JOB CONTEXT:

The Lebanon mission is part of the Mashriq regional programme, which covers Egypt, Iraq, Jordan, Lebanon and Palestine. With a staff of around 50 in Lebanon, HI has been implementing a mix of humanitarian, development and mine action projects, with sectors of activity including inclusive education, physical rehabilitation, armed violence reduction (mine action), emergency preparedness, disability mainstreaming/inclusion in humanitarian action.

The current slow onset escalation between Israel and Hezbollah in Lebanon might potentially lead to full war within some weeks/months, as no solution is found for a ceasefire. HI has secured one emergency preparedness grants to be implemented in the next 6 months and will start in parallel some small-scale emergency activities for IDPs. These activities are substantially increasing the workload on the CM in terms of security management, representation, and operational coordination.

YOUR MISSION:

Under the line management and upon delegation of the Lebanon Country Manager, the Deputy Country Manager will be responsible for

  • Ensuring continuity of operational management during absences/gaps of the Operation Manager and/or the Country Manager, and the timely launch of new emergency projects.
  • Supporting the quality implementation of the operations in Lebanon;
  • Ensuring the monitoring of operations in the country and compliance with HI operational policies and frameworks.
  • When delegated by the Country Manager, ensuring external representation and manage communication and/or advocacy actions
  • Ensuring the timeliness and quality of concept notes, project proposals and operational reports

In this context, the Deputy Country Manager’s responsibilities are the following:

Responsibility 1: Management

  • Replaces OM and/or Country Manager during his/her absence or ensures gap filling (as per standard OM Job Description, or formal delegation from Country Manager)
  • Acts as PM during the inception phase of any emergency preparedness or emergency response project/sector, until the recruitment of a PM, when delegated by the Country Manager (as per standard PM Job Description)

Responsibility 2: Contribution to the mission’s operational strategy and HI frameworks & regulations

  • Contributes to the development of the programme’s operational strategy, and its implementation and annual monitoring, in liaison with Country Manager.
  • Size and plan necessary resources, support the recruitment of emergency project managers (ensuring a fit between skills and the projects’ challenges and ambitions),
  • Designs and implements needs assessments and sectorial analysis
  • Contributes to the fundraising strategy defined in the programme’s operational strategy:
  • Identifies and transforms specific funding opportunities in the country, conducts the design and drafting of new projects (country scope) and contributes to the design, drafting and fundraising of major multi-country projects (under the responsibility of the Technical Head of Programs (THoP)).
  • Develops regular contacts with specific donors delegated by the Country Manager at field level, in coherency with overall programming and fundraising strategy.
  • When delegated by the Country Manager, in liaison with the THoP, identifies and develops local partnerships and/or consortia with NGOs, institutions and companies for emergency projects.
  • Ensures monitoring of projects in the mission, through the facilitation of internal operational audits and monitoring field visits
  • Reviews donor reports and coordinates the submission to donors

Responsibility 3: Representation

When delegated by the Country Manager, he/she acts as representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI. This can include:

  • Communications and advocacy actions on behalf of HI, in liaison with the Regional Advocacy Advisor and the Regional Communications Senior Officer
  • Representation of HI vis à vis pre-defined local, national, traditional, political, military and diplomatic authorities and bodies, as per the delegation by the Country Manager.
  • Representation of HI vis à vis pre-defined international organizations and coordination mechanisms & systems, as per the delegation by the Country Manager.

CHARACTERISTICS OF THE POSITION:

Lebanon is experiencing a political, economic and social crisis since October 2019 and the levels of criminality and the risk of thefts have increased. In addition, the new conflict in Gaza has caused a series of demonstrations and temporary street closures in different cities, and the slow onset escalation between Israel and Hezbollah has considerably worsened the security in border communities of southern Lebanon. The Lebanese remain a very welcoming people and life for foreigners remains relatively comfortable, with some possibilities for internal tourism and recreational activities.

The security for NGO workers in the country is however still relatively good and professional and life conditions are still permissive.

There are planned power cuts during some hours of the day and the night. There are sometimes roadblocks or traffic jams that slow down or block traffic on main roads. You should exercise minimum standards of respect and adaptation to the local culture and traditions.

JOB CONTEXT:

The new conflict in Gaza in October 2023 has led to a slow onset escalation between Israel and Hezbollah in southern Lebanon and northern Israel. 46,000 IDPs have already left villages and towns along the border. We expect the tensions and the number of IDPs to increase in the coming weeks. The possible worst-case scenario is an all-out war between Israel and Hezbollah, which would lead to thousands of deaths, tens of thousands of injuries, and more than one million IDPs.

