Profil
Level of education/experience
- Master Degree in Law/Business Administration / Finance /Economics or equivalent by professional experience
- Minimum 4 years of experience in grants management and/or compliance
Knowledge/Expertise
- Work experience in a financial support or NGO environment
- IT technical knowledge of operational systems
- Knowledge of MS Office, especially Excel
- Knowledge of languages:
- English – French – Dutch (good understanding and good ability to communicate in speaking
- Spanish is an asset
- Understanding & knowledge on Grant Management
- Understanding of financial principles

Description
Purpose of this function
The Compliance & Safeguarding Adviser (C&S Adviser) ensures and coordinates Plan International Belgium’s qualitative and long-term compliance with standards, rules & regulations implemented and required by the institutional donors, the Belgian government, the Belgian and international legislation and Plan International GH.
The areas for which the C&S Adviser is in charge are Grants and Safeguarding. The C&S Adviser understands the requirements that must be met, detects risks, advises, shares knowledge, writes manuals and policies, proposes and implements solutions.
Roles and responsibilities of the Compliance & Safeguarding Adviser:
Grants Compliance
- Prepare and review contracts, sub grants, and partnership agreements to ensure compliance with regards to legal and the donor regulations
- Review any document legally committing the organisation, in relation to donors funding
- Ensure that commitments made to donors are respected so that projects and programmes are implemented in accordance to the donors’ regulations and expectations.
- Support contract negotiation with donors, partners and other Plan International offices
- Support and provide quality control of all aspects of contract management
- Provide qualified advices in matters related to donors’ regulations, sound funding management, and organisational applicability of donors’ requirements and expectations.
Capacity building
- Share knowledge regarding donors and Plan International regulations with staff and CountOffices (CO’s) and build this knowledge into all capacity-building activities. Develop donor manuals and training materials
- Develop, set up and disseminate systems (i.e. policies, procedures) that facilitate organisational quality control and meet donors' requirements
- Support the coaching process for CO’s and implementing partners on institutional donors’ rules and requirements
- Share the responsibility with the Finance controller and the Programme Manager for conducting start-up workshops in CO’s for the staff, partners and associates, to cover compliance, reporting and auditing
Quality & Audits
- Maintain compliance systems and record keeping enabling senior management to effectively monitor compliance/risk management
- Contribute to and/or coordinate organisational audits (preparation, verification and classification of all supporting documents), and coordination of audits with the finance team and the external auditors
- Analyse and summarize the reports coming from auditors and evaluators in order to share the risks and lessons learned with the MT
- Coordinate and monitor Plan International Belgium’s risk management system (through Magic Galileo)
Ensuring compliance with Plan International’s Safeguarding Children and Young People Policy
- Act as Focal Point for Global Hub
- Contextualise, disseminate, and monitor Plan International safeguarding guidelines for Plan International Belgium
- Coordinate and support departmental safeguarding focal points
- Coordinate the way in which Plan International Belgium handles incident notifications
- Coordinate reporting obligations to Plan International and the Management Team
- Contribute to Plan International Belgium’s integrity framework
- Act as subsidiary person of trust to young people involved in Plan International Belgium
