Objective of the function

The Junior Expert will contribute to the sustainability of former, ongoing and new investments in renewable energy systems for rural development by improving the Monitoring & Evaluation and promotion of renewable energy installations in rural areas for productive use.

(S)he will develop his/her activities in four strongly synergetic result areas :

  1. Monitoring of renewable energy installations and improved management and planning;
  2. Promotion of productive use of renewable energy;
  3. Protection of systems and people;
  4. Information dissemination, promotion and training.

This entails support to:

  • The design and implementation of survey instruments for regular field assessments of operational status of (hundreds of) renewable energy systems, results of which will feed into a (web based) Geographical Information System (GIS) on the short term and a management platform for improved management of installations on the medium term.
  • Promoting the productive use of renewable energy in a role of initiator and a partnership builder for the promotion of new technologies, disseminator of information and trainer.
  • Collaboration between communities and companies charged with Engineering, Procurement and Construction (EPCs) for increased community ownership, reduced risk of accidents and improved operation and maintenance management.

The Junior Programme and the Belgian development agency (Enabel) offer you the opportunity to work for 1 to 2 years in a development project implemented by Enabel or one of 26  Belgian Non-Governmental Actors (NGAs) affiliated to the Junior Programme.

You are assigned to one of the 14 partner counties of the Belgian Development Cooperation and contribute actively to the Sustainable Development Goals (SDGs). Through your field work you develop your competences, focus on innovation, experience local realities and help develop networks and partnerships.

We are looking for a  Junior Expert Digital surveying ad renewable energy in Mozambique:

1. The collaboration between the Government of Mozambique and Belgium in the domain of renewable energy cover a project (RERD2) for development of solar and hydro off-grid systems in partnership with the National Energy Fund (FUNAE) and a capacity strengthening project (CB-MIREME) of the Ministry of Mineral Resources and Energy (MIREME). The renewable energy project RERD2 will finance the construction of solar- and mini-hydro mini-grids and explore the most suitable management modes. Both projects RERD2 and CB-MIREME contain capacity building components; at the central level in MIREME, the new energy regulator (ARENE) and FUNAE and in the provinces of Zambezia, Sofala and Manica. Both also emphasize sustainable access to renewable energy for productive uses.

2. A junior is sought to enhance the role of these two Mozambican-Belgian capacity strengthening interventions in FUNAE and MIREME in improving the promotion, planning, monitoring, operation and maintenance of renewable energy systems for productive use and enhanced coordination and information exchange between the provincial energy stakeholders and the central level.

3. Direct support to the Mozambican-Belgian capacity strengthening interventions in the National Energy Fund and the Ministry of Mineral Resources and Energy. The major focus will be on Zambezia province where the large majority of RERD2 and CB-MIREME investment and attention is concentrated, but will also cover neighboring provincial directorates (DIPREME) in Sofala and Manica. The JE activities, while mostly developed in the province, will also contribute to the central-provincial interface being strengthened through CB MIREME. Direct beneficiaries are the users of energy in the targeted communities and the service delivering staff of the provincial services of the energy fund and the ministry.  Implementation of foreseen tasks require direct interaction with the private sector, national and international non-governmental organizations (NGOs), universities and institutions for technical and vocational education and training.

4. The JE will be based in Quelimane and will be coached by senior staff of the RERD2 and CB-MIREME projects based in Quelimane and Maputo. The JE will need to link up with NGOs, private and public sector and institutions for technical and vocational education and training active in the field of economic development. It is also foreseen that the JE will regularly contribute to training to government and NGO staff, producers and consumers on the promotion, monitoring and evaluation (M&E) of renewable energy (RE) systems for productive use in rural areas.

We are looking for a Junior Expert budget analysis for public financial management for Enabel

The project aims at providing technical support to the Health Partnership Cooperation Framework (HPCF, Sector­Wide Approach) in Mozambique, to engage with Development Partners and the Ministry of Health on lasting measures to effectively strengthening Public Finance Management in the health sector. Mozambique adopted a "Sector­Wide Approach" (SWAp) to the health sector in 2000. The introduction of the Health SWAp aimed at improving the performance of the sector, strengthening government leadership, putting greater emphasis on policy and strategy development and lowering the transaction costs of foreign assistance through better coordination and more alignment amongst donors. The SWAp mechanism includes, though it is not limited to, a pooled­fund known as PROSAUD

The objectives of the project is to feed the discussion, exchange of opinions in the Working Group for Audits and Finance (GTAF henceforth). For this purpose the JE will assist the ITA in delivering:

  1.  User-friendly analyses of PFM documentations, reviews and reports;
  2. In-depth analysis of PFM related reports and documents;
  3. Consolidating planning and budgeting processes;
  4. Presenting on sector’s budget allocations, execution and cash management;
  5. Improving financial reporting and accounting;
  6. Articulating internal and external control, and audit functions;
  7. Introducing innovative follow-up of audit recommendations

The junior position will contribute to improve the PFM system in the Health Sector, by focusing on improving quality of expenditure by:

  • Taking stock of Audits Recommendations and using them to improve and standardize management processes;
  • Providing budget analysis to improve budget allocation for coherent budget policies;
  • Taking stock of PFM system analysis and help developing strategies for driving reforms.

