CANDIDATE’S PROFILE :

·         You hold a bachelor/master degree in occupational therapy, physiotherapy or any other relevant medical background with special training/ experience in paediatric rehabilitation.

·         You have a minimum experience of 02 years in a similar position (Technical Support in a Technical Unit Program)

·         You have proven experience and knowledge in the domain of disability and rehabilitation with a specific focus on early child development in addition to supporting public health facilities

·         You are fluent in writing and speaking English or French with a working knowledge of the other language (English or French)

·         You show strong ability and interest in  advisory tasks and skills’ transfers

Health and Rehabilitation Technical Support - LAO



Handicap International is looking for a Health & Rehabilitation Technical Support to contribute to the development programme in Lao (position to be based in Vientiane with occasional trips to provinces).

The position is vacant starting from June, the 1st 2016 for a duration of 2 years .

Short description of the project / fields of intervention:

Handicap International (HI) has been operating in Lao since 1996, implementing mainly development actions aimed at improving the protection, quality of life, and the promotion of the rights of persons with disabilities (PWDs).

The presence of one advisor is still needed to answer technical needs of the teams and support the most complex elements of the projects (policy level work, technical task force, etc…)

Very short description of the missions:

Your main missions will be:

 

ü  Providing need based technical support to the projects’ teams and partners : 60% of the time

ü  Ensuring qualitative projects’ monitoring and evaluation (M&E) : 15% of the time

ü  Building on qualitative projects’ knowledge management : 10% of the time

ü  Assessing & ensuring the adequacy between HI & Lao strategies and technical positioning with current and future projects : 10% of the time

       . Take a leading role in identifying and implementing financial strategy which is ensuring the successful of the OCS and the sustainability of the office

·         Oversee the programme financial management and ensure that policies and guidelines are followed.·         Oversee the financial activities of the different functions within the office and Oxfam Partners to ensure they meet quality requirements.

Description

You are based in Sepon, Savannakhet province, which is 10 hours’ drive south of the capital Vientiane or 1 hour flight then 3 hours drive from Vientiane to Sepon.
Sepon is a safe small city, with very little entertainment besides a few local restaurants displaying Karaoke and a sport grounds (volleyball, football). International staffs in Sepon are accommodated in a collective guest house. The Sepon office is located in a large compound where the support and operational teams coming from outside Sepon city and Savannakhet province live.
Living in Sepon allows a large number of possibilities of socializing with national staff; however opportunities to socialise with expatriate staff outside of HI is very limited
Vientiane, the capital city of Lao PDR, is a safe and peaceful city to work and live in, along the famous Mekong River. All Sepon-based staff are encouraged to spent time in Vientiane each month, where there’s opportunities for leisure activities, to socialise and meet other expatriates.

HI’s approach has been adapted to the situation in the districts of Nong, Sepon and Vilabuly in Savannakhet Province, which has the highest density of UXO anywhere in the country. HI is currently present in the country through 2 Directions: the Direction for Development actions (DAD) and the Direction for Mine Action and Emergencies. The mine action programme is implementing a 4-year strategy (2012-2016) to reduce the threat posed by UXO. Activities of the programme include surveys, clearance and destruction of UXO, risk education and information management. A four years’ MOU has been signed with the NRA (National Regulatory Authority regulating the mine action activities) for the period 2013-2017. A revision to the current MoU is on-going and should be validated as soon as possible. There are regular meetings of all operators at Vientiane level. HI has a good relationship with them as of today. There are three mine action operators in the Sepon area: HI, UXO Lao (national operator) and Halo Trust which arrived in 2013. Both HI Directions’ representatives (Programme Director of the development division and HoM of the mine action component) collaborate in the country in the framework of the “Différenciation Opérationnelle”. JOB DESCRIPTION: The Head of Mission is based in Vientiane, along with the Support Services Coordinator (SSC). The expatriate Field Coordinator, Logistics Manager, Community Safety and Security (CS&S) Project Manager and the Explosive Ordnance Disposal (EOD) Technical Advisor are based in Sepon. The team is today composed of around 140 staff, after a major expansion of the program in April 2014. Two support teams work from Vientiane and Sepon, where operational teams including technical survey, roving EOD and clearance, and risk education/information management are also based. Under the direct management of the Desk officer based in Lyon, your main responsabilities are: - Ensure the programme’s implementation and development - Represent HI Mine Action in Country with national authorities, donors and media and all relevant mine action stakeholders in Laos. - Lead, manage and motivate national and international staff - Maintain and manage an adequate support services department - Security management JOB ENVIRONMENT: Vientiane is a quite environment with no security issues. Un délégué technique – eau et habitat (m/f)

pour le projet de l’Aide internationale de la Croix-Rouge luxembourgeoise A.S.B.L. à Thakhek (Laos) en CDD de 12 mois à partir du 15 août 2015 (réf : AN1506-00163)

Le projet consiste à soutenir le développement d’infrastructures et de mécanismes communautaires dans la province de Khammouane.

Missions :

  • Donner un appui technique pour le design et la construction d’infrastructures communautaires ainsi que pour la réhabilitation ou l’aménagement d’installations d’eau et d’assainissement
  • Superviser la gestion administrative et financière de la mission, ainsi que la bonne utilisation des fonds mis à disposition
  • Superviser la logistique des projets (appels d’offres, commandes, gestion du stock, etc.), en veillant au respect des procédures de l’Aide internationale de la Croix-Rouge luxembourgeoise
  • Superviser la gestion du projet et l’équipe locale
  • Représenter la Croix-Rouge luxembourgeoise dans les réunions de coordination
