JOB CONTEXT:
The Syrian crisis is in its 11th years and is still in semi-acute emergency, shifting slowly to resilience. According to UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. 11 years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

From its office in Amman, HI is managing its Syria program which is implemented via three different hubs (Beirut, North-West and North-East), along four main pillars:
1. Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment,

2. Humanitarian Mine action (HMA), including education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons), non-technical survey of hazardous areas and clearance operations,

3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships,

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

The North-East hub manager position is based in Hassakeh, North-East Syria, with frequent travels to Raqqa. The access to North-East Syria is done via Erbil, in Iraq, with the support of HI Iraq program.

YOUR MISSION:
Reporting to the Humanitarian Access and Security Syria Unit Manager the Programme Humanitarian Access & Security Manager (HASM) ensures that procedures are put in place and that an appropriate security strategy is defined. On the programme for which he/she is responsible, he/she develops the security-related aspects of HI’s strategy for accessing vulnerable populations. He/she is the Programme Director’s preferred point of contact, and as such alerts him/her and proposes solutions within the scope of his/her duties.

The HASM helps develop and implement the operational strategy (StratOp) within his/her remit. The HASM can be integrated into the SMT at the request of the DP.

Mission 1: MANAGEMENT

  • A manager who leads by example: embodies HI’s values on a day-to-day basis and is a role model,
  • A manager who gives meaning: comprehends strategy, clarifies it, translates it into operational objectives for his or her team and manages the necessary changes,
  • A manager who administers:  organises the operational management of his or her team, structure the work to be done in accordance with identified processes, drives performance and facilitates the resolution of problems,
  • A manager who assumes HR responsibilities and coaches his or her team members. Ensures respect of HI’s code of conduct and institutional policies and is vigilant with regard to expected attitudes and individual and collective behaviours.

Mission 2: STRATEGY

  • Helps developing and implementing the Access and Security component of the operational strategy (StratOp): risk analysis, scenarios, SWOT analysis, identification of strategic axes and priorities etc,
  • Responsible for translating the StratOp into action plans (HAS part): distributing files within the HAS team, monitoring the correct implementation and making adjustments if necessary.

Mission 3: STANDARDS AND EXPERTISE

  • Supports the development, updating and implementation of HI’s security system and policy on the programme (procedures, documents and tools),
  • Develops a learning system based on experience gained and lessons learned on the programme.

Mission 4: OPERATIONAL IMPLEMENTATION

4-1: Context monitoring and strengthening the acceptance of HI’s programme,

4-2: Operational security management,

4-3: Humanitarian access,

4-4: Capacity-building and training in the fields of security and humanitarian access.

General context of the project

INTERSOS officially registered and entered Syria in May 2019 and works under the umbrella of an MoU with the Syrian Arab Red Crescent (SARC). Currently has two sub-MoU with line Ministries (MoSAL and MoE). INTERSOS is implementing a program that encompasses Protection, Health and Education activities, along with some integrations with Livelihoods and Non-Food Items. INTERSOS is active in the governorates of Rural Damascus, Hama and Southern Idleb, with possible expansion to other Government-controlled areas. INTERSOS is a member of the Protection Strategic Advisory Group (SAG), is a member of the Inter-agency Referral WG, and is representing the INGOs in the Accountability to Affected Population (AAP) Working Group.

General purpose of the position

The Gender/SRH Specialist will provide technical and programme support to the INTERSOS team to strengthen the mission’s capacity to promote gender equality and women’s empowerment and ensure mainstreaming of gender within INTERSOS programming as well as its internal policies, in line with INTERSOS strategic vision.

In close collaboration with the Head of Mission and the coordination team, the Gender/SRH Specialist will:

  • Define a gender strategy for the mission;
  • Provide technical guidance and capacity-building to INTERSOS staff, ensuring that all INTERSOS program interventions are gender sensitive and in line with international standards;
  • Review and make recommendations on internal policies, particularly those regarding recruitment and working conditions, from a gender and inclusion perspective.

In addition, the Gender/SRH Specialist will:

  • Define a gender strategy for the mission with a plan of action, including developing the approaches and tools to be used;
  • Train/re-train the INTERSOS team on gender analysis and gender mainstreaming;
  • Review and make recommendations to revise program interventions (through all stages of development, implementation, and monitoring & evaluation) using a gender lens.

Main responsibilities and tasks

Strategy, coordination and support:

  • Review INTERSOS strategies and policies and make recommendations on promoting gender inclusion in all strategic objectives.
  • Provide technical assistance and guidance on gender inclusion and mainstreaming to the program managers and staff.
  • Make recommendations on INTERSOS interventions and activities ensuring that they are AGD sensitive and ensure AGD and context appropriateness.
  • Lead, coordinate, support, and/or conduct gender and power analyses, effectiveness and efficacy studies, appraisal, evaluation and needs assessments as required by the program; in particular, lead on the production of a research paper on gender dynamics in INTERSOS targeted areas
  • Assist with quantitative/qualitative assessments in targeted communities to assess effectiveness of interventions and impact.
  • Support the HR Coordinator, HoM and Protection Coordinator in developing and implementing a gender mainstreaming policy.
  • Design and roll out a standardized gender induction and training package for all INTERSOS staff, tailored to different roles (program, support) and seniorities.
  • Undertake regular field visits for monitoring, capacity-building and assessments, and provide support tools to monitor quality of programme implementation.

