Profil

JOB CONTEXT :

In Iraq, HI has been registered and operational in the Kurdish Region of Iraq (KRI) since 1991, implementing development programming in the governorates of Dohuk, Erbil, Sulaymaniya and Halabja, in order to advocate for the rights of persons with disabilities and improve their access to services through support to Disabled Persons Organizations (DPOs). Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniya and Diyala Governorates.

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

1- Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release

2- Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services

3- Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities

These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming

 

YOUR MISSION:

Reporting to the Area Manager, as Project Manager, you will contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in Iraq. You ensure optimal quality and impact of the project implemented in Iraq by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, you share responsibility for the sound management and effective functioning of the global organisation.

The PROJECT

  1. Improved access to and quality of physical / functional rehabilitation and psychosocial services through enhanced technical expertise, training, advocacy, referral systems and victim and accident information management
  2.  Increased awareness of the population on the risks and threats posed by Explosive Ordnance including IEDs through Risk Education

You will be responsible of :

1: Team Management

2: Implementation & Monitoring

3: Expertise:

- You provide the technical expertise for your project,

- You help to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Unit

- You prepare and steer project evaluation and capitalization

4. Influence & Communication :

- You contribute to HI’s external influence by participating in relevant networks, meetings groups, dedicated Clusters and working groups, INGOs and UN agencies, where needed

- You manage and communicate relationships with technical authorities, local partners, or other stakeholders

- You contribute to enhance HI’s vision and objectives through project level advocacy

5. Strategy & Business Development

- You contribute to programme or country operational strategy (STRAT-OP), on drafting of new proposals for new opportunities or for the continuity or expansion of the project.

 

CHARACTERISTICS OF THE POSITION :

1- Insecurity in Baghdad governorate, mainly due to criminal activity, presence of armed groups and political unrest. Security and contingency plans in place to minimize risks and impact of incidents.

2- Restricted movements in Baghdad, curfew in place, with a number of validated locations (hotel, restaurants…) and NGO presence. Tracking during and outside of working hours. Regular movements to the field (Anbar, Diyala) access permitting and potential overnight stay in Ramadi.

3- There is a well-equipped Guesthouse in Baghdad with good internet connection, satellite TV and small gym.

  • You are an allied Health Professional (OT, SLT, PT), Social Worker, Educator, Disability & Inclusion Studies, or similar qualification or field of study
  • You have at least 3 years’ experience in humanitarian action and possess strong coordination and communicating skills

JOB CONTEXT:

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

 

HI is managing a large humanitarian program from three different hubs along 4 main pillars:

 

1. Support to health partners for the provision of multidisciplinary rehabilitation and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment

 

2. Mine action

 

3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships

 

4. Training and technical support to humanitarian actors on the inclusion of persons with disabilities and vulnerable persons in the humanitarian response

 

This is an exciting opportunity to join an intervention that reduces the disability specific risks and barriers, enhances capacities among those persons most at risk of vulnerability and harm in the existing emergency relief and social services available. It brings a rare expertise to a strong consortium of NGO’s aiming to improve resilience and positive coping mechanisms in a complex crisis and post conflict environment.

 

The actual intervention is based on a mix of remote management of national teams, partnerships with local structures and organizations, and direct implementation.

 

YOUR MISSION:

As Field Inclusion Technical Specialist, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in your area of expertise. You ensure optimal quality and impact of the projects implemented

 

In this part, your main activities are:

  • Sharing your Expertise through training and technical advisory
  • Representation and Reporting
  • Functional team management
  • Documentation of Lessons Learned and Best Practices

 

You will be more specifically, in charge of:

  • Develop, facilitate and monitor Training of field teams on inclusion of persons with disability, ensuring that input is contextualized to reality in North East Syria while improving the mapping and removal of barriers to enhance access to services for persons living with disability.
  • Provide technical support, hold coaching and/or learning sessions to support local experts (technical officers), team, partners in developing their skill set
  • Ensure coordination and coherence of activities with the Physical Rehabilitation and Disability Technical Specialists (ensuring that training of external actors and coordination of activities are complimentary of one another)
  • Being the protection focal point for the hub, train and monitor on protection issues (gender age disability inclusion approach).
  • Support to local groups of persons with disabilities to develop their representation, networks and advocate for change at local level

YOUR MISSION:

Reporting to the Area Manager, as the rehabilitation trainer, you contribute to the implementation of the mandate and the country strategy for rehabilitation. You ensure optimal quality of the rehabilitation aspects (focusing on training) of projects implemented in Kirkuk.

