JOB CONTEXT :

 

HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations.

 

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to Enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

 

  1. Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release
     
  2. Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services
     
  3. Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities
     
    These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming.

 

 

YOUR MISSION:

Under the responsibility of the Technical Unit Manager [IRAQ], the Field Technical Specialist for Rehabilitation contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator

Supervision of: M&E Unit (4 Meal Officer – National Staff)

Dependents: According to INTERSOS HR Manual 

General context of the project

INTERSOS established its presence in Iraq in 2003 and currently operates across Salah Al Din (SAD), Erbil and Ninewa Governorates. Thematic sectors of intervention are Protection, Health and Education, and its main offices are in Baghdad and Erbil, while the other four (4) sub-offices are located in Tikrit, Hamam Al Alil, Mosul and Telafar. In Health sector, INTERSOS provides free comprehensive Primary Health Care (PHC) in order to facilitate the access to the population to qualitative care and a proper referral system to secondary care if needed. Through IHPF, WHO, UNFPA and ECHO 2018 funds, INTERSOS provided the full package of free primary health care, including reproductive health (RH) care services, emergency room and support to HFs to returnees, remainees and IDPs in Shirqat, Beiji, Tikrit, Qayyara, Shoura, and Telafar. In Protection, INTERSOS is one of the main actors in the country providing a comprehensive package of protection services in Telafar and Mosul urban areas, and IDP camps (Haj Ali, Jeddah, Nimrod, Salamiyya and Hammam al Alil) in Ninewa, as well as in Tikrit, Balad, Samarrah, Beiji and Shirqat districts in SAD, including in camp and out of camp locations. INTERSOS has been implementing Protection activities in partnership with UNHCR, USAID/OFDA, IHPF. Services provided include protection monitoring, structured PSS, case management, psychological counselling and legal assistance. This strategy is implemented through a semi static approach.

General purpose of the position

The MEAL Coordinator will support in completing the setting up, implementation and supervision of the MEAL Unit in the INTERSOS Iraq Mission ensuring strong coordination with Program Unit and and under the supervision of the HoM.

S/he will accomplish this through leading the development and implementation of an integrated MEAL framework for the Program currently implemented in Iraq, focusing on mentoring and/or building capacities of relevant programme, M&E and Accountability staff, as well as promoting and fostering a culture of shared learning and accountability, and promoting innovation within the programme. This includes the development and integration of accountability, learning and programme quality standards in programme assessments, design, monitoring, review and evaluation as well as consistent documentation of learning and progress in this area.

Once fully developed, the MEAL Coordinator will be expected to lead on MEAL system implementation including monitoring, accountability initiatives, support evaluations, compile lessons learnt, MEAL budgeting and recruitment.

Main responsibilities and tasks

Under the direct supervision of INTERSOS Head of Mission, the MEAL Coordinator will be responsible of the following: 

Programme Support:

  • Responsible for the smooth rolling out of the INTERSOS Complaint Platform mechanism in strong coordination with IT Unit (HQ), Program Unit (Mission);
  • Support in completing the setting up of a system to manage information generated by MEAL activities, such as beneficiaries’ databases for the whole INTERSOS Iraq Program (Protection, EiE and health)
  • Support HoM in mainstreaming MEAL elements in the Country Strategy inclusive of programmatic outcomes (and indicators) and recommendations for the Organisation’s strategic direction.
  • Support HoM in enhancing the common monitoring framework for overall programme in place (Project Appraisal Tool system in particular)
  • Support and improve the current system for data collection, analysis including proposal for vulnerability scoring
  • Conduct data analysis and present and disseminate information to inform programme management.
  • Support in the recruitment and management of staff (induction, performance management and training)
  • Support in establishing a Mission assessment plan focusing starting form the already existing tools (Cluster Assessment tools) focusing on promoting an integrated approach and including a focus on Community.
  • Supervise and improve the implementation of accountability mechanisms at field level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review.
  • Support Program Unit to ensure that the overall program is including strategies and mechanism for promoting high level of community participation.