All the above will contribute to structure the dialogue on issues related to PFM focusing on the role that improved PFM systems plays on the Sector’s Capacity of delivering (health) services.

Probable starting date: 1st of august 2018

Monthly salary package: Level 2  between 5.288,28 euros and 7.524,32 euros (inclusive gross monthly salary and expat benefits: expat and hardship allowances). The salary depends on relevant experience.

Furthermore, our expatriate staff members are also offered customary expatriate benefits such as a (capped) housing allowance, a moving allowance, an installation allowance, a (capped) school allowance for children accompanying, an insurance package for the whole family, including repatriation insurance, and an annual round-trip flight ticket for each family member.

Context

The Indicative Cooperation Program (ICP 2013-2017) between Belgium and Mozambique allocates a total grant envelope of 16 million € to the energy sector in Mozambique, split over two interventions:

  • Institutional and organizational strengthening and capacity development at the Ministry of Energy (CBMIREME)
  • Renewable Energy for Rural Development phase 2 (RERD2)

Both interventions will contribute to the economic productivity and social service delivery in rural Mozambique through the provision of sustainable, affordable and environment-friendly energy.

RERD II, whose budget amounts to 12M€, builds on the results of the first phase of the intervention and will contribute to increased access to energy in rural areas by investments in renewable energy systems and support mechanisms to ensure sustainability.

The partner organisation is FUNAE (Fundo de Energia). The institution is in charge of developing the use of renewable energy in rural areas.

To achieve this specific objective, RERD II will invest in three strategic axes:

  1. Financing the construction of off-grid systems and demonstrate the most suitable management mode for those mini-grids. The intervention will focus on large mini-grids allowing for the productive use of energy.
  2. Improving the technical and financial sustainability of the current systems in Mozambique.
  3. Improving FUNAE capacities, especially related to project management at central level and to planning and coordination at the level of the Delegation in the Provinces.
    The geographic focus will be the province of Zambezia, with possible extension to Niassa and Manica depending on the security situation.

Function

Under the supervision of the intervention manager, ensure the implementation of the technical part of the project.

The first two years will be dedicated to selecting the sites for the construction of mini-hydro power plants and finalizing the pre-feasibility, feasibility and tender dossier for the construction.

The following three years will be dedicated to the  construction and the commissioning of the schemes and the  set-up of a sustainable management system.

The engineer is also expected to take part and give useful inputs in the specific objectives 2 and 3, to improve the financial sustainability of current systems and to improve project management in FUNAE.

Function

Coordinate, under the authority of the Resident Representative of Enabel, the intervention in order to ensure optimal execution within the set programme framework.

 

Therefore, (s)he will primarily:

 

  1. As Intervention manager  manage the operational and financial planning  in order to ensure a smooth start-up, progress and the results of the intervention.

 

  1. As Intervention coordinator coordinate the activities and ensure their execution, in compliance with set arrangements and procedures in order to achieve the intervention objectives.

 

  1. As Knowledge manager coordinate the knowledge building process and ensure that the results thereof are disseminated in order to ensure a knowledge-based programme approach.

Profile

Required level of education

 

  • Hold a Master in management, economy, rural development or equivalent.

 

Required and/or desired experience

 

  • At least 5 years of relevant experience in steering interventions/projects and international cooperation; experience with more than one intervention/project is an advantage;
  • Preferably experience in private sector issues and of the interfaces between private and public sector such as public-private partnerships.
  • A thorough experience in development contexts.
  • At least 5 years of overseas experience, of which part in sub-Sahara Africa. Knowledge of the country and/or experience working in Mozambique is an advantage.

Expert in capacity development and change management in the energy sector

MOZAMBIQUE

Ref.: MOZ/14/030-2

 

Location: based in Quelimane, Zambezia province, with travel to Manica and Sofala, and possibly Niassa and Nampula.

