overview that in collaboration with the Logistics Coordinator, is ensured the good distribution and storage practices for pharmaceutical projects, including proper cold chain management and maintenance and transport conditions. Ensure that missions pharmacies are organized and managed properly and that the drugs management are in line with international and national legislation, enabling the traceability of products. Guarantee that donations and destruction of expired medicines are in conformity with international and national procedures, as well as the emergency stock and emergency boxes
  • Guarantee the collaboration of the Pharmacists with the logistics teams for the customs clearance procedures of medical orders, and with the Medical Coordinators to consolidate, plan and monitor medical orders (including budgeting with the finance and logistics teams) and to obtain import authorisations from the national authorities
  • Contribute to the analysis of performance indicators and of medical reports, analysing consumption statistics, monthly data and any other data and indicators. Supervise the system for checking alignment between consumption and prescriptions and for collecting and analysing information relating to undesirable side effects of medicines and medical
  • Support the Country Pharmacist in collaborating with the HR department to plan, define and size the health-workforce in the mission and supervising the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication). Overview that the HR Managers ensure that new staff members hired are given a proper explanation of their role and information on the mission general and specific objectives and activities linked to the pharmacy. Organise and lead regular meetings with Country Pharmacist
  • Support in the implementation/revision/update of INTERSOS pharmacy management SOP in order to ensure the respect of the international standard through the application of the guidelines
  • Assess, review and train the staff on the global pharmaceutical indicators to ensure the quality of the pharmaceutical items, consumables and medical equipment purchase of the health programs
  • In collaboration with Logistic department and Medical Unit support the integration of the Inventory Management System in mission when applicable
  • Prepare the process of donation, destruction and disposal of drugs according to donor regulations
  • Support and coordinate with Logistics department for the implementation of environmental policies regarding the waste management and disposal of pharmaceuticals items, consumables and medical equipment
  • Mapping and identify all sectorial sub cluster or fora related to pharmacy management and supply and participate as INTERSOS representative
  • Represents INTERSOS with QUAMED and actively participates in QUAMED meetings
  • Support the kickoff of the process of local suppliers assessment and provide feedback to the dossier prepared by the mission according to INTERSOS regulation and validate the needs assessments from various missions, ensuring alignment with the scope, actual needs, and stakeholder requirements. Support the validation process for evaluation grids to maintain consistency and accuracy across assessments.

The Regional Office In Nairobi is recruiting a Regional Logistics coordinator to oversee the operation in South Sudan, Sudan, Central African Republic, Democratic Republic of Congo, Libya and Tunisia.

General purpose of the position

Oversee and support logistics operations and supply chain activities of missions in collaboration with the regional offices and the mission logistics departments in accordance with INTERSOS protocols, standards and procedures to contribute to humanitarian response programs and the efficient running of the missions.

 

Main responsibilities and tasks

Coordination and support

Global

  • Facilitate the collaboration of the Headquarters Logistics Department to improve the Supply Chain and logistics operational systems and ensure standard operation policies and procedures are respected. Support initiatives and special projects implementation
  • Participate in the definition of a Global Supply Chain, Logistics Operations Annual Action Plan (AAP), Preparedness Plan and the necessary KPIs to monitor implementation
  • Propose collaborative approaches of Logistics and Supply Chain Management to humanitarian private partnerships
  • Liaise with the Global Supply Office to plan sourcing and procurement strategies for the missions
  • Collaborate with the ICT Coordinator to ensure the ICT development needs of missions and regions are translated into the HQ Logistics Department AAP
  • Collaborate with the HR department to develop new training materials

Regional

  • Collaborate with Regional Office to ensure that Supply Chain and logistics operations procedures are well understood and enforced in a coordinated manner at the regional level and to present a consolidated approach and teamwork for mission support and management
  • Review project proposals Supply Chain and logistics operations components and actively contribute to project cycle management, meetings and strategic exercises. Share information on assessments and proposed interventions, provide an overview and inputs of Supply Chain and logistics operations requirements for the development of project proposals and implementation

Mission

  • Provide support and guidance to all country offices in designated regions including oversight of all Supply Chain and logistics operations functions in line with INTERSOS and donor policies and regulations
  • Work with the Heads of Missions and Senior Management Teams to improve Supply Chain and logistics operational systems and ensure standard operation policies and procedures are respected. Participate in the definition of the Supply Chain and Logistics Operations Annual Action Plan (AAP) for the mission and the necessary KPIs to monitor the implementation
  • Support personnel on all SC & LO matters when mobilizing and implementing new projects or closing out

