Profil

  • Higher education/Master in a relevant discipline (e.g. social sciences, economics, international development or any related field).
  • Solid knowledge and experience of Project Cycle Management and strategic planning – compulsory
  • Technical knowledge of implementing emergency and early recovery interventions is a must
  • Knowledge of the Middle East context desirable.
  • Previous experience in the humanitarian field as coordinator or similar (at least 3 years) and preferably with AAH and in Middle East;

Description

You'll contribute to ending world hunger by ...
  • Quality implementation of the projects in Syria in benefit of affected population.
  • Ensure project objectives are met in an efficient and timely manner.
  • Ensure proper administrative, financial, procurement, monitoring and evaluation management processes/procedures are in place to guarantee the timely, quality and effective implementation of the program and projects activities.
  • Planning, implementation and quality of work throughout the program and projects activities in accordance to relevant humanitarian guidelines, policies and national and/or international standards.
  • Contribute in identifying, developing and implementing AAH’s country strategy.
  • Active participation in identifying new potential interventions.
  • Regular reporting of program and projects activities, proper collection and archiving of support documents and source of verifications, capitalization and lessons learnt..

 

Key activities in your role will include

 1: Coordination and supervision of AAH's programming in Syria in accordance to Donors, Sectors, National Ministries’ standards, Partner

  • Supervise, monitor and ensure the planning, implementation and quality of work throughout the program and projects activities in accordance to relevant humanitarian guidelines, policies and national and/or international standards.
  • Ensure that all the steps of the projects are agreed with local authorities and partners.
  • Regularly evaluate and report on issues and risks arising from the program and project activities, and contribute, in coordination with relevant departments, to develop mitigation strategies and recommendations for operational improvements.
  • budget follow-up of projects and carry out regular budget reviews in coordination with program and finance teams and ensure corrective actions are taken, when necessary
  • Undertake regular travel to the areas of intervention engaging in on-site program monitoring and overseeing the implementation of activities to ensure and enhance program effectiveness and quality.
  • Organize coordination meetings and ensure effective communication between program team and the other departments
  • Manage, lead and support the program team and provide direction to them on the planning, budgets burnt rate, monitoring of the achievement of the activities and deliverables.
  • Hold overall responsibility for operational compliance with donor and AAH’s guidelines and procedures in coordination with the support department (Log/Admin/HR)

 2: To contribute in identifying, developing and implementing AAH’s country strategy, including relevant participation in identifying new potential interventions and in writing proposal

  • Contribute to the identification, development and implementation of the Country Strategy and Play a key role in the implementation
  • Develop annual action plan according to mission strategy
  • Contribute significantly to the identification of needs and planning of assessment for the development of new proposals
  • Contribute to the preparation of complete, accurate and realistic budgets for donor proposals, to ensure that all activities are fully and accurately included in budgets

3: Representation and Coordination with relevant stakeholders (Partners, Donors, National and Local Authorities, Ministries, etc.)

  • Contribute to develop and maintain institutional and working relationship with Government Ministries, departments, local partners, UN agencies and NGOs
  • Participate, whenever needed, in meetings with relevant stakeholders
  • Support the establishment of terms of agreements and MoUs with partners, Ministries and others.
  • Represents the organization towards Donors, partners, authorities and other stakeholders and ensure coordination of field visits (partners, Donors, etc.)

4: Human Resources Management: oversee the selection, hiring, management and capacity building of the program team under his/her responsibility

  • Ensure management, supervision and mentoring of staff within the area of responsibility, contributing to their capacity building and career development.
  • Ensure conflict resolution (personal and professional) within team members under her/his responsibility.
  • Responsible for the well-being of team members under her/his management.

 5: Reporting, documentation, archiving and capitalization

  • Ensure monthly and annual reports are produced in a timely manner by program staff; review and validate them.
  • Provide regular reporting of activities to the line manager upon his/her solicitation

Description

The Security Manager for AAH Syrian mission is responsible for monitoring the daily security operations, implement security policies, regulations, rules, and norms and make sure that the mission manages properly external and internal risks promoting a safe environment for employers and visitors to perform its duties. To develop mission information management strategy and its implementation at mission level.