Duration of the contract: 36 months

Probable starting date: as soon as possible

Monthly salary package: (cat. B417) between 5.186,32 euro and 7.380,58 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

 

Context

BTC will recruit an Expert with experience in Capacity Development and change management. He/she will work at provincial level in supporting the energy departments of the Provincial Directorates (DIPREME) and the Provincial Delegations of the Fundo Nacional de Energia (FUNAE).

This long-term technical assistance at provincial level will be shared between two projects in the sector of renewable energy:

  • Institutional and Organizational Strengthening and Capacity Development at the Ministry of Energy (CBMIREME , 4M€)
  • Renewable Energy for Rural Development, Phase 2, (RERD2, 12M€)

 

He/She will assist the two institutions on sector planning, supervision and monitoring,  HR management, and data management.

He/she will report directly to the Intervention Manager.

 

 

 

Main duties and responsibilities

Other than the generic responsibilities listed in the function description of the “sectoral/thematic expert” (available on request) the main duties and responsibilities will be ( (but are not limited to) the following:

  • Accompany and support the comprehensive baseline study from a provincial point of view
  • Support DIPREME and FUNAE Delegationsmanagement in the organizational change through coaching and mentoring of involved staff.
  • Provide strategic guidance and coaching to all actors involved in the intervention at provincial level
  • Provide technical advice/coaching related to capacity development
  • Support the participatory planning process through active participation in the dialogue, advice on capacity building issues relevant to the project specific objective and expected results
  • Provide technical input into the preparation of terms of reference for the various studies and capacity building activities subcontracted and support the implementing agency to ensure their adequate implementation
  • Support and provide technical advice for recruitment of specific technical international and national expertise required for the project implementation
  • Ensure coherence and coordination of project strategies and activities for areas related to capacity building
  • Support, develop and implement a project monitoring and evaluation plan

 

He/she will also, in close coordination with the Intervention Manager:

  • Organize, coordinate and technically supervise the implementation of project activities (including the comprehensive baseline) in accordance with the approved work plans
  • Contribute to the operations reports to be submitted to the SC
  • Report regularly to the Intervention Manager
  • Contribute to the preparation of financial and procurement planning and budgeted work plans
  • Establish and maintain good working relationships with project participants, counterpart agencies, donors and other relevant organizations and government agencies
  • Share information about the project with other organizations and agencies as needed.
  • Liaise and co-ordinate project activities with other relevant technical assistance projects.

 

Profile

Description

Project Background:

The project aims at providing technical support to the Health Partnership Cooperation Framework (HPCF, Sector-Wide Approach) in Mozambique, to engage with Development Partners and the Ministry of Health on lasting measures to effectively strengthening Public Finance Management in the health sector.

 At the broader level, the government of Mozambique has depicted its policy implementation on a 5-Year Government Plan (PQG 2015-19), complemented with rolling Mid-Term Expenditure Frameworks, published yearly and covering the upcoming 3 years. These macro-policy documents are used as references by sectors, which develop their yearly plans, taking in consideration more sector-specific policy notes.

 The health sector in Mozambique, under the leadership of the Ministry of Health (MoH), has developed a Health Sector Strategic Plan (PESS 2014-19); complemented by a costing exercise. The PESS 2014-19 is the strategy leading the delivery of health services, through the National Health System (HNS). PQG, MTEF and PESS represent the policy background of the Ministry of Health that allows to define and defend its yearly Social and Economic Plan and Budget (PES/OE), which will guide the implementation of the sector program during the fiscal year.

 Mozambique adopted a "Sector-Wide Approach" (SWAp) to the health sector in 2000. The introduction of the Health SWAp aimed at improving the performance of the sector, strengthening government leadership, putting greater emphasis on policy and strategy development and lowering the transaction costs of foreign assistance through better coordination and more alignment amongst donors. The SWAp mechanism includes, though it is not limited to, a pooled-fund known as PROSAUDE.

Over the past 10 years, Development Partners and the Ministry of Health have regularly reinforced the agreement to consider strengthening sector’s Public Financial Management (PFM) as one of the key areas of attention for development cooperation. Within the structure approved for the HPCF, a specific Working Group was created at technical level, to coordinate joint initiatives specifically on external control and financial reporting. This group is known as GTAF, from the Portuguese acronym: Working Group in Audit and Finance.

 

Substantial energy and time of the MoH and of DPs were invested to improve the efficiency and the effectiveness of the Health SWAp in harmonizing and aligning partners to government systems, strategies and plans, in line with the Paris Declaration on Aid Effectiveness. Over the past 4 years, under the project’s phases I and II, the group gradually strengthened and expanded its areas of support, to finally align with a more traditional approach to the PFM package, ie including procurement.