In response, HI has launched in the Lebanon mission rapid emergency preparedness activities with reference hospitals, rehabilitation centres, and IDP shelters. In addition, HI is starting to assist IDPs with disabilities according to their needs and to provide explosive ordnance risk education sessions to IDPs.

YOUR MISSION:

Under the line management and upon delegation of the Lebanon Country Manager, the Deputy Country Manager will be responsible for

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. The Food Security & Livelihood Coordinator will be responsible of:

The FSL Coordinator will be responsible for the revision and implementation of the FSL component of the Mission Strategy according to the Country priorities, as defined in the Lebanon Crisis Response Plan and AAH priorities in the FSL sector. Furthermore, the FSL Coordinator will design the programs along with the OPE Dept., support field implementation, monitoring, and reporting on current and future AAH Food Security and Livelihoods projects in Lebanon.

Objective 1:  Understanding and analyzing the Food security and Livelihoods sector in Lebanon and define priorities of intervention according to the Countries’ strategic priorities, the humanitarian community sector guidance and Action Against Hunger principles of action (30%)

  • Collect and analyze primary and secondary data related to the Food Security and Livelihoods sector in Lebanon;
  • Identify the needs of the most vulnerable populations through a literature review, stakeholders coordination and design and implementation of relevant needs assessments;
  • Monitor the implementation of the FSL mission strategy, its revision and its cost effectiveness.
  • Understand the humanitarian situation regarding FSL and nutrition, the context of intervention and analyze the FSL humanitarian situation
  • Support to produce the FSL and sections of project proposals in accordance with the formats and deadlines of funding bodies and incorporating learning and evidence from ongoing projects when needed
  • Collecting and analyzing the gaps and opportunities in agricultural sector in Lebanon and initiating new agricultural need and assessments, context analysis in rural areas and value chain assessments.

Objective 2:  Ensure the active participation of AAH in national sectoral coordination and technical forums and develop sectoral partnerships (35%)

  • Ensure effective communication with stakeholders involved in Food Security (meetings, data sharing through existing platforms and brainstorming) and with local authorities involved in strategy and project definition and/or implementation;
  • Represent AAH in relevant external coordination meetings (Technical Working Groups: Food Security & Agriculture, Livelihoods, Social Stability, CASH; Donors; Local authorities and Civil Society at national level or regional if required);
  • Represent AAH in Basic Assistance Working Group Meetings, Co-leading the sector; organize NGOs (local and international) in basic assistance and advocate NGO voice in the sector;
  • Be responsible of the AAH contribution to the various action plans in the Basic Assistance, Food Security & Agriculture as well as Livelihoods sectors.
  • Analyze and develop effective operational partnerships and oversight on the implementation and monitoring of programmes to ensure timely and effective implementation and financial management;
  • Promote the partnerships (civil society, NGOs, authorities, private sector, etc) and the enhancement of their capacities

Objective 3: Ensure quality and equity control, follow up and monitoring 20%)

  • Ensure quality, pertinence, innovation, efficiency, effectiveness and multisectoral of the FSL programs and interventions
  • Participate in the development of technical and innovation tools related to FSL projects (Monitoring tools, Technical requirements, ToRs for consultants and evaluators, ad hoc reports, capitalization reports ) in direct relation with Programme Manager, Country Director, MEAL Coordinator and Head of Base. Review and apply new approaches when needed
  • Validate the keys stages, the methodologies of the projects and the FSL parts of internal reports and reports to funding agencies, as well as amendments to projects, with contributions by the teams
  • Review, update and edit documents produced by the FSL team
  • Identify program constraints and problems during implementation, propose solutions and implement changes accordingly;
  • Develop an adequate monitoring and evaluation plan linked with the relevant strategy indicators; formalize the results in a report to be shared with supervisory staff;
  • Report activities achievements both internally (to supervisory staff and team members) and externally (donors and partners).
  • Suggest, support and develop evaluations and reports linked with the ongoing projects to be shared with supervisory staff

Objective 4: FSL team support and capacity building (15%)

  • Participate in the recruitment and assess the capacity of the team, suggest and conduct trainings, and propose new recruitments whenever required
  • Support to the team through coordination meetings and capacity building initiatives
  • Identify the FSL and nutrition team training needs and propose training plans to the staff and HR
  • Agreement on goals and objectives with key staff and monthly assessment of progress against outputs;

Objective 5: Security

Description

The Logistics Coordinator will be responsible:

The Logistics Coordinator is in charge of the development, coordination and monitoring of every process related to logistics in the Mission. His/her main goal is to contribute to the Mission´s Country Strategy, to ensure the approach of the Mission is well adapted to the reality of logistics in the areas of operation. Based on this, the Logistics Coordinator will implement and modify the current strategy for logistics management in the Mission, as well as an action plan for its implementation. The action plan will be created in coordination with the other members of the Coordination Team, and its final aim will be to guarantee an efficient and effective operational support to the projects of the Mission.

