Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.

We are looking for a:

MSF Intersectional Field Communications Manager (m/f/x) Mozambique - English & Portuguese speaking

CONTEXT

MSF has been working in Mozambique since 1984. For more than 30 years, our teams have responded to medical and humanitarian emergencies countrywide, including HIV, TB, malnutrition, malaria, cholera, natural disasters, COVID-19 and people displaced from their homes by conflict. In Cabo Delgado province, we respond to emergencies and help to fill gaps in healthcare, often working alongside health authorities and other partners.

RESPONSIBILITIES

To define, implement, coordinate and supervise all operational communication activities according to MSF standards in the mission of Mozambique, with focus on the operations in the northern province of Cabo Delgado. The Intersectional Field Communications Manager (FCM) is based in Pemba (approximately 80%), and also covers Beira (MSF OCB), and provides supports to Nampula (MSF OCG) in liaison with OCG Head of Mission (HoM), Communications Advisor (CA) and Field Communications Officer (FCO). The FCM also supports punctual activities and travels for meetings in Maputo (coordination) on a need basis. The FCM aims to increase the visibility of the organisation, improving awareness of its principles and work, reinforcing information on MSF activities among communities and to support operational priorities and objectives. For any large-scale emergencies, an Emergency FCM or a flying communications manager with the similar responsibilities as the FCM may be sent to the mission to work alongside the FCM and/or lead on emergency communications.

Strategy Building

  • Under supervision of the Emergency Coordinators/ HoMs and in cooperation with the CA in HQ the FCM defines the communications strategy for the mission.
  • The FCM should have the capacity to identify key cross cutting issues across MSF operations which are relevant to communications and to advise on public positioning.
  • The FCM will develop guidelines for dealing with crisis communications, including through local media, and have the capacity to remain reactive to emergencies.
  • In emergencies with high media pressure the FCM is able to act as a spokesperson to take interview pressure away from the field teams.

Media Management/ Alert

The FCM

  • Maintains close contact with foreign correspondents and works with the FCO to maintain a network of key national and local media. 
  • Liaises with communications staff from other organisations and institutions and monitors and analyses the communication lines developed by actors of importance for MSF (authorities, armed groups, other NGOs, etc.).
  • Facilitates international media visit to MSF projects and organizes media events (Press conference, Press briefing, etc.) in collaboration with MSF international communication network and under the guidance of the CAs.
  • Briefs spokespersons and assesses media training needs for key staff. She/he can organise workshop on communications for international and national staff.
  • Can play the role of a spokesperson when seen as opportune and necessary upon agreement with the operational lines.Works with the FCO to produce strategic reports on the local media landscape and regularly reports on new developments.
  • Provides guidance on how to deal with local media at time of crisis and will develop guidelines for dealing with such crises through in-country media.

People Management

  • The FCM manages, develops sand supervises the FCO under his/her direct responsibility.
  • The FCM also provides guidance and technical support to the OCG FCO, in liaison with the OCG CA.

Content Production

The FCM

  • Advises on which communications tools to choose according to objective, message and audience agreed with operations.
  • Produces - or supervises the production of - local comms contents (leaflets, brochures, posters, radio spots, articles, photos, videos.) according to strategy and budget.
  • With the FCO, is directly involved in producing international comms content by providing data, information, quotes, testimonies, pictures, videos, etc. and preparing content packages as agreed with the relevant CA/CAs.
  • Identifies opportunities for agile communications on social media about timely developments where MSF has an added value and produces social media content in collaboration with social media teams in relevant offices.
  • Tracks and archives communications production on the country to build institutional memory.
  • Liaises and collaborates with regional and HQ comms staff to facilitate MSF initiatives relevant to the movement and the country.

Content Diffusion

  • The FCM actively promotes the diffusion of MSF content in the country.
  • Under the supervision of the emergency coordinators, the FCM identifies communications opportunities using MSF comms network production (from List Press or Yammer) or returning staff to pitch content on MSF activities in the country and other countries.
  • When judged opportune and strategic, the FCM uses social media (twitter, blogs, Facebook....) to promote MSF contents and visibility.

