JOB CONTEXT :

HI’s strategy in Iraq includes 3 main components:

  • Long-term development projects: support to civil society, access to services, awareness campaigns
  • Emergency response for Internally Displaced Persons and vulnerable host communities (provision of physical rehabilitation and psychosocial and psychological support services, support to local structure, trauma response, inclusion, protection assessments);
  • Mine Action: risk education, victim assistance, survey and clearance of contaminated areas.

 

The current operations are implemented through direct intervention in Ninewa, Suleymania, Kirkuk, Anbar, Diyala and Baghdad Governorates. HI currently has a country coordination office in Erbil, four field offices in Mosul with a sub office in Sinuni, Kirkuk with sub office in Kalar, in Baghdad and in Sulemania.

 

HI works in camps with mobile teams and in health centers to implement emergency physical rehabilitation activities, psychosocial and psychological support, inclusion and risk education activities. HI is also delivering an early recovery project in schools, focused on building community-based RE and PSS structures.

The position provides an exciting opportunity to manage a comprehensive multi sector response at a key moment as the humanitarian response focuses on recovery and reconstruction. Moreover, due COVID pandemic and impact on vulnerable population, HI started to implement COVID response activities.

 

YOUR MISSION:

Reporting to the Area Manager in Mosul, Iraq, you contribute to the implementation of the mandate and HI strategy in Iraq. You are in charge of implementing the project under your responsibility. You ensure optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, you share responsibility for the sound management and effective functioning of the global organization.

 

You will be responsible for the overall management of activities under the project aiming to improve access to and the quality of physical and functional rehabilitation services in Ninewa. In particular activities will include provision of direct physical and functional comprehensive rehabilitation services with MHPSS (including provision of assistive devices and referrals if needed) to persons with functional limitations and their caregivers (in health structures and IDP camps); provision of trainings on case management and referral pathways; capacity building of the local health care staff working in PHCCs to provide their patients with basic rehabilitation advice and skills, as well as on how to make appropriate referrals into existing rehabilitation and specialized services.

 

  1. Management

 

You will manage the Victim Assistance project team (around 11 team members); with direct management of 3 staff in the project coordination team.

You will manage the recruitment and selection of new team members and ensure strict application and respect of the programme’s Internal Regulations by the project team.

 

  1. Expertise

 

You ensure that the activities implemented comply with respect to HI technical and quality standards and adapt the project documentation to HI technical standards.

You ensure that technical trainings for the staff are implemented in coordination with Technical Unit members and draw lessons learned and good practices.

You help to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division.

You manage relationships with technical authorities, local partners or other stakeholders.

 

  1. Implementation & monitoring

 

You ensure the planning of activities and establishes action plans in line with the project proposal and the allocated budget

You ensure that activities are implemented according to internal quality and technical standards and, if necessary, propose adjustment or improvements to help meet objectives.

You prepare and monitor partnership agreements with implementing partners and other potential partners;

You ensure the effective implementation and follow up of institutional policies (PSEAH, mandatory cross-cutting approaches, etc.) on your project.

You ensure project data management and project reporting

You prepare and steer project evaluation and capitalisation

You plan and monitor project evaluations and produce project capitalisation and learning from experience material.

 

  1. Influence & Communication

 

You communicate on the project to partners, authorities and stakeholders when relevant.

You contribute to programme or country operational strategy (StratOp);

You draft new project proposals for the continuity or expansion of the project and contribute to the drafting of new proposals for new opportunities.

 

CHARACTERISTICS OF THE POSITION :

 

  • Movements are restricted, movements on foot are very limited and curfew for expats is in place, limited amount of places are pre-validated (other INGOs Guest houses, few restaurants), weekends can be spent in Erbil all the three Weeks.