 

Objective 1: Coordinate logistics at the national level (40%)

Internal coordination of the Logistics team in the Mission

  • Allocation of workload and resources between Bases
  • Management and follow-up of logistics staff
  • Support the standardization of procedures and templates.
  • Focal point for the team´s troubleshooting
  • Dissemination and implementation of Action Against Hunger´s logistics procedures (KitLog)
  • Ensure the compliance of the whole logistics operations to Action Against Hunger´s Good Business Regulations, Code of Conduct, and Charter of Principles

Drafting of Proposals and Reports to donors

  • Ensure proposals are in line with the Mission´s Logistics Strategy, and take into account logistics costs, logistics needs, and the logistics context in the intended implementation areas.
  • Create, update and disseminate Project Procurement Plans, to be included in the proposal package sent to Action Against Hunger´s donors
  • Creation of accurate reports to donors on all logistics aspects defined by their policy (including stock, equipment, fleet and procurement)

Support to and supervision of the supply chain:

  • Implementation and monitoring of Action Against Hunger´s Supply Chain Management Tools
  • Ensure adequate coordination among all departments involved in the supply chain to any extent.

Reporting, analysis, and information management

  • Control and analyze the Mission´s Logistics costs

  • Prepare responses to any donor requirements and audits at any level

Equipment Management:

  • Create and implement an equipment policy for the Mission
  • Ensure the adequacy of equipment to suit requirements and users

Fleet Management

Emergency Preparedness and Response

Objective 2: Contribute to the definition and implementation of mission strategy (10%)

  • Contribute to the definition of the Logistics component of the Mission´s strategy with information, hard data and clear planning
  • Develop, update, and disseminate the Mission´s Logistics Strategy
  • Adapt our logistics processes to include a Green Logistics perspective
  • Support the digital transformation in the mission through the definition of standards and facilitating the coordination of involved parties

Objective 3: Promote and ensure collaboration and coordination in logistics with external stakeholders and implementing partners (10%)

  • Contribute to the process of selection of implementing partners, and validate aby analysis submitted by the bases on their logistics capacity
  • Define the specifics of logistics management in any joint project between Action Against Hunger and its implementing partners
  • Ensure any practices not already in use by Action Against Hunger are analyzed and considered for implementation
  • Contribute and validate the logistics component of any written agreement between Action Against Hunger and it is implementing partners
  • Represent Action Against Hunger on any external coordination bodies, and develop a network for the exchange of information and good practices on logistics

Objective 4: Line-management of the Logistics team in Beirut, and technical management of and support to Base Logisticians in the Bases (20%)

  • Define the country’s logistics team configuration, ensuring the correct allocation of human resources within the Mission
  • Create and define job descriptions for every member of the department
  • Contribute to the recruitment of logistics staff as needed
  • Ensure cohesion and good communication within the department
  • Participate in the briefing/debriefing of logistics team members
  • Develop and monitor individual action plans for every member of the department
  • Contribute to the Mission Training Plan, and monitor its implementation within the logistics department
  • Provide technical support to any team member, as needed
  • Evaluate the performance of every team member, and contribute to the development their relevant skills

Objective 5: Operational support to the Mission´s security management (20%)

  • Advise the Country Director and the Deputy Country Director on matters related to security management
  • Deputize as security manager in the absence of the Country Director
  • Contribute to analyse the Mission´s operational context
  • Collect and disseminate externally produced security information to the relevant staff in the Operations department
  • Contribute to the design and update of the operational component of the Mission´s Security Plan package
  • Contribute to monitor the compliance of all staff with the Mission´s security regulations
  • Ensure the compliance of all personnel under his direct management with the Mission´s security regulations

Requirements:

  • Bachelor’s degree or higher in Logistics, Business, Engineering or another related field. Master in Logistics, Humanitarian Studies or similar an asset.

The Deputy Country Director - Programs will be responsible:

Under the overall strategic direction of the Country Director and in very close coordination with the DCD Support, s/he will be a key member of the Senior Management Team (SMT), contributing to the development and implementation of the overall Country Program Strategy. S/he may be acting as Country Director as may be required and contribute to the strengthening of the SMT. 