Reporting and briefings

The FCM

  • Produces regular reports on achieved results, changes in the communications environment, challenges and future priorities.
  • Briefs on communications key international staff arriving to the missions on communications.
  • Works with all MSF sections in the country and is responsible for ensuring that all sections are aware of planned comms initiatives and key developments in the communications environment.

Budget Management

  • The FCM will produce a yearly communications budget meant to support identified and agreed communications priorities. This budget will be submitted for approval to the HoM(s) and Communication Department at HQ.

MSF Operational Centre Brussels is looking for a Microbiology Laboratory Manager in Beira, Mozambique (m/f/x)

CONTEXT

Beira is an HIV project that works on three components;

  • Key population at community (KP); Sexual and Reproductive Health (SRH) and advanced HIV activities at primary health care level;
  • Advanced HIV at Emergency Department level in the Beira Central Hospital and
  • Operational research.

Beira project is in a stable context, where most known threats are related to criminal activities such as pickpocketing, armed robberies and kidnapping. On political side, Beira is the capital of Sofala and administrated by MDM, a local party, in a stronghold of Renamo. After the instability and violence that occurred in 2015, Renamo and government forces declared a ceasefire. The peace agreement is not yet implemented, although there is a positive sign of improvement between two main political fraction such the agreements over changing of constitution for the direct election on governors at provincial level. The sudden death of the Renamo leader Dhlakama in May 2018 seems to have further weakened the opposition weight in the country that has no relevant and strong leader to replace him. Even though it seems that the government has still kept goodwill towards the opposition, the negotiation over the integration of Renamo fighters in National Army did not progress. Political instability up in Cabo Delgado for the time being seems more related to local issue and has no impact on Sofala yet.

Regarding the health situation, besides the main pandemic of HIV and TB, Mozambique still struggles with seasonal cholera/ diarrhea outbreaks, that affect different areas in the country during every yearly rainy season. Additionally, MSF has been recurrently called to support national vaccination campaigns; this support is given in small scale depending on the needs and MSF capacity to respond.

Antimicrobial resistance (AMR), and more specifically Antibiotic Resistance (ABR), is an increasingly serious threat to public health and has become a priority in the global health agenda. The AMR strategy in MSF is a transversal topic that is integrated into the quality of care. In line with this, MSF Beira project is planning to implement hemoculture tests to understand the AMR pattern for better management of HIV positive patients at Beira Central Hospital (BCH) in Sofala. An MoU is signed, and microbiology lab is rehabilitated at BCH and equipment’s needed to start are order and will arrive in May 2022. According to the MoU signed, MSF will be supporting micro-lab with an MSF microbiologist to:

OBJECTIVES

The main purpose of the position is to provide support BCH Microbiology Laboratory (ML) to ensure reliable results on time for management with targeted treatment rather than empirical treatment by MSF standards and project needs and ensure that the role of the microbiology laboratory in antimicrobial stewardship is enhanced.

  • Support the BCH ML team to upgrade the ML to MSF standard based on the Clinical Laboratory Standards Institute (CLSI) or European Committee on Antimicrobial Susceptibility Testing (EUCAST) to process hemocultures for both HIV and pediatric patients.Support the activities from the project side and be the link between MSF project and ML team. MSF Lab Manager will be the link after the departure of the MSF Microbiologist
  • Ensure competency of all personnel and adherence to the BCH ML Quality Management System- Report issues with BCH ML staff not working according to the set standards to the management

RESPONSIBILITIES

The Microbiology Laboratory Manager will responsible to:

