OPS eHealth Support Unit Vision statement

Field-focused, bottom-up approach, governance-minded, we aim to provide MSF operations dedicated digital services support for humanitarian medical services.

 OPS eHealth Support Unit Mission statement

 Médecins sans Frontières Operational Centre Brussels (MSF OCB) understands eHealth as the use in the MSF field of digital tools and electronic components of all kind for medical/operational purposes. This includes, but is not limited to, Telemedicine, GIS, UAV’s, mHealth, Health Information System, EMR…

 We provide first line ICT services and tools, from needs analysis to solutions identification and project management. We identify new tools, assess proposed solutions, support with the implementation and day-to-day maintenance (directly or thought external partners), build and update the eHealth products catalogue. We capitalize on experiences and lessons learned and share them globally to ensure the best solutions for all projects.

Nature of the function

For years MSF has tried to build and operate eHealth/mHealth projects in the field with mixed results. Due to lack of project methodology, governance and poor communication, different issues have been observed: many stakeholders involved with little or no coherence and strategic overview, multiple eHealth tools deployed in OCB with little or no inter-operability, limited support planned, no sharing of good and bad experiences resulting in the reinvention of similar solutions, etc…

In order to resolve these issues, a mapping of all ongoing initiatives was done and a strategy to go forward was proposed. This includes the creation of an eHealth Unit in the OPS department to handle field requests for all eHealth projects and assure maximum return on investment of deployed eHealth systems.

Integrated within OCB headquarters OPS eHealth Unit and OCB ICT PMO, the GIS Project Manager manages the GIS requests from the field. Assuring technical expertise to the project, he is accountable for both Front & Back Office's deliverables towards the stakeholders. He also leads the GIS Data Visualisation Dashboard Project.

JOB PROFILE

  • Takes an active part in defining the OCB’s GIS strategy in coherence with the GIS initiatives at movement level. (S)he is involved in the implementation of both the OCB’s and movement GIS strategies.
  • He/she helps defining GIS budget, resources needs and monitors the expenses.
  • As technical expert, using specific methodologies, autonomous, s/he conducts a full support service on GIS requests from the field helping understanding needs and driving through the process of map creation.
  • (S)he scales up the requests to technical referents and ensure realization of the requested jobs with respect to the planned scope, timeline, quality and budget.
  • Reliable, (s)he maintains strong networking with outside and inside stakeholders Internally. (S)he keeps close contact to all OCB missions, the GIS Unit and working group and internal partners (Vienna, Manson Unit,…).
  • He/she conducts continuous technological intelligence on GIS tools and applications in humanitarian contexts, challenging internal and external service providers, maintaining a high level of in-house understanding.
  • He/she coordinates eventual GIS products development in partnership with external organisations such as universities, private companies, NGOs…. should the OCB get involved in the development of GIS solutions / products.
  • (S)he is responsible for promoting the GIS practice and culture within MSF-OCB cells and fields. (S)he organises trainings and events related to GIS (ex. Mapathon).
  • (S)he supports the HR deployments by selecting the field HR In collaboration with the Human Resources and the pool management. (S)he is the technical referent to all GIS Officer deployed in the field, conducting briefing and debriefing and the direct supervisor to the GIS team at HQ level (volunteer and support).
  • (S)he is also in charge of the GIS Data Visualization Dashboard Project. Throughout the project, (s)he keeps the project relevant and the targeted products useful for final users with respect to the planned scope, timeline, quality and budget.
  • Rigorous, (s)he creates and maintains detailed plan and relevant documentation of approved projects/jobs and reports project status to all relevant stakeholders.

This position requires occasional to frequent travel to MSF projects and stakeholders facilities (Europe and Non-EU) (ability to travel up to 40%).

Even though the eHealth unit is in the OPS department to ensure proximity to the field and a bottom up approach in this initial phase, a continuous and strong interaction with other departments is essential with focus on the Medical, ICT and Logistics.

To create the unit, assure the strategic vision of MSF OCB eHealth and manage the eHealth team and service, OPS is looking for an eHealth Unit Team Leader. With high level and broad view (s)he guarantees the coherence of the eHealth system architecture. (S)he ensures the unit remains on top of the technology and is considered as a relevant and professional reference being able to proactively anticipate field needs and requests.

Description

SOS FAIM BELGIQUE et SOS FAIM LUXEMBOURG sont deux ONG de développement indépendantes qui œuvrent en faveur de la souveraineté alimentaire dans le monde. Elles le font par des appuis à une soixantaine de partenaires en Afrique et en Amérique latine, ainsi que par des campagnes de mobilisation citoyenne et de plaidoyer.

