YOUR MISSION:

The Rehabilitation Field Specialist ensures that the quality and impact of the projects implemented in the country are optimized, through a system of delegation with appropriate control mechanisms. He/she shares with all other HI managers the responsibility for sound management and good functioning of the overall organization through paradigm shifts.
Your primary responsibilities:
1. Expertise
• Contributes to sectorial and regional strategies in line with overall strategies.
• Ensures technical support to projects in accordance with global technical frameworks and standards
• Contributes to the capitalisation of projects and ensures technical learning from projects within rehabilitation scope.
• Controls and monitors the technical quality and relevance of HI’s rehab activities in Ukraine
• Contributes to the development of research and innovation projects in the region
• Contributes to the animation of the professional channel

2. Influence
• Contributes to the local external prestige and influence of HI’s expertise.
• Represents HI rehabilitation expertise in relevant local networks.
• Contributes to advocacy on specific issues in line with global advocacy priorities.
• Contributes to communication messages at local level in line with global communication priorities.

3. Development of the social mission
• Ensures the development of major opportunities or new projects
• Contributes to the context analysis within rehabilitation scope
• Contributes to the design and drafting of new projects in the region

Type of duty station: Accompanied duty station

General context of the project

On March 3rd 2022, INTERSOS started the first activities in support of the population in transit in Moldova. INTERSOS was initially present at the borders in the south-east of the country with operational headquarters in the capital, Chisinau. We established a mobile clinic to offer primary healthcare for refugees in transit at the border point of Palanca. There, as in the nearby border point of Tudora, INTERSOS carried out protection activities in cooperation with UNHCR including identification of vulnerable people, referrals, direct psychosocial support and information provision on available services. In the following months, INTERSOS established its presence in the Palanca Bus Hub and in the districts of Căușeni and Ștefan Vodă. A protection and medical team began providing primary healthcare, protection monitoring, PSS as well as internal and external referrals for Ukrainian and Third Country Nationals fleeing the conflict. Due to the geographical spread of the displaced population, INTERSOS Moldova soon expanded its activities into the central region of the country, covering the city of Chișinău and the districts of Călărași, Fălești, Hîncești, Strășeni and Ungheni. A special focus has been put on reaching the most vulnerable communities therefore, assessments have been conducted in the northern, central and southern regions of the country. The mobile protection units engaged with local actors and representatives of communities and individuals at risk in order to understand their needs and provide durable solutions. INTERSOS is now engaged in the provision of services for the displaced Roma community in multiple districts.

During 2023, Intersos expanded its activities increasing its teams of Psychologist, Medical Doctors, Nurses, Health Promoters, Case Managers and Cultural Mediators.

General purpose of the position

In collaboration with the HOM, define and coordinate the implementation of the protection strategy of the mission.

Provide technical guidance and advices to protection staffs ensuring the different components of the programme are delivered according to internal guidelines and in line with international standards and principles, in order to achieve mission’s goals effectively, according to INTERSOS vision and values.

Main responsibilities and tasks

Coordination and support:

  • Contribute to design the protection strategy and provide technical support and assistance to the implementation of protection related activities
  • Contextualize and adapt internal and global guidelines, guarantying these are rolled out and known by staffs
  • Ensure cohesion and harmonization of protection activities and services across the different implementation sites within the mission
  • Deliver training and workshops to protection staffs to strength skills on specific protection topics identified
  • Deliver trainings and workshops to non-protection staffs to build skills and knowledge of protection principles and enable them to mainstream protection in different sectors
  • Assess regularly protection needs and gaps of target populations in current and prospective areas of operations, periodically update the protection situation analysis and inform the programme teams accordingly
  • Create opportunities for experience sharing and learning within the protection team in order to strengthen cooperation and collaboration
  • Provide strategic protection analysis and development of periodic trend reports (including aspects of conflict analysis, gender and risk management) from programme experience to improve development, implementation and policy and advocacy activities
  • Ensure that protection data is collected, archived, processed, analysed and disseminated in ethical modalities, in line with internal data protection protocols
  • Undertake regular field monitoring visits and provide support tools to monitor quality of programme implementation
  • Identify opportunities for new protection interventions and support assessments and developments of new project proposals
  • In cooperation with the accountability unit, support the development of complaints mechanisms for beneficiaries and make sure complaints are addressed properly
  • In cooperation with the accountability unit, follow up on the implementation of the Child Protection (CP) and Protection from Sexual Exploitation and Abuse (PSEA) policies

