Description

Secours Islamique France (SIF) was created in 1991, and has developed international programs in order to alleviate the suffering of the most vulnerable in France and around the world. SIF acts wherever humanitarian and social needs require mobilization of emergency relief and implementation of development programs. SIF works strictly following the humanitarian principles of neutrality, independence, and impartiality. SIF provides humanitarian assistance to people while respecting cultural diversity, regardless of origin, political or religious affiliation, gender or belief.

Context:

SIF is registered and working in Syria since 2008. Since the crisis SIF Syria is implementing projects for the displaced persons in several governorates of Syria. Currently, SIF is implementing Shelter projects in partnership with UNHCR. There are good perspectives to work in partnership with UNICEF for education/protection sector. SIF is also responding in Lebanon since 2012 and in Jordan in 2014 providing assistance to Syrian refugees.

In order to improve the development of the programs inside Syria SIF is urgently recruiting a Program Coordinator.

The position is based in Damascus. 

Under the line management of the Head of Mission, the Program Coordinator is in charge of development and management of the ongoing and future programs in Syria. He/she provides leadership of the team and develops working relationships with partners and beneficiaries. He/she coordinates with the support services of the mission. 

Missions and activities:

Program Development and Management

 

  • Oversee field assessments and participate in developing the country program strategy
  • Address the feasibility of SIF’s proposals and realign them in light of the field assessment findings.
  • Continue the ongoing reorientation and expansion of the program, in line with the evolution of the humanitarian situation.
  • Develop and maintain SIF's emergency preparedness capacity
  • Manage the implementation of all projects in the Syria, and review and suggest amendments.
  • Plan and monitor project activities and outputs against project indicators, timeframes and budgets, and report accordingly.

 Staff Management / Human Resources

  • Provide leadership and management to the program team.

Representation

  • Develop collaborative and open working relationships with partners and beneficiaries
  • Attend coordination meetings

Logistics, Safety and Security Management

  • Coordinate with the Logistic Coordinator team in line with project needs.
  • Report any security information to the HOM and LC

Administration and Finance

  • Ensure compliance to administrative, financial and logistic guidelines & procedures
  • Draft monthly and quarterly reports according donor's requirements.

MISSION CONTEXT

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe.

The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a remote humanitarian program from three hubs in Jordan, Lebanon and Turkey, along four main pillars:

1. Support to health partners (hospitals, care houses, rehabilitation centers, local NGOs) for the provision of comprehensive rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) through training, technical supervisions and donations of rehabilitation material and/or equipment;

2. Provision of basic needs kits – Food baskets, Household Essential Items and Hygiene kits – in one-shot distributions to people who experience a sudden degradation of their living conditions due to renewed conflict, displacement and/or exclusion from humanitarian assistance.

3. Education to the risks and effects caused by conventional weapons (including mines, Explosive Remnants of War and Small Arms Light Weapons) and urgent marking of hazardous areas;

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response. The actual intervention is based on a mix of remote management of national teams and remote partnerships with local structures and organisations. HI has implemented some direct management programs in the past and is looking for ways to launch more in the coming months.

JOB DESCRIPTION

MAIN RESPONSABILITIES OF THE EXPATRIATE

Under the responsibility of the Head of Mission and in close collaboration with the Technical Coordinator and the three Area Managers, he/she will be in charge:

- Lead the definition and the implementation of the overall program strategy for Syria;

- Oversee the respect of the overall project cycle management for the different projects / programs and ensure the compliance with HI and donor management standards;

- Lead the definition of new interventions and new grant applications;

- Provide advice and support to the Area Managers and the Project Managers in the implementation of their programs;

- Provide management and leadership to the coordination program team;

- Ensure smooth coordination with other humanitarian actors on program aspects;

- Replace the Head of Mission and/or one of the Area Managers when needed;

- Grant and Programming Manager;

- Assessment, Monitoring, Evaluation and Learning (AMEL) Coordinator;