Dans le cadre du renforcement de la coordination de leurs activités et la mise sur pied d’un réseau international, les deux SOS Faim recherchent un(e) chargé(e) de mission

Tâches :

  • Définir le futur modèle institutionnel du réseau international ;
  • Définir la forme juridique, rédiger le projet des futurs statuts et du règlement d’ordre intérieur ;
  • Préciser le modèle organisationnel du réseau (sièges et antennes actuels, futurs membres) ;
  • Rédiger le projet de manuel de gouvernance de la future structure internationale, ainsi que ses règles de communication et de financement ;
  • Rédiger le projet de Charte de la future structure internationale ;
  • Rédiger son plan d’action et concevoir un budget pour les trois premières années ;
  •  Elaborer les lignes directrices de sa charte graphique ;
  • Préparer le Comité de pilotage et rédiger les comptes-rendus des réunions.

Description

CONTEXT

Operational Logistics is a very specific and well-known force of MSF; the department must by all means participate in the elaboration of operational tactics from a logistical point of view and translate this into logistic scenarios.

Projects of new setup or rehabilitation of existing electrical facilities are supported by our teams and sometimes external contractors, under the supervision of the technical support units at coordination or HQ level. Specific developments and technical studies are also performed in order to support large projects which have more demanding technical needs. Mobile implementation officers (MIO) are therefore required to bring technical support to the projects where such technical activities are needed. Such a support can be given from the HQ, or directly on the mission, accorded to the situation.

Objectives of the service

  • Participate to the fast deployment of electrical or cold chains installations.
  • Ensure the implementation, alone or as a team, of the electrical setup and cold chain required to satisfy the needs of an MSF project, considering the general requirements for safety and reliability, and respecting the MSF technical standards and rules.
  • Offer to the local technical staff technical and methodological training as needed to ensure their proper participation to the works, and proper functioning and maintenance of the facilities after that the works have been performed.
  • Give assistance to the technical support unit in all matter about energy and cold chain, including project design, research and development, follow up and supervision of specific situations and activities on the field.  

Responsibilities

  • The operations on the field will take place under the responsibility and the supervision of the technical and logistic coordinator of the mission.
  • The technical options will be made in accordance with the provisions defined by the technical referent of the support unit of MSF-OCB, who will ensure the general technical follow-up, in collaboration with the technical and logistic coordinator of the cell and the mission.

The MIO Energy and Cold chain

  • Supervise or perform the expertise needed to complete the state of the electrical installations and cold chains of missions MSF - OCB (hospitals and health centers, bases and residences).
  • Supervise or perform the preliminary studies to assess the needs and specific requirements regarding large rehabilitation or new construction projects. (hospitals)
  • Supervise or establish the technical files as needed to complete the entire and definitive conformity of the premises. (Technical studies, plans, diagrams, list of supplies, chronograms…)
  • Supervise or make the urgent recommendations and carry out the work of establishing all critical interventions and rehabilitations.
  • Supervise or identify the local technical resources, and organize their participation to the projects – training of the technical staff, relationships with local companies, contractors and suppliers, establishment of tenders, contracts.
  • Supervise or ensure the coordination and execution of the required works, and the installation of the necessary equipment, as defined for each project.
  • Supervise or improve the conditions of use of the equipment, as well as empowering the sense of responsibility of the users.

Pour plus d’information sur l’association : http://www.handicapinternational.be/ CONTEXTE DE TRAVAIL : Le « desk » LAMA est en charge du suivi à partir du siège de Bruxelles des programmes localisés dans la région d’Asie du Sud-Est (Cambodge, Chine, Laos, Vietnam, Corée du Nord) et d’Amérique Latine (Bolivie, Colombie, Cuba) DESCRIPTION DU POSTE : Responsabilité 1 : Appuyer le développement de nouveaux projets pour le desk particulièrement pour la région d’Asie du Sud-EstAppuyer et accompagner les équipes du desk dans le montage de projets (planification-suivi-évaluation). Plus spécifiquement en ce qui concerne l’Accord cadre DGD, il est prévu un investissement d’environ 20% du temps de travail du chargé de projets COB au moment de l’élaboration de la proposition d’Accord-cadre, en collaboration avec la DRT et sous l’impulsion du secteur programme de l’ANB, en « mode projet ». • Appuyer et accompagner les équipes du desk dans l’élaboration des documents « projets » à destination des bailleurs ; A ce titre :  Développer au niveau du desk une connaissance accrue des financements et bailleurs sur la zone asie, et assurer un rôle d'interface avec les programmes et le service Stratégie Financière Programmes ;  Opérationnaliser les recherches de financements sur la base des objectifs et des approches fixées par son Responsable géographique ;  Appuyer la coordination du processus d’élaboration des nouveaux projets avec les services siège concernés Responsabilité 2 : accompagner la gestion d’un portefeuille de projets de l’association afin d’en garantir une mise en œuvre qualitative, dans le respect des moyens et des cadres impartis particulièrement pour la région d’Asie du Sud-Est • Garantir le suivi du cadre de management du cycle de projet (programmation suivi-évaluation) par les équipes programme • Responsable du suivi des échéances projets et du contrôle-qualité des documents soumis aux bailleurs (propositions de projets, rapports, amendements, …) Plus spécifiquement en ce qui concerne l’Accord-cadre DGD, il est prévu environ 10% du temps de travail du chargé de projets COB pour qu’il puisse assurer l’accompagnement méthodologique, le suivi des échéances et le contrôle qualité des documents DGD, également en collaboration avec la DRT et sous l’impulsion du secteur programme de l’ANB, en «mode projet». • Le cas échéant, responsable des projets (ou « dispositifs ») régionaux de sa zone. • • Venir en appui aux programmes du desk (Asie) sur tous les aspects méthodologiques et organisationnels des projets • Sur la base du plan d’action et des cadres opérationnels des programmes de son Desk, participer au pilotage stratégique du Desk et contribuer au contrôle qualité des projets par la mise en place et le suivi d’indicateurs. Systématiser la production de données qualitatives et quantitatives sur les actions de son desk. • Contribuer au processus de management des connaissances, notamment en veillant aux processus de capitalisation d’expérience, et en informant de façon appropriée les services et directions responsables du management des connaissances et de la politique de communication (grand public, professionnelle, etc.). • En tant qu’interface principale sur l’opérationnalisation des projets, assurer une coordination fluide et réactive entre les programmes et les autres services du siège, notamment la DRT (autorité scientifique), les ressources humaines, le contrôle de gestion, le service SFP, la communication, … • Participer à la gestion des ressources humaines des projets. • Améliorer et développer les outils de communication interne au sein du desk. • Sur délégation de son responsable, représenter et communiquer en externe sur les activités de l’association dans la zone Asie. • Participer et contribuer aux dynamiques de la structure. Aujourd’hui, Plan Belgique renforce le domaine de Disaster Risk Management (DRM) avec le recrutement d’un collaborateur H/F supplémentaire. MISSION DESCRIPTION