You will be responsible of :

1: Support Capacity development of Rehabilitation services:

  • You assess the physiotherapists’ capacity and prioritize training needs for an effective implementation of rehabilitation care in coordination with the Project Officer,  Project Manager and Rehabilitation Coordinator;
  • Under the technical guidance and supervision of the Rehabilitation coordinator,  you develop and contextualize training packages and resources to meet training needs
  • You deliver these trainings to partners’ rehabilitation staff in methods, approaches, tools and techniques useful for the project implementation (including on-the-job training);
  • You support the establishment of treatment protocols, ensure that the therapists properly use the available equipment; and follow treatment protocols
  • You support partners to develop structural and organizational rehabilitation development plans, including, treatment pathways that include, assessment, objective setting and discharge planning.

2: Ensure quality of service delivery:

  • You provide on-the-job and structured follow up trainings to national PTs to ensure quality of services
  • You prepare, organize and follow-up the national PTTs work plans through regular observations and clinical supervision
  • You regularly directly supervise the work of national PTTs and in coordination with the Project Officer and Project Manager conducts QA of staff performance and set out individual staff performance and development plans.
  • You ensure holistic and comprehensive approach to rehabilitation services through coaching of staff
  • You ensure rehabilitation service management in accordance with the established management system
  • You ensure regular use of the management tools including patient file, assessment, data collection and statistics for reporting.

3: Ensure effective external and internal coordination & collaboration:

  • You represent HI in meetings or events in hospitals or area of when requested by Project Manager
  • You coordinate with the rehabilitation and medical team in hospitals or sites in area of intervention
  • You ensure that a harmonized technical message is provided during these meetings and that HI speaks in a common voice on technical issues.
  • You regularly report on the above activities (statistics, weekly situation report, regular review of monthly objectives, etc.) as requested by your line manager
  • You monitor and ensure the technical relevance, quality of HI’s intervention and HI’s guideline implementation.
  • You provide regular reports on clinical supervision provided for the PT and other Rehabilitation staff;
  • You provide reports / summaries of training given and keep data records on capacity-building activities.
  • You contribute to other reports & documentation upon request.

CHARACTERISTICS OF THE POSITION :

1- Insecurity in Kirkuk governorate, mainly due to criminal activity, presence of armed groups in the outskirts particularly Daquq and Hawija district. Security and contingency plans in place to minimize risks and impact of incidents. There has been increasing trend of ISIS activities like IEDs, SAF, coordinated attacks on security forces in month of April and May however the trend has been declined again from last week of May 2020.

2- Restricted movement in Kirkuk town and curfew in place. Pre validated locations in place Field support to program activities, security permitting with phone and GPS tracking procedures in place for all the movements

3- There is a well-equipped Guesthouse in Kirkuk with a small but active humanitarian community and some facilities available such as gym and easy access to shops, good internet connection and satellite TV.

Support to health partners (hospitals, psychosocial support centers, local NGOs) for the provision of multidisciplinary rehabilitation services (physical rehabilitation, psychosocial support and/or prosthetics and orthotics) and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment;

2. Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons) and non-technical survey of hazardous areas;

3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships;

Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response (with a special focus on inclusive health and inclusive livelihoods).

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

 

YOUR MISSION:

Reporting to the Field Coordinator and in strong collaboration with the MHPSS Technical Support Specialist and the Rehabilitation Support Specialist, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact of the projects implemented in the Field, through a delegation system with appropriate control mechanisms. You oversee the partnerships as well as the direct implementation of physiotherapy and PSS sessions to vulnerable persons, families and groups affected by the Syrian crisis. You support the development of Prosthetic and Orthotic services in collaboration with the health team to provide services to war wounded individuals.