Capacity Building:

  • Identify learning and training opportunities for MEAL staff and work as a mentor for less experienced staff.
  • Support the design and supervision of training and awareness raising activities for operations and programme technical staff at field level regarding MEAL priorities and quality standards. 

Representation, Advocacy & Organisational Learning:

  • Support in post implementation review workshops, prepare lessons learnt reports and conducting accountability mechanism pilots involving relevant INTERSOS Staff

Starting date: 02/02/2020

General context of the project

INTERSOS has been present in Iraq since 2003 and currently operates across Salah Al Din (SAD), Erbil, Ninewa and Kirkuk Governorates. INTERSOS thematic sectors of intervention are Health, Protection, Education in Emergency (EiE) and Livelihoods. INTERSOS main office is in Erbil while the other 3 sub-offices are located in Tikrit (South SAD), Hamam Al Alil (South Ninewa), Mosul and Kirkuk. At the end of 2017, INTERSOS had over 500 national staff, 22 expert expat staff and over 250 volunteers working in the delivery of its humanitarian programs in Iraq across the mentioned sectors.

General purpose of the position

The Logistics Coordinator defines and implements technical/logistics strategies and support to INTERSOS country programme, ensuring the pertinence and coherence of logistics programme, adequacy of the means provided and the compliance of INTERSOS and international standards; guarantee appropriate working conditions at mission’s level as well as the proper functioning of the IT infrastructure.

Main responsibilities and tasks

  • Establishing, harmonizing and maintaining appropriate standardized logistics procedures and policies across the mission and according to donor requirements including procurement, fleet management and IT procedures and mechanisms.
  • Seeking for guidance and validations from the Head of Mission and relevant staff at Headquarters when needed, and recommending needed changes.
  • Ensuring proper implementation of logistics policies and procedures at the field level.
  • Anticipating unfavourable events through analysis of data and prepare control strategies.
  • Coordinating with the Admin and Finance Department to ensure that payment processes to suppliers are made on-time and without any unnecessary strain on the financial systems. - Managing staff and systems to maximize programme efficiency and delivery.
  • Coordinating recruitment, training and support of field logistics staff.
  • Advising both managers and employees about policies and procedures.
  • Planning and performing field audits to ensure consistency in process application and proper documentation and filing are maintained.
  • Fulfilling other duties of similar level as needed.
  • Monitoring overall procurement performance for the Mission.
  • Ensuring effective and cost efficient procurement planning by liaising with technical staff, Heads of Base and/or Project Managers to ensure that procurement plans are detailed, in place and up to date.
  • Carrying out research to ascertain the best products and suppliers in terms of best value, delivery schedules and quality.
  • Developing and implementing service contract management
  • Examining and re-evaluating existing service contracts and overseeing regular rent, utilities payments (i.e., electricity, water, gas, etc.), office maintenance contracts and running costs procedures. Ensuring that they are properly handled by Logistics Assistants, Administration and/or Focal Points.
  • Maintaining and updating an established suppliers list per base, in coordination with logistics staff and Admin – Finance Department.
  • Checking and coordinating with logistics staff that goods deliveries are done as planned and properly stored.
  • Ensuring that the fleet is checked, regularly maintained and that vehicles are insured and taxes are paid.
  • Following-up on proper monitoring of fuel consumption and use of vehicle log-book, maintenance log, oil log and other fleet formats and templates by field logistics staff.
  • Ensuring that proper documentation of vehicles (i.e., lease, insurance, mechanical inspection, etc.) is properly handled by logistics staff.
  • Supervising drivers’ conduct and training them when needed.
  • Initiating regular fixed assets and inventory check on a quarterly basis.
  • Recommending information technology strategies, policies, and procedures by identifying problems; evaluating trends and anticipating requirements.
  • Implementing disaster recovery and back-up procedures and information security and control structures.
  • Planning, organizing, controlling and evaluating IT and electronic data operations.
  • Ensuring proper purchase, registration and maintenance of IT assets and office equipment (i.e., IT materials, communication materials, etc.).
  • Coordinating IT support in the field offices and ensuring assets are used properly.