  • Train the Ministry of Health (MoH) microbiologist and laboratory technicians on microbiology techniques in accordance with MSF and international standards.
  • Ensure to provide timely, reliable, and reproducible identification of microorganisms and antimicrobial susceptibility results.
  • Actively participate in the antimicrobial stewardship committee.
  • Ensure the implementation of an Internal and external quality control system in the laboratory.
  • Adapt the existing MSF Standard Operation Procedures for microbiology and other tools in accordance with MoH guidelines.
  • Ensuring proper registration and records of all microbiology lab-related activities, implementing the correct use of the surveillance program WHONET to have proper records of laboratory results.
  • Provide monthly reports based on extracted data from surveillance program WHONET.
  • Compile, analyze and report microbiology lab activities and results to the medical staff providing relevant information for AMR surveillance. And IPC.
  • Plan and supervise, in close coordination with the supply team the local and international orders for consumables and equipment needed for the microbiology laboratory.
  • Monitor laboratory stock ensuring that stock cards are updated to calculate proper Average Monthly Consumptions of commodities to avoid stock ruptures.
  • Contribute to the operational research on ABR and its treatment and prevention in the project.
  • Collaborate with the M&E team in the development of data tools.
  • Ensure all equipment in the ML is functional and report faults timely to the MSF Biomed and other reporting lines.
  • Ensure good collaboration with the MoH laboratory team.

Currently several projects were submitted to donors with focus in Cabo Delgado in consortium with other partners with various components but also focusing on the most vulnerable people in Cabo Delgado from host communities, those internally displaced and returnees and migrants, affected and with distress or with mental health disorders/psychosocial issues and disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary.

YOUR MISSION:

The technical officer in Cabo Delgado will contribute to the implementation of the Cabo Delgado operational Strategy He/She will ensure optimal quality and impact of the projects, working especially 1/on capacity building of HI staff and identified community members in supporting access to rehabilitation services in the community (adults and children) ; 2/capacity building of rehabilitation professionals and improvement of rehabilitation services of Districts/Province; 3/direct follow-up on beneficiaries in need of rehabilitation services; and 4/carrying out an internal capitalization and associated recommendations on actions implemented.

The main objective of the position is to support operational deployment of HI’s emergency response in Cabo Delgado. HI has already established presence through various projects and setup a base, and is currently looking into expanding its operations in the area of functional rehabilitation care.

Reporting to the Project Manager, the Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimised. He works closely with the programme's technical team.

The thirty years’ presence of HI in Mozambique can be divided in 3 key periods:

•          From 1986 to 1997: core action of HI on physical rehabilitation;

•          From 1997 to 2014: core action of HI on demining activities with a range of short/mid-term actions on inclusion & DPOs

•          From 2013: progressive shift to VA and Social Protection with still large demining action up to 2015

The Area Manager in Cabo Delgado will contribute to the implementation of the Cabo Delgado operational Strategy as well as of the country programme strategy. He/She will ensure optimal quality and impact of the projects, and will share with all HI managers the responsibility of a sound management and successful functioning of the organization in Cabo Delgado.  Cabo Delgado is an opening setting that will require flexibility from the Area Manager.

YOUR MISSION:

Under the management of the Country Director, as the area manager, you contribute in the area where you are based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and the impact of the projects implemented by means of a delegation system with appropriate oversight mechanisms. With all the other HI managers, you share responsibility for the sound management and effective functioning of the global organisation through paradigm changes. You manage a team.

In this framework, your main duties are:

Mission 1: Management

  • You manage as a coach for meaning: understand the strategy (STRATOP HI Mozambique 21-23 and Cabo Delgado operational framework), make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
  • You organise the operational management of your team in the Province, structure the work around identified processes, steer performance and facilitate the resolution of problems.
  • You contribute to the development of your staff, creating the conditions for their commitment, professionalism and attachment to HI. You ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.

Mission 2: Strategy and steering

  • You contribute to the development of the programme operational strategy, and to its implementation and annual monitoring
  • You implement the project part of the Programme’s Operational Strategy
  • You contribute to organisational transformation, particularly through changes to managerial practices, continuous improvement, and contribute to the improvement of working processes

Mission 3: Standards and expertise

  • You ensure deployment and compliance with HI global frameworks, institutional policies and standards. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to services), all HI's institutional policies (Security / Code of Conduct and Safeguarding / Anti-fraud, bribery and corruption / PME and Project Quality Framework / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels.