You adapt usual HI activities’ modalities to the current covid context in Syria.

In this part, your different missions are:

1 Implementation and Monitoring of the project in collaboration with the relevant services and in line with general standards and procedures, Project data management, project reporting, prepare and steers project evaluation and capitalization…

2 Team Management : recruitment, career development, team meetings, ensure strict application and respect of the programme’s Internal Regulations by the project team….

3 Representation (in coordination with the Field Coordinator): Contribute to HI’s external influence by participating in relevant networks when relevant; communicate on the project to partners, authorities and stakeholders when relevant

4 Support Services: Monitor financial and logistics aspects of the activities under your responsibility and the respect of HI procedures, in close collaboration with the support departments and the Field coordinator.

5 Reporting

 

CHARACTERISTICS OF THE POSITION:

The North-East region (NES) where HI’s current first base is located is relatively isolated and the trip from the closest international airport in Erbil (Iraqi Kurdistan) to the 1st base takes around 8 hours by car, including the crossing of an international border. The 2nd base and 3rd base are around 3 / 4 hours by car beyond the 1st base, in distant locations.

International staffs live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens.

Since the beginning of the Covid 19 crisis in Middle East, in April 2020, movement are often restricted by curfews settled by KRI and/or NES authorities. Due to quarantine / self-isolation periods or border closure, the project and the teams can have to be managed remotely from Erbil.

JOB CONTEXT :

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

 

HI is managing a large humanitarian program from three different hubs (Beirut, North-West and North-East), along 4 main pillars:

1. Support to health partners for the provision of multidisciplinary rehabilitation and standalone psychosocial support services, through training, technical supervisions and donations of assistive devices and/or equipment

 

2. Mine action

 

3. Livelihoods assistance, with a combination of cash for work, vocational training, small grants for businesses and apprenticeships

 

4. Training and technical support to other humanitarian actors on the inclusion of persons with disabilities and other vulnerable persons in the humanitarian response

 

This is an exciting opportunity to address the plight of those too often overlooked in the existing emergency relief and social services available. It brings a rare expertise to a strong consortium of NGO’s aiming to improve resilience and positive coping mechanisms in a complex crisis and post conflict environment.

 

The actual intervention is based on a mix of remote management of national teams, remote partnerships with local structures and organizations, and direct implementation programs.

 

YOUR MISSION:

As Inclusion technical Specialist, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in your area. You ensure optimal quality and impact of the projects implemented in the specific areas through a delegation system with appropriate control mechanisms.

Based in NES, you will be more specifically, in charge of:

  • Training field teams on inclusion of persons with disability, ensuring that input is contextualized to reality in North East Syria while improving the mapping of barriers and the access to services for persons living with disability.
  • Ensure specific capacity building of local experts (technical officers), team, partners
  • Coordination and coherence of activities with the Physical Rehabilitation and Disability Technical Specialists (ensuring that training of external actors and coordination of activities are complimentary of one another)
  • Being the protection focal point for the hub, train and monitor on protection issues (gender age disability approach).
  • Support to local groups of persons with disabilities to develop their networks and advocate for change at local level

CHARACTERISTICS OF THE POSITION:

  • The position is a field posting in the wider autonomous region officially known as North and East Syria (NE Syria). The North-East where HI’s current first base is located is relatively isolated and the trip from the closest international airport in Erbil (Iraqi Kurdistan) to the 1st base takes around 8 hours by car, including the crossing of an international border. The context is fast changing and the distances between the project locations are long, flexibility in approaches and collaborations with colleagues is essential (to be able to reach sites, work in remote, or organize different training modalities)
     
  • International staffs live in collective guesthouses with 3 to 6 permanent staff and occasional visitors. Life conditions are good, with well-furnished individual rooms, full-equipped kitchens, ACs and heaters, and terraces/gardens. Staffs are usually allowed to walk around, visit the town centre and the marketplaces, have lunch and dinner in local restaurants, and do sport activities. Cultural and touristic activities are not available. Security risks in the area means that the security rules change according to context change, with periods of confinement and reduced movements possible.
     
