Profil
The Requirements
- Understanding of the EU institutions and its decision-making processes;
- Political acumen and existing relationships at EU HQ
- Good knowledge of the EU’s external relations, practices, policies and trends
- In-depth understanding of issues relating to international cooperation, humanitarian and social cohesion sectors and the EU’s role/contributions within;
- Proven experience on child rights, girls’ rights and gender equality in all three sectors mentioned above;
- Solid experience in programmatic and/or advocacy experience in partner countries, particularly towards EUDs, in support to civil society organisations;
- Proven track record in having established significant relationships with the EU institutions that translate into income;
- Experience in managing diverse teams
- Experience of leading teams through times of transition;
- Network/relationship management experience, preferably with EU personnel (with personnel of other relevant institutions will be an asset) and experience in similar membership organisations
- Proven experience within a diverse, international, multisector/multicultural/multi lingual environment;
- A passion for, understanding and demonstrable commitment to women rights and human-rights based approaches, gender equality and inclusion, as well as the role of girls, children, young women and young

The Opportunity
Plan International has Liaison Offices in New York, Geneva, Brussels and Addis Ababa that are responsible for managing relations with the United Nations, the European Union and the African Union. The EU is a major global actor promoting human rights, including the rights of girls and children and a leading major global development and humanitarian actor.
Plan International’s liaison office to the EU Headquarters in Brussels carries out influencing and partnership advocacy to further our strategic ambition to drive respect for the rights of girls and to ensure EU development and humanitarian institutions work to achieve the targets for girls as set for example in the EU Gender Action Plan, the EU Youth Action Plan and within the 2030 Sustainable Development Goals agenda.
The EU representative is responsible for fostering strong high-level relationships with relevant EU actors, coordinating effective Plan International participation in significant intergovernmental events and raising funds from the large EU donor institutions. The EUO works with the EU in its three roles as a donor, policy-maker and promoter of human rights.
You will be responsible for;
- Ensuring the continuation of leading Plan International’s strategic engagement with the EU institutions, relevant civil society partners and others to drive respect for the rights of girls and children in all EU activities.
- Maintaining the high-level profile of Plan International’s programme, policy, advocacy, and campaigning work with the EU and delivers impact in line with the objectives of the new Global Strategy and the EUO annual workplan, including the EU(D) Engagement Plan.
- Ensuring an increased focus on resource mobilisation and the increase of quality funding for Plan International programming and influencing activity globally from EU institutions.
- Coordinating effective participation in priority events and processes at the EU.
- Overseeing management of the Brussels EU Office, including Human Resources, the office budget and supervising direct reports. The post holder will consult, cooperate and capitalise on existing organisational strengths; effectively represent Plan International externally and lead and facilitate internal processes.
