La misión de evaluación será llevada a cabo por un evaluador o un equipo de evaluadores externos con las siguientes experiencias y habilidades requeridas, debidamente referenciadas:

  • Experiencia en evaluación intermedia o final de proyectos.

Información general

A. Sobre Humanidad e Inclusión

Humanity & Inclusion (HI) es una asociación internacional no gubernamental, aconfesional, políticamente neutral y de solidaridad internacional sin ánimo de lucro. Desde su creación en 1982, la organización ha implementado programas de desarrollo en más de 60 países e interviene en muchas situaciones de emergencia. Al lado de las personas con discapacidad y de las poblaciones vulnerables, actúa y testimonia para satisfacer sus necesidades básicas, mejorar sus condiciones de vida y promover el respeto de su dignidad y sus derechos fundamentales.

Desde enero de 2018 la Federación Handicap International se ha dotado de un nuevo logotipo y de un nuevo nombre, pero la organización conserva su denominación legal que sigue siendo Federación Handicap International. Nuestro mandato y nuestras acciones no cambian.

En contextos de crisis, así como desde una perspectiva de desarrollo, HI sitúa a las personas vulnerables y a las personas con discapacidad en el centro de su estrategia de intervención, poniendo el mayor cuidado en asegurar que las poblaciones que reciben apoyo se conviertan gradualmente en actores de su propio desarrollo. Para ello, siempre que sea posible, la asociación se apoya en las redes existentes en los países (asociaciones de autoayuda o de discapacidad, organismos regionales o gubernamentales) y les proporciona estructura y apoyo para reforzar su capacidad de intervención.

B.  Sobre Humanidad e Inclusión en el país/región

HI viene trabajando en Gestión Inclusiva el Riesgo de Desastres (GIRD) en la región de América Latina y el Caribe desde más de 20 años, buscando reforzar la inclusión y resiliencia de los grupos en situación de mayor vulnerabilidad. Desde el año 2018 está liderando varios proyectos de gestión inclusiva del riesgo de desastre a nivel de la región América latina, con el propósito de fortalecer los actores de RRD en inclusión y empoderar a los grupos en situación de mayor riesgo, tales como mujeres, personas con discapacidad, personas mayores y pueblos indígenas.

Actualmente HI ejecuta, junto con diferentes socios,4 proyectos con este objetivo, con financiamiento del Programa ECHO de la Unión Europea y de USAID/BHA.

HI está presente en el Perú desde el año 2018. A la fecha en el país la zona de intervención es Lima Metropolitana e Iquitos, Loreto, siendo los sectores de trabajo: preparación inclusiva ante riesgo de desastres, enfoque de inclusión de las personas con discapacidad, respuesta de protección para refugiados y migrantes provenientes del país de Venezuela, respuesta de emergencia COVID-19. HI ha implementado una parte de las actividades en asocio con Save the Children.

En Colombia, desde el año 2019, se adelantan ejercicios para instalar el enfoque de inclusión a través de procesos de fortalecimiento institucional y empoderamiento de actores con acciones coordinadas con la UNGRD, como ente rector, actores gubernamentales parte del SGRD y actores de la sociedad civil como organizaciones étnicas y de personas con discapacidad. HI ejecuta también un componente comunitario en varios Municipalidades del Cauca. 

En Paraguay, HI implementa a través de un socio nacional, COOPI, con el cual se viene desarrollando desde 2018 un proceso de integración del enfoque de inclusión en el sistema nacional de GRD con actividades de articulación y reforzamiento de actores y proyectos piloto a nivel comunitario, en los departamentos de San Pedro y de Alto Paraguay.

Objetivos del proyecto

Aumentar la protección y la resiliencia de los grupos de mayor riesgo, incluidas las personas con discapacidad, las mujeres, las personas mayores y los grupos étnicos, antes, durante y después de las catástrofes, y especialmente ante el riesgo de pandemia, incluso para la COVID-19.

El total de personas meta será de 4.645 personas (1.600 personas para las actividades GIRD y 3.045 personas para las actividades de necesidades de mitigación de la pandemia; 2.767 mujeres; 1.878 hombres).

Resultados

- Los actores de GRD a nivel nacional han demostrado una mayor capacidad para aplicar enfoques de inclusión y protección.

