Profile Description
- You have a Master’s degree in Law, Political Sciences, Development Economics, or any other relevant sector
- Having completed internship(s) in similar work positions in NGOs or donors (European Commission, national development cooperation, etc.) is an asset
- Your linguistic skills are the following: perfectly in French and fluent in English. Good knowledge of Dutch is an asset. Basic knowledge in German and/or Spanish is a surplus.
- You have a good knowledge of project management methods (logical framework, theory of change, project cycle management)
- You adhere to HI’s mission, values, and federal strategy and respect the internal policies[1]
- You are interested in the institutional landscape of institutional donors related to humanitarian and development cooperation
- You are interested in the administrative management of projects
- You are a real team player and at the same time you are able to work independently
- You are absolutely dedicated to your work, which you execute with extreme precision and an eye for detail

Description
handicap international is looking for an Institutional Partnerships Officer
The Institutional Partnerships Officer operates under the direct responsibility of the Head of Institutional Partnerships of the Belgian National Association (BNA) and has functional links with other managers regarding specific topics, such as migration in link with the Manager of Europe Migrants’ Programs.
The Institutional Partnerships Officer is responsible for developing and sustaining the institutional financial resources of the federal network of Handicap International (HI) by mobilizing a portfolio of European and Belgian institutional donors to support HI’s activities. The existent portfolio of donors includes:
- Federal, regional and municipal Belgian institutional donors;
- Potentially also other European donors such as the European Commission.
A percentage of the job will be dedicated to a specific thematic, namely European migration. The activities of the Europe Migrants Programs include two projects in Germany and the development of other projects in Belgium and France in the first instance. The portfolio of specific files and topics to be followed-up by the Institutional Partnerships Officer can develop over time.
Responsibilities
- Responsibility n°1: Promoting the Belgian National Association and developing relationships with a portfolio of institutional donors and potential partnership organizations
The Institutional Partnerships Officer must acquire a good knowledge of donors of the portfolio and, in link with the Head of Institutional Partnerships. The Officer also retains an overview and understanding of ongoing discussions and changes impacting strategies and priorities of the donors in the portfolio.- Responsibility n°2: Contributing to research of strategic funding opportunities for projects
In coordination with the Head of Institutional Partnerships, the Institutional Partnerships Officer analyzes funding opportunities and assists in the proposal writing process and submission of project proposals.- Responsibility n°3: Contract management with donors of the portfolio
For the Belgian donors, the Institutional Partnerships Officer is the interface with institutional donors for all funded projects, in collaboration with the Head of Institutional Partnerships.- Responsibility n°4: Capitalizing and disseminating knowledge about donors of the portfolio
The Institutional Partnerships Team is responsible for capitalizing and disseminating knowledge about funding rules and procedures of the institutional donors in the portfolio. The Institutional Partnerships Officer participates in this knowledge acquisition and distribution under the supervision of the Head of Institutional Partnerships.- Responsibility n°5: Supporting the conception, the development and the follow-up of programs on specific topics. The first identified priority thematic is programs for migrants in Europe
- Participating in the screening of European migration policies.
- Identifying and mobilizing internal financial capacities for programs (institutional funding and foundations) and retaining acquired funding.
- Occasionally participating in the writing and proofreading of projects linked to migration in Europe (concept notes, proposals, etc.) and elaborating summary notes in link with the subject.
- Assisting the Manager of Europe Migrants Programs in the reflection on actions to be taken in order to reduce the vulnerability of migrants.