  • The security situation in the governorate of the 1st base is currently quite stable. The security situation in the governorate of the 2nd and 3rd base is still quite unstable.

JOB CONTEXT :

In Iraq, HI has been registered and operational in the Kurdish Region of Iraq (KRI) since 1991, implementing development programming in the governorates of Dohuk, Erbil, Sulaymaniya and Halabja, in order to advocate for the rights of persons with disabilities and improve their access to services through support to Disabled Persons Organizations (DPOs). Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniya and Diyala Governorates.

 

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

 

1- Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release

2- Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services

3- Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities

These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming

Kirkuk is the biggest project of Iraq Mission active in almost all HMA components under of Protection, Health and Livelihoods Clusters. YOUR MISSION:

Reporting to the Area Manager, as Project Manager, you will contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where you are based. Details relating to security risks, isolation, travel and living conditions:

1- Insecurity in Kirkuk governorate, mainly due to criminal activity, presence of armed groups in the outskirts particularly Daquq and Hawija district. Security and contingency plans in place to minimize risks and impact of incidents. There has been increasing trend of ISIS activities like IEDs, SAF, coordinated attacks on security forces in month of April and May however the trend has been declined again from last week of May 2020.

2- Restricted movement in Kirkuk town and curfew in place. Pre validated locations in place Field support to program activities, security permitting with phone and GPS tracking procedures in place for all the movements

3- There is a well-equipped Guesthouse in Kirkuk with a small but active humanitarian community and some facilities available such as gym and easy access to shops, good internet connection and satellite TV.

INTERSOS thematic sectors of intervention are Health, Protection, Education in Emergency (EiE) and Livelihoods. INTERSOS main office is in Erbil while the other 3 sub-offices are located in Tikrit (South SAD), Hamam Al Alil (South Ninewa), Mosul and Kirkuk. General purpose of the position

Defining, coordinating and monitoring the medical activities under his/her responsibility according to INTERSOS protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population

Main responsibilities and tasks

  • Coordinating, assessing and supervising the proper functioning of the NCD medical activities according to INTERSOS protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patient health conditions
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs/project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
  • Checking all administrative procedures related to patients’ follow-up (card filling, registers, lab tests, defaulters, referrals ...) are carried out correctly and according to INTERSOS procedures
  • Ensuring an efficient pharmacy management and monitoring the rational use of NCD drugs, supervising the appropriate use of medical devices and anticipating future needs. Drafting the national and international medical orders needed to implement the medical activities under his/her responsibility, in support of the pharmacy team members. Identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...)
  • Coordinating and communicating with the PHCC management, health sector and Directorate of health, with the support of the technical manager
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staffs under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required

General purpose of the position

Participates in defining, planning and monitoring medical activities and programs in the project in accordance with INTERSOS protocols as well as coordinates human and material related resources needed in order to ensure the quality of care provided by INTERSOS.

 

Being responsible for the coordination of medical activities and resources in the mission if there is not the presence of a Medical Coordinator.

Main responsibilities and tasks

  • In collaboration with the Project Manager, the Medical Coordinator and the rest of team defines, implements and monitors medical activities, according to INTERSOS project plans and mission strategy, standards and protocols. Participates in exploratory missions, situation assessments (providing technical inputs and recommendations for new and ongoing interventions in the country and defining medical operational priorities when needed) and the development of the project policy, annual plan, budget review and project proposal and reports to donors.
  • Proactively participate in sub-cluster meetings and relevant inter-sectoral coordination meetings at field level if requested by the Medical coordinator, contributing to the development tools and strategies
  • Responsible for the medical data collection, analysis and reporting to the Medical Coordination through a correct use of internal databases and monitoring tools in order to ensure a proper monitoring of the program
  • Provide technical support to medical Activity Managers in the field through self-knowledge and policies, ensuring compliance with the protocols of INTERSOS medical activities
  • Coordinate, supervise, coach, support and evaluate the field medical team members’ performance to improve the medical components of the project and ensure compliance with INTERSOS protocols and standards
  • Plan and supervise, in close coordination with the Project Manager, the associated processes (recruitment, training, induction, performance evaluation, development and internal/external communication) of the medical staffs of the project in order to ensure both the sizing and the amount of knowledge required and improve staff capabilities
  • Supervise an efficient management of the field pharmacy and medical equipment, in collaboration with the Logistics department. Monitor consumption and preparation of medical orders to provide drugs, medical materials, medical devices and consumables at all circumstances and avoid stock shortage
  • In close coordination with the Project Manager and Medical Coordinator, develop and establish internal and external functional and effective referral and coordination mechanisms at field level
  • In collaboration with the MedCo, Implement the health policy for international and national staff, providing all prophylactic and preventive necessary measures, structures and emergency plans, managing any medical evacuation in order to ensure INTERSOS staff health
  • In coordination with HQ Medical Unit being the focal person in case of absence of the Medical Coordinator to coordinate medical activities (opening and closure of mission, interim, reduced activities, etc…