Logistics Information Management

  • Ensure that data reported in INTERSOS Logistics software (Intersos Management Platform - IMP) are correctly used and accurate. Provide training to missions if required
  • Elaborate a quarterly Supply-Chain and logistics operation report for the region of operation and submit it to the Line Manager
  • Work with the mission logistics departments to ensure the monthly reports are timely submitted. Provide review, analysis and feedback to the mission for improvements
  • Monitor the defined yearly Key Performance Indicators

IT Infrastructure and Communication

  • Ensure that missions have an appropriate IT and Communications infrastructure and equipment to sustain INTERSOS software platforms and are in line with policies and procedures. Draft regional and mission asset acquisition plans
  • Support the implementation of INTERSOS Logistics software in the mission

Supply-Chain Management and Procurement

  • Support region and missions to plan procurement activities and ensure that all project procurement plans are created and uploaded on IMP before the project starts by liaising with Country Logistics Coordinator and Project Managers. Improve implementation of procurement plan (consolidation of plans with transversal framework agreements and centralised international sourcing) and through procurement, planning facilitate the development of the supply strategy for the mission
  • Monitor overall procurement performance for region and mission. Ensure effectively and cost efficient procurement planning and execution while guaranteeing INTERSOS and donor procurement policies and procedures are respected
  • Ensure that all missions have an updated pre-qualified supplier list and support on the organisation of local market assessments to ascertain that suppliers represent the best value for money and lead times while being compliant with INTERSOS contracting procedures
  • Plan and collaborate with the Global Supply Office and HQ Medical Unit on international procurement processes. Follow up the payment to suppliers in coordination with Regional Finance Coordinators and the GSO
  • Review and/or approve (checking for accuracy and compliance) all high-level procurements, framework agreements, leases and other high-risk financial commitments. Review regional and mission ongoing contract execution and propose improvements
  • Link HQ Logistics department with Internal auditor to address key risks, audit findings and complaints on procurement, and propose mitigation measures

Assets and Inventory management

  • Assess and support mission warehouse management. Ensure systems and reporting are in place for the effective storage and distribution of all program stocks. Support the trial and rollout of the INTERSOS inventory management system
  • Assess and support mission asset management. Ensure that all mission assets registered in IMP are documented, issued with unique INTERSOS asset numbers, tagged and logged according to asset management policies and procedures
  • Is responsible for the inventory and assets management for the region and ensures that missions perform quarterly assets and inventory counts

Transportation management

  • Assess and support country mission fleet management. Ensure appropriate allocation and safe use of the fleet. Overview that rental service agreements and contracts are done in alignment with INTERSOS procurement standards, and fuel and maintenance systems are in place
  • Ensure that INTERSOS fleet management model, movement security protocols and Brand Identity Manual are applied in missions
  • Contribute to the development of sustainable approaches of transportation management by streamlining INTERSOS environmental policy

Facilities management

  • Assess and support country mission facility management (offices, bases, guesthouses and warehouses) ensuring that rental agreements and contracts are done in alignment with INTERSOS procurement standards and that facilities respect INTERSOS guidelines and security
  • Identify gaps and propose improvement plans in coordination with the Line Manager and Head of Mission
  • Contribute to the development of sustainable approaches to facility management by streamlining INTERSOS environmental policy

Human Resources management

  • Support the HQ Human Resources department on the recruitment of Country Logistics Coordinators and Logistics Managers by reviewing technical tests and conducting technical interviews with the candidates. Support the management of the Logistics rooster and pool
  • Provide induction to new key Logistics staff providing, as needed, inductions, refresher and capacity building training in all standard Supply Chain and logistics operations IT Tools and SOP. Provide training to the program and other support staff on critical SC and LO policies and procedures
  • In collaboration with the Head of Mission perform and manage the Internal Review Process (IRP) of the Country Logistics Coordinators and Logistics Managers
  • Organize the weekly meetings with the Country Logistics Coordinator and Logistics Manager and the monthly country logistics meeting
  • Provide regular review and assessment of HR structures and functions in the mission to strengthen overall efficiency and accountability

Applied Security

  • Provide support to the Security Manager as a focal point for communication and communication flow

General context of the project

INTERSOS is an International Humanitarian Organisation with its HQ in Rome, branch offices in Dakar, Nairobi, and Amman, and a representation office in Geneva. INTERSOS is operational in 23 countries with over 3,000 national and international staff worldwide.