- Mejora de la inclusión y la protección en la preparación y la respuesta a los desastres a nivel comunitario en Perú, Paraguay y Colombia

-Mecanismos regionales de intercambio de experiencias establecidos para el aprendizaje y la ampliación de las buenas prácticas de protección e inclusión en futuras intervenciones humanitarias para múltiples amenazas.

-Las personas vulnerables con discapacidad en Colombia y Perú son más resistentes a los impactos psicosociales y económicos adversos de la pandemia, incluso para COVID-19 en Perú y Colombia.

Estrategia del proyecto

En la ejecución de este proyecto, HI, en coordinación con socios, busca promover e fortalecer el enfoque de inclusión en los sistemas de GRD de varios países de la Región. Los grupos de mayor riesgo tienen el mismo derecho a ser protegidos en caso de catástrofe que cualquier otra persona. Para lograrlo, HI empleará un enfoque de doble vía para la inclusión mediante:

- Apoyar la capacidad de los actores locales, nacionales y regionales para incluir a los grupos de mayor riesgo en todo el proceso de GRD (desarrollo de capacidades, espacios de coordinación, difusión de mejores prácticas, orientación técnica y sensibilización, etc.). Los socios del consorcio propondrán un marco innovador de GRD inclusiva, como resultado de las buenas prácticas sobre GRD inclusiva recogidas en los tres países objetivo y formalizadas como modelo para evaluar el nivel de inclusión de los actores de la GRD en la región y desarrollar prácticas inclusivas.

- Apoyar a los grupos de mayor riesgo para aumentar su resiliencia ante los desastres y los riesgos climáticos y también para empoderarlos y facilitar su participación en todos los procesos de GRD. También hay que empoderar a las poblaciones más expuestas para que sean agentes de cambio y la GRD las necesita para construir sociedades más inclusivas.

-Seguir implementando y fortaleciendo el enfoque de doble vía para que "nadie se quede atrás" durante la pandemia Covid-19. Para ello, se deben tomar acciones afirmativas para eliminar las barreras de acceso de los individuos y grupos que sufren discriminación y exclusión.

1.2 Justificación de la evaluación

Se espera que este proceso de evaluación contribuya a la identificación del impacto en el desarrollo de las acciones adelantadas por HI y sus socios implementadores y en una oportunidad para identificar las estrategias y buenas prácticas que merecen ser replicables en el marco de la gestión inclusiva del riesgo de desastres de América Latina para aplicar el enfoque diferencial género, edad, discapacidad, grupo étnico. La evaluación externa también generará recomendaciones y orientará las futuras acciones que serán traducidas en la definición de nuevas propuestas.

Los resultados de la evaluación serán compartidos con las gerencias país, los equipos de proyecto, los socios, los especialistas de la unidad técnica, el equipo MEAL, los referentes técnicos de la sede y el donante.

La motivación dominante es evaluar el nivel de impacto del proyecto sobre los usuarios, destacar las lecciones aprendidas y pistas para futuras intervenciones.

  • Valorar la eficacia de las estrategias, enfoques, actividades y herramientas implementadas en el logro de los resultados del proyecto.
  • Identificar qué funcionó bien y qué se puede mejorar.
  • Identificar aprendizajes y buenas prácticas que puedan replicarse.
  • Identificar el impacto del contexto de emergencia sanitaria por Pandemia Covid-19 en la implementación del proyecto (desafíos y oportunidades)
  • Identificar los resultados inesperados logrados con la implementación del proyecto
  • Identificar el impacto de las crisis políticas y de gobernabilidad en los diferentes países en la ejecución e impactos del proyecto.

  1. Metodología de evaluación y organización de la misión

3.1 Metodología de recogida

Es la responsabilidad del evaluador de proponer su metodología, pero, sin embargo, HI propone que la colecta de información sea cualitativa y cuantitativa, de la siguiente manera:

• Revisión de documentos y productos del proyecto.

• Entrevistas con el equipo de HI (gerente de operaciones, jefes de proyecto, especialista GIRD, equipo MEAL).

•  Taller con los jefes de proyecto

• Talleres/grupos focales con los Comités nacionales GIRD (Perú + Colombia + Paraguay)

• Entrevistas con los socios implementadores y socios claves (autoridades y OSC a nivel nacional y regional)

• Grupos focales con los beneficiarios, privilegiando grupos focales diferenciados (reuniendo únicamente mujeres, personas con discapacidad o líderes indígenas, por ejemplo)

• Análisis de bases de datos generadas por el proyecto, de las líneas de bases y de los informes de avance.

