Profil
DESIRED PROFILE:
- Bachelor or Master degree in Economics, Social sciences, Political Sciences, Civil Engineering, Bioforce or any related field)
- Preferred: Training in cash and voucher assistance (CALP, RedR,…)
- Strong professional experience (at least 5 years) in emergency response and proven experience of at least 3 years in a Project Manager position within one of the following sectors of WASH, Food Security, Shelter & NFI or MPCA
- Preferred experience in in-kind and cash and voucher distributions
- Experience in team management and representation
- Good knowledge of emergency donors regulations and processes
- Experience in opening missions is a plus
- High capacity for analysis and synthesis
- High capacity in project cycle management
- Ability to train and build capacity; to conceptualize and formalize tools, methods and procedures
- Ability to handle conflicts
- Excellent communication including providing constructive feedback
- Excellent French and English (oral and written) are essential. Spanish and Arabic are a plus

CONTEXT:
In order to ensure a relevant, timely and efficient response to acute crises, the Emergency Division of HI has the role to ensure the monitoring, preparedness and response to man-made and natural disasters.
Within the frame of its emergency intervention, HI aims at ensuring that the humanitarian watch, preparedness and response to man-made and natural disasters are inclusive of all affected community members.The Emergency Division may lead some emergency response or support the Geographic Division to respond to a new disaster depending on the intensity of the crisis and the capacity of the program in place.
The Emergency Pool is composed of a team of emergency experts, ready to deploy within 72 hours. Their role is:
1) To conduct diagnosis and launch new emergency operations in the field;
2) To support pre-established programs and teams to respond to a new disaster in the field;
3) To contribute to lessons learned exercises, technical methodology and guidance, tool kits in coordination with Emergency Division team members, Shared services Divisions and Technical Divisions at HQ levelMAIN RESPONSIBILITIES:
Under the responsibility of the Emergency Pool / Area Manager and in close coordination with the HQ Emergency Livelihood specialist, the Emergency WaSH (Water Sanitation and Hygiene), Food, Shelter Manager will oversee:
1. Participating in initial assessments of emergency response operations following a humanitarian crisis:
- Participation in needs assessments; including the creation and/or adaptation of the needs assessment methodology and tools;
- Contribution to data analysis and the framing of the immediate response strategy for WaSH, food, shelter & NFI;
- Contribution to the definition of the wider operational strategy for a better integrated response considering other HI sectors of intervention, while anticipating the nexus emergency- development and the exit strategy
2.Leading and coordinating WaSH, food, shelter & NFI interventions in the framework of a new program or area/project opening following a humanitarian crisis, in accordance with HI´s rules and standards and those of its donors:
- Definition of the operational strategy (technical, budgetary, HR and logistical) for WaSH, food, shelter & NFI interventions;
- Support for the implementation of integrated approaches, through a strong collaboration and coordination with the relevant sectoral managers and/or Specialist of the program;
- Development of project management, reporting, monitoring and evaluation tools and follow-up of their implementation;
- Recruitment, training and management of the project team;
- Identify partners’ capacities and build their capacity accordingly.
3. Represent and promote HI´s mandate during emergency responses in your field of expertise:
- Promotion of the mandate and its positioning in coordination with implementing partners;
- Representation and participation in response coordination mechanisms related to WaSH, food, shelter & NFI (Clusters, Cash WG, etc.);
- Participation, upon request by the Manager, in actions related to HI’s advocacy and institutional campaigns as well as communication activities.
4. Contribute to the institutional capitalization and participate in the development and update of HI’s emergency methodologies, procedures, tools and trainings:
- Participation in the formalization and capitalization of WaSH, Food, Shelter & NFI, MPCA (Multipurpose Cash Assistance) responses in close collaboration with the Emergency Pool / Area Manager and HQ Technical specialists;
- Proactive contribution to the standardization of new or existing emergency response procedures, tools, trainings and methodologies with HQ technical specialists.
ACCESSIBILITY OF THE POSITION:
Based in Lyon, the position is located in Open Space, boxes are available for quieter if necessary and the workspace is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available. Concerning the building, elevators and access ramps are available.