 

Within INTERSOS's organizational structure, the Protection Unit ensures programmatic and technical support to INTERSOS’s programmes and initiatives for the protection of vulnerable persons who are at particular risk of violence or abuse, including children and women. To this end, the Protection Advisers are the key technical focal points to provide appropriate and timely technical guidance to multiple country programmes including emergency response, project proposal design and development, reviewing reports, and developing strategies to mainstream protection and gender.


 

General purpose of the position

 

At the end of the internship, the candidate will be able to acquire a good understanding of the internal functioning of a humanitarian organization.

 

The candidate will gain a strong understanding of the different aspects of Protection interventions and it will support further their exposure and interest in Protection.







 

Main responsibilities and tasks

The selected person will support the Protection unit in the following tasks:

  • Support the unit with the completion of the IMP reporting set-up and in the collection and analysis of information from the Monthly Protection Reports and producing consolidated reports.
  • Contribute to the harmonization of internal protection tools by creating a common structure for the Protection toolbox and marking out key tools and resources for all activities and resources for the HQ folder (Protection portal).
  • Support for the update of the Protection Portal and keep the internal protection community up to date with relevant communication;
  • Assist the Protection Advisors in organizing monthly meetings, learning & sharing events (administrative support, coordination, preparation of meetings, minutes, translations, etc.);
  • Support the Unit in analyzing the Protection team structure in missions and in working on a new organogram
  • Support the Unit in coordinating with the Missions for research and analysis purposes

Field Missions

The intern will have a field placement of 3 months giving her/him an opportunity to learn on the job in the field, where will be guided by a Protection Specialist or Protection Coordinator in the mission in coordination with the Protection Advisers.

Main responsibilities and tasks

  • Collaborate with the missions medical teams contributing to discussions on the running of missions and the definition of objectives. Participate in planning and setting-up of new pharmacies in the countries and in support of the missions, overview the drawing up and revision of the pharmaceutical budget. Travel to the different missions to supervise and monitor activities linked to the pharmacy
  • Provide technical support to the Country Pharmacist on pharmaceutical issues (opinion on legislation, pharmacological information, etc.) and overview the sharing of relevant information to the medical team (clinical information, use of medicines, side effects, adherence, etc.). Support the Country pharmacist in defining, organizing and managing the stock pre-positioned in the capital and in ensuring information flow to the other members of the team concerning stock levels, pharmacy management and prescriptions
  • Ensure the collaboration of the Country pharmacist with the Medical Coordinator and the Logistics Coordinator to guarantee the existence and smooth running of supply processes for medicines and medical materials in the mission. In the event of local purchases, guarantee adherence to INTERSOS recommendations and the information circuits to be followed. Overview rational use of medicines and pharmaceutical products (prescriptions). Ensure appropriate support from Pharmacy Manager to effective collection of data for monitoring and surveillance of optimal quantity and quality of medicine use, follow up of pharmaceutical care plans, patient counselling, good dispensing practices and safe medication practices
  • Overview that in collaboration with the Logistics Coordinator, is ensured the good distribution and storage practices for pharmaceutical projects, including proper cold chain management and maintenance and transport conditions. Ensure that missions pharmacies are organized and managed properly and that the drugs management are in line with international and national legislation, enabling the traceability of products. Guarantee that donations and destruction of expired medicines are in conformity with international and national procedures, as well as the emergency stock and emergency boxes
  • Guarantee the collaboration of the Pharmacists with the logistics teams for the customs clearance procedures of medical orders, and with the Medical Coordinators to consolidate, plan and monitor medical orders (including budgeting with the finance and logistics teams) and to obtain import authorisations from the national authorities
  • Contribute to the analysis of performance indicators and of medical reports, analysing consumption statistics, monthly data and any other data and indicators. Supervise the system for checking alignment between consumption and prescriptions and for collecting and analysing information relating to undesirable side effects of medicines and medical
  • Support the Country Pharmacist in collaborating with the HR department to plan, define and size the health-workforce in the mission and supervising the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication). Overview that the HR Managers ensure that new staff members hired are given a proper explanation of their role and information on the mission general and specific objectives and activities linked to the pharmacy. Organise and lead regular meetings with Country Pharmacist
  • Support in the implementation/revision/update of INTERSOS pharmacy management SOP in order to ensure the respect of the international standard through the application of the guidelines
  • Assess, review and train the staff on the global pharmaceutical indicators to ensure the quality of the pharmaceutical items, consumables and medical equipment purchase of the health programs
  • In collaboration with Logistic department and Medical Unit support the integration of the Inventory Management System in mission when applicable
  • Prepare the process of donation, destruction and disposal of drugs according to donor regulations
  • Support and coordinate with Logistics department for the implementation of environmental policies regarding the waste management and disposal of pharmaceuticals items, consumables and medical equipment
  • Mapping and identify all sectorial sub cluster or fora related to pharmacy management and supply and participate as INTERSOS representative
  • Represents INTERSOS with QUAMED and actively participates in QUAMED meetings
  • Support the kickoff of the process of local suppliers assessment and provide feedback to the dossier prepared by the mission according to INTERSOS regulation and validate the needs assessments from various missions, ensuring alignment with the scope, actual needs, and stakeholder requirements. Support the validation process for evaluation grids to maintain consistency and accuracy across assessments.