Others:

  • Provide the HoM on a monthly base an activity report and forecast related to the month objectives achieved and overall Plan activities for next month;
  • Capacity Building to national staff
  • Field site visits in all different projects sites in order to verify and improve logistics;
  • Report achievements and difficulties and give suggestions to improve all logistics “fields”;
  • Perform other related duties as required.

General context of the project

The Project aims to address the major protection gaps within KRI Governorate of Iraq (Erbil). INTERSOS aim to strengthen the protection environment for conflict affected populations (IDPs and Refugees,) intervening in Erbil district, including 4 refugee camps and urban areas. This initiative will provide comprehensive and holistic protection assistance packages to targeted individuals in order to mitigate protection risks as well as to foster self-resilience of affected individuals, with tailored assistance for highly vulnerable cases. Protection assistance includes protection monitoring aimed at identifying and referring vulnerable persons in need of case management or other services and collecting data on protection issues/incidents and trends to inform evidence-based advocacy; legal assistance (awareness, counselling, administrative and court representation) services including civil documentation, detention assistance and representation; full case management services for Persons with Specific Needs.

For vulnerable persons under case management, a package of internal specialized services such as psychological individual counselling, legal assistance, and structured PSS will be provided as needed; structured PSS targeting adults (particularly women and PWSN); awareness sessions on various protection topics and risks faced by the community including legal topics and HLP, general protection topics, availability of services. The project aims also to support the education for out of schools children and children at risk of dropping out. Intervention will target girls, boys, men and women among displaced and returnees communities in urban and camps targeted locations, with a mix of mobile and static interventions. 

General purpose of the position

The general purpose of the position is to ensure the implementation of UNHCR funded project for refugees and IDPs in Kurdistan. The PM will be responsible of the activities planning and monitoring; ensuring the quality of implemented activities in compliance with donor's rules, relevant Standard Operating Procedures, Sphere Standards, International Principles and Guidelines, INTERSOS Fundamental Charter and Code of Ethics.

He/she will also be in charge of staff supervision and evaluation, of ensuring a proper management of the allocated budget to achieve the planned objectives as per work-plan, of maintaining the relations with donor's representatives.

Main responsibilities and tasks

  • Supervision of Protection and Education managers in the implementation of activities
  • Budget proper management
  • Recruitment, training, supervision and evaluation of the project staff team, including identification of capacity building gaps and implementation of related training sessions.
  • Maintaining relations pertaining to the protection/education intervention in Kurdistan with the donor and key stakeholders at the governorate and field level.

  1. Preparing regularly update of project activities work plan and related financial plan with the contribution of the Managers ensuring timely and quality implementation in compliance with the defined project strategy, as well as INTERSOS and donor guidelines
  2. Guarantee the application of procurement procedures and donors rules for reporting and implementation
  3. Periodic field visit to the project locations to ensure the quality of the intervention in compliance with the internal and donors' standard
  4. Preparation of proper and timely report to be submitted to the Country program Coordinator and to the donor.
  5. In collaboration with M&E officer, develop tools to assess, analyse and evaluate the impact of the project, the evolution of the crisis and related evolving needs of target populations in the project areas.
  6. Work closely with others PMs to ensure the integration of the project with other mission's ones and/or with other sectors of intervention
  7. Managing budget properly to achieve the project's objectives. Supporting eventual budget and program revision.
  8. Support the development, implementation and evaluation of the mission strategy and program, providing updated information, inputs and recommendation for new and on-going interventions in the country, with special focus on the protection response to the IDPs and Refugees crises.
  9. Identify capacity gaps in key national staff and support actively their capacity building.
  10. Train, coordinate and supervise the managers and evaluate their performance.
  11. Ensure the project's staff respect INTERSOS rules and regulations, and adheres to INTERSOS Fundamental Charter Values and Code of Ethics

Project reporting

  1. Prepare the project narrative and support in preparing financial reports according to INTERSOS and donor requirements.
  2. Ensuring all support documents (means of verification) and general project documents are properly filled in and filed.
  3. Contributing in preparing and submitting new project proposals

Coordination and representation

  1. Along with the Managers, establish and maintain collaborative relations with relevant donor officers, local authorities, local institutions, partners, project stakeholders and other organisations working in the project areas
  2. Participate in meetings with relevant donor's program and finance officers at central or field level following Country Program Coordinator guidelines. Proactively participate in relevant coordination meetings at national, regional, governorate and field level as required.

Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator

Supervision of: M&E Unit (4 Meal Officer – National Staff)

Dependents: According to INTERSOS HR Manual

General context of the project

INTERSOS established its presence in Iraq in 2003 and currently operates across Salah Al Din (SAD), Erbil and Ninewa Governorates. Thematic sectors of intervention are Protection, Health and Education, and its main offices are in Baghdad and Erbil, while the other four (4) sub-offices are located in Tikrit, Hamam Al Alil, Mosul and Telafar. In Health sector, INTERSOS provides free comprehensive Primary Health Care (PHC) in order to facilitate the access to the population to qualitative care and a proper referral system to secondary care if needed. Through IHPF, WHO, UNFPA and ECHO 2018 funds, INTERSOS provided the full package of free primary health care, including reproductive health (RH) care services, emergency room and support to HFs to returnees, remainees and IDPs in Shirqat, Beiji, Tikrit, Qayyara, Shoura, and Telafar. In Protection, INTERSOS is one of the main actors in the country providing a comprehensive package of protection services in Telafar and Mosul urban areas, and IDP camps (Haj Ali, Jeddah, Nimrod, Salamiyya and Hammam al Alil) in Ninewa, as well as in Tikrit, Balad, Samarrah, Beiji and Shirqat districts in SAD, including in camp and out of camp locations. INTERSOS has been implementing Protection activities in partnership with UNHCR, USAID/OFDA, IHPF. Services provided include protection monitoring, structured PSS, case management, psychological counselling and legal assistance. This strategy is implemented through a semi static approach.

General purpose of the position

The MEAL Coordinator will support in completing the setting up, implementation and supervision of the MEAL Unit in the INTERSOS Iraq Mission ensuring strong coordination with Program Unit and and under the supervision of the HoM.

S/he will accomplish this through leading the development and implementation of an integrated MEAL framework for the Program currently implemented in Iraq, focusing on mentoring and/or building capacities of relevant programme, M&E and Accountability staff, as well as promoting and fostering a culture of shared learning and accountability, and promoting innovation within the programme. This includes the development and integration of accountability, learning and programme quality standards in programme assessments, design, monitoring, review and evaluation as well as consistent documentation of learning and progress in this area.

Once fully developed, the MEAL Coordinator will be expected to lead on MEAL system implementation including monitoring, accountability initiatives, support evaluations, compile lessons learnt, MEAL budgeting and recruitment.

Main responsibilities and tasks

Under the direct supervision of INTERSOS Head of Mission, the MEAL Coordinator will be responsible of the following:

Programme Support:

  • Responsible for the smooth rolling out of the INTERSOS Complaint Platform mechanism in strong coordination with IT Unit (HQ), Program Unit (Mission);
  • Support in completing the setting up of a system to manage information generated by MEAL activities, such as beneficiaries’ databases for the whole INTERSOS Iraq Program (Protection, EiE and health)
  • Support HoM in mainstreaming MEAL elements in the Country Strategy inclusive of programmatic outcomes (and indicators) and recommendations for the Organisation’s strategic direction.
  • Support HoM in enhancing the common monitoring framework for overall programme in place (Project Appraisal Tool system in particular)
  • Support and improve the current system for data collection, analysis including proposal for vulnerability scoring
  • Conduct data analysis and present and disseminate information to inform programme management.
  • Support in the recruitment and management of staff (induction, performance management and training)
  • Support in establishing a Mission assessment plan focusing starting form the already existing tools (Cluster Assessment tools) focusing on promoting an integrated approach and including a focus on Community.
  • Supervise and improve the implementation of accountability mechanisms at field level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review.
  • Support Program Unit to ensure that the overall program is including strategies and mechanism for promoting high level of community participation.