Supervision and Staff Management:

  • Directly supervise, coach and mentor Protection Officer and conduct regular performance reviews (IRP), and define the work plan
  • Review work plans of Protection team and define priorities together with Protection Project Managers
  • Organize ad hoc protection meetings with Protection teams according to Project Managers' needs to share challenges and priorities and develop action plans to address them

Networking and partnerships:

  • Establish and maintain collaborative relations with relevant partners, project stakeholders and other organizations
  • Maintain effective relationships with Protection, GBV and CP clusters and related working groups at national level
  • Ensure that main protection concerns are brought to relevant stakeholders to advocate for the respect of human rights and minimum protection standards

General context of the project

The war broke out in Ukraine in February 2022. Since then, millions of people have fled to the neighboring countries, raising a big concern on how to manage such an immense flux of people. Shortly after the outbreak of the conflict INTERSOS set up its emergency response from Ukraine in April 2022. Currently the team in Ukraine is operating across two main operational hubs for East and South. All INTERSOS interventions are embedded in a programmatic approach to respond to the multisectoral needs of the conflict affected population, focusing on Protection, Health and NFIs response serving internally displaced persons (IDPs), their host communities in areas of displacement, and emergency humanitarian assistance in frontline and newly accessible areas. The project portfolio in Ukraine is supported by several donors and in line with its localisation strategy, INTERSOS works with different local partners across all oblasts of intervention.

General purpose of the position

In collaboration with the Head of Programmes, define and coordinate the implementation of protection strategy and program of the mission.

Lead and provide technical guidance to protection staffs ensuring the different components of the protection programme are delivered according to internal guidelines and in line with international standards and principles, in order to ensure quality and achieve mission’s goals effectively, according to INTERSOS vision and values.

Main responsibilities and tasks

Definition of the strategy and implementation

  • Design and draft the protection strategy for the mission based on context, identifying suitable approaches and interventions
  • Design a Theory of change or a defined model of protection response and ensure it is aligned to the Global Protection Strategy
  • Support the understanding of the community using participatory community engagement and strength based approaches. Ensure community mappings are done and adapt the program to the different scenarios
  • Participate in exploratory missions, situation assessments in current and prospective areas of operations (providing technical inputs and recommendations for new and ongoing interventions in the country and defining protection operational priorities when needed) and support the development of the mission policy, annual plan, position papers, budget review and project proposal and reports to donors
  • Ensure evidence based response through researches and evaluation of the interventions
  • Draft position papers for issue based response depending on context and learning papers on challenges and best practices to ensure technical quality of protection activities
  • Support the implementation and monitoring protection activities according to INTERSOS protection strategy and project plans, standards and protocols
  • Identify and build Niche areas of technical expertise at mission level and share learnings and good practices with other missions

Technical Quality and Capacity building

  • Is responsible for the capacity building of the entire protection team ensuring technical quality
  • Draft SOPs for protection interventions (Case Management, Protection Monitoring, Cash, Legal, MHPSS, CB[P) and ensure the respect of it in all projects
  • Conduct regular case audits, critical case conferences and learning events to provide guidance and to ensure adherence to standards and quality
  • Design training materials for capacity building of protection staffs and ensure staffs respect the basic principles of protection and are trained to implement good quality programs
  • Deliver trainings and workshops to non-protection staffs to build skills and knowledge of protection principles and enable them to mainstream protection in different sectors
  • Develop resources and guidelines to support protection activities targeting children and adults in Case Management, PSS, Community Based Protection, Cash, Protection Monitoring and Holistic Protection Prevention and Response
  • Work along with the Protection team and Specialists to ensure that all interventions are coordinated and that technical resources are available
  • Create opportunities for experience sharing and learning within the protection team to strengthen cooperation and collaboration