 There are several dimensions of the health sector PFM that ultimately influence the performance of the HNS:

  •  The country’s overall PFM systems have regularly been assessed (eg PEFA 2009, 2012, 2015), providing good evidence of relative strength of the broad PFM system. However, recent events – eg the discovery of huge debts contracted without Parliament’s approval – have questioned the controlling mechanisms in place; and the dimension of out-of-budget operations. A sector-adapted exercise (health PEFA 2015) tried to cross-check these aspects specifically. It became crucial to understand:
  • Where the health sector has aligned, and where it did not, with the broad PFM system established by laws and regulations (ie SISTAFE), eg how the procurement processes have adhered to national legislation;
  • Where it inherited its strengths, where its weaknesses;
  • How fiduciary risk could be controlled and reduced; etc…
  • A recent move towards Public Sector Reforms (PSR) has prompted up the creation of a Health Sector Reform Unit (URESS), whose primary objective is to provide guidance, and orient health institutions towards faster, more transparent processes, and better results.
  • Accelerate the follow-up of a Government’s Decree 10/2015 of 10th of June, aiming at re-structuring the planning, budgeting and execution functions, which are currently coordinated under two different departments.
  • Understand and monitor the implementation of the decentralization strategy, the progresses on the de-concentration of health sector expenditure, particularly at districts’ service delivery units; and assess the real effects on service delivery.
  • There are structural weaknesses in the health financing scheme. An exercise to develop a Health Sector Financing Strategy has not been successful yet, and the health financing is polarizing towards government’s revenues on one side, and donor funded vertical projects on the other side; posing serious threats to its sustainability. Three specific aspects of the health financing scheme deserve to be mentioned separately:
    • The health sector’s own revenues have not increased in the period under consideration. Raising, channeling and re-investing own revenues is essential to guarantee financial autonomy and sustainability to the HNS;
    • Externally-funded projects have increasingly been implemented off government’s system. Donors are running away not just from using governmental accounts, but from inscribing projects under Mozambican budget, which has to be considered a mere issue of transparency. This has created difficulties to make a sound analysis of the sector’s real envelope, and certainly jeopardized integrated planning;
    • A revised common-fund mechanism has just been signed: PROSAUDE III. PROSAUDE has been an important source to finance the system’s recurrent expenditure, such as salaries and medicines. The revision of its MoU and the elaboration of a Procedure Manual have introduced measures to support priority-based and integrated planning, decentralized budgeting, control of the flow of funds; which will require intensified efforts to guarantee that PFM and risk mitigation processes are in place.
  • The MoH has coordinated the implementation of several PFM strengthening plans. The most recent – the Integrated Plan of Institutional Reforms (PARI) was completed in 2015. To continue accompanying and steering the progresses and challenges in PFM, a GTAF technical team has proposed an action-plan built on the sector-PEFA 2015 recommendations, which should become an integrated plan to accompany all recommendations issued on sector PFM.

 These and more detailed aspects represent the updated background, towards which the project’s phase III is asked to contribute.

 Function:

 The Government of Flanders (GoF) defines its activities in Mozambique through a portfolio approach. GoF together with other donors analysed as a priority the need for specialized expertise to improve the dialogue with the Ministry of Health of Mozambique on Public Finance Management (PFM).

GoF made a budget available for specialized expertise to be implemented by BTC for a period of 36 months. While the political dialogue remains under the responsibility of the Delegation of the Government of Flanders, the direct supervision of the project, hence of the TA, will be ensured by BTC’s Country Representative.

The Overall Objective of the project is ‘to contribute to the strengthening of the health system in Mozambique with sustained added value’. The specific objective being ‘to contribute to the improvement of the Public Financial Management of the Ministry of Health’.

 Tasks:

 The Technical Assistant will provide continuous assistance and technical inputs to the SWAp/HPCF, under the GTAF umbrella, and particularly:

  • Coordinate the day-to-day work of the Audit and Finance Working Group (GTAF), under the leadership of GTAF chair and co-chairs.
  • Being responsible to deliver on both administrative and technical aspects, in agreement with the SWAp structure, GTAF ToR and Annual Work-Plan; ensuring flexibility to introduce emerging items in the group’s agenda;
  • Feed the discussion, exchange of opinions and practical advice in GTAF with:
    • User-friendly analyses of PFM documentations, reviews and reports;
    • In depth-analysis of PFM related reports and documents;
    • Consolidating planning and budgeting processes;
    • Presenting on sector’s budget allocations, execution and cash management;
    • Improving financial reporting and accounting;
    • Articulating internal and external control, and audit functions;
    • Introducing innovative follow-up of audit recommendations;

With both direct involvement, or through out-sourcing.