Capacity Building:

  • Identify learning and training opportunities for MEAL staff and work as a mentor for less experienced staff.
  • Support the design and supervision of training and awareness raising activities for operations and programme technical staff at field level regarding MEAL priorities and quality standards.

Representation, Advocacy & Organisational Learning:

  • Support in post implementation review workshops, prepare lessons learnt reports and conducting accountability mechanism pilots involving relevant INTERSOS Staff

General context of the project

The Protection program is implemented in several governorates of Iraq, including Salah al Din. INTERSOS is operating in five districts with a semi-static approach. The activities of the Protection program include: case management for people with specific needs and GBV, legal counseling and assistance - including court representation, MHPSS activities and Protection monitoring. The activities are implemented in one Community Support Center in Tikrit, and five mobile units in Shirqat, Baiji, Samarra and Balad. The team is constituted by around 100 Staff including Case Management Officer, MHPSS Officer, Legal Officer, Case Managers, Case workers, PSS workers, outreach volunteers.

General purpose of the position

The Protection Manager position (60% of the time) is aimed at ensuring protection technical expertise for a sound implementation of the protection linked components, regardless their source of funds.

The Protection Manager will lead, coordinate and support the implementation of protection-related activities of all projects implemented in Salah Al Din, and in particular on the all protection-component activities (Case Management for PwSN, CP and GBV, Protection Monitoring, Legal Assistance, Mental Health and Psychosocial Support).

S/he will guarantee the overall supervision of the project team involved in protection-related activities and the economic and financial administration of the projects’ objectives and results. S/he will also oversee the capacitation of staff in view of the possible future nationalization her/his managerial position. S/he will ensure that training and capacity building needs of field protection staff are timely addressed and that the protection services and activities meet quality standards in the sector.

In addition, the Protection Manager position (40% of the time) is dedicated to co-leading the Salah Al Din Protection Working Group, as committed to the Protection Cluster (see specific duties below).

Main responsibilities and tasks

Reporting lines

The Protection Manager will report to the Program Manager for implementation of the protection project activities (line manager). S/he will report to the Protection Coordinator for all technical related matters of the protection component.

Generic Duties:

  • Preparing, managing and regularly updating the protection sub-component work plans in close link with the Program Manager ensuring timely and quality delivery;
  • Implementation in compliance with the project strategy as well as INTERSOS and donor guidelines;
  • Undertaking technical assessments of protection needs and gaps in anticipation of potential changes on protection strategies and implementation;
  • Coordinating with logistics, administration and finance staff for funding and support of operations;
  • Undertaking regular field visits to provide technical guidance and supervision as well as regular monitoring of the progress of Protection activities;
  • Periodically updating the Protection situation analysis and informing relevant colleagues accordingly;
  • Working closely with relevant colleagues to ensure the integration of Protection Mainstreaming with other sectors within the program;
  • Supporting the Program Manager as needed in preparing narrative and financial reports with reference to the project’s sub-components for Protection, according to INTERSOS and donor requirements;
  • Supporting the development, implementation and evaluation of the Protection Mission strategy and program in reference to the Protection sector, providing technical inputs and recommendations for new and ongoing interventions, leading and supporting the development of new proposals;
  • Maintaining contacts with donors for the protection components of the project;
  • Implementing a Protection Capacity Building Program, with clear timelines, steps to be undertaken and goals to be reached to capacitate national protection staff.