Mission 4: Operational implementation

  • You ensure the sound management and monitoring of projects under his/her responsibility
  • You keep both potential opportunities and risks in mind, contribute to the monitoring and analysis done by the line manager, and propose mitigation measures where relevant
  • You develop HI’s external influence (forums, operational and strategic alliances, etc) and the external representation of the organisation (events, media) in his/her area of responsibility.

  • You support the Director in monitoring security in their area and ensure adequate resources according to the context

Mission 5: Emergency Preparedness and Response

  • You lead the emergency preparedness actions in your department and, in the event of an emergency, reorganize the priorities of your team according to the humanitarian priority, in order to ensure a quick and efficient response by HI.

JOB CONTEXT :

The thirty years’ presence of HI in Mozambique can be divided in 3 key periods:

• From 1986 to 1997: core action of HI on physical rehabilitation;

• From 1997 to 2014: core action of HI on demining activities with a range of short/mid-term actions on inclusion & DPOs

• From 2013: progressive shift to VA and Social Protection with still large demining action up to 2015

Emergency and development sectors coexist in Mozambique, creating a diverse and dynamic working environment, where coordination is operated mainly through working groups and clusters. YOUR MISSION:

Under the direct management of the program director, your role, as Humanitarian Access & Security Specialist is to aimed at helping to ensure the safety and security of HI’s mission staff at all times through ensuring proper risk analysis, security frameworks and tools and protocols are in place and at the same time to supervise their correct and effective implementation.

The secondary objective is to develop HI’s capacity to analyse, dialogue, and negotiate in order for populations to fully access humanitarian aid.

Responsibility 1:  Operational security management

  • Support the Director, Country Managers and Area Managers in the security watch.
  • Follow the evolution of local, national, regional and international context.
  • Support the diversification of information sources and capitalize information about key contacts.
  • Develop his own networking in order to gather and cross check information coming from the field and from Director networks.
  • Provide context analysis, potential scenario and mitigation measures through regular reporting
  • Ensure the link with the Director, Country Manager, Area Manager and HQ Security Advisor to share and strengthen analysis
  • Ensure that the program is in-line with HI’s security policy;
  • Support the development, update and implementation of the security system for HI in the countries (procedures, documents and tools)
  • Follow up the application of security procedures, analyses and formalized lessons learnt to Director, Country Manager and Area Manager. 
  • Propose to Director, Country Manager and Area Manager Improvements for the management of security in the program, and participate to the planning of security procedures implementation.
  • Provide feedback and advice on security risks, as well as resources, security documents, strategies and good practice for security management of the HI activities into country including direction for future proposals.
  • Conduct regular field visit for security assessments and support to missions
  • Incident Management Support when needed and relevant
  • Track HI’s acceptance among the community, ensuring an active acceptance strategy is in place.

Responsibility 2:  Representation and coordination

  • Represent HI in bilateral meeting with humanitarian actors and with local actors when requested by the Director
  • Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities if required
  • Maintain regular discussion and organize regular updates on security and context with the HQ security advisor.

Responsibility 3:  Training and management

  • Assess risk behaviour from HI staff (national and international)
  • Provide training and on the job training toward persons who have security responsibilities in the missions
  • Organize and provide extensive training on any security related issues to all HI staff; induction for new comers, regular briefing for international and national staff on security rules and procedures and any other specific training for staff.

Assumes the role and stance of manager with regard to his/her staff:

  • Fosters a team spirit and team works to ensure the necessary synergies between the divisions. Encourages the exchange of practices within and between divisions;

Description

The Junior Programme aims to contribute to the development of a new generation of young people who, following their Junior Expert experience, will commit to the Sustainable Development Goals (SDG). During their field experience, the focus is on developing competences, innovation, contact with the local reality and networking. The Junior Experts work at least 1 and at most 2 years in a project of Enabel or of one of the Non-governmental Actors (NGA) that are affiliated with the Junior Programme. The Programme Junior only accepts young people aged 30 at most, who are European nationals, who have a master’s or professional bachelor’s degree and who master French or Dutch (the selection takes place in French or Dutch).