For more details on the association: http://www.handicap-international.org Handicap International is composed of 2 operational divisions: ◦Humanitarian Action Division ◦Development Division SYRIA MISSION Handicap International (HI) operates since November 2012 in Northern Syria, and since April 2013 in Central, West and South Syria. An Operational Framework has been developed along 4 axes: ◦Provision of post-operative health services (direct care and/or support to other stakeholders): emergency physical and functional rehabilitation and psychosocial support; ◦Coverage of essential and urgent basic needs (household essential items [HEI] and food assistance); ◦Inclusion activities (towards affected populations and mainstream relief actors); ◦Mine and conventional weapons risk education activities (with a strong stress on risk education and assistance to victims on a first stage). To this endeavour, Handicap International will have specific technical capacities at the consortium coordination level that links to field implementation. MAIN TASKS Handicap International will second to the consortium Program Management Unit (PMU) an Inclusion Coordinator, specialised in Disability sensitive programming. The Inclusion Coordinator will have a leading role in a set of activities, such as: ◦Ensuring that the rights and concerns of vulnerable persons including Persons with Disabilities are taken into account in all program activities implemented under the framework of the Consortium. ◦Contribute to Stakeholder Analysis Plans ◦Inclusive livelihoods assessments, mapping and analysis ◦Design and implementation of capacity building on inclusive livelihoods for Consortium partners’ program teams, and local partners Responsibility 1: Ensuring that the rights and concerns of vulnerable persons including Persons with Disabilities are taken into account in all program activities implemented under the framework of the Consortium. The consortium will implement a Program Management Unit (PMU) managed by the Chief of Party for centralization of key responsibilities. The PMU will coordinate assessment/mapping/analysis exercises, provide technical assistance to Consortium partners as and where needed, contribute to the documentation of impact, lessons learnt and best practice, and will represent the Consortium externally in relevant technical sector working groups. The PMU will work on design of monitoring and evaluation and collaborate closely with the field on this. The Inclusion Coordinator will be responsible to ensure all PMU outputs consider inclusion of vulnerable persons including people with disabilities and provide technical input. Responsibility 2: Inclusive livelihoods assessments, mapping and analysis The Project Management Unit (PMU) will be responsible to coordinate assessment / mapping / analysis processes which are implemented by Consortium partners. The Inclusion Coordinator will be responsible to ensure these processes are disability sensitive and identify relevant information about people with disabilities in relation to livelihood. This includes assessment of barriers hampering and factors facilitating the access of people with disabilities to livelihood services at different levels. Responsibility 3: Contribute to development of Stakeholder Engagement Plans (SEPs) The Inclusion Coordinator will, in coordination with other PMU technical advisors, work in close collaboration with Area Coordinators to develop Stakeholder Engagement Plans (SEPs) that based on location specific information on access, environment for livelihoods development, gender-protection-disability concerns, stakeholder analysis detail activities necessary for increasing access, and creating a space for inclusive livelihood promotion. The PMU technical team, including the Inclusion Coordinator will develop tools to provide Consortium partners and local partners with the means to be able to meet the targets set out in the SEP Responsibility 4: Capacity building for local partners and agency field staff on disability inclusive livelihoods The Inclusion Coordinator will be responsible for capacity-building of Consortium and Syrian partners and agency field staff in disability inclusion. Training will be provided either directly to partners and/or through distance learning. The Inclusion Coordinator will be responsible for the development of training modules for the relevant stakeholders, and ensuring the implementation and technical quality of training modules. Trainings may be delivered directly by the Advisor or other inclusion team members depending on the needs. Responsibility 5: To manage/supervise the disability inclusion team The Inclusion Coordinator will follow the disability inclusion team, in direct and remotely. This will include supervising and leading the team, setting objectives and assessing direct reports and ensuring the team understands and adopts the programme’s mandate and the organisation’s framework documents. Description

Background

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in northern Syria delivering food, non-food, WASH, livelihoods and emergency programming with a strong focus on market based approaches. GOAL met the needs of more than 700,000 conflict affected Syrians in 2014 and has an estimated 2015 budget of more than $100 million.