 

In her/his function of Protection Manager, s/he will be responsible for several protection components:

  1. Legal Assistance
  • Supervise the implementation of legal assistance activities with strong support of the Legal Officer;
  • Ensure adherence of legal assistance activities to the legal assistance SOPs with the support of the Legal Officer;
  • Monitor the quality of legal assistance activities including legal awareness, legal counseling, legal services assistance and court representation (including visiting activities in the field);
  • Ensure that monitoring of legal assistance activities conducted by M&E include feedback from beneficiaries;
  • Review weekly and monthly planning of legal assistance activities prepared by the Legal Officer;
  • Receive and monitor the weekly Liquidity Plan prepared and sent by the Legal Officer;
  • Lead, with the support of the Legal Officer, monthly analysis of the legal protection trends affecting the region for evidence-based advocacy.
  1. Protection Monitoring
  • Supervise the implementation of protection monitoring activities with strong support of the Protection Monitoring Officer;
  • Ensure adherence of protection monitoring activities to the protection monitoring SOPs with the support of the Protection Monitoring Officer;
  • Monitor the quality of the protection monitoring activities through field visits and regular checks of databases and protection monitoring tools;
  • Regularly review, with the Protection Monitoring Officer, the data collection protection monitoring tools & methodology (Household Assessments, Focus Groups Discussions, Key Informant Interviews etc.) and contribute technically to their adaptation/modification according to emerging protection trends;
  • Receive, check and provide input for technical analysis of the protection monitoring reports including protection trends affecting the region for evidence-based advocacy prepared and compiled by the Protection Monitoring Officer;
  • Review weekly and monthly planning of protection monitoring activities prepared by the Protection Monitoring Officer;
  • Receive and monitor the weekly Liquidity Plan prepared and sent by the Protection Monitoring Officer.
  1. Case Management (CM)
  • Supervise the implementation of activities of the case management component with strong support of the Case Management Officer in accordance with the CM SOPs;
  • Ensure the monthly monitoring of case management activities, with the support of the Case Management Officer, according to established Case Management Supervision Monitoring Tools, including spot-checks of the case management platform and through case audits;
  • Receive and check the weekly Liquidity Plan prepared and sent by the Case Management Officer;
  • Support the Case Management Officer in dealing with complicated high-risk cases through technically advice;
  • Receive and check the monthly Case Management protection trend analysis prepared by the Case Management Officer.
  1. Mental Health and Psychosocial Support (MHPSS)
  • Supervise implementation and monitoring of MHPSS activities with support of the MHPSS Officer including:
  • Structured group PSS for adults in the intervention location in accordance with INTERSOS PSS SOPs and related monitoring tools and procedures;
  • Structured group PSS for children and youth in the intervention location in accordance with the CP cluster adopted PSS curriculum;
  • Emotional support groups;
  • Individual psychological counselling in accordance with INTERSOS MHPSS SOPs;
  • GBV and CP prevention activities carried out by the social/PSS workers.
  • Receive and check the weekly Liquidity Plan prepared and sent by the MHPSS Officer;
  • Support and provide technical advice to the MHPSS Officer in dealing with complicated high-risk cases;
  • Receive and check the monthly MHPSS protection trend analysis prepared by the MHPSS Officer.

Monitoring and Reporting

  • Ensure the capacity building of the staff on the use of the INTERSOS Management Platform (IMP), Case Management Platform (CMP), GBV IMS, MHPSS Platform and Legal Database;
  • Revise technical reports prepared and compiled by the Protection Officers to be sent to the MEAL Department and/or to the Program Unit;
  • Ensure the timely implementation of protection activities with regard to targets are on track with regard to budget and work-plan;
  • Collaborate with the MEAL Department in order to ensure quality standards in the implementation of activities and feedback from beneficiaries;
  • Contribute to quality reporting through protection trends analysis;
  • Undertake monitoring field visit of protection activities. 

Coordination and representation

  • Conducting regular meetings with donor representatives and facilitate field visits as needed;
  • Establish and maintain regular and collaborative relations with relevant stakeholders (partners, donors, other organizations, local authorities and institutions).
  • Contribute to set programming strategies for INTERSOS Iraq with reference to the Protection sector;
  • Proactively participate and represent INTERSOS in relevant working groups and relevant inter-sectorial coordination meetings at field level, contribute to the development of guidelines, standards, tools and strategies, both at the regional and national level;
  • Proactively engage in bi-lateral meetings with other INGOs and NGOs active in relevant geographical areas to avoid duplication, ensure coordination and referral and work for complementary efforts.