Es importante que el equipo consultor cruce las informaciones recopiladas y en este sentido usará una mezcla de metodología cualitativa como cuantitativa con una fuerte dimensión participativa. Este proceso debe permitir que los resultados sean apropiados por los diferentes socios y partes interesadas en el proyecto. Si la situación sanitaria no permite realizar el trabajo de colección de datos de manera presencial en el terreno, se considerará la posibilidad de hacerlo a distancia.

3.3 Organización de la misión

4.2. Medidas éticas*

Como parte de cada evaluación, HI se compromete a mantener ciertas medidas éticas. Es imprescindible que estas medidas se tengan en cuenta en la oferta técnica:

  • Garantizar la seguridad de los participantes, socios y equipos: la oferta técnica debe especificar las medidas de mitigación de riesgos.
  • Garantizar un enfoque centrado en la persona/comunidad: la oferta técnica debe proponer métodos adaptados a las necesidades de la población destinataria (por ejemplo, herramientas adaptadas para el público analfabeto / lenguaje de signos / materiales adaptados a los niños, etc.).
  • Obtener el consentimiento libre e informado de los participantes: la propuesta técnica debe explicar cómo el evaluador obtendrá el consentimiento libre e informado y/o el asentimiento de los participantes.
  • Garantizar la seguridad de los datos personales y sensibles a lo largo de la actividad: la oferta técnica debe proponer medidas para la protección de los datos personales.

*Estas medidas pueden adaptarse durante la realización del informe inicial.

4.3. Participación de las partes interesadas y de los beneficiarios

HI espera la participación de las partes interesadas siguientes:

  • Los socios con entrevistas/grupos focales/encuestas sobre la implementación del proyecto
  • Los beneficiarios sobre el impacto/cambios de los procesos de fortalecimiento de capacidades, la adaptación de enfoques y accesibilidad de las comunicaciones, en la construcción de las herramientas y pertinencia de la intervención
  • Participación de las autoridades estatales sobre el impacto y sinergia del proyecto
  • Consulta a actores involucrados sobre los procesos de incidencia
  • Etc

Para asegurar la participación de las personas con discapacidad, se tendrá que asegurar la accesibilidad de los materiales y entornos físicos y digitales.

4.4. Otros

Se necesita tener en cuenta de parte de los consultantes los aspectos de seguridad vinculados a las visitas al terreno y de los aspectos sensibles que requieren medidas discrecionales al momento de hacer entrevistas/recopilación de datos.

5.1. Resultados

  • Un informe inicial en el que se perfeccione o especifique la metodología propuesta para responder a las preguntas de la evaluación y un plan de acción. Este informe inicial deberá ser validado por el Comité Directivo.
  • Un documento de presentación de los primeros resultados, conclusiones y recomendaciones, que se presentará al Comité Directivo.
  • Un informe final de aproximadamente 20-30 páginas como máximo
  • Un resumen ejecutivo de 5 páginas y una presentación PowerPoint

5.2. Cuestionario de fin de evaluación

Se entregará al evaluador un cuestionario de fin de evaluación que deberá ser cumplimentado por él mismo, por un miembro del Comité Directivo y por el responsable de la evaluación.

6.2 Presupuesto asignado a la evaluación

La propuesta financiera de la misión debe tener en cuenta los siguientes elementos:

  • el costo por día de cada evaluador; el desglose del tiempo dedicado por evaluador y por etapa de trabajo;
  • los costos auxiliares (servicios y documentos adicionales);
  • el costo global de la intervención, incluidos los costes de transporte (internacional y local); los costos logísticos;
  • la propuesta de modalidad de pago.

El evaluador se encargará de asegurar su propia logística.

HI prestará apoyo para el buen funcionamiento de la misión: facilitación de actividades relacionadas con la misión (citas con los asociados, visitas sobre el terreno, facilitación de información, etc.).

Cabe señalar que para la fase de contratamiento, se pedirá al evaluador seleccionado que cumpla con todas las obligaciones profesionales, fiscales y sociales requeridas.

El contrato podrá ser emitido desde Perú o Colombia.

El evaluador deberá presentar todos los documentos justificativos que demuestren la legalidad de sus actividades, así como los certificados de garantía correspondientes.