This role implies the supervision of relevant program coordinators as defined by Country Director, currently the FSL Coordinator, WASH Coordinator, Health and Nutrition Coordinator and MEAL Coordinator. This may change depending on modifications to the mission structure. 

The DCD Programs is expected to work closely together with the DCD Support, thereby ensuring a cohesion between their focus on program implementation, and the DCD Program’s focus on program development and quality. Coordination with other coordinators as Logistics, Admin, and HR Coordinators are also crucial, as well as to ensure that programs can feed Advocacy initiatives with the support of the Advocacy Coordinator.

 

Objective 1: Oversee the integration of cross cutting themes into ACF Lebanon’s programmatic portfolio with an emphasis on gender, protection and conflict sensitivity 

  • The DCD will ensure that sufficiently integrate and incorporate key points regarding cross cutting themes in their design. This will be done with close coordination with the Grants Coordinator, and the relevant Technical Coordinators.  
  • The DCD will sign off on major proposals prior to submission, thereby ensuring quality of program design and development once they are completed by the Technical Coordinators. 
  • The DCD will actively contribute within program design workshops and will steer the coordinators to consider multisectoral integration and elements of geographical cohesion in design.  
  • The DCD will be responsible for overseeing the development of high quality, innovative programs, assuring the inclusion of crosscutting approaches as gender, protection and resilience

Objective 2:  Strengthen Quality of Programmes providing strategic guidance to program teams (at base and capital level), facilitating process of program development  

  • The DCD will ensure the program team gets high quality technical support and revision of all reports and proposals.
  • The DCD will ensure the sharing and learning of Action Against Hunger experiences and coordinate with the Advocacy Coordinator for collecting evidence-based advocacy
  • The DCD will be in direct line of communication with the Technical Department in Madrid, the MEAL unit, and any other relevant staff.  
  • The DCD will be actively involved in the definition of the Country Program Strategy and Mission Annual Planning under the overall supervision of the Country Director. 
  • The DCD will support the implementation of the “means of verification” archiving policy of ACF

Objective 3:  Ensure adequate institutional relationships with external stakeholders (national/international), donors and different actors in country, as well as identifying potential fundraising opportunities

  • The DCD ensure that the Technical Coordinators and the Bases provide an adequate level of representation and coordination at the Coordination system and other relevant coordination bodies in Lebanon
  • The DCD supports the Country Director on donor institutional relationships as requested

Objective 4:  Management of the MEAL Department  

  • The DCD will oversee the MEAL Department and will directly manage the MEAL Coordinator, providing technical support and managerial guidance  
  • The DCD will ensure that the MEAL department is able to adequately balance between the programmatic needs coming from the field, as well as the close coordination with the DCD Support and the HR team on the Feedback and Complaints mechanism  
  • The DCD will ensure adequate follow up on the Data Management processes by the MEAL Coordinator and the application of the annual MEAL plan for the ACF Lebanon Mission

The Regional Procurement Manager is based in Beirut (Lebanon) and has the mandate to support the operations wherever OCB (Operational Center of Brussels) operates in the Region.

RESPONSIBILITIES

The mission of the Regional Procurement Position, being in proximity to the center of operations, is the following:

  • Coordinate the development and implementation of the regional Strategic Procurement for regional and local purchases aiming at making available actionable and effective sources (for goods and services) optimizing the supply process efficiency and the financial resources use, while complying with MSF protocols, standards, procedures and aligned with the local context and operational strategic goals.

  • Lead the regional spend analysis based on the information provided (historical spend, budget, and forecast) by procurement focal points of the missions (Logistic, Supply Coordinators, and/or Procurement MGR), in order to identify key suppliers, category of procurement and guide the definition of priorities.
  • Identify and implement procurement synergies between operations, partner section and/or other OC missions whenever possible.
  • Develop and lead the regional procurement governance implementation aligned with the global network.
  • Provide strategic guidance and advice to the fields in order to develop their local procurement strategy.
  • Build capacity in procurement domain providing coaching and training to field staff in the procurement domain (fundamentals, process, negotiation….)
  • Develop a procurement community of practice in the Region including representatives of other sections (on voluntary basis).
  • For the categories managed at regional level according to the priorities defined in the strategy:
    • Define and implement a decisional committee.
    • Gather the need from the missions and lead the alignments required to perform supplier selection process (codes, designation, specifications…)
    • Lead the sourcing and supplier selection process involving the procurement focal points of the concerned missions in each important decision and the technical referent as required by the LOG/MED quality policies.
    • Set up the required contracts or agreements and ensure relevant endorsement of them.
    • Calculate and communicate the savings, whenever it applies.
    • Lead the development and implementation of Supplier Performance monitoring.
    • Manage supplier relationship to ensure quality of product and services provided.