  • Depending on the topics discussed, being available to participate and contribute to other technical working groups (eg PIMA), coordination bodies, eg HPG, PROSAUDE, or any other group meeting conveyed;
  • Contribute to the achievement of more effective aid to the health sector through improved harmonization, coordination of donors and their alignment to the Sector Strategic Plan (PESS) and policies, in line with the principles of the Paris Declaration;
  • Support the SWAp, and the MoH particularly, in the operationalization of the PROSAUDE III mechanism, particularly concerning financial managements, internal control and external scrutiny;
  • Provide short training sessions on specific PFM related topics, identified by DPs and MoH;
  • Facilitate the dialogue on PFM between DPs and GoM, in any required occasion;
  • Guarantee fruitful collaboration and articulation with existing TAs to the Ministry’s administration and planning departments; promote collaboration, and avoid duplication; coordinate task-forces;
  • Support the MoH administration (DAF) and planning (DPC) departments, the Reform Unit (URESS), the Ministry’s procurement advisors, concerning specific requests they might raise related to sector’s PFM;
  • Provide technical and policy advice to the representative of the Government of Flanders in Mozambique, with regard to his/her positioning on policies in PFM-related issues.
  • Provide the representative of the Government of Flanders in Mozambique with an analysis of the budget planning and execution in the Health Sector.
  • Exchange experience and information with other BTC actors on health financing, HR management in the Health sector and PFM in Mozambique and other countries.

Duration of the contract: 36 months extendable

Probable starting date: as soon as possible

Monthly salary package: (cat. B476) between 5.741,67 euro and 8.130,30 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

 

Context:

BTC will recruit a ITA (international technical assistant) with international experience in Capacity Development and change management.

He/she will serve as the overall technical advisor of the project. He will be the BTC representative within the project technical framework. He will act as a technical co-manager and support joint decision-making. The ITA will be based within the MIREME (Ministry of Mineral Resources and Energy) which will host the Project Management Unit (PMU).

He/she will be responsible for assuring coherence between the different types of assistance foreseen in the intervention but also for assuring that the different activities of the intervention contribute to the achievement of the Specific Objective. Moreover, he/she is responsible for generating support within the Ministry for the change process through internal communication, negotiation, networking with key change agents, coaching etc.

He/she will also support the MIREME Change manager in introducing the developed product(s) in MIREME and assuring that the organization (and individual staff members) are able to use the developed product(s).

All technical assistance should be first and foremost transformational, with at least 75% of all technical assistance time devoted to capacity building activities.

All technical assistance provided will be concerned primarily with the transfer of capacity to the Government of Mozambique by building skills and capabilities of local staff and/or developing systems and procedures.

 

Function:

The ITA has final responsibility for the achievement of the objectives of the Capacity Development MIREME intervention. Areas of responsibility include (but are not limited to) the following areas:

  • Accompany, support and guide the comprehensive baseline study for the entire intervention
  • Integration management with a focus on scope and quality management areas
  • Support MIREME management in the organizational change through coaching and mentoring of involved staff
  • Provide strategic guidance and coaching to all actors involved in the intervention
  • Provide technical advice/coaching related to capacity development
  • Support the participatory planning process through active participation in the dialogue, advice on capacity building issues relevant to the project specific objective and expected results
  • Provide technical input into the preparation of terms of reference for the various studies and capacity building activities subcontracted and support the implementing agency to ensure their adequate implementation
  • Support and provide technical advice for recruitment of specific technical international and national expertise required for the project implementation
  • Ensure coherence and coordination of project strategies and activities for areas related to capacity building together with the other DPs within the Ministry
  • Support, develop and implement a project monitoring and evaluation plan

 

He/she will also, in close coordination with the MIREME Change Manager:

  • Play a role in facilitating the change by paying attention to signs of resistance and developing strategies to overcome this resistance together with involved staff
  • Organize, coordinate and technically supervise the implementation of project activities (including the comprehensive baseline) in accordance with the approved work plans
  • Attend and prepare the Steering Committee (SC) meetings on a regular basis
  • Contribute to the operations reports to be submitted to the SC
  • Report quarterly to the BTC representative
  • Contribute to the preparation of financial and procurement planning and budgeted work plans
  • Establish and maintain good working relationships with project participants, counterpart agencies, donors and other relevant organizations and government agencies
  • Share information about the project with other organizations and agencies as needed

Oxfam Solidarité Belgium is looking for a Country representative (m/f) to coordinate the DGD-funded Mozambique programme divided in two subprograms: rural livelihood and gender based violence, in cooperation with partners on national and provincial level. The Mozambique Country representative is line managed by the Programme Coordinator in the Oxfam Solidarité headquarters in Brussels.