Analysis and reporting

  • Periodically (quarterly) analyse the protection trend and the data of INTERSOS protection intervention to identify needs, issues, trends
  • Provide strategic protection analysis and development of periodic trend reports (including aspects of conflict analysis, gender and risk management) from programme experience to improve development, implementation and policy and advocacy activities
  • Track indicators, ensure that protection data are collected, archived, processed, analysed and disseminated in ethical modalities, in line with internal data protection protocols. Manage protection database guarantying all the data are regularly encoded
  • Ensure Protection reports are submitted to HQ on a monthly basis
  • Support the Programme Coordinator and/or Project Managers to finalize external reports ensuring the protection integration, the respect of international internal and donor’s protection standards and the appropriate technical languages

Coordination and support

  • Contextualize and adapt internal and global guidelines, guarantying these are rolled out and known by staffs
  • Update and inform the programme teams on the protection situation analysis
  • Create opportunities for experience sharing and learning within the protection team in order to strengthen cooperation and collaboration
  • Work with other coordinators for building integrated programmes in response to community needs
  • Undertake regular field monitoring visits and provide support tools to monitor quality of programme implementation

Supervision and Staff Management

  • Directly supervise, coach and mentor Protection Specialists and Protection Officers and conduct regular performance reviews (IRP)
  • Review work plans of Protection Specialists and Protection Officers and define priorities together with Protection Project Managers
  • Organize regular meetings with Protection Specialists, Protection Officers and Protection team to discuss implementation and ensure quality
  • Organize ad hoc meetings with CMT and Project Managers to share challenges and priorities and develop action plans to address them
  • Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staffs under her/ his responsibility in order to improve staff’s capabilities and activities and to ensure learning and development

Monitoring

  • Design M&E tools for protection activities and interventions and provide guidance on use of the tools and ensure they are used
  • Measure the impact of the activities and identify the best practices
  • In cooperation with the accountability unit, support the development of complaints mechanisms for beneficiaries and make sure complaints are addressed properly
  • In cooperation with the accountability unit, when required follow up on the implementation of the Child Protection (CP) and Protection from Sexual Exploitation and Abuse (PSEA) policies

Networking and partnerships

  • Establish and maintain collaborative relations with relevant donors, partners, project stakeholders and other organizations
  • Maintain effective relationships with Protection, GBV and CP clusters and related working groups at national level
  • Ensure that Protection Specialist and Protection Officers maintain productive relationships with sub clusters at field level
  • Ensure that main protection concerns are brought to relevant stakeholders to advocate for the respect of human rights and minimum protection standards
  • Coordinate with other internal departments to guarantee good collaboration

The Project Administrator is responsible for carrying out and supervising the AICS project's financial activities and ensures financial needs are met. He/she ensures the proper and effective management of financial resources, in accordance with the Organization's and donor’s procedures and under the supervision of Project Manager and Country Finance Coordinator.

Main responsibilities and tasks

  • Manages the daily transactions of the project, ensuring duly support documentation.
  • Assumes responsibility for cash account management and prepares bank payments.

HI is hiring a Functional and Physical Technical Officer who will be based in Dnipro for a 4 month mission starting early January.

POSITION DESCRIPTION:

Under the responsibility of the Hospital Project Manager, the Rehabilitation Technical Officer contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. He works closely with the program’s technical team.

For this purpose, the Rehab TO will:

Responsibility 1: Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within the rehabilitation sector.
• Provides appropriate rehabilitation technical and pedagogical guidance and support to project manager and field staff
• Ensures that the project activities are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
• Adapts project documentation as required in accordance with global rehabilitation technical norms and standards including the International Classification of Functioning and the human development model.
• Contributes to the regular reporting of the rehabilitation activities (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.

POSITION SPECIFICITIES:

Based in Dnipro (with potential visits to other areas in the East).
The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region. Ukraine faced a shift in context in October 2022, which led to the targeting of energy and public infrastructure, reducing the supply of electricity, water, heating, and communication networks. The situation has stabilized as of April 2023, but the context remains unstable.

