JOB CONTEXT: 
The South East Asia Program include operations in Cambodia, Laos, Vietnam, China, Philippines (PEKONG), Myanmar and Thailand (MyTh). The Regional Program Office is based in different countries of both programs, but mainly in Vientiane.
The ongoing strategy aims to improve participation, resilience and quality of live conditions of persons with disabilities and vulnerable groups.
It is expected to work on the strategy for livelihood – economic inclusion for period 2025-2030 in 2024.

Reporting to the Regional Technical Head of Programme, and in collaboration with HQ AVR Technical Division, the Regional AVR Field Technical Specialist will contribute to the implementation of the Armed Violence Reduction pillar of the operational strategy of the programme, taking into account each context as well as providing technical support to ongoing projects and ensuring quality according to sector standards and good practices. 

In the coming year, the focus will be on developing the regional strategy (STRATOP) for AVR for the period 2025-2030; continuing to develop proposals and support the exploration of new donors for integrated land release and AVR-related projects in Laos and Cambodia; representation of HI at regional and global conferences, as well as in country-level cluster meetings and technical working groups;  and supporting the ongoing development of integrated EORE and Conflict Preparedness and Protection (CPP) in Myanmar. The principal challenge will be finding innovative ways to attract funding to continue HI’s historic presence as a land release actor in Cambodia and Laos, while also exploring opportunities for AVR programming to expand in the region, such as the Philippines. 

YOUR MISSION:
Mission 1. Expertise

– Ensure technical support to projects in line with the global technical frameworks and standards in your sectorial scope

– Control & monitor the technical quality and the relevance of HI’s activities in the programme under your scope
– Ensure compliance of the technical proposition with nexus stakes
– Contribute to the development of research and innovation projects in the region when relevant, in your sectorial scope
– Contribute to the Technical Divisions professional channel facilitation within the program.  

Mission 2. Influence
– Contribute to the local external prestige and influence of HI’s expertise in your sectorial scope
– Contribute to advocacy on specific themes in line with global advocacy priorities.

– Ensure the development of major opportunities or new projects in the region under your sectorial scope
– Identify & transform major opportunities in the region under your scope

JOB CONTEXT:

Reporting to the Technical Head of Program, and in collaboration with HQ Global Specialists, the Economic Inclusion Field Technical Specialist will contribute to the implementation of the Economic Inclusion pillar of the South East Asia STRATOPs, and lay the foundation of a common strategy and approach taking into account each context. She/he will be responsible for providing technical support to ongoing projects and ensuring quality according to sector standards and good practices. 

YOUR MISSION:  

The main ongoing challenges are: defining the new STRATOP for 2025-2030 (playing a key role in the strategic vision of the sector); developing new ideas for new projects in all the countries of the program, as many projects of the livelihood – economic inclusion sector are nearing completion; hence the need for strengthening the networking and the diagnostics related to the sector and working closely with the business developer for opening new funding possibilities; creating more synergies with other sectors (multisectoral projects) and promoting more coordination and communication with the MEAL team (quality indicators for the sector, for example); evolving in our capacity for DGA (disability, gender, age) transformative actions and intersectionality; promoting opportunities for innovation and for the implementation of good practices already tested in other HI programs; exploring all the relevant components of livelihood – economic inclusion, such as the use of digital tools for employment, the graduation model, financial inclusion.

CHARACTERISTICS OF THE POSITION: 

Vientiane is a safe city. The main risks are the road accidents (mainly motorbikes) and the regular outbreak of dengue fever. The living conditions in Vientiane are suitable for a family posting.

JOB CONTEXT:

The South East Asia region is characterized by its size, the diversity of its contexts and, above all, by its cultural and linguistic heterogeneity (7 major languages and more than 500 local languages). This is the region of birth of HI and our activities are still largely traditional, with a dominant in Inclusion (42% of the 2021 budget volume), Rehabilitation (19%) and Mine Action (15%). The region encompasses a wide variety of humanitarian contexts, ranging from the civil war in Myanmar, to support to the Vietnamese government in the development of an international standard of rehabilitation services, or to emergency responses to climate-related disasters in the Philippines.

In February 2020, HI initiated the process of regionalization of the Laos, Cambodia and Vietnam programs, joined later by China (October 2021) and the Philippines (January 2023). The regional office is in Vientiane (Laos).

The living condition in Loas remains quite good with reliable transportation infrastructure, health services, and housing in the capital area.