In 2014 GOAL first began working in Turkey, responding to the needs of refugees displaced from Kobane. Subsequently, GOAL has worked to create a developing multi-donor programme with a particular focus on health care programming, but also incorporating livelihoods and emergency support components.

GOAL recognises that to serve the Syrian people there is a need to continue working with partners who have greater access, or acceptance in areas where Syrians are in great need. To this end the benefits of working and developing partners is a key strategy for the country programme. Establishing effective and inclusive partnerships takes time, and it is important that we create the right framework from the start and review the structure and process of the partnership on an ongoing basis to measure its success or failure. GOAL is working currently with six implementing partners (four in Syria, two in Turkey).

GOAL is looking to appoint an Organisational Development Adviser to work with Partners, to provide strategic direction, management, training and skills development to increase the scope, reach and quality of its programmes both in Syria and Turkey. The ideal candidate will have experience helping an organization with strategy, marketing or human resource development. We would welcome a candidate with entrepreneurial experience in a start-up either in the private or non-profit sector. We want a candidate who is willing to lead an experiment in a new way to build local capacity. 

Key Responsibilities

  • The role has responsibility for the management of GOAL’s current partnerships and focusing on training needs, building capacity through workshops, e- learning, coaching etc.
  • As this is a newly created senior position in the country programme it will be important for the incumbent to review current partnership norms, to establish parameters and guidelines on how to work more effectively together.
  • As part of the Senior Management Team, the role is directly involved in the development and implementation of the country strategic plans and ensuring it aligns with GOAL’s partner’s country programme strategies. 

Specific Responsibilities

 Programme Delivery

  • Provide leadership and direction in collaboration with the Syria ACD Programmes in the design and delivery of Syria’s partnership programmes.
  • Monitor and support development of strategies with partners that compliment GOAL’s overall mission in Syria, in close coordination with GOAL’s Technical Coordinators and ACDP.

Support to existing partners

  • Identify and assess current partners needs and define the nature of working relationship with partners.
  • Develop relationships within all levels of a partnership/collaboration.
  • Review partner’s programme activities , outcomes and effectiveness, support effective budget monitoring.
  • Ensure roles and responsibilities of each partner is clear, coordinate with Partner Grants Manager and the Grants unit to ensure sub grant awards are processed in a timely manner.

Organizational Development

  • Manage the roll out of the Organisational Capacity Assessment tool, and development of capacity building plans for each partner.
  • Ensure coordination of training and capacity building plans with other funding partners.
  • Develop partners though planned interventions (training, coaching, secondment etc) and ongoing collaborative management.
  • Lead the learning in areas of Team Building, Coaching, Change Management.
  • Promote an atmosphere of learning and development among partners – including facilitating learning and information sharing between GOAL’s partners.
  • Evaluate training's and develop training materials as required.
  • Monitor and evaluate partner’s performance; assess capacity building and address areas of improvement.

Grants Management

  • Support the Partnership Grants Manager to manage grants between the GOAL country office and Partners.
  • Strengthen and build the capacity of the partners to develop creative, competitive concept notes and proposals and quality, accurate reports.

Support Function Management

  • Work closely with the Country Financial Controller, and the Finance teams in partner organisations to ensure strong financial management of partner budgets.
  • Carry out detailed reviews of partner’s accounts and donor status reports with the CFC.
  • Ensure and support Partners to complete regular budget reviews and forecasts and have the information required for accurate budget management and planning.
  • Ensure logistics, compliance, HR and Finance protocols are followed by all partners, and collaborate closely with Internal Audit and Compliance staff to ensure the integration of compliance concerns into the work of all partner organisations.
  • Work with Assistant Country Director Systems and the Deputy Head of Systems to ensure appropriate logistics involvement at all stages of the programme cycle.
  • Ensure controls, risk mitigation and compliance procedures are in place and that the donor’s operational policies are implemented and adhered to; assist with investigations when required.

  • Any other duties as assigned by the Country Director
