Handicap International is changing his name and becomes « Humanity & Inclusion ». HI, Humanity & Inclusion is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. CONTEXT:
In both humanitarian and development contexts, HI projects aim to focus on the ‘most vulnerable’; including people and groups discriminated against or those at high risk of discrimination. But trying to identify which people are ‘the most vulnerable’ and why and designing appropriate project responses can be challenging. HI has identified nine key factors which intersect, to understanding different people’s experiences, capacities, needs and vulnerabilities. These are: disability, age, gender, sexual orientation, socio-economic status, geographical location, ethnic origin, religion, political opinion. Out of these nine factors, HI has prioritized Disability, Gender and Age.
In 2019 HI launched the Disability, Gender and Age (DGA) Policy and guidance document including a DGA marker. HI committed to deepen its work on an AGD Intersectional approach and launched in 2020 an Intersectional Resource ‘Towards More Inclusive Practices: A Disability, Gender & Age Intersectional Resource’.
To this end, HI has also developed a project aiming to strengthen the DGA intersectional approach through the participatory development and dissemination of tools in order to increase the capacity of actors to design and implement interventions for quality prevention, mitigation and response to violence. This project aims to provide clarity and programmatic guidance for project staff to take an intersectional approach when designing and implementing projects to make sure they are more responsive to the differing priorities, opportunities and barriers faced by beneficiaries. Both global level actors as well as actors in Myanmar and Ethiopia will be targeted.
OBJECTIVES:
The Protection Specialist will work with the HQ Protection Specialist based in Brussels, leading the Intersectionality in Protection Project (hereafter the project), under which the Specialistwill be recruited to work on specific technical tasks.
The Protection Specialist will have the responsibility for the delivery of results under 4 activities out of the 6 activities in the proposal. The expert’s role is mainly to:
-Review existing tools and guidelines at the global and field level (through desk review, survey and consultations) to identify the gaps from an AGD Intersectional perspective
-Design a conceptual map on intersectionality
-Develop a package of tools (in collaboration in Myanmar and Ethiopia)
-Finalise the tools and accompanying materials based on field testing
In order to do this the Specialist will work closely together with the Lead and conduct (together) missions to Ethiopia and Myanmar as well as to New York and Geneva.
MAIN RESPONSIBILITIES:
Your main responsibilities are:
Responsibility 1 : Daily Work
In coordination with the project lead, you work on daily work of abovementioned 4 activities, amongst other though : a desk review ; the design and launch of surveys; the facilitation of consultative meetings and dialogue with humanitarian and development actors at global level; provision of support at pilot country level; evaluation of the tool reviews and assess the gaps in terms of an AGD intersectional approach; prioritization exercise of tools to be developed and/ or updated based on the gaps identified; design and facilitate working sessions in pilot countries for the participatory development of tools; develop and lead trainings on intersectionality and the draft package of tools as a basis for testing the tools in the pilot countries and engage in feedback sessions on the testing.
Responsibility 2 : Provision of Deliverables
In coordination with the project lead, you provide deliverables, mainly consisting of a KAP survey; mapping document of screened documents and practices; evaluation gap analysis document ; conceptual map on intersectionality and 5 accompanying podcasts ; intersectionality trainings and a draft as well as a final AGD inclusive intersectional toolkit and toolbox (based on the field testing).
Responsibility 3 : Develop Ideas and Supervise Design
In cooperation with the project lead and following the fine tuning and finalization of the toolkit (based on the field testing finding and international feedback), you supervise the design of the toolkit. In addition, you develop and conduct workshops and trainings on the dissemination of the toolkit. Moroever, you develop ideas and content for promotion products (i.e. documentary film/video/podcasts) including a webinar and briefing papers and supervise their design.
Responsibility 4 : Representation
You participate in panels and side events to international conferences to present and discuss the toolkit.
