Profil
Who Are You?
You are a Master of Science in Statistics, Development, Sociology or a related domain with minimum of 5 years of professional experience in the domain of programme/project management and/ or Monitoring-Evaluation of development / humanitarian projects/programmes.
You have relevant experience within the gender domain (GBV, gender transformative programming,…)
You have been working in a development/humanitarian context on the field.
You have a proven professional knowledge and experience in
- monitoring, evaluation, accountability and knowledge management,
- qualitative and quantitative data collection methods, including use of participatory approaches
- gender from an M&E perspective
- the set-up of monitoring, evaluation and research systems related to gender.
You are a conceptual thinker with a critical and analytical attitude. You have the capacity to transmit complex information in an accessible and interesting way.
You have a demonstrated experience in mentoring, framing and facilitation of trainings at different levels.
You have excellent communications skills, the ability to manage interpersonal relationships and the capacity to work with people out of divers social and cultural environments in a sensitive way
You are coordinator with strong planning and organisational skills and with the capacity to manage complex tasks within the agreed deadlines.
Your digital mindset in the field of information systems is an advantage, not required; you can analyse statistical information in the related software (e.i. SPSS/ SAS/NVIVO). Knowledge of innovative data collection tools (KOBO, PoiMapper, etc.) will be most helpful.
You have a profound knowledge of Dutch, French and English. Knowledge of Spanish is an advantage.

Purpose
The key objective of this job is to establish and coordinate a reliable and rigorous monitoring, evaluation and learning system and guide research activities. As an organisation, Plan International advocates for children’s rights and equality for girls. Therefore, the monitoring and evaluation manager needs to pay particular attention to gender aspects in all her/his work.
Roles and responsibilities
As the MERL Manager you will be working in a transversal team, linked to the overall annual objectives of Plan International Belgium. You are responsible for the coordination and strengthening of the monitoring and evaluation system of projects and programmes.
You will contribute to the development of high-quality proposals for projects and programmes
You consolidate and share best practices and lessons learned
You support the organisation with capacity building and you will represent us in the different technical networks on Monitoring-Evaluation-Research and Learning.
In addition to the above, the MERL Manager will take active part in the Programme Quality and Technical Support Cluster. This includes, amongst others, working on increased knowledge management, capitalisation of technical expertise across projects/programmes and participating to cluster meetings.
