JOB CONTEXT :

As of 2020, the new Latin American Regional Program will be created, including Colombia, Cuba, Venezuela, Peru and Bolivia. Within the context of this new regional program, these countries will benefit for the first time from a Technical Unit under the leadership of the Technical Unit Manager, based in Bogota. The position of Regional DRR Field Specialist is a new position within this unit, and one of the first Technical Field Specialist positions to be implemented as there exists regional projects in DRR in which several countries of the Regional Program are involved.

The Regional DRR Field Specialist can be based in one of the countries of the program with DRR activities (Peru, Bolivia, Colombia or Cuba). Depending on its location, the context of the mission will vary. In any of those locations, the mission will take place in an urban context (capital city of the country of the mission).

 

The volume of DRR activities in the regional program is approximately €600,000/year, with activities being implemented in Colombia, Peru and Paraguay and involving participants and stakeholders from Bolivia, Ecuador and Chile. Main donors include OFDA/USAID and ECHO.  

The DRR Field Specialist will be in contact mostly with HI Project Managers and Country Managers from the Regional Program, partners of the DRR projects in the countries of implementation and consortium implementing partners.

 

 

YOUR MISSION:

Under the responsibility of the Technical Unit Regional Manager [LATIN AMERICA REGIONAL PROGRAM], the Field Technical Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

 

Responsibility 1: Expertise

-You contribute to the regional strategies in line with the global strategies

-You ensure technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope

-You ensure technical learning from projects

-You ensure the control & monitoring of the technical quality and the relevance of HI’s activities in the Programmes under his/her scope

-You ensure compliance of the technical proposition with nexus stakes

-You contribute to the development of research and innovation projects in the region when relevant, in his/her sectorial scope

-You suggest and steer technical innovation projects

-You contribute to the Technical Divisions professional channel animation

 

Responsibility 2: Influence

-You represent the technical expertise of HI throughout the local relevant networks

-You contribute to advocacy on specific themes in line with the global advocacy priorities

JOB CONTEXT :

The socioeconomic crisis in Venezuela continued to deteriorate throughout 2018, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest mass displacements in South America’s history. According to UNHCR at least 2.5 million Venezuelans have left the country since 2014, though other sources estimate that this figure could exceed 4 million, including nearly 2 million in Colombia. The fallouts of the crisis across the region have increased proportionally: 3.4 million migrants/refugees are registered in neighboring countries (Colombia, Peru, Ecuador, Brazil and other Latin-American and Caribbean countries), as well as in the US and in Europe, according to UNHCR-IOM.

 

HI intends to respond by implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response will include inclusive humanitarian action; rehabilitation and MHPSS support as well as food distribution.

 

YOUR MISSION:

Under the responsibility of the Program Director, the Finance and HR Manager has the mission to ensure the management of finance, administration and human resources of the program. He/she ensures compliance with the legal framework and internal rules of the Organization, taking into account the specificities of the program.

AREA/DEPARTAMENTO

El Departamento de Operaciones es responsable de coordinar, apoyar y guiar a la organización para optimizar los recursos y garantizar el máximo impacto de nuestras intervenciones y estrategias de misión, de acuerdo con nuestro mandato. El Departamento se asegura de que responde a las necesidades de “stakeholders” a tiempo y con alta calidad y además se enfoca y fortalece las alianzas para complementar las capacidades para ampliar nuestros programas; En consecuencia, el departamento de Operaciones integra los riesgos del sector en un enfoque integral de gestión de riesgos al tiempo que garantiza un crecimiento sostenible de la organización.

OBJETIVO GENERAL DEL PUESTO

El principal objetivo del Gestor de riesgos es liderar el proceso transversal de gestión de riesgos del proyecto macro-grant y con enfoque en la mejora de la seguridad operacional del proyecto. Además, teniendo como eje transversal la importancia de fomentar una cultura de riesgos y seguridad en todo el equipo del proyecto. 