JOB CONTEXT :

Handicap International operations in Iraq: In Iraq, HI has been registered and operational in the Kurdish Region of Iraq (KRI) since 1991, implementing development programming in the governorates of Dohuk, Erbil, Sulaymaniya and Halabja, in order to advocate for the rights of persons with disabilities and improve their access to services through support to Disabled Persons Organizations (DPOs). Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations. HI has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniya and Diyala Governorates.

 

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

  1. Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release
  2. Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services
  3. Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities

These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming

YOUR MISSION:

Under the responsibility of the Rehabilitation Specialists in Iraq, the Rehabilitation Technical Officer contributes to the implementation of the needs assessment, training, support and coaching within the sphere of rehabilitation in the wider VA project.  The role has specific focus on developing capacity of pre-existing government health staff and HI rehabilitation staff through training, coaching and clinical supervision. He/she will be working under the technical guidance of the Rehabilitation technical Specialist in the North of Iraq

 

Main responsibilities:

-You provide guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector

-You provide technical learning from projects

-You contribute to the animation of the rehabilitation sector

-You contribute to ensuring HI’s technical influence within your perimeter

 

CHARACTERISTICS OF THE POSITION :

 

Insecurity in Kirkuk city neighbourhoods at night time mainly due to criminal activities, presence of multiple armed groups and access restrictions due to COVID-19.

The Technical Unit is central to ensuring the strategic direction and quality across all sectors of programming in Iraq.
The 2020 – 2022 Operational Strategy in Iraq has identified three strategic pillars of operation: Health, Protection, and Social Inclusion, with conflict sensitivity and inclusion as crosscutting themes throughout programming. The Technical Unit Manager role is to ensure that each sector within these pillars which include: Physical rehabilitation MHPSS Risk education, Inclusion, Civil Society and Governance, and Survey and Clearance QAQC is well defined, with tools, resources and training packages in place to ensure the highest quality programming.
HI projects in Iraq engage with humanitarian and government actors to provide technical support, training and tools to promote inclusive responses, reconstruction and recovery processes.

DESCRIPTION OF THE POSITION:

Under the responsibility of the Country Director, the Technical Unit Manager contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.
He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.
He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm chain.

1. Management
Is the manager of the Regional Technical Unit team members

SPECIFICITIES OF THE POSITION:

Position based in Erbil, where there is an active social life and most facilities are available. The position will be subjected to Visa issue, require frequent travel to the areas of intervention, where HI teams are working in community resource centres, IDP camps, health facilities and the communities (in areas of Kirkuk, Nineveh, Diyala, Anbar, Basra and Baghdad).
The security context remains fluid and movement restrictions can be introduced on an ad hoc basis.

General context of the project

As a frontline INGO, INTERSOS presence in Iraq will continue to be essential to deliver aid and to respond to acute humanitarian needs in both Federal Iraq and KRI and to address most pressing humanitarian needs in the following sectors: protection, education and health.

INTERSOS established its presence in KRI (Erbil Suleymanya) and in Federal Iraq from North (West Ninewa, Baa’j, Tel Afar, as well as East Ninewa in Mosul governorate) to the South (SAD governorate, Balad, Tikrit, Shirqat), focusing its intervention in and out of camps.

General purpose of the position

The Head of Mission represents the Organization in the country of assignment and is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

Main responsibilities and tasks

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Communication and representation:

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders
  • Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities
  • monitor donor’s priorities and intervention strategies in the country as well as to map and approach new donors

Planning and implementation:

  • Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new intervention.
  • Assess, promote and submit new projects, following the procedures defined and promoting a spirit of participation among beneficiaries at all management stages, ensuring the transparency of the intervention
  • Supervise, monitor and evaluate the implementation of the country operations - and all related administrative, financial, human resources, logistics and security aspects - ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures

Information and Reporting:

  • Continuously assess, analyze and evaluate the impact of the country operations, also through periodic visits to the areas of intervention

Finance:

  • Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank account

Human Resource:

  • Coordinate, guide and supervise the mission staff, and evaluate their performance.
  • To ensure the respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS within the mission

  • Proactively participate in relevant coordination meetings

Security

HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations.