HI has 2 hubs, one in the East (based in Dnipro) and one in the West (based in Lviv), with a Coordination office in Kyiv. There are activities in other cities like Kharkiv and Poltava. HI staffs are accommodated in guesthouses or in a hotel (depending on the location), usually nearby HI offices, with restaurants, cafes, shopping centers within walking distance, and near a shelter (the shelter is either in the building or very easy to reach).

Movements between sites can be made by car (HI drivers) or by train, depending on the region and time.
The security in Dnipro city and surroundings area of intervention remain relatively stable, although air alarms tend to disrupt work and out of activities.
Dnipro being a large Humanitarian hub for the East, numerous international organizations are located in the city and social life (restaurant, café) is possible under a strict curfew (23:00 to 06:00). Good quality international and local food is available, with several malls and lots of different restaurants at walking distance from the hotel and office. Communication (phone, mobile data, internet) is working well. HI currently has around 15 international staffs in Dnipro.

DESCRIPTION:

Since March 2022, as part of the Atlas Logistique component of its intervention, HI has been operating in Ukraine to offer logistical solutions to humanitarian organizations (humanitarian-to-humanitarian approach) in order to facilitate the delivery of aid in a faster, safer and most efficient manner the most affected populations. Currently, with four logistics hubs in Vinnytsia, Dnipro, Kharkiv and Mykolaiev, HI proposes mutualized storage as well as transportation services (including in hard-to-reach destinations) to other humanitarian actors. In Ukraine, as per needs observed on the ground, HI also developed a pilot project to propose cold chain/temperature-controlled storage and transport services to organizations delivering temperature-sensitive humanitarian goods to affected populations and local partners.

Reporting directly to the Country Director, with functional links with the Atlas Deployment manager (HQ), the Operations Manager leads the overall implementation of the Atlas Logistique components of HI’s intervention in Ukraine, through ensuring sound analysis of the context, subsequent strategic developments and operational oversight, as well as fostering close coordination and partnerships with partners, other humanitarian stakeholders, donors and authorities.

Description

HI is engaged in supporting the Ukrainian population affected by the war: since February 2022, two teams left for Ukraine and the neighboring countries to analyze the context, the security, and the needs.  

More than any other, HI ensures that humanitarian actions are inclusive, allowing the most vulnerable populations (people with disabilities, elderly, sick, injured) to have access to the help they need.  With a focus on physical rehabilitation, psychosocial support, shelter, access to food, water, and sanitation, explosive remnants of war risk education, and advocacy.  

Aligning itself with the priorities of the Ukraine Flash Appeal and Regional Refugee Response Plan, HI pillars of interventions are: 

  • Health 
  • Protection 
  • Armed Violence Reduction 
  • Basic needs  
  • Humanitarian-to-humanitarian logistics (ATLAS Logistique) 

Primary responsibilities:
Under the responsibility of the Technical Head of Programme, the Armed Violence Reduction (AVR) Specialist in Ukraine contributes to the implementation of Humanity & Inclusion’s mandate and operational strategy in the country.

She/he manages the AVR technical unit and ensures optimal quality and impact of the AVR projects implemented in the country, through a delegation system with appropriate control mechanisms.

The AVR Specialist provides technical support to ongoing AVR projects, as well as multi-sectoral projects involving AVR, and ensures quality according to sector standards and good practices.

For this purpose, you are responsible for:  
Mission 1. Management
- Exemplary manager: embodies HI’s values on a daily basis, and is a role model;
- Manager 1st HR & coach: contributes to the development of her/his team members, creating the conditions to enable their commitment, their professionalism and their attachment to HI.  
 
Mission 2. Strategy
- Contribute to the AVR pillar of HI’s StratOp for Ukraine;
- Lead the definition, monitoring and update of the AVR sectoral strategy for HI Ukraine;
- Ensure the assessment of needs, risks and conflict sensitivity in relation to the AVR strategy and operational activities and make recommendations.
 
Mission 3. Technical Support
- Ensure technical support to projects in line with the global technical frameworks and standards in Armed Violence reduction (including IMAS and national mine action standards) and with the country’s StratOp;
- Provide adequate technical guidance and support to Project Managers when relevant;
- Ensure adequate support to multi-sector responses within projects, in line with the other specialists;  
- Oversee the development and update of SOPs, tools and guidance materials.
- Contribute to the identification of AVR training needs.
 