Main responsibilities and tasks

The selected person will support the Protection unit in the following tasks:

  • Support the unit with the completion of the IMP reporting set-up and in the collection and analysis of information from the Monthly Protection Reports and producing consolidated reports.
  • Contribute to the harmonization of internal protection tools by creating a common structure for the Protection toolbox and marking out key tools and resources for all activities and resources for the HQ folder (Protection portal).

The Finance Department is intentioned to highly prioritize this sensitive subject by investing in new capacities and technical solutions to improve the current planning and monitoring system of cash-flow, consistent with the new size of the organization.

Streamline the financial support through strategic information on liquidity margin, financial risk and working capital, aimed at taking effective decision making.

Main responsibilities and tasks

  • Design and implement a reliable Forecasting system for cash-flows (both incoming and outgoing) harmonized for HQ Rome and Missions.
  • Improve the tools at HQ Rome, Regional office and Mission level for the ongoing liquidity monitoring.
  • Monitor on a daily basis the general installment plan at HQ, by encompassing bank transfers to Missions, reimbursements to Rome, liquidity offsetting.   • Monitor thresholds to ensure current liquidity risk exposure does not deviate too much from targets and stays within the bank’s liquidity risk tolerance and risk appetite
  • Support Missions and Regional offices by providing technical advice in offsetting financial operations and developing practices for optimizing cash resources among different countries based on deposit availability and liquidity needs.

General context of the project

On March 3rd 2022, INTERSOS started the first activities in support of the population in transit in Moldova. INTERSOS was initially present at the borders in the south-east of the country with operational headquarters in the capital, Chisinau. We established a mobile clinic to offer primary healthcare for refugees in transit at the border point of Palanca. There, as in the nearby border point of Tudora, INTERSOS carried out protection activities in cooperation with UNHCR including identification of vulnerable people, referrals, direct psychosocial support and information provision on available services. In the following months, INTERSOS established its presence in the Palanca Bus Hub and in the districts of Căușeni and Ștefan Vodă. A protection and medical team began providing primary healthcare, protection monitoring, PSS as well as internal and external referrals for Ukrainian and Third Country Nationals fleeing the conflict. Due to the geographical spread of the displaced population, INTERSOS Moldova soon expanded its activities into the central region of the country, covering the city of Chișinău and the districts of Călărași, Fălești, Hîncești, Strășeni and Ungheni. A special focus has been put on reaching the most vulnerable communities therefore, assessments have been conducted in the northern, central and southern regions of the country. The mobile protection units engaged with local actors and representatives of communities and individuals at risk in order to understand their needs and provide durable solutions. INTERSOS is now engaged in the provision of services for the displaced Roma community in multiple districts.

During 2023, Intersos expanded its activities increasing its teams of Psychologist, Medical Doctors, Nurses, Health Promoters, Case Managers and Cultural Mediators.


General purpose of the position

Support the Medical Coordinator in defining, supervising and implementing the MHPSS component of the protection programme.

Provide technical guidance and advices to protection staffs, ensuring that specific MHPSS components of the programme are delivered according to internal guidelines and in line with international standards and principles, in order to achieve the mission’s goals effectively, according to INTERSOS human resources vision and values.

