CONTEXT OF THE MISSION 

 

Within the frame of its emergency response to the Syrian crisis, Handicap International is present in Lebanon in Bekaa, Baalbak-Hermel, North and Akkar Governorates. HI intervention is currently designed upon three pillars which are i) to enhance the capacities of local actors involved in physical rehabilitation and related psychosocial support services provision with a middle term vision; ii) to maintain the capacity to respond to acute needs through HI direct services and / or referral to other assistance stakeholders and iii) to provide extensive and tailored support to humanitarian partners interested in improving Inclusion and Accessibility in their programming.  

 

Considering the evolution of the humanitarian situation (closure of borders, chronicity of the crisis, decrease of funding) and as part of a middle term strategy aiming at supporting and reinforcing resilience of local stakeholders, HI objective is to progressively enhance the provision of physical and functional rehabilitation and/or psychosocial services by local structures (local NGOs, private/public structures) by growing collaboration and capacity building aiming at promoting the continuity and sustainability of services for most vulnerable communities in Lebanon.  Furthermore, HI is also committed to contribute to enhancing access of persons with physical and functional limitations to essential services on an equal basis by supporting humanitarian organizations in critically reviewing and improving Inclusion and Accessibility of their response.

Based in Beirut, under the direct responsibility of the Emergency Coordinator, the Technical Unit Coordinator will be responsible for guaranteeing the technical and quality framework of HI’s emergency response in the country. It will include: 

 

- Leading the Technical Unit (TU) in the mission: supervising and coordinating the work of the programme’s Technical Resources Unit (TRU) providing a harmonised technical overview on the programme

- Ensuring operations compliance with HI technical guidelines (Physical Rehabilitation, Psychosocial Support, Capacity building of local partners and Vulnerability Inclusion in humanitarian response)

- Providing support to implement mission strategy on all technical aspects

- Contributing to a holistic understanding of the needs of persons with physical and functional limitations affected by the Syrian crisis in Lebanon within the team and amongst local partners and coached humanitarian organizations

- Ensuring HI’s proper representation in sector working groups & other forums

- Organising capitalisation of technical tools and related quality processes on the mission and ensuring their implementation 

-Status: salaried contract according to experience

(from 2200 euros gross + 457€/month of expatriate indemnity + Cost of Living Allowance)

Project funding to maintain current capacity until 2018 is almost confirmed for four demining teams; extra activities should be developed, funded and put in place in 2016/17. The main objective of the project is to support the National Mine Action Center in achieving its objective of a Lebanon free from the impact of mines and explosive remnants of war (ERW) by 2020. HI’s demining project is committed to clear the entire district of Batroun in 2017. 

 

WORKING ENVIRONMENT

The main partner of the project is the Lebanon Mine Action Center (LMAC) which is a military structure within the Lebanese Army Forces. The LMAC supervises all activities conducted within the project. The deployment of HI demining teams is subject to LMAC authorization and accreditation. HI has developed an excellent relationship with the LMAC that shall be maintained to ensure the continuity and growth of the project. 

 

The demining project team is entirely nationalized except for the Mine Action Coordinator and the programme’s Head of Mission. The atmosphere among the team is very good with a low turnover and a high level of competencies. A good level of communication is maintained between the teams. Weekly and monthly meetings are organized. Staff representatives are elected annually.

 

In Lebanon, the two directions of HI are represented (Humanitarian Action Division and Development Division). Regular coordination meetings take place between the Head of Mission and the administrators of the two directions. Since the formation of the Humanitarian Action Division within HI in 2015, comprising the former Emergency and Mine Action divisions, throughout the course of 2016 the merge between two former programmes at field level will take place under the management of the new HAD division.

-managing the project budget and follow-up of the expenses

-reporting on the above activities (statistics, review monthly objectives, etc.) as per requested by the Field Coordinator and Operationnal Coordinator

-representing HI in the local humanitarian working groups and relevant bilateral meetings 

-setting-up and following-up the partnerships(administrative, operational and strategic components) with the identified local structures

Profil

As a minimum proposals should include one specialist in monitoring and evaluation with a postgraduate degree in social sciences or related discipline. Additional requirements include: - Regarding the specific intervention zones(security context) , a preference will be given to people having the Lebanese nationality ; - Availability to travel on the field; - Several proven experience of successful project evaluations in the sector of relief or food security in emergency; - A good knowledge of the Syrian refugees crisis especially in Lebanon ; - Very good oral knowledge of French, English and Arab; - Very good writing skills in English; - Knowledge of the Lebanon Red Cross or/and the International Movement of Red Cross and Red Crescent is an asset.

Description

In 2015, Belgian RC received a subvention in order to strengthened the food security of Syrian Refugees in Lebanon. The overall goal of the project was to improve the living conditions of Syrian refugees in Lebanon and the specific objective was to improve the access of the targeted population to food. The evaluation will assess the implementation of the project “Food security for Syrian refugees in Lebanon” from its beginning (1st of May 2015) until its end (30th of April 2016). The evaluation aims to describe the effectiveness and relevance of the project and make recommendations to improve future performance of other relief actions. OBJECTIVES OF THE POST

JOB DESCRIPTION
General mission: To undertake the overall responsibility for the implementation and development of the HI mine action project in Lebanon, with close regard for internal and national mine action procedures and in close co-operation with national and international actors.