Since human beings remain at the heart of Enabel's interventions, the Belgian development agency is helping to improve living conditions in the context of climate change in Mozambique. In addition, Enabel also seeks through its interventions to address the root causes of climate change and/or mitigate the impact of human activities on the environment. To achieve these two objectives, Enabel Mozambique has systematically worked to strengthen the partner institutions concerned in its sectors of intervention (energy, water and food security), because these are the institutions that can create and sustain change.

The cross-cutting aspect of climate change for the different interventions in Mozambique is justified by the fact that in recent years, the country has experienced devastating climate-related natural disasters that have exacerbated already high levels of poverty. For the period from 1999 to 2018, Mozambique ranks as the second most-affected African country, right after Madagascar. Climate change has become an essential element in the context of Mozambique which is why almost all current projects refer to it.

In this context, the work of the Junior Expert will focus on 3 area :

  • Climate Focal Point for Mozambique (result area 1) : dynamic watch, capitalization of external and internal good practices, role of interface on the climate theme (including green economy and environment) in order to strengthen the entire team and its stakeholders in Mozambique around the issue of climate change in general.
     
  • Champion / thematic contributor (result area 2) : support ongoing interventions to implement their climate activities and collecting and disseminating information related to climate change in order to be able to translate into new concrete actions or to propose innovative and operational solutions based on studies, results, etc.  All of which should support the steering of the program’s development.
     
  • Communication and capitalization (result area 3) : prepare and provide documentation and presentations for capitalization and dissemination purposes on the interventions of Enabel in order to improve the capacity of projects to integrate a climate resilience perspective, as well as the capacity of partners to profile themselves in an approach related to global challenge of climate change, rather than to remain in a traditional sectoral approach.

Description

Contexte

Au cours de la décennie écoulée, Enabel a mis en œuvre des programmes de développement au Mozambique, en particulier - mais pas seulement - dans les secteurs de l’énergie et de l’eau. Ces dernières années, l’expertise d’Enabel s’est de plus en plus concentrée sur les liens entre les secteurs de l’énergie, de l’eau et de la sécurité alimentaire (agriculture). Le partenariat avec les institutions mozambicaines se caractérise, entre autres, par la flexibilité d’Enabel et sa capacité à répondre aux défis majeurs du pays avec des solutions innovantes (dont la digitalisation).

Le Mozambique a pris des mesures importantes en vue de la mise en œuvre de la Contribution déterminée au niveau national (CDN), en application de l’Accord de Paris sur le climat. Dans sa CDN, le Mozambique accorde la priorité à l’adaptation au changement climatique et s’engage dans un plan ambitieux de mesures d’atténuation destinées à réduire massivement les émissions de CO2 entre 2020 et 2030, moyennant un soutien financier et technologique ainsi qu’en termes de renforcement des capacités  apporté par les partenaires de développement au gouvernement et aux institutions de la société civile.

 

Pour aller de l’avant, le Mozambique a rejoint en avril 2017 le Partenariat CDN afin de mobiliser et d’avoir accès à des ressources supplémentaires qui lui permettront de mettre en œuvre ses objectifs en matière de changement climatique. Le Partenariat CDN est une coalition mondiale de pays et d’institutions visant à mobiliser des soutiens et à atteindre des objectifs climatiques ambitieux tout en renforçant le développement durable. Ses membres unissent leurs ressources et leurs expertises pour fournir aux pays les outils dont ceux-ci ont besoin pour mettre en œuvre leur contribution CDN et lutter contre le changement climatique afin de construire un avenir meilleur. En sa qualité de membre du Partenariat CDN, la Belgique souhaite consacrer une partie de son soutien à la mise en œuvre des CDN à travers ce Partenariat.

Pour réaliser pleinement sa CDN et accroître son ambition climatique au fil du temps, le Mozambique aura besoin d’un soutien financier et technique supplémentaire de la part d’institutions nationales et internationales, tant du secteur privé que du secteur public.