Mission 4. Research, Analysis and Learning
- Contribute to the development of research and innovation projects in Ukraine, including KABP surveys, needs assessments and impact studies.

Mission 5. Coordination and Representation
- Contribute to the external prestige and influence of HI’s expertise in the AVR sector both in Ukraine and internationally;
- Liaise with national mine action authorities and other line ministries.

Mission 6. Business Development
- Identify & develop local partnerships and/or consortium with NGOs, institutions, companies on technical priorities or important topics in the region under her/his sectorial scope.  

Mission 7. Reporting
- Review and ensure technical quality of reports (donors and government) related to AVR.

Mission 8. Emergency Preparedness and Response.

Characteristics of the position:

The security situation in Ukraine remains relatively stable, although there are frequent days and nights of air alerts. However, markets, restaurants and cafes are open, and life continues as normal. There is a strict curfew, the hours depend on the region. More recently, the majority of attacks have targeted energy structures, mainly power grid and power plants, which reduces the supply of electricity, water, heating system, and communication networks. 

HI has 2 hubs, one in the East (based in Dnipro) and one in the West (based in Chernivtsi) and the coordination is in Kyiv. We have activities in other cities like Lviv, Vinnyitsia, Kharkiv, Poltava. HI staff is accommodated in guesthouses or in a hotel (depending on the location), usually near HI offices, restaurants, cafes, shopping centers within walking distance and near a shelter (the shelter is either in the building or very easy to reach). 

Movements between sites can be made by car (Hi drivers) or by train, depending on the region and time.

Profile:

  • You hold an Advanced Degree / diploma in Humanitarian Action studies, Disability Studies, or social fields (anthropology, psychosocial, sociology, protection, public health…) 
  • You have proven experience in project management in field of inclusion with NGOs 
  • You have experience in disability mainstreaming projects in humanitarian action in different sectors of intervention and over different phases of humanitarian response including training and technical supervision  
  • You are patient, able to stand back and to work under high pressure and show a good level of autonomy and initiative 
  • You show strong communication and interpersonal skill 
  • You speak and read English fluently (French would be an asset)

Missions:

Under the responsibility of the Technical Head of Programme, as Inclusive Humanitarian Action Specialist, you will strategize, supervise the quality and coordinate the design, implementation and monitoring of HI’s inclusive humanitarian action activities and project results in close collaboration and partnership with networks and organizations of persons with disabilities. You will ensure optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. You will share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes. 

Your main responsibilities will be :  

1. Expertise  

  • Contributes to the regional strategies in line with the global strategies by providing sectorial technical input  
  • Ensures technical support to projects in line with the global technical frameworks and standards in your sectorial scope (Create context specific guidance on inclusive humanitarian action, ensures adequate support enhancing an inclusive response by sharing guidance, conducting awareness rising, support partner organizations and HI teams in identifying and removing barriers to services/centers)  
  • Ensures technical learning from projects (develop recommendations and tools ensures the control & monitoring of the technical quality set a frame for quality control, using the IASC guidelines, ensure regular technical quality control of projects, monitor the implementation of audit recommendations) 
  • Ensures compliance of the technical proposition with nexus stakes (emergency preparedness, response and recovery) 
  • Contributes to the development of research and innovation projects in the region when relevant, in your sectorial scope 
  • Contributes to the capacity development of the local team (recruitment, animate a local talent pool in your sectorial scope 

 

2. Influence  

Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope  

  • Actively participate and raise awareness in the Disability Working Group; the AAP working group and the protection working group on inclusive humanitarian action  
  • Contribute to advocacy on specific themes in line with the national advocacy priorities  
  • Contribute to communication messages locally in line with the national communication priorities  

 

3. Business development  

Ensure the development of major opportunities or new projects in the region under his sectorial scope  

  • Contributes to the context analysis in his sectorial scope  
  • Contributes to the design and writing of new projects in the region and when asked in other countries within the Geographic Division  
  • Identify & transform major opportunities in the region under his scope  
  • Contributes to the conception of major projects (multiple countries, one theme) or of new projects in the region