RESPONSABILITIES :
-Project development :
 *Ensure project implementation is in accordance with established proposals, policies and procedures and HI core values
 *Participate in the development of the humanitarian mine action project strategies and new orientations and to validate it in co-operation with the Head of Mission, Desk Officer and the relevant technical advisors at the headquarters
*Coordinate project design and proposal development processes by working with the Head of Mission, desk and technical advisors
 *Write new project proposals to ensure funding and adequate means for their implementation
-Represent Handicap International’s Mine Action in the country :
 *Represent and communicate HI mine action with the national mine action authorities
 *Represent and communicate with all relevant mine action stakeholders in Lebanon in accordance with internal procedures and guidelines
 *Establish and maintain good working relationship and to participate to all appropriate coordination meetings with relevant stakeholders

-Team management :
*Ensure a safe, efficient and cost-effective management of the mine action project
 *Supervise, develop and monitor with the team members under his/her responsibility clear individual action plans. The Mine Action Coordinator will directly supervise the Chief of Operations, Administrative Manager and the Logistics Officer

-Support services :
 *To ensure the overall coordination and relationship between the different HI staff in the mine action project (operational, administration, logistic, etc.)
 *To guarantee the well functioning of the overall mine action project (budget follow-up, human resource plan, etc.)

-Security : Provide security management in the areas of the project’s direct implementation and ensure adequate adherence to HI security policy by all project personnel as directed by the Head of Mission

Other Responsibilities and activities:

 *Undertake any other tasks as directed by the direction Head of Mission or HQ Desk Officer for Lebanon.
 *The MAC cooperates with the HQ Mine Action Desk for operational related matters and HI strategic positioning in the Mine Action sector.

JOB CONDITIONS 


- Status: Salaried contract. Salary according to the position and experience of the candidate + 457€/month of expatriate indemnity + cost of living index according to the living base

MISSION PRESENTATION
Within the frame of its emergency response to the Syrian crisis, Handicap International is present in Lebanon in North and in the Bekaa. HI intervention is currently designed upon two pillars which are i) to enhance the capacities of local actors involved in physical rehabilitation and related psychosocial support services provision with a middle term vision and ii) to maintain a capacity to respond to acute needs through HI direct services and / or referral to other assistance stakeholders.

Considering the evolution of the humanitarian situation (closure of borders, chronicity of the crisis, decrease of funding) and as part of a middle term strategy aiming at supporting and reinforcing resilience of local stakeholders, HI objective is to progressively enhance the provision of physical and functional rehabilitation and/or psychosocial services by local structures (local NGOs, private/public structures) by growing collaboration and capacity building aiming at promoting the continuity and sustainability of services for most vulnerable communities in Lebanon.

MAIN TASKS

Under the responsibility of the Field Coordinator and in close cooperation with the program coordinator, he/she will be in charge of :
• The overall implementation and management of the project, within the frame of HI mandate and objectives, and donor requirements.
• Ensuring the incremental accompaniment and capacity building of the Lebanese Deputy Project Manager aiming at the eventual hand-over of project management responsibilities at the term of your assignment
1) PROJECT IMPLEMENTATION
 Ensure the project implementation
 In the frame of the ongoing project, ensure notably the following:
o Identification and assessment of vulnerable persons
o Referral of assessed persons to external assistance stakeholders according to needs
o Direct provision of physical and functional rehabilitation services
Ensure the integration of the different components of the project aiming at a comprehensive case management
 Ensure the implementation of HI partnership component in line with the relevant framework:
o Follow up of targeted local organizations’ assessments and selection;
o Provision of support to health structures and local non-profit organizations
o Adequate involvement of partners in the project (transfer of activities, respect of HI and humanitarian principles, etc.);
o Ensure the partnership follow-up from an operational point of view, including administrative and logistics aspects
 Ensure the implementation of HI inclusion component in Lebanon in line with the relevant framework :
o Training of targeted humanitarian actors on inclusion practices;
o Advocacy on inclusive humanitarian assistance and community support for crisis affected vulnerable persons in Lebanon

2) TEAM MANAGEMENT
 When relevant, proactively contribute to project set up definition
 Lead the recruitment of project team members according to needs and budget
 Ensure that appraisals of the employees are conducted according to HR procedures
 Oversee project team planning (activity planning, leaves planning…)

3) CAPACITY BUILDING
 Assess / confirm the definition of an action plan for the capacity building of HI Deputy Project Manager in the Bekaa Valley aiming at a full take-over of the PM responsibilities at the term of your assignment
 Lead the implementation of the action plan
 Ensure regular exchange of information according to the relevant process as regards to the Deputy Project Manager

4) BUDGET MANAGEMENT
 Ensure the management of the project budget lines, plan and follow-up of the expenses through the implemented financial tool (OFU, BFU, etc.);
 Contribute when requested to the design of new budgets
5) PROCUREMENT/STOCK MANAGEMENT
 Follow up on supply needs for the project in comparison to available stock (minimum stock);
 Launch and follow up on timely procurement of supplies necessary for the project;

7) EXTERNAL COORDINATION AND REPRESENTATION
 Represent HI  in the project area towards relevant stakeholders