PRINCIPALES ACTIVIDADES DEL PUESTO

  • Asegurar que la gestión de riesgos del proyecto se adecúa a los estándares, principios y procedimientos de la organización. Establecer y mantener un marco de referencia para mejorar el nivel de riesgos asociado con proyecto de macro-grant.
  • Identificación y mapeo de riesgos contextual u operacional; institucional y programática para proyecto de macro-grant; tabulación y cruce de datos; detección de probabilidades e inconsistencias en incidentes actual contra riesgos definidos en tabla de análisis de riesgos; desarrollar e implementar planes de respuesta de los riesgos para mitigar y reducir los impactos de los riesgos.
  • Persona focal a cargo de nuestro sistema de “Feedback” (quejas) y sistema de informes de gestión de riesgos e incidentes; Apoyar en el análisis de incidentes de seguridad, fraude, acoso sexual, etc. y seguimiento del plan de acción en coordinación a nivel de Misión y Sede y con la orientación necesaria para superar obstáculos y problemas en la gestión diaria de los incidentes.
  • Garantizar un análisis constante y adecuado de la seguridad y los incidentes contextuales en el entorno operacional del marco-grant para mejorar nuestra estrategia de acceso y aceptación; Además sugerir cambios y recomendaciones y adoptar y revisar los planes de seguridad y los procedimientos de seguridad para la validación formal.
  • Apoyar a los equipos en terreno para acceder a materiales y herramientas de gestión de riesgos, gestión de “feedbacks” (quejas), seguridad, acceso, aceptación y otras herramientas internas y apoyar el desarrollo de capacidades de nuestros empleados mediante visitas y facilitar o realización de talleres de seguridad y capacitación.
  • Liderar la relación y los intercambios con departamento internos y los actores externos relevantes en gestión de riesgos y seguridad del proyecto de macro-grant y crear una red de contactos y coordinar acciones e información con otros actores expertos en gestión de riesgos.

Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action Against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.

GENERAL OBJECTIVES

The Cash for Urban Assistance Consortium (CUA) is a strong partnership between three international organisations, Action Against Hunger as the leading party of this project, Norwegian Refugee Council (NRC) and Danish Refugee Council (DRC), that unite their experience to deliver effective cash assistance to support high vulnerable people in Colombia, including Venezuelan migrants, Colombians returning from Venezuela and host community members in Colombian territory.

The CUA Consortium requires strong leadership and in order to operate effectively and deliver cash assistance in response to the impact of the Venezuela situation.

The position of Consortium Project Director aims to ensure the programmatic, technical, financial and logistical development of Action Against Hunger actions in the department where the actions are developed, in line with the strategic criteria of Action Against Hunger in Colombia and the internal processes and regulations of the organization, donor and colombian laws. He coordinates the delivery of high-quality actions.

SPECIFIC OBJECTIVES

Objective 1: Assures the quality in the implementation of those actions.

  • The overall supervision and coordination of the Consortium in tight coordination with the Steering Committee (SC) and the Programme Management Unit (PMU).
  • Chairing the SC and coordinating the PMU and the Committees.
  • Reporting on a regular basis to the SC on behalf of the PMU.
  • Providing technical support to all Consortium Members (NRC & DRC).
  • Ensures and leads the implementation and monitoring of the activity plan (monthly report + activity progress sheet based on activity indicators).
  • Validates monthly report of activities; review of planning and follow-up of activities.
  • Prepares quarterly planning and monitoring of activities.
  • Develops and monitors the achievement of results and objectives (baseline using indicators established in the planning matrix).
  • Plans, coordinates, monitors and provides technical assistance for the implementation of activities.
  • It participates in the elaboration of documents that are necessary in the framework of the implementation.
  • USAID/OFDA/FFP focal point.
  • Ensuring that the action is implemented in a timely and coordinated manner.
  • Supervising the Consortium Technical Unit and Working Groups.
  • Reviews and capitalizes recommendations and lessons learned.

Objective 2: Human Resources Management.

  • Prepares, revises and adapts job descriptions of team members.
  • Plans and leads, in coordination with the CD and the HR Department the processes of recruitment of staff.
  • Prepares and inducts new staff.
  • Responsible for the periodic evaluation of staff performance.
  • Organizes, motivate, and follows up on priorities of staff.
  • Coordinates, reviews and comments on reports from staff.