INTERSOS main office is in Erbil while the other 3 sub-offices are located in Tikrit (South SAD), Hamam Al Alil (South Ninewa), Mosul and Kirkuk. At the end of 2017, INTERSOS had over 500 national staff, 22 expert expat staff and over 250 volunteers working in the delivery of its humanitarian programs in Iraq across the mentioned sectors.

In Health sector, INTERSOS provides free and integrated primary health care (PHC) services to conflict-affected population by ensuring the availability of essentials medicines and outreach health services. PHCCs rehabilitation, provision of drugs and medical supplies, technical support, emergency referral, nutritional screening and disease surveillance are included in the response

General purpose of the position

Defining, coordinating and monitoring the medical activities under his/her responsibility according to INTERSOS protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population

Main responsibilities and tasks

  • Coordinating, assessing and supervising the proper functioning of the NCD medical activities according to INTERSOS protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patient health conditions
  • Participating in the definition of annual planning and budget for the project and in the follow up of the programs/project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved, reporting to the technical referent any problem arising in the service
  • Checking all administrative procedures related to patients’ follow-up (card filling, registers, lab tests, defaulters, referrals ...) are carried out correctly and according to INTERSOS procedures
  • Ensuring an efficient pharmacy management and monitoring the rational use of NCD drugs, supervising the appropriate use of medical devices and anticipating future needs. Drafting the national and international medical orders needed to implement the medical activities under his/her responsibility, in support of the pharmacy team members. Identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)
  • Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...)
  • Coordinating and communicating with the PHCC management, health sector and Directorate of health, with the support of the technical manager
  • Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staffs under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required
  • Participating in the monthly reports according to guidelines. Producing monthly/quarterly medical reports on the NCD cohort

Required profile and experience

Education 

  • Medical Doctor or Nursing degree
  • Specialization in Non-communicable diseases, or experience in managing NCD projects.

Professional Experience 

  • Minimum 2 years relevant work experience as medical referent in the humanitarian sector especially in fragile and unstable environments, including remote management
  • Previous experience working in the Middle East is an asset
  • Demonstrate experience with different donors’ compliance and reporting
  • Specialization in Non-communicable diseases, or experience in managing NCD projects.

General context of the project

The project aim to address the humanitarian needs of the most vulnerable conflict-affected population in Ninewa Governorate, with an Education and Protection program. 

The project will a) support the formal and non-formal education system in camp and urban areas, through the rehabilitation of school buildings/provision of caravans/maintenance to learning spaces, provision of teaching and learning materials, facilitation of training to formal teachers and education facilitators, follow up on children at risk of drop out; b) provision of case management for children at risk, including ECA, structured psycho-social sessions, awareness at school and community level on CP issues, support to PTA members training.

The project will continue the activities already established in IDP camp and activate services in new urban areas.

General purpose of the position

In close collaboration with the Coordination team, define and plan project objectives and priorities, identifying humanitarian needs, analysing context and humanitarian issues at stake, risks and constraints and calculating human and financial needs.