Atención: tenga en cuenta que el último pago está condicionado a la validación del informe final y no al envío del mismo. Por validación, entendemos la validación de la calidad y en ningún caso de la apreciación del proyecto evaluado (basada en la lista de control de calidad adjunta, capítulo 6).

YOUR MISSION:

Reporting to the Regional Director - Latin America Program, the Country Manager based in emergency context in Latine America contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy within his/her geographical scope. He/she ensures the optimal quality and impact of the projects implemented in his/her country by means of a delegation system with appropriate control mechanisms. With all HI Directors and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organization.

 

JOB DESCRIPTION

General mission:

The Country Manager is the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI.

  • He/she is responsible for developing and implementing the project part of the Regional Programme operational strategy for the country in which he/she is based
  • He/she contributes to organizational transformation in line with the Simplification, Shared Services and ROOTS projects. In the event of an emergency, he/she takes responsibility in accordance with the response framework defined.
  • Under the guidance of the Technical Unit, regional MEAL and Support Service managers, and deploying all appropriate tools, he/she ensures the monitoring of operations in the country, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.
  • He/she actively monitors and analyses developments in the context in his/her geographical area in order to identify risks and opportunities, and proposes actions to the Regional Director.

Responsibilities:

Responsibility 1:  Management

    1. Is the manager (direct report) of an operational team composed of the country’s project managers


· Fosters a team spirit and team working to ensure the necessary synergies and exchanges of good practices between project managers, regional managers and with HQ colleagues.
· Based on the programme’s human resources strategy (in the StratOp), sizes and plans the human resources needs for the projects in the country.
· Recruits and contributes to the professional development, autonomy and well-being at work of the project managers in the country: in liaison with the corresponding professional channels and the regional Human Resources manager, sets formalized individual objectives, ensures coherence between HI’s needs and the competencies and motivation of his/her teams, develops and monitors a skills development plan, evaluates individual performance, contributes towards the professional and career development of his/her reportees .
· Acknowledges individual and collective efforts and performance.
· Embodies and transmits HI’s values, ensures respect of its code of conduct and institutional policies, is vigilant with regard to and individual and collective behaviors, and applies disciplinary measures when necessary.
· Coordinates the daily working interactions between project managers and support teams (technical and shared services, functional links), in order to facilitate project implementation in the country;

· Conduct regular project reviews with project managers and the regional TUM, MEAL unit and support services.
· Attends the Programme Steering Committee meeting conducted by the Regional Director.

    1.  Steers organizational transformation, in particular through managerial and work practice change and continuous improvement of working processes.

Responsibility 2: Contribution to the programme’s operational strategy and HI frameworks & regulations

    1.  Contributes to the development of the programme’s operational strategy, and its implementation and annual monitoring for his/her country, in liaison with the Regional Director.

 · In addition to the evaluation of ongoing projects, contribution to context and sector analysis, contribution to fundraising strategy, resource sizing, the M&E tool…

 · Contributes, with his/her portfolio of projects and donor data, to the annual monitoring of the StratOp and to next year’s programme planning (namely support missions and evaluations).

· In the event of a crisis/emergency, implements the framework and set-up decided by HI Operations Director.

    1. Implements the project part of the programme’s operational strategy, including fundraising and resource planning:

· Sizes and plans the necessary resources, recruits the project managers (ensure competencies adapted to the projects’ challenges and ambitions), develops and monitors their skills development plan, in liaison with the corresponding professional channels and the regional Human Resources manager.
· Contributes to the fundraising strategy defined in the programme’s operational strategy:
- Within the operational framework defined in the StratOp, identifies and transforms funding opportunities in the country, conducts the design and drafting of new projects (country scope) and contributes to the design, drafting and fundraising of major multi-country projects (under the responsibility of the TUM).
- Develops regular contacts with donors at field level and liaises with the Regional Director to ensure coherency with overall programming and fundraising strategy.
- In liaison with the Regional Technical Unit Manager, identifies and develops local
partnerships and/ or consortia with NGOs, institutions and companies on technical priorities or important topics in the country/region.
· Optimizes the allocation of resources at country level, and plans accordingly (including support missions) in liaison with the Regional Director.

    1. Ensures the deployment of and compliance with HI’s global frameworks, institutional policies and Standards. These include the mandatory reference frameworks (HI Mission & Values, HI Theory of Change:
      Access to services, etc.), all HI's institutional policies (Security / Code of Conduct and Protection / Bribery prevention / PME and Project Quality Framework / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels

 

    1. Ensures financial control and monitoring of projects under his/her responsibility:

implementation of evaluations and donor audit recommendations at country level.