Objective 3: Logistic, administrative, financial, accounting and treasury management.

  • Coordinates and validates budget planning.
  • Supervises the preparation of expenditure forecasts.
  • Monitors and validates expenditure and budget execution. Work closely with the Cash Consortium Finance Coordinator, to ensure timely financial reporting on behalf of the Consortium.
  • Follows and validates the purchase processes that are carried out.
  • Supervises treasury management (bank accounts and cash) of the project according to the accounting criteria of the donor, AHH and Colombian legislation.
  • It monitors and validates accounting information.
  • Monitoring the evolution of the context, the impact on implementation and activity progress – including progress on expenditure rate.
  • Coordinates, monitors and supervises logistical management of the project.
  • Ensures and complies with AHH's logistical rules and procedures.

Objective 4: External relations.

  • Develops and maintains relationships with key stakeholders (authorities, local and international organisations).
  • Participate in meetings and forums in external representation of the consortium with different stakeholders.
  • Coordinates, supervises and maintains relationships with counterparties or subcontractors.
  • Identifies and implements partner capacity studies.
  • Elaborates Termes of References (TOR) for agreements and agreements between AHH and external institutions.
  • Liaising with USAID/OFDA/FFP’s third party monitoring program.
  • Coordinate with the Collaborative Cash Delivery (CCD) members in Colombia.
  • Participation on humanitarian coordination structures and ensure that consortium is well represented (Cash Working Group, Group Inter-Agencies OIM/ACNUR (GIFMM), Colombian authorities and others as requested).

Objective 5: Security management.

As head of security for Action Against Hunger at the project where it works by delegation from the CD, lead the management of security at the activities to facilitate access to populations and intervention areas in the safest possible way for the organization's teams.

  • Respect the security rules specified in the mission, ensure compliance with the plan by the team and perform the security management tasks that may be assigned in their protocols.
  • Ensures compliance by all staff and others under the responsibility of Action Against Hunger with the organization's security policies, applying the disciplinary measures of the internal regulations in the event of non-compliance.
  • Leads the monitoring and analysis of the security situation, through the creation of an information network and the permanent collection of information from various sources and stakeholders.
  • Informs the Logistics Coordination and CD of the security situation and incidents and prepares incident or security situation notes.
  • Informs about the security plan and rules applicable to national and international staff and explicitly assigns security responsibilities to the team.
  • Leads in updating the base security plan according to established methodologies.
  • Defines, together with the rest of the members of the team, the realization and implementation of the strategy of acceptance and protection.
  • It leads the Critical Incident Management Team and the creation of the critical incident management protocol.
  • It defines the financing needs necessary for a correct management of the security of the operations of Action Against Hunger.
  • Participates in the identification of security training needs of the project so that all staff have the necessary preparation to manage security or reduce exposure to threats.
  • Permanently monitors and analyses the security situation.

Objective 6: Others.

  • Ensuring that each partner puts in place its own beneficiary feedback mechanism for all sectors, locations, partners, and activities and commits with Protection from Sexual Exploitation and Abuse (PSEA) requirements and implementation plan.
  • Monitoring the evolution of the context, the impact on implementation and activity progress – including progress on expenditure rate.

The purpose of Cash Technical Coordinator the role is to provide technical support during the development of the activities within the Consortium Programme, including day to day oversight that technical quality is being ensured within every sector. Under the strategic direction of the Consortium Project Director this position will provide ongoing support and capacity development to technical staff members. The Cash Technical Coordinator will oversee the programme planning, procurement, reporting and the oversight of programme implementation. S/he will ensure that standards and procedures are adhered to and followed by partners, and cross-checking all documentation ensuring compliance with donor and Consortium requirements.

POSITON SPECIFIC OBJECTIVES AND TASKS

Objective 1: Assures the quality in the implementation of those actions under its responsibility.

  • To oversee the implementation of project activities, ensuring that activities are delivered on time, on budget and in compliance with donor regulations.