The security manager oversees the security management in the mission. 
 supervised by the country director
The operational security management relies in the hands of the Security Manager supported by the Logistic Coordinator and the heads of base.
Will establish and maintain a network of contacts, collect the security related information related to the context, will analyze the risks and propose the risk reduction measures associated to the identified risks. Delegate tasks and duties to the support staff.  
Will also oversee training and sensitizing the staff in security related issues.
Is responsible for the implementation of the security management tools (security plan and it’s update when necessary).

 

Key activities in your role will include

Objective 1: Collect, analyze and disseminate the security and context evolution information:

- collection of information:

  • Create and maintain a network of contacts (INGOs and NNGO’s, Embassies, Civil Society, etc.)
  • Follow up the international, national and local media.
  • Systematic organisation of the security and context evolution security information, particularly the one related to the one that could affect the ACF – Spain mission.
  • Keep an incident data base.
  • Create and maintain a mapping representation system of the security and context evolution information.
  • Prepare reports and/or make presentations on security context analysis and (in)security developments.
  • Identify, investigate, or resolve security breaches.

- Representation.

  • Assist to the regular and ad hoc meetings related to security (UNDSS, OCHA…).
  • Organise and conduct security meetings with relevant actors in the intervention area.
  • Meet and inform local stakeholders to promote ACF – Spain’s values and principles as part of the acceptance strategy.

- Information analysis:

  • Analyse the security data base in order to anticipate the possible evolution of the conflict as well as the tendencies related to the risks.
  • Analyse the information collected and put them in perspective with the evolution of the context.
  • Collect and analyse security data to determine security needs, security program goals, or program accomplishments.

- Dissemination of information.

  • Update the Log Coordinator and rest of relevant coordinators about the security situation.
  • Update the mission team with the most relevant security related information.
  • Prepare a weekly, monthly and year security report related to the evolution of context and incidents.
  • Prepare and disseminate the relevant security alerts and warnings.

Objective 2: Evaluate, mitigate and follow up the security related risks:

  • Monitor and evaluate on a regular basis the security risks within the mission.
  • Evaluate the risks of the locations where ACF – Spain is working (included premises and programs).
  • Propose the specific security rules for the mission, bases and activities in order to reduce the risk identified.
  • Take the necessary measures for the reduction of the exposure to the threats (protection).

  • Support the heads of project for the identification of the relevant actors important for the security management in the areas of work.
  • Validate staff field movement from security point of view. Work closely with the other departments on monthly and weekly planning of staff movement and travel to the field.
  • Identify the external resources, according to the needs for training, decrease of vulnerability and impact.
  • In case of incidents, prepare or support the preparation of incident reports and transfer them to the relevant persons in the mission and HQ. Will also oversee the follow up of the incident in the decisions and recommendations.
  • Conduct physical examinations of property to ensure compliance with security policies and regulations.
  • Plan security for special and high-risk events.

Objective 3: Train and sensitize the team on security issues.

  • If necessary, recruit and train a security assistant for the support in the security management of the mission.
  • Train the team (national and international) in security related issues according to their responsibilities, keeping particularly in mind the acceptance strategy
  • Brief and debrief the team on security related issues.

Objective 4: Implementation update and constant follow up of the security management tools.

  • Prepare a security plan according to the methodology and formats described in the AAA – Spain’s Logistics Kit.
  • Assure the constant monitoring and follow up of the security plan.
  • Make sure the security plan is known by all staff in accordance to their profile.
  • Make sure the plan is always updated and validated (duty of care).
  • Develop budgets for security operations.
  • Order security-related supplies and equipment as needed.
  • Assist in emergency management and contingency planning.
  • Develop, arrange for, perform, or assess protection awareness activities to reduce security risks.