YOUR MISSIONS:

Mission 1 : Contribute to the quality of project design narratives and reporting:

  • Draw up retro-plannings for each report, collaborating with the different departments involved (operations, finance, logistics, technical unit, security, HR and MEAL, headquarters and national association);
  • Contribute to the smooth coordination between Project Managers, Area Managers, Operations Managers and Country Managers, Global Specialists and the Operations Manager for the compilation of narrative report contributions and in the monitoring of donor contracts;
  • Ensure coordination with shared services to ensure overall consistency of narrative and financial reports and completeness of annexes;
  • Ensure compilation of narrative versions for selected regional and consortium projects;
  • Ensure that concept notes, project proposals and narrative reports (including logical framework and timeline) are submitted on time and in accordance with donor procedures;
  • Regularly update grants information & donors’ relations on the Customer Relationship Management (CRM) platform (currently under development).

Mission 2: Donor Compliance:

  • Support the team on contractual issues and link with headquarters / partners: contracting process with partners and questions on donor rules, in line with HQ compliance and risk unit and IPOs (if relevant);
  • Organize Grant Opening and Grant Closing Meetings for all relevant staff members / departments to ensure coherence in the understanding of the grant design across departments and bases, as well as to promote sharing of achievements and lessons learned;
  • Ensure regular communication and coordination with relevant IPSO and IPOs in NAs, Operations and Compliance and risk manager at HQ level;
  • Responsible under the PD management to manage any dispute with donor on the grants followed, to mobilized HQ unit concerned (Financial controller, Institutional funding compliance & risks Manager, IPO).

Mission 3: Capacity building in reporting and project design:

  • Organize training and support capacity building for all field staff members of the organization and to HI partners’ staff on program development and reporting, as well as on HI’s program specific documentation;
  • Regularly visit field offices to work directly with program staff on the project implementation and to maintain an in-depth understanding of HI’s program activities and operations context;
  • Raise compliance issues proactively with program staff and head of departments.

Mission 4: Assist the team in institutional communication and donor relations:

  • Support in the development of internal and external communication materials (sitreps, factsheets, etc.);
  • Propose internal information channels and tools;
  • Structure and share information for dissemination to the HQ, partners, coordination forums (newsletters, presentations, videos…).

JOB CONTEXT:

The Mekong Regional Program includes operations in Cambodia, Laos, Vietnam and China. The Regional Program Office is based in Vientiane, Laos with some regional staffs based in other countries.

Reporting to the Regional Technical Unit Manager, and in collaboration with HQ AVR Technical Division, the Regional AVR Field Technical Specialist will contribute to the implementation of the Armed Violence Reduction pillar of the Mekong and Myanmar-Thailand STRATOPs, and lay the foundation of a common strategy and approach taking into account each context.

The AVR Specialist will be responsible for providing technical support to ongoing projects and ensuring quality according to sector standards and good practices. Thus, he/she will strategically support Armed Violence Reduction Activities, including land release in an integrated approach, inclusive risk education, conflict transformation and victim assistance specific efforts.

 

YOUR MISSION:

Under the responsibility of the Technical Unit Regional Manager Mekong, the Regional AVR Field Technical Specialist contributes to the implementation of Humanity & Inclusion’s mandate, the 2021-2023 HI Mekong Operational Strategy and 10-year strategy within his/her sectoral scope. He/she ensures the optimal quality and impact of the projects implemented in his/her mission by means of a delegation system with appropriate control mechanisms. With all HI Specialists and Managers, the responsibility of a sound management and successful functioning of the global organization, through paradigm changes. Special attention will be given to the AVR Projects in Laos and Cambodia 

 

Responsibility 1: STRATEGY DEVELOPMENT

-You contribute to the AVR pillar of overall strategic planning for HI's Programme

-You lead the definition of the AVR technical strategy for HI's Programme and support its implementation by the operational teams;

 

Responsibility 2: TECHNICAL SUPPORT

-You ensure technical support to projects in line with the global technical frameworks and standards on AVR

-You ensure technical support to projects in line with the global technical frameworks and standards in Armed Violence reduction

-You ensure technical learning from projects

-You ensure the control & monitoring of the technical quality and the relevance of HI's activities in the programmes under AVR activities

-You contribute to the Technical Divisions professional channel animation

 

Responsibility 3: RESEARCH AND ANALYSIS

-You conduct regular analysis of project data and external secondary data on AVR needs and interventions in close collaboration with the Chief of Operations, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Manager;

-You contribute to the development of research and innovation projects at the country and region level, when relevant to Armed Violence Reduction

 

Responsibility 4:  COORDINATION AND REPRESENTATION

-You contribute to the local external prestige and influence of HI’s expertise in AVR sector

-You liaise with national Mine Action Authorities and other line ministries and participate in different forums to advocate for policy changes

-You represent HI in relevant coordination meetings with Mine Action, AVR and Conflict Transformation actors (INGOs, national NGOs and humanitarian coordination);

-You ensure regular contacts and good bilateral relations with relevant Mine Action and AVR actors;