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to Enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

1. Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release

2. Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services

3. Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities

These pillars are complemented by three crosscutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming.

The Technical Unit is central to ensuring the strategic direction and quality across all sectors of programming in Iraq.
The 2020 – 2022 Operational Strategy in Iraq has identified three strategic pillars of operation: Health, Protection, and Social Inclusion, with conflict sensitivity and inclusion as crosscutting themes throughout programming. The Technical Unit Manager role is to ensure that each sector within these pillars which include: Physical rehabilitation MHPSS Risk education, Inclusion, Civil Society and Governance, and Survey and Clearance QAQC is well defined, with tools, resources and training packages in place to ensure the highest quality programming.
HI projects in Iraq engage with humanitarian and government actors to provide technical support, training and tools to promote inclusive responses, reconstruction and recovery processes.

Under the responsibility of the Country Director, the Technical Unit Manager contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion.
He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms.
He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm chain.

SPECIFICITIES OF THE POSITION:

Position based in Erbil, where there is an active social life and most facilities are available. The position will be subjected to Visa issue, require frequent travel to the areas of intervention, where HI teams are working in community resource centres, IDP camps, health facilities and the communities (in areas of Kirkuk, Nineveh, Diyala, Anbar, Basra and Baghdad).
The security context remains fluid and movement restrictions can be introduced on an ad hoc basis.
Trips to program activities allowed prior security approval by security manager. Phone and GPS tracking procedures in place for all the movements.

General context of the project

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 11.7 million people are currently affected by the crisis in Syria, including about 6 million IDPs, while over 5 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. Eight years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of healthcare in many areas. In large areas of the country, the local economy is in bad shape, local populations and IDPs are in need of livelihoods assistance. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern.

HI is managing a large humanitarian program along 4 main pillars:

In 2020, INTERSOS has over 400 national staff, 22 expert expat staff and over 250 volunteers working in the delivery of its humanitarian programs in Iraq across the mentioned sectors.

In Protection sector, INTERSOS is one of the main actors in the country, providing a comprehensive package of protection services in Mosul and Hamdaniyya districts (Qayyara, HAA sub-districts) in Ninewa Governorate, and in Tikrit and Baiji districts in SAD governorate, including in camp and out of camp locations. INTERSOS has been responding to the Mosul emergency response since 2016, in Qayyara camps where INTERSOS is currently the general protection leading partner.

General purpose of the position

The Protection Coordinator supports the design, coordination and implementation of INTERSOS’ protection programme in Iraq and will provide technical guidance and advice to protection staff ensuring high quality delivery of the different components of the programme.

Main responsibilities and tasks

Technical Programme Coordination and Support:

  • Lead the development of the country protection strategy and provide technical support and assistance to its implementation;
  • Ensure harmonization of protection activities and services across the different implementation sites in line with international norms and standards through the revision or development of internal SoPs and tools;
  • Deliver training and workshops to protection staff to build their skills on specific protection topics identified with them;
  • Create opportunities for experience sharing and learning within the protection team in order to strengthen cooperation and collaboration;
  • Ensure that case management services adhere to international protection standards and principles and that safe and ethical referrals are made in a timely manner;
  • Review internal case management platform and develop user guide for Case Workers and Managers;
  • Advise Protection Officers on complex protection cases and review minutes and agreed action points of internals case meetings;
  • Monitor implementation of structured PSS activities for different beneficiary groups (children, adolescents, women and men);
  • Strengthen protection monitoring and information management, including data collection, analysis and development of periodic trend reports;
  • Undertake regular field monitoring visits and provide support tools to monitor quality of programme implementation;
  • Support the development of complaints mechanisms for beneficiaries and make sure complaints are addressed properly;
  • Contribute to the compilation of high-quality project reports for donors;
  • Identify opportunities for new protection interventions and support in assessments and developments of new project proposals.

