Profil

  • Training: Nurse / Nutritionist / Medical Doctor / Public Health specialist with experience in the management of reproductive and child health programs (at primary health care level) in emergency and post-emergency situations.

Description

You'll contribute to end world hunger by...
Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
 
The Health and Nutrition Coordinator is responsible for designing, overseeing and coordinating the health, nutrition and care practices programs, as well as liaising with various external partners.
 
Key activities in your role will include
Objective 1: Design and implementation of programs 
  • To ensure that the commitments to donors are respected in the implementation of the activities on the field.
  • To ensure the quality and timely implementation of the planned activities. To follow and support field activities through visits, phone and email.
  • To capitalise the experiences and develop good practices and success stories.
  • To give technical assistance and orientation to the rest of the nutrition and health staff.
Objective 2: Strategy
  • To support the Country Director and Coordination Team in country analysis and strategy definition.
  • To develop and update the health and nutrition sector strategy and ensure the sustainability of the project outcomes.
Objective 3: Coordination and representation
  • To participate in coordination meetings with external stakeholders and nutrition and health sector working groups.
  • To represent AAH for internal and external coordination at the capital level for issues related to health and nutrition.
Our remuneration package
We offer immediate incorporation to a dynamic international network with the following remuneration package:
  • Base: Damascus/Syria.
  • Excellent remuneration package: Annul Gross Salary ranges between 32.760 and 39.360 EUROS depending on experience (this salary includes salary base, perdiems and living costs).
In addition:
  • Guest House or similar accommodation covered by the organization.
  • Travel costs to and from the mission.
  • Expat Health, repatriation, travel and life insurance covered by the organization.
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action against Hunger -Spain).

Profil

Do you meet the profile required criteria?

  • Bachelors or master degree in law, political science, sociology or similar background.
  • Specific studies in humanitarian aid and/or development, International Humanitarian Law.
  • Proven knowledge of strategic planning, representation and coordination.

You'll contribute to ending world hunger by ...

Support and facilitate Action Against Hunger – Spain’s advocacy policy implementation regarding Syria, in face of regional stakeholders and partners, in close coordination with advocacy officers in the mission and positioning of the organisation on the different fora and stakeholders related to this crisis.

Key activities in your role will include

Objective 1: Strengthen Action Against Hunger’s advocacy and policy towards the Syria Crisis.

  • Analysis of the key humanitarian challenges related with Syria and Action Against Hunger in particular upon the organisation’s mandate and nature.
  • Develop, in coordination with the Mission Coordination Team and the HQ Advocacy Desk Officer a medium-term advocacy strategy for Action Against Hunger regarding Syria. The strategy will have to include a strong risk analysis for Damascus based INGOs, mitigation and protection measures and mapping of funding opportunities and political allies.
  • In coordination with Mission Coordination Team and HQ Advocacy Desk Officer, support the implementation of mission’s advocacy programmes for Syria, by participating actively in all forums of interest for Action Against Hunger in the region.

Objective 2: Positioning and Networking.

  • Maintain regular meetings with donors and the UN, individually or in coalition, to provide Action Against Hunger’s insight of the crisis.

Objective 3: Reporting

  • Provide minutes of attended meetings (Advocacy platform, donors, INGOs…).
  • Provide monthly reporting to HQ Advocacy Desk Officer on activities.
  • Update on regular basis the No Hunger Forum (Action Against Hunger intranet) (minutes, relevant information regarding Syria…).

General context of the project

INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts.

INTERSOS has signed an MoU with SARC in May 2019 to operate in Syria. INTERSOS has a consolidated presence in the region (Lebanon, Iraq and Jordan) whit a multi sector program focused on the humanitarian assistance of Syrian refugees located in urban and rural areas. INTERSOS Syria Programme has focus on providing relief to the most vulnerable population in particular on Protection and Primary Health, the Country strategy included also EiE, NFI and Livelihood with a strong Protection Mainstreaming. INTERSOS Syria has started operations with an NFI distribution while Protection and Health interventions are planned to start from the second quarter of the year in different Governorates.

The Programme Manager will work in strong coordination with the HoM with the relevant support of HQ and Region and technical advices of the INTERSOS Technical Referents.

 

General purpose of the position

The Programme Manager will be responsible to support Syria mission in the starting up of new humanitarian interventions, identification and design of new proposals in strong coordination with INTERSOS technical referents and negotiating with the main donors in line with the INTERSOS Syria Country Strategy.​

 

Main responsibilities and tasks

Coordination

  • In coordination with the HoM and when relevant with the involvement of national staff establish and maintain collaborative relations with relevant donor officers, project stakeholders and other organisations working in the project areas.
  • Participate in meetings with relevant donor's program and finance officers at central or field level following HoM and INTERSOS Program Sector Adviser guidelines.
  • Proactively participate in relevant coordination meetings at national and subnational level.