Human resources

  • Support the Protection Officers in recruitment and selection of Protection staff;
  • Coordinate and supervise Protection staff and evaluate the performances of the Protection Officers;
  • Train protection staff on protection concepts and related issues, the guiding principles underlying the response approach and ensure that national staff has access to external protection trainings available.

Specific Duties

Protection Working Group Co-Coordinator (Salah Al Din Protection Working Group) 40% of the position time is dedicated to co-leading the Salah Al Din Protection Working Group as committed to the Protection cluster.

  • Mobilizing members for identification of needs and analysis of gaps, and coordinating delivery of preventive and/or responsive interventions that adhere to established standards and guidelines;
  • Convening regular meetings of members, thereby enabling information sharing, particularly in relation to protection concerns and needs, current response, gaps in the response, and operational challenges, and to avoid duplication in service provision;
  • Ensuring adequate engagement of members at the governorate level, including through periodic field visits and/or bilateral meetings to monitor implementation and any challenges;
  • Contributing to capacity building of PWG members by assessing capacity building needs, delivering trainings, and providing coaching and mentoring opportunities, as necessary;
  • Contributing to resource mobilization efforts, including Iraq Humanitarian Fund (IHF) allocations;
  • Coordinating advocacy on behalf of PWG members and affected populations with external stakeholders, including local authorities and donors;
  • Reporting on protection concerns and needs, current response, gaps in the response and operational challenges to the sub-national PWG and/or NPC to inform higher-level advocacy;
  • Representation of the NPC in inter-cluster coordination mechanisms at the governorate and/or subnational level, if such exist, in order to ensure that protection issues are given adequate consideration, protection mainstreaming and advocacy efforts are undertaken, and the centrality of protection is upheld. This includes participation in inter-cluster missions to affected areas, and facilitation of inter-cluster referral.

JOB CONTEXT :

Handicap International (HI) started its activities in Iraq in 1991. HI’s strategy in Iraq for 2019 includes 3 main components:

-          Long-term development projects: support to civil society, access to services, awareness campaigns, community-based rehabilitation

-          Emergency and recovery response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial support services, support to local structures, inclusion, protection assessments,).

-          Mine Action: risk education, victim assistance, survey and clearance of contaminated areas.

YOUR MISSION:

Under the line management of the Technical Unit Cooridnator, you will be responsible for ensuring and leading the implementation of the HI global Disability, Age and Gender Policy and mission level Inclusion Strategy, the technical quality of inclusion activities and mainstreaming of inclusion across the programme.

 

You will be responsible for:

  • Contributing to the overall strategic planning for HI’s mission and leading the implementation of the Inclusion Strategy in close link with all sectors of intervention based on identified opportunities, needs and interests.
  • Coordinating and providing regular inclusion technical guidance, support and skills development to HI’s programming and key partners to promote a coherent and evidence based approach.
  • Coordinating support to civil society, inclusive governance strategies and programs
  • Identify, mobilize and contribute to the inception and skills development of identified key HI partners, including Organizations of Persons with Disabilities (OPDs) and Civil Society Organizations (CSOs), based on identified gaps and priorities.
  • Ensuring a coherent and coordinated approach, strengthening HI’s field staff, developing relevant skills, processes, tools and resources for the teams to utilize for an inclusive approach based on identified needs.
  • Help to define strategies, processes and tools to facilitate transition and complementarity between emergency preparedness, response and development programs for inclusion activities (continuity of both services and approach);

Provide skills development, guidance, support and line management to contribute to the development of the inclusion technical advisor and inclusive health technical advisor.

 CHARACTERISTICS OF THE POSITION:

The position is based in Erbil, where there is an active social life and most facilities are available. The position will require frequent travel to the areas of intervention, where HI teams are working in community resources centres, IDP camps, health facilities and the communities in areas of Iraqi Kurdistan, Kirkuk, Nineveh, Diyala and Anbar and Baghdad if visas are issued.

The security context remains fluid and movement restrictions can be introduced on an ad hoc basis.