  • Registered nurse, midwife or medical doctor
  • Master’s Degree/Diploma in Infection Prevention and Control is an asset

Infection Prevention Control Mobile Implementation Officer (m/f/x) – MSF Belgium

CONTEXT

Health Care Associated Infections (HAIs) are the most frequent and most severe complications in healthcare structures and a great concern for patient safety. Infection Prevention Control (IPC) is a practical, evidence-based approach preventing patients and health care workers from being harmed by avoidable infections and hospital outbreaks. IPC is closely linked also with the good practice of Nursing Care.

The Infection Prevention Control Mobile Implementation Officer (IPC MIO) works within the MSF OCB (Operational Center of Brussels) Medical Department, alongside another IPC MIO and reports to the IPC referent. They actively contribute to the achievement of MSF OCB’s aims to improve Quality of Care and safety of patients, caretakers and staff in primary and secondary health structures.

RESPONSIBILITIES

As IPC MIO you will support the evaluation, implementation and monitoring of the Prevention and Control of HAIs in MSF OCB projects and will do this through direct support to projects as well as contributing to wider reflection and learning for the organization. 

Technical support

  • Provide technical supervision and expertise, support, training and guidance to the staff on IPC related issues using tools such as audits, checklist, surveillance, etc. and develop a training plan and materials as required.
  • Perform assessments / evaluations of the IPC situation using existing tools relating to infrastructure, human resources, organization, adherence to IPC measures in all services including support services (sterilization unit, laundry and kitchen). Analyze and share results in the multidisciplinary team including the IPC committee.
  • In collaboration with project leadership and service activity managers: 
  • Ensure and maintain the implementation of standard and transmission-based precautions in health structures in all departments including support departments.
  • Provide technical support in the design of correct clean and dirty flows inside the health structures in collaboration with a multidisciplinary team.
  • Ensure compliance to aseptic care techniques and the correct use of antiseptics, disinfectants, and detergents.
  • Monitor and analyze the consumption and the quality of IPC materials and equipment.

IPC Committee

  • Participate in the definition of the IPC objectives and in collaboration with the IPC committee, define, implement and monitor the IPC annual plan Based on a Stepwise Infection Prevention and Control Approach (SIPCA) assessment (together with the IPC supervisor).
  • Technical support to the committee/ IPC focal point in the implementation of protocols, new tools, training plans, etc.

Human resources

  • Provide direct support to teams in the identification /recruitment of a national IPC supervisor or IPC “focal point” in the projects.
  • Provide support and guidance to the IPC national supervisor or IPC “focal point” in their daily activities, in the use of standardized tools for monitoring and surveillance.
  • Provide training/ on the job coaching and capacity building to the IPC national supervisor or IPC “focal point”, nursing care director, head nurse, supervisors: hygienists, sterilization, laundry and kitchen departments.
  • If required, directly contribute to broader training including communities of practice.
  • Identify implementation concerns to those responsible and propose actions when necessary, with a quality improvement mindset.

Surveillance and monitoring

  • Set up regular monitoring mechanisms for IPC activities, analyze the results, identify priorities and propose solutions when necessary. Establish, maintain and improve surveillance systems for HAIs in the facility.
  • Participate and contribute in the elaboration of the contingency plan and the Emergency Preparedness & Response Plan regarding the IPC aspects depending on context and possible scenarios.
  • Provide technical expertise and support in the monitoring of HAIs. Monitor the implementation of surgical site infections and catheter related bloodstream infections bundles. Support data collection of HAIs, implement surveillance tools.
  • Provide technical expertise and support in the implementation and follow-up of hand hygiene observation/monitoring.
  • Provide technical support and guidance to teams in the occurrence of hospital outbreaks in collaboration with IPC advisor and other experts.

Antimicrobial resistance

  • Provide support to the project regarding IPC aspects when AMR strategy is applied in projects, together with the other two pillars: Antibiotic Microbial Stewardship and/or Microbiology.

  • Location*:  Beirut (Lebanon) but mainly carried out in the field; Other MSF OCB medical hubs (Abidjan, Brussels, Nairobi…) can be discussed.
  • Mobility: 80% in the field

  • Contract duration: 12 months (renewable)