Description de la fonction

En tant qu’Expert·e en financement climat d’Enabel, vous serez intégré·e à la Direction nationale de la planification et du budget du ministère de l’Économie et des Finances et travaillerez en étroite collaboration avec les autres points focaux du ministère des Terres et de l’Environnement, ainsi qu’avec le coordinateur local du Plan de partenariat CDN, l’Unité d’appui du Partenariat CDN et la Représentation d’Enabel.

 

 

Responsabilités

  • Vous identifiez les initiatives et les opportunités de financement du climat (telles que le Fonds vert pour le climat, le Fonds pour l’environnement mondial, le Fonds d’adaptation, etc.) et soutenez la mobilisation de financements pour l’action climatique et la mise en œuvre de la CDN, et ce, de sources tant nationales qu’internationales et tant publiques que privées;
  • vous soutenez le renforcement des capacités nationales en matière d’identification, d’évaluation et de hiérarchisation de projets relatifs au changement climatique et les orientez vers les sources de financement appropriées;
  • vous organisez des sessions de gestion des connaissances et de formation pour renforcer les capacités des parties prenantes nationales à concevoir des projets sur le changement climatique et à accéder aux différentes sources de financement existantes;
  • vous collaborez avec les différents ministères de tutelle et mobilisez les partenaires de développement en vue de l’identification, du développement, de la mise en œuvre et du suivi de projets d’atténuation et d’adaptation au changement climatique aux fins de la mise en œuvre de la CDN;
  • vous organisez des sessions de gestion des connaissances et de formation pour renforcer les capacités des parties prenantes nationales dans le domaine du financement climatique (mobilisation, suivi, contrôle, rapportage, etc.);

  • Master en sciences du climat et de l’environnement, gestion des ressources naturelles, développement durable, sciences économiques, sciences politiques ou équivalent.

Expérience requise

  • Pour ce rôle spécifique, au minimum 5 ans d’expérience pertinente dans l’élaboration de projets sur l’environnement, le climat et le développement durable dont 2 ans dans des pays en développement;
  • un minimum de 2 ans d’expérience substantielle dans la conception de projets ou de programmes ;
  • au minimum 3 ans d’expérience significative dans le développement d’entreprises, la mobilisation de financement, la levée de fonds et/ou le développement de partenariats public-privé, avec une expérience réussie dans des activités liées au financement climatique dans de multiples contextes et dans un environnement multiculturel;
  • une expérience réussie avérée dans la mobilisation de financements publics pour le climat (Fonds vert pour le climat, Fonds pour l’environnement mondial, Fonds d’adaptation, etc.) pour la mise en œuvre de projets d’atténuation et d’adaptation au climat climatique;
  • expérience dans la collaboration avec de multiples parties prenantes (partenaires gouvernementaux, donateurs et partenaires de développement, organisations de la société civile, ONG, communautés locales, etc.) dans des pays en développement;
  • expérience en matière de renforcement des capacités de différentes parties prenantes (partenaires gouvernementaux, donateurs et partenaires de développement, organisations de la société civile, ONG, communautés locales, etc.) dans le domaine du financement climatique, de l’adaptation au changement climatique et de l’atténuation de ses effets, du développement et de la mise en œuvre de CDN, etc.;
  • expérience dans la préparation, la coordination et la conduite de missions sur le terrain dans des pays en développement afin de mobiliser des parties prenantes et de collecter des données.