HI is already active in Middle East in the framework of a Syria crisis response. HI plans to strengthen its operations in Middle East at short and medium terms. The intervention will contribute to mitigate the impact of the Syrian crisis on the most vulnerable people if HI ongoing assessments reveal the need for intervention and funding is ensured. The most important needs identified related to health and protection will be addressed through three axes: inclusion, centre-based comprehensive rehabilitation (including physical and functional rehabilitation and mental health and psychosocial support-MHPSS) as well as community-based approaches, while working with local partners.

Through this comprehensive approach, the most affected people will benefit from specialized services tailored to their needs for physical and functional rehabilitation and psychosocial support. HI will mitigate the barriers faced by the refugees in their access to these urgent services by tackling lack of services, lack of information, isolation, financial issues, discrimination, mobility issues etc. 

MAIN RESPONSIBILITIES OF THE POSITION  

Under the responsibility of the Head of Mission she/he will be in charge to:

- Lead the definition and the implementation of the overall program strategy for the mission;

- Oversee the respect of the overall project cycle management for the different projects / programs and ensure the compliance with HI and donor management standards;

- Lead the definition of new interventions and new grant applications;

- Provide advice and support to the Field Coordinators and  project teams in the implementation of their projects;

- Provide management and leadership to the program team;

- Ensure smooth coordination with other humanitarian actors on program aspects; 

- Replace the Head of Mission and/or one of the Field Coordinators when needed;

You will be directly managing a team of 4 to 6 people and in Transversal links with Technical Advisors, Field coordinators, Project Managers and HQ desk and technical teams. 

 

MAIN TASKS 

REPSONSABILITY 1 (coordination / supervision): lead programme implementation in accordance with organisation and donors standards and regulations

 --> Aim: Optimise projects grant contracts in their qualitative and quantitative dimensions.

 --> Benchmark: project programming and implementation are in accordance with HI and donors’ standards and regulations. 

 

RESPONSABILITY 2 (Projects development): lead the development of HI activities 

 --> Aim: answer to beneficiaries’ needs and demands in accordance with plans defined in the mission strategy.

 --> Benchmarks: needs assessment, identify and lead project design opportunities, monitor funding opportunities.

 

RESPONSABILITY 3 (Strategy implementation): support the design and implement operation framework

 --> Aim: HI operation frameworks are meeting Vulnerable / Persons with Disabilities and partners needs and demands

 --> Benchmarks: thematic strategy papers, strategies reviews, monitoring reports. 

 

RESPONSABILITY 4  (human resources): Managing the programme unit within the mission 

 --> Aim: To develop the team’s autonomy and performance 

 --> Benchmarks: direct reports' satisfaction with management; quality of the assessments carried out; compliance with HI’s HR procedures and policies; team turnover, quality and consistency of decision-making.

 

RESPONSABILITY5 (representation): if requested support the mission to represent HI and promote all aspects of its mandate

 --> Aim: all opportunities to implement HI's global mandate are taken into consideration

 --> Benchmarks: clarity of his/her presentation of HI; quality of reports, meetings of working groups/coordination 

bodies; quality of the monitoring of opportunities; degree of initiative
