Plan International Belgium is looking for a consultant (F/M/X) to support a multi-country & multi-thematic gender analysis (temporary assignment)

Terms of Reference:
Support to multi-country & multi-thematic gender analysis: improvement of the methodology and tools, support to capitalization and upscaling
- Context
In May 2020, Plan International Belgium (PIB) started designing, in collaboration with 8 Plan International Country Offices, a new five-year programme. In order to meet its ambition to design and implement gender-transformative programmes, PIB wishes to conduct during the design phase a Gender Situational Analysis (GSA) in each of the countries involved. Over the summer, Plan International Belgium (PIB) started preparing a pilot gender situational analysis with the PI teams in Ecuador and Senegal. This pilot exercise is ongoing and will be completed before the end of 2020.
- Objectives
The purpose of the Gender Situational Analysis (GSA) is to identify the gendered barriers affecting gender equality and girl’s rights realisation through a rights-based analysis with a specific focus on adolescent girls and young women (10-24).
- Methodology
The Gender Situational Analysis (GSA) will employ a mixed method approach of data collection; using primary and secondary data sources and combining both qualitative and quantitative elements.
- Support needed
The consultant will be expected to support the multi-country & multi-thematic gender analysis by:
- Improving the quality of the methodology, tools and documents;
- Preparing the upscaling: draft a user guide and a two pager on the methodology and its preliminary results;
- Supporting the capitalization around the pilot gender analysis in Senegal and Ecuador.

- Profile sought
- Profound knowledge of children and young people's rights, gender equality and gender transformative programming;
- Minimum of 3 years’ experience as a gender specialist;
- Experience in conducting gender assessments in different contexts;
- Experience working abroad, in humanitarian or development contexts;
- Proficiency in English is mandatory whilst proficiency in French is an asset;
- Knowledge of SGBV, Child Protection, Inclusive Quality Education and/or SOYEE is an asset;
- Experience in the use of participatory and/or remote evaluation approaches with young people is an asset.