  • Support technical and M&E staff in effective and technically appropriate project planning, strategy development and implementation against agreed work plans, ensuring projects represent effective strategies and innovative approaches based on evidence.
  • Provide intense, on-going support, supervision and technical guidance.
  • Conduct regular technical support, M&E and quality control visits to project sites to improve performance and quality of project implementation.
  • Ensure robust monitoring and evaluation of programmes, working with the M&E Officers in place.
  • Ensure technical compliance and adherence to quality assurance standards and policies/guidelines.
  • Conducting regular field visits to support the implementation of project sand ensure that the monitoring and evaluation systems are operational.
  • Support design and organization required for assessments, baselines and evaluations, including roll-out of market and vendor assessments.

  • To ensure the programme is implemented in ways responsive to communities, partners and children in line with the Consortium principles, values and strategic plan and compliant with procedures.

Objective 2: Human Resources Management under their charge.

  • Prepares, revises and adapts job descriptions of team members.
  • Plans and leads, in coordination with the CD and the HR Department the processes of recruitment of staff.
  • Prepares and inducts new staff.
  • Responsible for the periodic evaluation of staff performance.
  • Organizes, motivate, and follows up on priorities of staff.
  • Coordinates, reviews and comments on reports from staff.

Objective 3: Logistic, administrative, financial, accounting and treasury management under its responsibility.

  • Coordinates and validates budget planning.
  • Supervises the preparation of expenditure forecasts.
  • Monitors and validates expenditure and budget execution. Work closely with the Cash Consortium Finance Coordinator to ensure timely financial reporting on behalf of the Consortium.
  • Follows and validates the purchase processes that are carried out.
  • Supervises treasury management (bank accounts and cash) of the project according to the accounting criteria of the donor, AHH and Colombian legislation.
  • It monitors and validates accounting information.
  • Monitoring the evolution of the context, the impact on implementation and activity progress – including progress on expenditure rate.
  • Coordinates, monitors and supervises logistical management of the project.
  • Ensures and complies with AHH's logistical rules and procedures.

Objective 4: External relations.

  • Develops and maintains relationships with key stakeholders (authorities, local and international organisations).
  • Participate in meetings and forums in external representation of the consortium with different stakeholders.
  • Coordinates, supervises and maintains relationships with counterparties or subcontractors.
  • Identifies and implements partner capacity studies.
  • Gather implementation experience and experience on the most appropriate methodologies for the transfer of cash support to beneficiaries, working with beneficiaries, vendors, the Programme team and the Working Group and the Cash Collaborative Delivery (CCD) Group.
  • Participation on humanitarian coordination structures and ensure that consortium is well represented (Cash Working Group, Group Inter-Agencies OIM/ACNUR (GIFMM), Colombian authorities and others as requested).

Objective 5: Security management.

As head of security for Action Against Hunger at the project where it works by delegation from the CD, lead the management of security at the activities to facilitate access to populations and intervention areas in the safest possible way for the organization's teams.

  • Respect the security rules specified in the mission, ensure compliance with the plan by the team and perform the security management tasks that may be assigned in their protocols.
  • Ensures compliance by all staff and others under the responsibility of Action Against Hunger with the organization's security policies, applying the disciplinary measures of the internal regulations in the event of non-compliance.
  • Informs the Logistics Coordination and CD of the security situation and incidents and prepares incident or security situation notes.
  • Permanently monitors and analyses the security situation.

  • Ensuring that each partner puts in place its own beneficiary feedback mechanism for all sectors, locations, partners, and activities and commits with Protection from Sexual Exploitation and Abuse (PSEA) requirements and implementation plan.

YOUR MISSION:

Under the supervision of the Operations Manager, as Inclusion Project Manager, you will be in charge of launching the inclusion component of one of our projects, aiming at enhancing the inclusion of persons with disabilities in the humanitarian response. To achieve the result, the following activities will be expected:

 

  • Contribute to the overall planning for HI’s mission and lead the design and implementation of strategy and interventions on disability, age and gender inclusive services in close link with other relevant technical expertise and sectors of intervention based on identified opportunities, needs and interests.
  • Provide regular guidance on disability mainstreaming specific to strategies, programming and service provision, support and skills development to HI staff, partners, humanitarian actors and organizations representing persons with disabilities, to promote a coherent and evidence based approach.
  • Ensure a coherent and adapted approach for service providers and the wider humanitarian body where appropriate, promoting disability, age and gender inclusion within the humanitarian response
  • Ensure project implementation and monitoring of inclusion activities