Compétences et connaissances requises

  • Bonne compréhension des défis mondiaux liés à l’environnement et au développement qui influencent l’affectation des ressources par les gouvernements et les organisations de développement;
  • capacité avérée à faire du networking et à nouer des partenariats avec une série de parties prenantes et à gérer des stratégies et plans complexes multibailleurs;
  • bonne compréhension des débats politiques internationaux et des défis liés au financement du climat, à l’adaptation au changement climatique et à l’atténuation de ses effets;
  • expertise dans au moins un des domaines suivants : accès à l’énergie et production d’électricité; transports à faibles émissions; bâtiments, villes, industries et appareils; foresterie et utilisation des terres; personnes, communautés et régions les plus vulnérables; santé et bien-être, sécurité alimentaire et de l’eau; infrastructures et environnement bâti; écosystèmes et services écosystémiques;
  • bonne connaissance des aspects du développement international (contexte, défis, application, partenaires, fonctionnement...);
  • excellentes compétences écrites ;
  • gestion des connaissances et capitalisation;
  • gestion axée sur les résultats;
  • capacité à utiliser les nouvelles technologies utilisées dans le domaine d’expertise;
  • bonne maîtrise de l’anglais écrit et parlé. Compte tenu de la langue de travail au Mozambique, une bonne connaissance du portugais est requise. La connaissance du français et du néerlandais constitue un atout.

Enabel est l’Agence belge de développement. Elle exécute la coopération gouvernementale belge. L’Agence met également en œuvre des actions pour d’autres organisations nationales et internationales. Avec ses partenaires belges et internationaux, Enabel fournit des solutions pour relever des défis mondiaux urgents : le changement climatique, l’urbanisation, la mobilité humaine, la paix et la sécurité, les inégalités sociales et économiques, et la citoyenneté mondiale. Avec 1500 collaborateurs et collaboratrices, Enabel gère quelque 150 projets dans une vingtaine de pays, en Belgique, en Afrique et au Moyen-Orient.

 

Contexte

Au cours de la décennie écoulée, Enabel a mis en œuvre des programmes de développement au Mozambique, en particulier - mais pas seulement - dans les secteurs de l’énergie et de l’eau. Ces dernières années, l’expertise d’Enabel s’est de plus en plus concentrée sur les liens entre les secteurs de l’énergie, de l’eau et de la sécurité alimentaire (agriculture). Le partenariat avec les institutions mozambicaines se caractérise, entre autres, par la flexibilité d’Enabel et sa capacité à répondre aux défis majeurs du pays avec des solutions innovantes (dont la digitalisation).

 

En 2020, une enveloppe de 10 millions d’euros a été obtenue de la coopération bilatérale belge pour ajouter une composante spécifique supplémentaire à un projet existant intitulé « Renewable energy for rural development phase 2 » (RERD2) au Mozambique. Cette enveloppe complète les investissements existants et les activités de renforcement des capacités à l’appui du FUNAE (Fundo de Energia), le Fonds national de l’énergie, et se concentrera sur les énergies renouvelables et l’eau productive à des fins d’irrigation dans les provinces de Manica et de Zambezia.

 

L’objectif général du projet RERD2 est de contribuer au développement économique et social rural à travers un accès durable accru à l’énergie.

 

Ce projet RERD2 a pour objectif spécifique d’améliorer l’accès à l’énergie dans les zones rurales grâce à l’investissement dans des systèmes d’énergies renouvelables et à des mécanismes d’appui, garants d’une certaine pérennité

 

Description de la fonction

En tant qu’Expert·e en développement rural d’Enabel, vous ferez rapport à l’Intervention Manager du projet RERD2. Vous bénéficierez de l’appui de 2 Expert·es techniques nationaux·ales, basé·es dans les provinces, dont vous assurerez la supervision. Vous nouerez des partenariats et renforcerez les capacités locales en vue de l’adoption de systèmes d’irrigation à énergie solaire et de systèmes agricoles durables par les agriculteur·rices de la province de Zambezia et de Manica.

Responsabilités

  • Vous contribuez à la mise en œuvre du projet en participant à la planification, à l’exécution, à la coordination, au monitoring et à l’évaluation des activités ; 
  • vous fournissez des conseils sur la base de votre expertise technique afin d’atteindre des performances conformes aux normes et standards nationaux et internationaux ;
  • vous organisez la capitalisation et la gestion des connaissances afin de contribuer à créer un climat de confiance inclusif et informé au sein du projet ;
  • vous contribuez au renforcement des capacités d’organisations partenaires ;
  • vous assurez le rôle d’adjoint·e en cas d’absence de l’Intervention Manager du projet RERD2.