· Facilitates internal audits (operational, financial and organizational), and ensures the

implementation of their recommendations.

 

    1. With regard to potential opportunities and risks, contributes to the monitoring and analysis of current developments in the country, in liaison with the Regional Director.

· At country level and in liaison with the Regional Director, implements the analysis and
monitoring of risks & opportunities related to HI’s presence and activities; implements the risk mitigation actions decided by the Regional Director; and ensures the implementation of a humanitarian watch and (when decided by the Regional Director) of an emergency preparedness plan in the country.
· In liaison with the Regional Director and the regional Security Advisor, implements the security plan and contributes to building a culture of safety & security at country level.

 

Responsibility 3: Legal representative

    1. He/she is the legal representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI. This includes:

· Employer’s representation responsibilities and compliance with local employment legislation.
· Communications on behalf of HI, in liaison with the Regional Director.
· Representation of HI vis-à-vis local, national, traditional, political, military and diplomatic authorities and bodies.

JOB CONTEXT :

Venezuela is going through a complex crisis, as a result of the progressive deterioration of its economy, the weakening of public system (health and education) and basic services (water and energy), and the loss of purchasing power among the population, which leaded to a dysfunctionality of the protection systems. In the medium term, inflation is expected to continue to rise, leading to increased poverty, deteriorating living conditions, food and drug shortages. The crisis hits especially the most vulnerable groups of the population, i.e. those who often have no choice but to stay in Venezuela, such as women, children, the elderly and people with disabilities and the need for international assistance is increasing.

 

The coronavirus crisis is worsening a situation already extremely delicate mostly in terms of access to health and other social services and food security. It is expected that the undernutrition and malnutrition rates will increase due to the confinement measures leading to the inability for people to sustain their livelihood and the increase of prices for basic needs services and goods.

 

Humanity & Inclusion is supporting local partners in improving the living conditions of the most vulnerable Venezuelan, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response includes inclusive humanitarian action, protection, physical and functional rehabilitation and MHPSS support, as well as access to food through cash-based intervention. Adaptations of project activities have been adopted to adjust to the Covid-19 related movement restrictions and health prevention necessary measures.

 

 

YOUR MISSION:

Under the line management of the Venezuela Country Manager, with the support of relevant Technical Referents (Regional/HQ), and in close coordination with other Project Managers and Support Departments, the Project Manager contributes to the implementation of the mandate and the 10-year strategy of HI in the country. Maintaining a multi-sector approach, he/she ensures optimal quality and impact of the projects implemented, by means of a delegation system with appropriate control mechanisms.

 

The Project Manager will contribute to the implementation and monitoring of HI’s partners intervention in the country providing coordination and technical expertise in thematic areas linked directly or indirectly with protection (case management, inclusion, food assistance, health).

 

Responsibility 1 : Management, Coordination and Representation

-You manage the project’s team (multi-sector): set individual objectives, evaluate performance, monitor competences and contribute towards professional development. Organise and lead regular team meetings;

-You manage the recruitment and selection of new team members when required;

-You ensure strict application and respect of the programme’s internal regulations by the project team;

-You manage the projects’ allocated budget, supporting local partners in financial planning and monitoring;

-You contribute to build and manage agreements with implementing partners;

-You build strong relations with partners’ health field teams and supervisors;

-You are the focal point for implementing partners, for the activities related his/her thematic areas, setting up periodical meetings to review project targets, indicators and challenges;

-You contribute to HI’s external influence building relationships with relevant stakeholder in national/local organizations, donors and key international organizations;

 

Responsibility 2: Expertise

-You provide technical expertise in the implementation of the project activities in areas linked with protection (case management, inclusion, food assistance);

-You provide technical guidance, ensuring that activities are implemented in line with HI and global protection standards and recommendations;

-You adapt project documentation and tools to international technical norms and standards and context;

-You identify technical challenges and propose solutions, as well as adjustments of project criteria based on needs analysis;

-You ensure the capacity building of projects partners providing continual technical support;

-You manage relationships with technical authorities when possible, service providers and other protection actors;

-You ensure a comprehensive and community approach is in place in coordination with the rehabilitation and mental health components.