Main responsibilities and tasks

Coordination

  • Contribute to the design of the MHPSS strategy of the mission and provide technical support and assistance for the implementation of the MHPSS activities through the proper tools and methodologies
  • Ensure cohesion and harmonization of MHPSS activities, tools, guidelines and services across the different projects strategy by drafting and revising MHPSS SOPs, adapting internal and global guidelines and guarantying that they are known by relevant staffs
  • Design and develop a MHPSS Toolkit with appropriate resources and guidelines to provide structured and unstructured MHPSS for children and adults
  • Development of a harmonised structure for group PSS, emotional support groups, awareness-raising and community outreach/engagement components across the mission
  • Monitor progress on individual cases documented by the psychologists by establishing tools, maintaining strict protocols for confidentiality and consent
  • Provide technical support to the psychologists for individual cases affected by crisis, GBV survivors, child protection cases, etc.
  • Design and revise MHPSS interventions and activities that are AGD sensitive and ensure AGD and context appropriateness in addressing CP, GBV and other protection issues, as well as proper identification of vulnerable/at risk individuals
  • Work with the CP and GBV specialist to strengthen PSS in case management providing guidance on identifying issues, empathy, session structure and referral
  • Collaborate with Case Management and Medical Teams to ensure proper collaboration in referral procedures
  • In coordination with the Medical & Protection Coordinators, deliver trainings and workshops to medical & protection staffs to build skills on MHPSS topics. Develop training materials according to national policies and international standards
  • Support the Medical & Protection Coordinator to deliver trainings and workshops to non-protection staffs to build skills and knowledge of Staff Care, Mental Health, PFA and other topics relevant to all sectors, and to develop and implement a Staff Care System for the staffs
  • In coordination with the Medical & Protection Coordinators assess MHPSS needs and gaps of target populations in current and future areas of operations. Analyse regularly the status of protection activities and inform the programme accordingly
  • Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive actions to remain informed about the available services for referral and coordination.
  • Set-up referral pathways for medical & protection teams with other MHPSS service providers in the area of intervention
  • In line with the current protection strategy of the mission and in coordination with the Community Engagement Specialist design and develop a community-based approach to MHPSS
  • Develop standard MEAL tools and indicators to measure the impact, effectiveness and quality of MHPSS interventions for children, adults and people with disabilities, and ensure the piloting and standardization of these tools. Increase and enhance MHPSS programme monitoring and evaluation, and determining impact
  • Support the Medical & Protection Coordinators to ensure that protection data are collected, archived, processed, analyzed and disseminated in ethical modalities guarantying the confidentiality and the respect of internal data protection protocols. Maintain and update the MHPSS platforms for synchronization of data protection management and reporting
  • Under the supervision of the Medical & Protection Coordinators undertake regular field monitoring visits and provide tools to monitor the quality of programme implementation

Networking and partnerships

  • Maintain collaborative working relationships with relevant clusters and related working groups at national and/or field level and guarantee compliance to the eventual monthly cluster reporting requirements

Medical Unit Intern - HQ INTERSOS is an independent humanitarian organization that assists the victims of natural disasters, armed conflicts and exclusion. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity and coexistence, paying special attention to the most vulnerable people. Terms of reference Job Title: Medical Unit Intern Code: 00-7433 Duty station: 2 months HQ Rome or remotely + 4 months INTERSOS field mission Starting date: 17/08/2023 Contract duration: 6 months Reporting to: Head of the Medical Unit Dependents: non-family duty station General context of the project The Medical Unit provide technical and analytical support to the program department and INTERSOS missions on: 1. Developing country/regional medical strategies 2. Approve/validate the technical component of all project proposals containing health and nutrition components. 3. Approve/validate the technical component of all key reports for donors containing health and nutrition component. 4. Ensure the implementation of standard and/or national protocols 5. Supervise the start-up, progress and quality of medical activities with regular visits and contacts with on-site technical staff 6. Develop SOP and tools in order to standardize and facilitate field technical work and improve supervision and analysis 7. Representing INTERSOS at the international H&N fora 8. Participate in the recruitment process of medical expat personnel and the evaluation/development of expat/national staff 9. Provide technical support to other department and other dossier General purpose of the position The mentoring aims to: 1. Familiarize with the dynamics of the medical unit and operational documents 2. Provide an understanding of the project cycle 3. Improve analytical skills on medical-humanitarian challenges 4.