Project activities planning, implementation and monitoring

  • Preparing regularly update of project activities work plan and related financial plan with the contribution of the Managers and program Officers ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines
  • In coordination with the Grant Unit in HQ, guarantee the application of procurement procedures and donor’s rules for reporting and implementation
  • Regular field visit to the project locations to ensure the quality of the intervention in compliance with the internal and donors'
  • Preparation of proper and timely report to be submitted to the Country program Coordinator and to the donor.
  • Analyse and evaluate the impact of the project, the evolution of the crisis and related evolving needs of target populations in the project areas.
  • Work closely with INTERSOS Syria team (programme) to ensure the integration of the project with other mission's ones and/or with other sectors of intervention
  • With the support of Country Finance Officer managing budget in line with donor guideline and INTERSOS Model to achieve the project's objectives.
  • With the support of Country Finance Officer, supporting eventual budget and program revision.
  • Support the Head of Mission for the development, implementation and evaluation of the mission strategy and program, providing updated information, inputs and recommendation for new and on-going interventions in the country, with special focus on the protection response to the IDPs and Refugees crises.

Project reporting

  • With the contribution of INTERSOS Syria programme team, prepare the project narrative and support in preparing financial reports according to INTERSOS and donor requirements.
  • Ensuring all support documents (means of verification) and general project documents are properly filled in and filed.

Project proposals

  • Identifying gaps in the available data and support in gathering them, which can include networking with donor, INGO and SARC and field visits.
  • Contributing in preparing and submitting new project proposals.

Supervision of project national staff (case workers, social workers, field coordinator) in the implementation of activities.

  • In line with the INTERSOS Policies and in collaboration with HR department in HQ support the HoM in recruit, train, supervise and evaluation of the project staff team, including identification of capacity building gaps and implementation of related training sessions.

General context of the project

INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people in danger, victims of natural disasters and armed conflicts.

INTERSOS has signed an MoU with SARC in May 2019 to operate in Syria. INTERSOS has a consolidated presence in the region (Lebanon, Iraq and Jordan) whit a multi sector program focused on the humanitarian assistance of Syrian refugees located in urban and rural areas. INTERSOS Syria Programme has focus on providing relief to the most vulnerable population in particular on Protection and Primary Health, the Country strategy included also EiE, NFI and Livelihood with a strong Protection Mainstreaming. INTERSOS Syria has started operations with an NFI distribution while Protection and Health interventions are planned to start from the second quarter of the year in different Governorates.

The Programme Manager will work in strong coordination with the HoM with the relevant support of HQ and Region and technical advices of the INTERSOS Technical Referents.

 

General purpose of the position

The Programme Manager will be responsible to support Syria mission in the starting up of new humanitarian interventions, identification and design of new proposals in strong coordination with INTERSOS technical referents and negotiating with the main donors in line with the INTERSOS Syria Country Strategy.​

 

Main responsibilities and tasks

Coordination

  • In coordination with the HoM and when relevant with the involvement of national staff establish and maintain collaborative relations with relevant donor officers, project stakeholders and other organisations working in the project areas.
  • Participate in meetings with relevant donor's program and finance officers at central or field level following HoM and INTERSOS Program Sector Adviser guidelines.
  • Proactively participate in relevant coordination meetings at national and subnational level.

Project activities planning, implementation and monitoring

  • Preparing regularly update of project activities work plan and related financial plan with the contribution of the Managers and program Officers ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines
  • In coordination with the Grant Unit in HQ, guarantee the application of procurement procedures and donor’s rules for reporting and implementation
  • Regular field visit to the project locations to ensure the quality of the intervention in compliance with the internal and donors'
  • Preparation of proper and timely report to be submitted to the Country program Coordinator and to the donor.
  • Analyse and evaluate the impact of the project, the evolution of the crisis and related evolving needs of target populations in the project areas.
  • Work closely with INTERSOS Syria team (programme) to ensure the integration of the project with other mission's ones and/or with other sectors of intervention
  • With the support of Country Finance Officer managing budget in line with donor guideline and INTERSOS Model to achieve the project's objectives.
  • With the support of Country Finance Officer, supporting eventual budget and program revision.
  • Support the Head of Mission for the development, implementation and evaluation of the mission strategy and program, providing updated information, inputs and recommendation for new and on-going interventions in the country, with special focus on the protection response to the IDPs and Refugees crises.

Project reporting

  • With the contribution of INTERSOS Syria programme team, prepare the project narrative and support in preparing financial reports according to INTERSOS and donor requirements.
  • Ensuring all support documents (means of verification) and general project documents are properly filled in and filed.

Project proposals

  • Identifying gaps in the available data and support in gathering them, which can include networking with donor, INGO and SARC and field visits.
  • Contributing in preparing and submitting new project proposals.

Supervision of project national staff (case workers, social workers, field coordinator) in the implementation of activities.

