1. EXPERIENCE
Essential
Proven experience of effectively leading grants, finance and office-related teams (At least 5 years experience) and line-managing and mentoring other staff members.
- Proven experience in effectively managing grants, including project budgeting, financial reporting and auditing (at least 5 years experience).
- Proven project management experience, showing an ability to proactively manage a complex team and portfolio of projects and processes to ensure high quality delivery within available resources.
- Experience of strategy planning, budgeting and organisational development.
Desirable
- The above experience in an international network of NGOs and in the development sector.
- Recent experience of managing grants from European institutions.
- Proven experience of managing projects as a lead member of multi-country consortia.
2. APTITUDE, SKILLS AND KNOWLEDGE
Essential
- Excellent communication skills in English, both written and oral.
- First class people skills, with a proven ability to motivate, lead and manage teams, and to negotiate with and convince others, particularly externally. This includes a desire and ability to invest in partner capacity development, including partners from the Global South, to help joint working improve.
- Excellent project management skills, and proven ability to focus on delivering high quality results on time, while planning to prevent pinch points and stress.
- Good understanding of finance and accounting, in order to oversee and support colleagues’ work.
- Understanding and interest in key development issues especially those relating to development finance
Desirable
- Knowledge of current EC grant management (preferably in the development sector) and other donor processes.
- Proficiency in French. Spanish also an advantage.
3. VERY STRONG COMMITMENT TO EURODAD’S OBJECTIVES
Description
Application deadline: 18th January 2016 before midnight Central European Time.This challenging and exciting role is key to the success of the leading European NGO network on finance and international development. You will lead a team charged with ensuring that Eurodad remains well funded, that grants, finances human and other resources are managed effectively, and that the organisation continues to develop. You will use your experience of grants management to make sure Eurodad meets all funders’ requirements, and that resources are managed to allow Eurodad staff to focus on delivering the change we want to see in the world. A skilled negotiator and strong communicator, you will lead and mentor a small but expanding team, and develop strong and supportive relationships with colleagues and many external implementing partners. A first class planner and project manager, you will take on a wide responsibility for ensuring Eurodad remains effective, efficient, and the Director and Eurodad’s highly motivated staff have the support they need to deliver on our vital and ambitious agenda for global economic justice.Role ProfileA. LEADING THE FINANCE AND OFFICE TEAM (50%)
- Lead a team currently comprising: one Grants Officer, one Finance and Accounting Officer and one Grants, Events and Admin Officer, but planned to expand to include a Fundraising Coordinator, and potentially additional grant officers, depending on workload, and managing other interns and volunteers as necessary. This includes overseeing their work to ensure high standards, including rigorous quality assurance of outputs, and supporting their learning and capacity development.
- Ensure appropriate division of responsibilities within the team to ensure all team objectives are achieved, and plan to make sure workloads are manageable throughout the year. This will include identifying areas of work that need to be contracted out, and hiring appropriate consultants to do this. The responsibilities of the team include:
- Human resource policies and systems, including administration of recruitment
- Financial management systems (including Budgets, forecasts and other financial analysis and reporting, Books, Accounts, tax year end and closing, Payments, payroll, cashflow management and audits)
- Fundraising and grant management systems, including reporting schedules and monitoring systems.
- Office management, including procurement contracts and insurance, purchasing and liaison with building management
- IT
- Arrangement of meetings, events and travel
- Ensure that systems in all the above areas are well documented, understood, followed and improved.
B. GRANTS MANAGEMENT AND FUNDRAISING (50%)
- Managing relationships with funders:
- Oversee all reporting deadlines and ensure that all funders’ requirements are met (including, for example, the European Commission, governments, Eurodad members and private foundations).
- Ensure our overall portfolio of funding is well managed to ensure that resource use is maximised, funders requirements (such as co-funding) are met, and Eurodad meets its annual target of contributions to reserves.
- Actively renegotiate with donors changes to agreed budgets, where necessary.
- Oversee Eurodad members’ financial contributions, including ensuring fees are paid on time and dealing sensitively and appropriately where they are not.
- Support the Director and other staff to build and maintain positive relationships with funders and key contact staff, as required.
- Managing relationships with partners
- Negotiate grant budgets with lead partner (where this is not Eurodad) and with grant partners (when Eurodad is leading) and ensure grants are received (others leading) and paid out (where Eurodad is leading) on time.
- Build and maintain relationships with relevant staff in partner organisations to ensure timely and appropriate exchange of information concerning budgets & accounts, agree Memoranda of Understanding and support partners when required.
- Ensuring we deliver
- Oversee the delivery of agreed outputs for all grants, including ensuring partners have delivered as agreed, and met reporting requirements, and identifying difficulties with relevant policy lead and ensuring they are addressed appropriately and in time.
- Summarize progress in overall delivery of agreed outputs/outcomes, and budget expenditure with the relevant Policy lead on a quarterly basis, and agree what to do to rectify any outstanding issues.
- Fundraising
- Ensure Eurodad’s fundraising strategy is well coordinated and Eurodad’s fundraising strategy and pipeline is well coordinated.
- Make sure that new proposals are delivered on time and that budgets are accurate, realistic and fit within Eurodad’s overall organisational growth plan.
C. GOVERNANCE, HUMAN RESOURCES & ORGANISATIONAL DEVELOPMENT (25%)This role description is not prescriptive and the post-holder may be required to undertake other responsibilities reasonably required by the Director in order to fulfil the purpose of the role.
- Human resources
- Ensure Eurodad’s human resources policies and systems are up to date with current HR best practice and relevant legal developments, and understood by staff, and new or amended policies agreed with the Director as needed, and after appropriate consultation with staff.
- Oversee the process of selecting new staff members to ensure our systems are designed to allow for effective selection of high quality staff.
- Eurodad good governance
- Ensure effective management of key organisational processes including board meetings, general assemblies and internal planning days.
- Ensure the Eurodad team and office has the resources and systems necessary to function efficiently, and represent the grants, finance and office team in management team meetings.
- Organisational Development
- Monitor the implementation of Eurodad’s Strategy Implementation Plan, and take responsibility for all improvements of internal systems in your area, including a new Human Resources Handbook and IT upgrade, and contribute to other initiatives, including those shared across the whole organisation, such as a new monitoring, evaluation and learning framework.