-You support the Country Manager and the Operations Manager in representation with Mine Action and broader AVR donors, when needed;

-You regularly coordinate and share activities with your Technical Referents at headquarters and at the same time ensure his (her) technical advice is implemented in the field

 

Responsibility 5: BUSINESS DEVELOPMENT

-You actively contribute to the technicalities of development of projects in the AVR sector

-You ensure the development of major opportunities or new projects in the region under his sectorial scope

 

Responsibility 6:  REPORTING

-You review and ensure technical quality of any report (Donors and ministries) related to AVR

-You ensure that lessons learnt and best practices in your sector of activities are documented and shared with the technical unit and headquarters;

 

CHARACTERISTICS OF THE POSITION:

Regional AVR specialist will be based in Vientiane, Laos and work within the Regional Technical Unit (RTU). The living condition in Loas remains quite good with reliable transportation infrastructure, health services, and housing in the capital area.   

The mission will require regular travel with in Laos as well as to Cambodia and occasionally in Vietnam. It could be also requested to support Myanmar-Thailand Program. Frequency of travel will be determined by the evolving situation of the COVID-19 health context and travel restrictions issues by the Government of the mentioned countries.

JOB CONTEXT :

HI has been present continuously in the Mekong region since the 80’s with permanent presence in Cambodia (1985), Viet Nam (1992) and Laos (1996).

Discussions on the regionalization of the three countries have been ongoing since 2016 and have delayed the development of country level strategies.

In Viet Nam, last strategy was to phase out and leave the country by 2016. However, this plan was cancelled in 2015 when USAID approached the programme, offering to implement an ambitious multi-year project to support the Ministry of Health in providing quality rehabilitation services. Initial contract with USAID was running from 2015 to 2020 and has been subsequently extended until 2023. To date, and since 2017, this project is HI only intervention in Viet Nam – a strategic choice the programme would like to question under the present strategic process.

In Cambodia, 2013-2017 strategy was organized around three pillars: Disability prevention (Mine Action, Road safety), Access to services (Rehabilitation and MCH), Economic and social inclusion (Livelihood, Inclusive development and Inclusive education). Despite commendable successes in most sectors (and most notably the development of early screening tool and guideline endorsed by MoH, the TIGA livelihood project, and an Inclusive Education model) the programme faced a sharp decrease in international funding over the period and in-country activities are now reduced to a single project around Kampong Cham rehabilitation center.

In Laos, the 2012-2016 Strategy was based on 3 axes: Impairment prevention, access and support to services and promotion of people with disabilities rights and equity. During the years 2017 and 2018, the Program had to face the withdrawal of its main donor but has been able to secure new donors. Since 2017, the programme succeeded in developing the National Rehabilitation Strategy, the National Disability Policy and had a continuing focus on the CCM advocacy. The programme focused on addressing community needs thanks to the current CAMA (Comprehensive Approach to Mine Action) and CBID (Community Based Inclusive Development) strategy mainly implemented in Houaphan and Savannakhet provinces.

 

YOUR MISSION:

Under the responsibility of the Mekong Regional Programme Director, as Regional Technical Unit Manager, you contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. You ensure optimal quality and impact of the projects implemented in the programme, through a delegation system with appropriate control mechanisms. You share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

JOB CONTEXT :

Humanity & Inclusion (HI -formerly Handicap International) has been implementing programmes in Laos since 1996. The overall objective of the HI strategy 2012-2016 for Lao PDR was to contribute to strengthen a Lao society where ALL adults and children live as equal individuals in a safe environment. The strategy consisted of the following three main pillars:

  • Pillar      One: Prevention of impairments
  • Pillar      Two: Access and support to rehabilitation services for persons with      disability.
  • Pillar      Three: Support to local actors for the promotions of rights of persons      with disability.

 

In 2019, the HI Lao program will be part of a new program desk and a regional strategy will be developed for PDR Lao, Cambodia and Vietnam together. According to that strategy a new organisational chart will be design with regional position.

 

 

 

 

 

YOUR MISSION:

You are responsible and accountable for all project activities and ensuring targets are met across the 3 components of the USAID Okard Project: Health (Component 1), Economic Empowerment (Component 2), and Stakeholder Engagement (Component 3). You will be part of the senior management team of the project alongside the Chief of Party and Senior Technical Advisor from World Education-Laos (WEL).

 

In this part, your responsibilities are the following:

Overall Responsibilities : You lead on new business development in line with the Oxfam in Laos funding strategy; create, identify and access new funding opportunities; maintain a consistent standard of donor relationship and high-quality proposal development across variable sectors; build new partnerships in the country and the region; promote innovation in its programming; and ensure that there are strategies in place to maintain and enhance adequate skills and capacity, staffing and income within the portfolio of Oxfam in Laos.