Networking and Partnerships:

  • Maintain collaborative working relationships with relevant coordination bodies and working groups at national and/or field level. Ensure that gender concerns are brought to relevant stakeholders to advocate for the respect of human rights and minimum protection standards.
  • Network with gender focal points of other missions and other organizations to share best practices and resources.

YOUR MISSION: 
The Technical Field Manager (TFM) – also called Land Release Project Officer (LRPO) at HI – has the primary function of providing technical advice to all national staff assigned to him/her throughout all HMA activities. He/she will provide daily support, field mentoring and advice to a number of High Threat Search and Clearance, BAC, TS, IED clearance, NTS, Land Release Process teams operating throughout the designated area of operations.  HI is seeking a person that displays a positive approach to his/her work and is of a determined and dedicated character. 

His/her secondary function is to develop the capacity and technical knowledge of all national HMA staff within HI assigned to him/her. 

The TFM will be primarily based in Raqqa, North-Eastern Syria and can be expected of to travel and reside in other regions, mainly to areas where HI clearance teams operate. Some areas of operations are remote and will require the TFM to ‘embed’ himself/herself within the local community in order to achieve acceptance by the community at risk. 

The TFM reports directly to the Land Release Project Manager (LRPM) – also called Chief of Operations thus will plan your activities closely with the LRPM and will work very closely with other Technical Advisors, National Demining Supervisors and other demining team members.  

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks
– Contribute to project planning and implementation in line with the existing frameworks;
– Contribute to planning and preparing activities, tools and the associated resources, and implement the action plan in conjunction with the support services and the technical unit; 
– Ensure that activities are implemented and that resources are correctly allocated as authorized by the project manager;
– Ensure regular reporting of activities and contribute to the internal and external reporting as requested by the project manager;
– Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the project manager.  

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning
– Contribute to project monitoring, specifically activity progress indicators and the expected outcomes;
– Contribute to project evaluations at the request of the project manager and ensure that project evaluation recommendations are followed;

Responsibility 3: Ensure project data management
– Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.

Responsibility 4: Contribute to the coordination of project teams
– As authorized by the project manager, facilitate coordination meetings between the project teams and the support services located in the area when necessary;
– Ensure that the project teams and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.

Responsibility 5: Contribute to external project communication
– Contribute to HI’s external influence by taking part in networks, when required;
– Communicate about the project to partners, authorities and stakeholders when relevant.

Responsibility 6: Emergency Preparedness and Response
– Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

Description :

Reporting to the Syria program country director based in Amman, the North East hub manager contributes to the implementation of the mandate and 10-year strategy of Humanity & Inclusion in the country where s/he is based. S/he ensures optimal quality and the impact of the projects implemented in the country by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, s/he shares responsibility for the sound management and effective functioning of the global organisation through paradigm changes. The hub manager manages a team of project managers in his/her country.

Your main responsibilities are:

• You are the official representative in the area for the whole of HI, both internally and externally, promoting the excellent reputation and positive image of HI.

• You are responsible for developing and implementing the project part of the Country Programme operational strategy for the country in which you are based

• You ensure the monitoring of operations in the area, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors. You are supported in this mission by the Technical Unit, country-level MEAL and Support Service managers.

• You actively monitor and analyse developments in the context in your geographical area in order to identify risks and opportunities, and proposs actions to the Country Director

• You contribute to organisational transformation in line with the Simplification, Shared Services and ROOTS projects. In the event of an emergency, you take responsibility in accordance with the response framework defined.

Specificities :

International staffs live in collective guesthouses. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens. The security situation in the area remains calm but instable with recurrent military pressures from various actors, creating uncertainties to access certain areas

COOPI has been active with its humanitarian action in Syria (Damascus) since 2016 and it’s currently implementing the following programs: Food Security and Livelihood, WASH and Protection in South and North Syria funded by different donors (UNHCR, OCHA and AICS).
 
Description of the role
The Country Administrator (CA) is responsible for supervision, management and quality implementation of all aspects of COOPI financial and administrative operations in the country by preparing the coordination budget and controlling the projects' budgets. The CA will also contribute at managing the relationship with the institutional partners and stakeholders with specific reference to the authorization requests and to the procurement.
 
