REQUIREMENTS
Education & Experience
- Master’s degree in Computer Science, Information System Management, Engineering or related fields, or equivalent by demonstrated experience
- At least 5 years of experience in technical roles like developers (Front End / Back End) and/ or architect to support Digital/ Web ecosystems / Digital Experience Platforms.
- At least 2 years of experience in leading technical teams with ownership and delivery responsibility for a sizeable product or technical component
- Specific experience in platforms like Drupal, Hubspot, Black Tiger, Google Analytics is a strong advantage.
- ICT project management experience (Agile/ Waterfall) is a strong advantage.
- Good understanding of GDPR regulations and data privacy rules
- Experience in managing external development/ support partners
- Experience with MSF or other NGO’s in particular in the area of CRM/ Fundraising platforms is an asset
- Experience working in a large, complex organisation is required; MSF experience is an asset.
- Experience of working in a multicultural environment

Description
CONTEXT
MSF OCB (Operational Centre of Brussels) ICT unit delivers ICT services to MSF field teams (approx. 6000 users) in about 40 countries around the world and to +/- 500 users in Brussels Headquarters. In a rapidly evolving digital landscape, the OCB ICT unit is a field-centric and people-inspired team and our vision is to “digitally empower MSF to improve our humanitarian and medical impact”. It aims to provide and support MSF with a “fit-for-purpose, reliable and secure digital ecosystem that is responsive to MSF operational and organisational needs”. It enables new and more effective ways of working; enhances transversal collaboration between functional departments, supports exploration and innovation.
As Digital Solutions Technical Lead, you are a strategic technical leader responsible to define and build the future Digital ICT Ecosystem (Web, CMS, CRM, Digital Marketing, etc.) for MSF Belgium and MSF Association. You need to combine technical depth regarding the digital ICT ecosystem, as well as the ability to zoom out and have a helicopter view to define the big picture and the future state of these domains.
Accountable to the Head of ICT, Director of Communication and Fundraising and to the President of MSF Association team), you work closely with the MSF Belgium Team and are autonomous within the ICT Unit to engage with the different stakeholders/ Leaders (Communication & Fundraising, Association, ICT, other Partner Sections, etc.) to understand their priorities and translate them into a technical roadmap.
You are responsible for the quality of technical operations of this Digital Landscape for MSF Belgium and you will lead a technical assessment of the existing solutions and define a technical roadmap to improve the current architecture and to support future use cases.
RESPONSIBILITIES
- Responsible for the existing and future Technical Digital Ecosystems for MSF Belgium and Association team
- Drive key technical decisions and define the strategic technical roadmap to meet priorities of the different Product Owners (Web/Acquisition, CRM, Loyalty, Associative team)
- Analyse and assess the existing digital ecosystem, including the msf-azg.be website/ CMS, the CRM solution, the Donors Master data, etc.
- Ensure technical operational excellence of the digital ecosystem. This includes the technical testing to assure the quality of new releases and supporting the Web Technical Officer in the day-to-day operations of the website
- Co-manage the partners/ suppliers for technical activities
- Manage the Web Technical Officer in partnership with the Web/ Acquisition Product Owner
- Build a strong relationship with the Product Owners in this domain
CONDITIONS
- Expected starting date: 1st September 23 or sooner
- Location: Brussels (Belgium)
- Contract type: Open-ended contract – Full time - 50% homeworking possible per week
- Salary according to MSF-OCB HQ grid