  • In line with the INTERSOS Policies and in collaboration with HR department in HQ support the HoM in recruit, train, supervise and evaluation of the project staff team, including identification of capacity building gaps and implementation of related training sessions.
  • Ensure the project's staff respect INTERSOS rules and regulations and adheres to INTERSOS Fundamental Charter Values and Code of Ethics.

Description

  • The Deputy Country Director/Operations is a member of the Mission Coordination Team co-responsible with the Country Director for the overall development, management and quality control of the operations in the mission. The position will carry out the duties in close collaboration with the other departments and Action Against Hunger partners; under the overall supervision of the Country Director.
  • The Deputy Country Director for Operations will ensure that priorities for the team are coordinated with the Deputy Country Director Support and the Hub Coordinator according to the strategy designed by SMT and approved by CD and HQ.

 

Key activities in your role will include

Objective 1: Supervision of Programmes/ Contract Implementation

  • Under the CD supervision and guidance, liaise with donors, partners (consortium partners or local partners) for the coordination of programmes implementation in order to ensure quality in delivery, alignment with priorities and compliance with signed contracts and agreements.
  • Coordinate the outputs of the Information Management team and promotes the linkages with MEAL department.
  • Co-lead the process of project/program integration with partners and governmental bodies following MoUs signed, ensuring compliance to partners’ and authorities’ rules and procedures.

Objective 2: National and Local Partners identification, assessment, selection and follow-up

  • Propose and co-lead new partners identification according to Mission Strategy.

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL POSITION OBJECTIVES

The country Director is the maximum responsible of Action against Hunger in the mission and is in charge of overall mission management. His/her duties include, but are not limited to, strategy development, Project Cycle Management, supervision of the technical, logistics and admin departments, HR management, security management and external relations.
SPECIFIC POSITION OBJECTIVES

Objective 1: Overall responsibility for the mission’s strategy and Project Cycle Management:

  • Monitors the political, socio-economic and humanitarian context and informs about it
  • Follows the alerts in the country, informs the Desk and assures the availability of resources to respond to emergencies
  • Ensures that the Country Strategy for Action against Hunger mission is drafted and updated in coordination and consultation with HQ and mission team
  • Reviews and monitors operational and projects/program implementation in coordination with the coordination team according to the local context and humanitarian and development needs
  • Coordinates, oversees, reviews and validates the timely and correct implementation of assessments and the preparation of proposals for new interventions, of reports to donors, of internal reports, etc.

Objective 2: Oversees the Logistics and Administrative Coordinators

  • Ensures that logistic systems and polices are implemented at the mission level and that financial control and risk management procedures are being used and respected.
  • Defines a fundraising strategy (public and private donors) to channel resources for the Country Strategy implementation.
  • Ensures local partners and line ministries receive regular financial and logistic update from Action against Hunger and monitors and controls the co-financing needs within the Mission
  • Ensures proper archiving of logistic and admin/finance department documents
  • Oversees the compliance of administration and logistic requirements in coordination with the coordination team and in consultation with the lawyer

Objective 3: Overall responsibility for the mission’s HR management:**

  • Coordinates and follows up on activity planning of all the mission’s Deputy Positions and Coordination Team members
  • Promote and follow up on adherence to our mandate, strategy, procedures and internal regulations within the mission

  • Promotes the compliance with all HR processes and procedures (annual appraisals, talent management, recruitment, training, pay and benefits etc…)

Objective 4: Overall responsibility for assessing the security situation and particular security incidents.**

  • Promotes, supports, leads and follows up on application of mission’s Security Guidelines by national and expatriate staff in coordination with mission team and consultation with HQ desk officer
  • Explicitly assigns security-related responsibilities to the team.
  • Defines, together with the rest of the team members, the preparations and implementation of the acceptance and protection strategy of the mission and establish the mission security training strategy
  • Leads the Incident Management Team and the creation of the Mission Critical Incident Management Protocol.

Objective 5: Advocacy and External Relations

  • Negotiates with key stakeholders, such as donors, authorities, international and national partners, counterparts, beneficiaries, the press and other external actors
  • Engages in active fund raising
  • Participates in other NGOs advocacy strategy development and its revision if needed
  • Coordination, consultation and support to HQ, Desk Officer and Advocacy Manager

REMUNERATION PACKAGE

We offer the incorporation to a dynamic international network with the following remuneration package:

  • Contract duration: 24 months
  • No Family Status position
  • Salary: 60.000 euro/gross /year
  • Per diem and living expenses: Approx. 10.560 euro/year (to be pay in local currency)
  • In addition, we will offer you a benefit packaged estimated in 21.500 euros/year. This packaged includes:
    • Expatriate insurance (health, live, repatriation, travel, etc.)
    • Break flights/trips to defined area
    • Break Per Diem
    • Yearly holiday return flight ticket
    • Accommodation and housing expenses
    • Travel costs to and from the mission.
  • 25 working days of paid leave per year.