Supervision and Staff Management:

  • Directly supervise, coach and mentor Protection Officers in their role and conduct regular performance reviews;
  • Review work plans of Protection Officers and define priorities together with Protection Project Managers;
  • Organize quarterly protection meetings with Protection Officers and Project Managers in order to discuss challenges and priorities in the field and develop plans for the next period.

Networking and Partnerships:

  • Establish and maintain collaborative relations with relevant donors, partners, project stakeholders and other organizations;
  • Maintain productive working relationships with Protection, GBV and CP clusters and related working groups at the national level;
  • Ensure that key protection concerns are brought to relevant stakeholders to advocate for the respect of human rights and minimum protection standards;
  • Coordinate with internal Health and Education departments to maximize use of synergies and complementarities;
  • Network with Protection Coordinators from other INTERSOS missions, contributing towards a community of dialogue, sharing of best practices and resources.

Other duties as requested by the supervisor.

JOB CONTEXT :

HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Anbarm Sulemaniyah and Diyala Governorates with plans to extend services into the south. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations.

In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:

1- Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release

2- Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services

3- Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities

These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming.

ROOTS stands for “Review of our Organization’s Operational and Technical Schemes.” The ROOTS project aims, within the framework of our 10 years strategy, to construct an internal organization that is both agile and articulate with rational structural costs, adapted to complex contexts. On one side, we lean on our existing strengths and on the other side, ROOTS proposes clarifications or improvable points in terms of organization and internal functioning. This new organization has the goal of reinforcing the impact of our actions for the development of our social missions.

 

YOUR MISSION:

Reporting to the country director, and in the context of this organisational transformation, you are responsible for updating HR policies in accordance with the roll out of ROOTS project, and contributes to organizational transformation and facilitates, whenever possible, change towards the new structures.

Main responsibilities :

  • As HR Specialist, you are responsible for the update of position grid through the revision of weighing of employment positions; the process needs to take into account the updated target org chart, the 9 ROOTS principles and inputs from coordination staff and in close coordination with HR department.
  • Following the revision, you advice the Country Director on potential adjustments of the remuneration grid.
  • Following the revision of the position grid, you implement the tools provided by the “professional channels” project, defines and proposes career pathways and relevant processes for their implementation for national staff (including potential expatriation).
  • Within the updated target structure, you define an Inclusive Employment / Equal Opportunities policy and define a proper roll-out within the operation.
  • You develop a comprehensive staff development policy: creates a database for relevant resources available for staff development and develop a training and development plan.
  • You revise and update the staff appraisal policy, process and tools as necessary.
  • Once the new policies have been updated, you support the initial roll-out supporting the coordination team in the appropriation and understanding of the new package.
  • You ensure that all policies proposed are inclusive and promote equal opportunities
  • You ensure that all policies proposed are in line with HI HR policies and ROOTS Principles
  • You support the definition on a communication plan on the organisational changes, with the purpose of creating understanding and acceptance of the ROOTS project
  • Upon request, you advice the HR coordinator and Country Director on other relevant HR topics.

 

CHARACTERISTICS OF THE POSITION :

  • Security: Erbil is a stable city with very limited criminality. Cases of sexual harassment against international women from local men had been occasionally reported in public places in the past months.
  • Isolation: Erbil allow consistent freedom of movement in normal times. At the moment COVID outbreak, still present in the city and surroundings demands to adopt protection measures when moving in the city. Anyway a number of social activities and outdoor activities remains feasible.
  • Living conditions: Individual room in safe and comfortable GH. Several good supermarkets available. Utilities and internet connection of good quality.
  • Social life: consistent presence of internationals in the city, a number of activities available (restaurants, sports and fitness, excursions / hikes…)

Employee:

  • Salary from 2760€ gross/month regarding the experience of the candidate
  • Perdiem allowances : 530 € (net)