Objective 5: Capacity building:

  • Build the capacity of national security management team.
  • Train and coach personnel to nationalize the position.

Description

Objective 1: Strengthen Action Against Hunger’s advocacy and policy towards the Syria Crisis.

  • Analysis of the key humanitarian challenges related with Syria and Action Against Hunger in particular upon the organisation’s mandate and nature.
  • Develop, in coordination with the Mission Coordination Team and the HQ Advocacy Desk Officer a medium-term advocacy strategy for Action Against Hunger regarding Syria. The strategy will have to include a strong risk analysis for Damascus based INGOs, mitigation and protection measures and mapping of funding opportunities and political allies.
  • In coordination with Mission Coordination Team and HQ Advocacy Desk Officer, support the implementation of mission’s advocacy programmes for Syria, by participating actively in all forums of interest for Action Against Hunger in the region.

Objective 2: Positioning and Networking

  • Active participation and influence of the SIRF AWG in Amman (Syria INGO Regional Forum – Advocacy Group) strategy and positioning in the crisis.
  • Liaise with INGO partners bilaterally to develop joint advocacy positions and policy towards the Syria Crisis, especially with DINGOs (Damascus INGOs) based in Amman.
  • Maintain regular meetings with donors and the UN, individually or in coalition, to provide Action Against Hunger’s insight of the crisis.

Objective 3: Reporting

  • Provide minutes of attended meetings (Advocacy platform, donors, INGOs…)
  • Provide monthly reporting to HQ Advocacy Desk Officer on activities
  • Update on regular basis the No Hunger Forum (Action Against Hunger intranet) (minutes, relevant information regarding Syria…)

GENERAL POSITION OBJECTIVES

The Senior Partnership Manager oversees overall implementation and coordination of Multiple Program management. His/her duties include, but are not limited to, Project Cycle Management, supervision of the technical, logistics and financial aspects of the program, HR management, context development monitoring and external relations.

SPECIFIC OBJECTIVES

 

Objective 1: The overall responsibility for the overall Multiple Program/Big Scale Funding Implementation and coordination of partners

 

  • Provide managerial, organizational and technical leadership to ensure that the program’s implementation is well-coordinated on the ground, and in compliance with American/European rules and regulations.
  • Use monitoring and evaluation (M&E) data and feedback from stakeholders and partners to make strategic adjustments to Program work plan.
  • Promote and ensure the functioning of a MEAL system that feeds back the planning process.
  • Ensuring that each partner puts in place its own beneficiary feedback mechanism.
  • Based on the existing risk management tools, develop and follow up on a risk management analysis.
  • Ensure continuous and priority focus to Emergency Response and Rapid Response Mechanism (RRM).
  • Establish Steering Committee (CSC), lead it and report on regular basis on progress to CSC on behalf of the CTU.
  • Represent the Partners in front of the donor, the necessary coordination bodies (at regional and international level, as required) and internal/external audit, third party monitoring and controls.
  • Under the supervision of the Country Director to coordinate with the donor agency in the region.
  • Ensure monthly program progress reports elaboration.
  • Act as a facilitator for the Program internal discussions and decision making.

 

Objective 2: To ensure that Multiple members have clear understanding of the context development and provide timely exchange on security and safety

 

  • Gathering from and providing safety and security information to all Partners.

  • Contribute with the context analysis to AAH mission monthly sitrep development and exchange with the partners and donor agency under supervision of CD.

 

Objective 3: Management and Supervision of Programme Coordination Team

GENERAL OBJECTIVES

  • Follow up WaSH interventions focused on providing humanitarian assistance to crisis-affected populations in 8 Governorates in Syria.
  • Represent Action Against Hunger in relevant external coordination meetings (Technical Working Groups, Donors Meetings, national and local authorities, and WASH partners)
  • Strength and develop AAH WASH component in Syria at managerial, operational and strategical level, including significant participation in identifying new potential interventions.
  • Capacity building of the WaSH national team on the notions of project cycle management and WaSH interventions to guarantee the correct planning and implementation of the project as well as future interventions.
  • Participate in the design of AAH WaSH strategy in the country together with Program team, technical coordinators, Logistic and Finance.
  • Ensure compliance with SPHERE standards, AAH WaSH technical policy and good practices.