 

 

 

 

More specifically, in the context of the opening of the program, the objectives of the Inclusion PM will be to:

•          Define the inclusion strategy for the project and contribute to the continuous assessment and analysis of the context, needs, gaps and resources to make technical recommendation in the development of the mission strategy in close links with local implementing partner

•          Frame the Inclusion component from a technical and operational perspective

•          Formalize capacity building plan for the local implementing partner

•          Identify entry points within the coordination mechanisms to promote inclusion within the humanitarian response

General context of the project

The political and socio-economic crisis in Venezuela continued to deteriorate throughout 2018, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest mass displacements in South America’s history. Food availability is hampered by import restrictions, and price increases reduce access to food, medicine and other basic goods.

Since 2015, the crisis has prompted over 2.7 million people to leave Venezuela, out of which only about 1.4 million have regular status in the countries they fled to. The number of Venezuelans abroad went from 700,000 to over 1,600,000 between 2015 and 2017, and some 1.1 million more fled between 2017 and the beginning of 2019. There is no indication that the influx of Venezuelans will slow down in the near future. By the end of 2019 the number of Venezuelans leaving the country is expected to rise to 5.3 million, including 2.2 million in Colombia alone. As the crisis in Venezuela keeps deteriorating, host countries are increasingly struggling to respond to the influx of Venezuelans. The rising number of people entering neighbouring countries is putting a strain on basic services and impacting host communities. The provision of public goods (such as health care, electricity, water, transportation, and security) in neighbouring countries hosting Venezuelan refugees is likely to further deteriorate. Venezuelan refugees are also at risk of facing growing xenophobia from host communities, as well as exploitation, trafficking, and SGBV.

INTERSOS will start its operations in the country with an ECHO-funded project in partnership with CISP with a focus on protection and health activities in Colombia and Venezuela with the aim of expanding its operation in the course of 2019.

 

General purpose of the position

The general purpose of the post is to represent INTERSOS in Colombia and Venezuela, ensuring the setup of the mission and the development and planning of INTERSOS program for Venezuela crisis in strict coordination with E-Unit team in HQ.

 

Main responsibilities and tasks

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs, partners and other stakeholders;
  • Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities;
  • Define, in coordination with the E-Unit team, country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions;
  • Define strategic priorities for the development and set up of the mission structure;
  • Promote and seek networks and partnerships with another NGO working in the Venezuela crisis
  • Continuously assess, analyse and evaluate new areas of intervention in Colombia, especially in the bordering regions with Venezuela and Ecuador and inside Venezuela territory;
  • Organise preliminary field mission to start collecting data in order to design new project proposal to be discussed and submitted to donors;
  • Support the definition of the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts;
  • Recruit, Coordinate, guide and supervise the mission national core staff, and evaluate their performance;
  • Proactively participate in relevant coordination and strategic meeting at Bogotà, Caracas and field level.

3.1  Objetivos y aspectos esperados de la evaluación

 Objetivo General: Identificar los logros y los alcances obtenidos en el proyecto mejoramiento de los procesos de rehabilitación para las personas con discapacidad de las 7 zonas de intervención entre el periodo 2014 – 2017, teniendo en cuenta los criterios de calidad establecidos por Handicap International en su política de planeación, seguimiento y evaluación, de manera que permita:

 ·         Proporcionar una visión de la rehabilitación funcional en las zonas rurales de los departamentos de intervención, generando recomendaciones para futuras intervenciones y en articulación con los programas nacionales de atención para las personas con discapacidad.

·         Recopilar las lecciones aprendidas del proceso de intervención y cómo estas contribuyeron en el mejoramiento de la calidad y accesibilidad de los servicios.

·         Evaluar la integración de los socios involucrados en el desarrollo del proyecto para el alcance de los resultados siguiendo los criterios de evaluación

·         Identificar propuestas o indicios para una nueva fase del proyecto y para la  política gubernamental en la discapacidad, teniendo en cuenta el contexto actual del país.