Coordinate, in close collaboration with Country Programme Coordinator, Program Manager and relevant Technical Coordinators (Education and Protection) operations, strategic growth and strong external and internal representation in order to efficiently ensure the goals and improve targeted population’s conditions and humanitarian situation.

Main responsibilities and tasks

  • Together with Coordination and project team, evaluate needs by identifying the population’s status, by analysing the context (environment, actors involved, negotiations for access etc.) and associated risks and constraints in order to define priorities and projects goals and to calculate material, human and financial resources needed
  • Preparing regularly update of project activities work-plan and related financial plan, ensuring timely and quality implementation in compliance with INTERSOS and donor guidelines and in line with the project and overall integrated health-protection strategy
  • Steer and supervise the implementation, monitoring and evaluation of the programmes in collaboration with the team, by collecting information and comparing it with the objectives, schedule in order to monitor progression and early detect deviations and propose corrections
  • Provide reporting to the SMT on project’s evolution and propose corrections if needed
  • Elaborate the Project’s institutional memory, keeping written records (and file them) on its development, in order to broadcast INTERSOS achievements and improve awareness
  • Monitor financial supervision of expenditure
  • Supervise all procurement and the Project’s purchases as well as the financial indicators, in order ensure efficiency and early detect deviations and its causes
  • Produce monthly internal specific report and elaborate mid-term and final report according to donors rules and regulation and INTERSOS Project Appraisal Tool, ensuring accurate data collection
  • Ensure accurate and constant data collection and reports are submitted in a timely manner for all activities within the project
  • Periodic field visit to the project locations to ensure the quality of the intervention in compliance with the internal and donors' standard
  • Represent INTERSOS within project limits proactively participating in relevant technical coordination meetings, cluster meetings and working groups. In close consultation with the Program Coordinator, develops institutional contacts with local government and national partners at project’s level (civil society, civil and military authorities, NGOs, non-state actors,
  • In coordination with the HR department and relevant Coordinators, plan and organise the organizational charts, distribute tasks and workload among the teams, guiding their comprehension of the issues linked to the Project and the Mission through regular working meetings and feedback, in order to ensure an efficient deployment of the resources and the achievement of the expected goals
  • Provide adequate feedback to Ministry of Education/Department of Education representative, UN agencies and donors as well as with media in order to obtain all information and agreements necessary for the integration of INTERSOS ’s programmes in the local context and improve the targeted population’s awareness on them
  • Supervise the political and humanitarian situation in the project’s region in order ensure that INTERSOS’s charter, policies and image are respected with regards to national employees, populations, authorities and partners
  • Propose and carry out exploratory missions and rapid assessment related to INTERSOS strategy in the country, according to SMT guidance, in order to better comprehend context, priorities, constraints and population needs and design new project proposals
  • Inform the field team on the guidance given by the SMT, promoting fluent, smooth written and oral communication and information flow and ensuring confidentiality and full compliance with security rules
  • Supervise full implementation of safety protocols in order to ensure safe working conditions for the project staffs
  • S/He responsible of the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff’s development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for
  • S/He responsible for ensuring that the project staff, with the support of key protection staff, is duly trained on INTERSOS PSEA/CP Policies and that PSEA/CP Policy roll-out is implemented in the area of responsibility
  • Ensure the project's staff respect INTERSOS rules and regulations, and adheres to INTERSOS Fundamental Charter Values and Code of Ethics, PSEA and CP Policies
  • In coordination with the HR department and relevant Managers, identify training needs, building the capacity, coordinate, supervise and motivate the staffs, supports ad hoc training sessions and on-the-job training, provide individual follow up and coaching, carry out end of mission evaluation of the team members and lead internal communication initiatives in order to facilitate people’s integration and professional development and to maximize their capabilities and commitment to INTERSOS values and project’s goals
  • Define and regularly update, in close collaboration with the Head of Mission, the Project’s security policy and strategic response to emergencies, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols. Manages the security in the project, ensuring that all necessary security measures are in place for the safety of INTERSOS staff and its operations
  • Guarantees close coordination and interaction with the other Program Managers and Technical coordinators deployed in the mission, in order to ensure consistency and harmonization of modalities of implementation, tools, approaches etc.