 

SPECIFIC OBJECTIVES

Objective 1: Follow-up and supervision of WaSH activities and programs.

  • Holding regular meetings with WaSH team, project team and mission management team.
  • Contribute to the planning of WaSH activities and programs in collaboration with project and WaSH teams.
  • Supervise the implementation of WaSH activities and programs (emergency, early recovery and resilience), including water and sanitation infrastructure rehabilitation, water trucking, WaSH NFIs distributions and hygiene promotion activities.

Objective 2: Representation and Coordination

  • Actively participate in WaSH cluster meetings and relevant technical working groups.
  • Effective coordination with external humanitarian WaSH actors intervening on regular and emergency interventions.
  • Develop and maintain relationships with key WaSH stakeholders at technical level, including donors, government authorities and international agencies.

Objective 3: HR management and Capacity Building

  • Participate together with the HR Department on the recruitment of WaSH national staff.
  • Participation in the design of job adverts and job descriptions of his/her team.
  • Direct management, supervision and evaluation of WaSH team.
  • Responsible for the identification of WaSH team training needs and contribution to the mission training plan.

Objective 4: Reporting and Capitalisation

  • Report monthly activities and support preparing internal reports (APR) and donor regular reports of the on-going projects.
  • Support preparing concept notes and proposals according to the mission and WaSH strategy in close collaboration with the Grant Manager.

Objective 5: Program development and strategy planning

  • Assess the pertinence and feasibility of the WaSH interventions in different Governorates, following mission strategy and in coordination with the Mission Management team.
  • Propose and develop a sector-based strategy in accordance with Action Against Hunger policies and priorities identified in the country.

Objective 6: Admin/Finance/Log (in coordination with Log/Admin Departments

  • Ensure the supervision and control of expenses related with the WaSH activities (procurement planning).
  • Ensure the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement.

Objective 7: Security Management

  • Liaise with the Country Director and the security focal point to ensure that security measures are adhered by all WaSH teams.
  • In coordination with logistics, keeps in mind the security constraints of the area of operations for the design and implementation of the programs

 

REMUNERATIVE PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

Description

Objet du Rôle: 

Collaborer étroitement avec les programmes pays de Save the Children pour élaborer et mettre en œuvre des stratégies de plaidoyer en matière de conflits et de questions humanitaires, améliorer l'efficacité de notre plaidoyer mondial et conduire à des changements de politiques démontrables et à des changements positifs pour les enfants. Ce rôle sera divisé équitablement à travers les bureaux pays du Mali, de la RDC et du Nigéria.

Il/elle soutiendra les bureaux pays à renforcer leurs stratégies de plaidoyer et de campagne autour de la protection des enfants dans les zones de conflits, l'Education dans les Situations d'Urgence, et y compris la Protection des Ecoles et l’Education Prise pour Cible.

En plus de soutenir la mise en œuvre de leur stratégie, il/elle sera chargé de mettre au point des documents de soutien clés (y compris des messages clés, des notes de politique et des documents de position).  Le détenteur du rôle jouera un rôle de représentation lorsque cela est nécessaire et pourrait s'attendre à représenter Save the Children lors de réunions externes avec les Nations Unies, les bailleurs et d'autres parties prenantes.  Le cas échéant, il/elle soutiendra également l'équipe du bureau pays à jouer un rôle important dans la négociation et l'influence des décideurs politiques afin de parvenir à des changements positifs et durables pour s'acquitter des droits à la protection et à l'éducation des enfants.  On s'attend également à ce que le responsable de plaidoyer humanitaire construise des alliances avec d'autres acteurs (au niveau national et régional), et coordonne les efforts de plaidoyer avec les membres de Save the Children vers d'importants gouvernements et bailleurs.