Main responsibilities
Organizational Management
  • Supervise and manage administrative staff: supervise preparation of local personnel contracts (availability of budget general validity according to local laws, coherence with country regulation, compliancy with salary grid, payments, salary advance);
  • Budget preparation: support the Head of Mission and Project Managers in budget preparation as well as proposals development.
Administration and Finance
  • Provide technical support on correct application of the COOPI and donors’ administrative procedures to the Project Managers;
  • Control and assure compliance of program expenditures with program budgets;
  • Monitor cash flows and supervise petty cash handling;
  • Ensure proper administration for outstanding debtors and creditors, follow-up overdue and signal potential problems in timely manner;

Human Resources
  • Coordinate and supervise overall human resources policy implementation, included Labour Law application, recruitment and that staff salaries are effectively paid to eligible staff and an audit trail of records is maintained.
Logistics
  • Supervise preparation of contracts with suppliers and any other contract issued by the coordination office. Ensure that contractual commitments are accurately tracked;
  • Provide assistance to project managers and logistics team in procurement process and ensure that all procurements are done according to COOPI and Donor procedures;
  • Ensure budget availability of expenditures and that appropriate authorizations are in place.
Reporting
  • Prepare periodical project financial reports and/or requests to be sent to COOPI Regional office;
  • Produce monthly cash and bank reconciliation statements.
Institutional relations
  • Build relationship with the banks for a proper financial management;

The Gender Based Violence Specialist assist the Protection Coordinator in the technical implementation of GBV related projects. General purpose of the position

General context of the project

Since 2020, INTERSOS Syria has been working in the Health sector in Rural Damascus and Hama governorates in coordination with the Syrian Arab Red Crescent (SARC). Main areas of focus are the following: capacity building of medical staff and SARC volunteers, strengthening of health facilities, provision of medical equipment, supplies, PPEs, deployment of medical health teams in underserved areas, COVID-19 prevention and response initiatives, Risk Communication and Community Engagement (RCCE) campaigns.

General purpose of the position

The Medical Coordinator will supervise the Health Programme of INTERSOS Syria and provide technical guidance and capacity building to INTERSOS national medical staff. S/he will develop tools and methodologies in line with INTERSOS medical strategy and standards, liaise and cooperate with health stakeholders, provide support to MEAL, develop new proposals and play a central role in the shaping of the mission country strategy with reference to the Health sector.

Main responsibilities and tasks

  • Responsible for defining, monitoring and updating the medical content of the INTERSOS country policy, medical strategy, annual plan and budget, translating the identified health needs into a medical strategic vision and project objectives, priorities and resources needed in order to cover the medical and humanitarian needs of the population at risk, and ensuring that the objectives and goals set in the Mission’s annual plan and project plans are achieved

  • Coordinate with the Medical Referent for the validation of the project proposals he/her designs to be submitted to international donors and private foundation
  • Responsible for the supervision and monitoring of the medical technical aspects, humanitarian needs and in coordination with the Logistics Coordinator, the material aspects of the programmes through regular field visits, analysing difficulties during the implementation and reporting deviations as they appear, in order to proactively provide the necessary solutions and achieve operational results
  • In close collaboration with the HR Coordinator, participate in the planning, definition and sizing of the health-workforce in the mission and supervise the associated processes (recruitment, validation of medical staff, training/induction, evaluation, potential detection, development and internal / external communication). Profil

  • Training: Nurse / Nutritionist / Medical Doctor / Public Health specialist with experience in the management of reproductive and child health programs (at primary health care level) in emergency and post-emergency situations.
  • Technical specific knowledge: Primary health care, reproductive care, care practices, health care management, IYCF-E, CMAM, MHPSS
  • 4 years of previous related experience in nutrition and health.
  • At least 4 years of experience in humanitarian sector.
  • Experience with AAH is a pluse.
  • Languages: English, arab
  • IT Systems: Windows, Microsoft Office (Excel)
  • Mobility: International
  • Commitment to Gender Equality: Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.

You'll contribute to end world hunger by...
Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
 
The Health and Nutrition Coordinator is responsible for designing, overseeing and coordinating the health, nutrition and care practices programs, as well as liaising with various external partners.
 
Key activities in your role will include
Objective 1: Design and implementation of programs 
  • To ensure that the commitments to donors are respected in the implementation of the activities on the field.
  • To ensure the quality and timely implementation of the planned activities. To follow and support field activities through visits, phone and email.
  • To capitalise the experiences and develop good practices and success stories.
  • To give technical assistance and orientation to the rest of the nutrition and health staff.
Objective 2: Strategy
  • To support the Country Director and Coordination Team in country analysis and strategy definition.
  • To develop and update the health and nutrition sector strategy and ensure the sustainability of the project outcomes.
Objective 3: Coordination and representation
  • To participate in coordination meetings with external stakeholders and nutrition and health sector working groups.
  • To represent AAH for internal and external coordination at the capital level for issues related to health and nutrition.
Our remuneration package
We offer immediate incorporation to a dynamic international network with the following remuneration package:
  • Base: Damascus/Syria.
  • Excellent remuneration package: Annul Gross Salary ranges between 32.760 and 39.360 EUROS depending on experience (this salary includes salary base, perdiems and living costs).
In addition:
  • Guest House or similar accommodation covered by the organization.
  • Travel costs to and from the mission.
  • Expat Health, repatriation, travel and life insurance covered by the organization.
  • Extra per month and per child (Under 18 years old): from 100€ to 225€ monthly (according to standard list of Action against Hunger -Spain).
  • Break: additional rest period (one week every eight weeks), including travel cost to a reference area and economic help of 215€.
  • 25 working days of paid leave per year.