 

Votre profil

Niveau de formation requis

  • Master en développement rural, ingénierie agricole, agronomie ou similaire.

Expériences requises

  • Au minimum 5 ans d’expérience pertinente en développement rural, renforcement des capacités et gestion du changement ;
  • toute expérience internationale (c’est-à-dire dans le secteur du développement international et en dehors de votre pays d’origine) constitue également un atout.

Compétences et connaissances requises

  • Bonne connaissance de l’agriculture durable (agroécologie, agriculture de conservation...) et des systèmes d’irrigation en agriculture (p. ex., systèmes d’irrigation à énergie solaire) ;
  • toute connaissance du développement du secteur privé et du genre constituera un atout ;
  • la connaissance des instruments et mécanismes financiers dans le secteur rural sera un plus ; 
  • capacité avérée à faire du networking et à nouer des partenariats avec une série de parties prenantes et expérience de la gestion de stratégies et de plans complexes multibailleurs ;
  • bonne connaissance des aspects du développement international (contexte, défis, application, partenaires, fonctionnement...) ;
  • capacité à mettre en œuvre un processus de changement ;

Less than 31 years and want to give meaning to your talent ?

The Junior Programme aims to contribute to the development of a new generation of young people who, following their experience as a Junior Expert, will commit to the Sustainable Development Goals (SDG). During their field experience, the focus is on developing competences, innovation, contact with the local reality and networking. The Junior Experts work at least 1 and at most 2 years in a project of Enabel or of one of the belgian Non-governmental Actors (NGA) that are affiliated to the Junior Programme. 

We are looking for a Junior Expert Training in sustainable renewable energy for Enabel in Mozambique.

Mozambique has abundant resources which can be used to generate cleaner, cheaper and accessible sustainable energy. In 2011, the United Nations launched the Sustainable Energy for All (SE4All) initiative to ensure universal access by 2030 to modern energy services, double the global rate of improvement in energy efficiency, and double the share of renewable energy in the global mix. The collaboration between the Government of Mozambique and Belgium in the domain of renewable energy covers a project (RERD2) for development of solar and hydro off-grid systems, and a capacity strengthening project (CB-MIREME/ARENE) of the Ministry of Mineral Resources and Energy (MIREME) and the new energy regulatory body (ARENE).  Both emphasize sustainable access to renewable energy for productive uses.  Even though a wide range of socio-economic and environmental arguments are in favour of renewable energy systems, policy and legal barriers, technical barriers and financial barriers do persist. Specific examples are poor policy frameworks, pricing distortions, high initial capital costs, weak dissemination strategies and lack of skilled manpower or consumer awareness.

The Junior Expert will assist with the identification, design and roll-out of train-the-trainer programmes in MIREME and ARENE to build internal capacity to manage faster and more appropriate dissemination of knowledge and skills within all levels of the organization, as follow :

  1. A first task consists of identifying with relevant MIREME and ARENE staff which training information on planning methodologies, energy technologies, economics and regulations are useful for simplification and dissemination among the organisations’ staff at national and local level (result area 1) ;
     
  2. A second task will consist of designing and developing an appropriate train-the-trainer programme and roll-out strategy at national and local level in and with each of the partner organisations. The train-the trainers programme will cover two tracks (result area 2) :
  • one track (inreach) will focus on the dissemination by trained staff in the organisations of the simplified relevant knowledge components;
  • the other (outreach) will focus on equipping central and local staff with the basic skills required to interact with, inform and promote local technical capacity in SMEs.
  1. In the latter outreach track, explicit attention will go to the promotion with partner organisations of interests and opportunities for vocational training of rural youth in producing, installing and maintaining renewable energy solutions. Building systematic links with the TVET (Technical and Vocational Education and Training) Toolbox facility is envisaged here (result area 3) ;
     
  2. A final task will be documentation and capitalisation. The lessons learnt in terms of simplification of training materials, methodologies for both in- and outreach and promotion, and impact on TVET opportunities will allow both Enabel, Mireme and Arene to develop products for capitalisation and communication (result area 4).