-You contribute to promote inclusive humanitarian responses in the intervention;

 

Responsibility 3: Implementation and Monitoring

-You ensure project implementation, promoting an integrated and person-centred approach;

-You ensure project data management;

-You ensure project reporting, guaranty the proper archiving of information;

-You prepare and steer project evaluation and lessons learnt, ensuring technical learning from projects;

-You sschedule and organize projects cycle management meetings and project reviews with the team and implementing partners.

 

Responsibility 4: Strategy & business development

-You contribute to the review and implementation of programme or country operational strategy (StratOp);
-You contribute to the drafts of new project proposals for the continuity or expansion of the project in his/her area of expertise;

-You contribute to the drafting of technical strategies for the mission under lead of the Regional Specialists.

Venezuela is going through a complex economic, political and social crisis, as a result of the progressive deterioration of its economy, the scarcity of food and medicine, the weakening of public services (health and education) and basic services (water and energy), and the loss of purchasing power among the population.

The socio-economic crisis in led to the collapse of previously existing services and protection systems. The current humanitarian crisis is large-scale and the need for international assistance is increasing. In the medium term, inflation is expected to continue to rise, leading to increased poverty, deteriorating living conditions, food and drug shortages. The crisis hits especially the most vulnerable groups of the population, i.e. those who often have no choice but to stay in the country, such as women, children, the elderly and people with disabilities.

 

The coronavirus crisis is worsening a situation already extremely delicate mostly in terms of access to health and other social services and food security. It is expected that the undernutrition and malnutrition rates will increase due to the confinement measures leading to the inability for people to sustain their livelihood and the increase of prices for basic needs services and goods.

 

Humanity & Inclusion is implementing its intervention through local partners, with the aim to improve the living conditions of the most vulnerable Venezuelan, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response includes inclusive humanitarian action, protection, physical and functional rehabilitation and MHPSS support, as well as access to food through cash-based transfers (vouchers). 

An adaptation of the project activities has recently been adopted to adjust to the Covid-19 related movement restrictions and health prevention necessary measures.

 

YOUR MISSION:

Under the line management of the Latin America Country Manager, with the technical support of the Technical Referent (Regional/HQ), and in close coordination with Admin, Logistics, Finance and Human Resources Departments, the Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country. He/she ensures optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organization.

 

Responsibility 1: Management and Coordination
-You manage the project’s Rehabilitation team: Sets individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences, and provides feedback

JOB CONTEXT :

The Latin America Regional program has been officially launched in March 2020, hosted by Colombia with 3 affiliated programs (Cuba, Venezuela and the Andean program gathering Bolivia, Peru and Paraguay, though HI is not present in this last country).

In the region HI’s activities on mine action, physical rehabilitation, psychosocial support, socio economic inclusion livelihoods, protection, inclusive disaster risk reduction, and inclusive humanitarian action. Moreover, the organization strives to empower people with disabilities in the design and implementation of public policies.

A regional response to immediate emergency needs of migrants from Venezuela has taken shape in 2019 and is currently growing. In direct link with this emergency response, in July 2019, HI opened the program in Venezuela under the leadership of the Emergency Division. In March 2020, Venezuela has been transferred to the Geographic Division based in Brussels and became an affiliated country within the Regional Program.

Operational strategies are monitored annually by DP & Geographic Division Director based in Brussels.

The position will be supporting all the programs of the Latin America Regional Program. Namely Cuba, Bolivia/Peru, Colombia and Venezuela. The activities developed in those programs focus on a large portfolio of thematics: Humanitarian Mine Action (Colombia), Victim assistance (Colombia) Livelihood (Bolivia, Cuba, Colombia and Venezuela), DRR (Bolivia, Cuba, and Colombia), Rehabilitation (Bolivia, Colombia, and Venezuela), support to civil society (Colombia, Cuba, Venezuela).

 

To carry out the Latin America’s strategy, HI is looking for a Regional Director for 36 months

 

YOUR MISSION:

Reporting to the Geographical Director, The Latin America Regional Director contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy within his/her geographical scope. He/she ensures optimal quality and impact of the activities in the Programme, through a delegation system with appropriate control mechanisms. He/she shares with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organization.

  • In the country where he/she is based, the Regional Director is the legal representative of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI.
  • The Regional Director deploys HI’s full mandate and 2025 Strategy in his/her geographical area, with operational partners, institutions and/or donors, and steers organizational transformation in line with Lean, Shared Services and ROOTS projects. This is done through the development and implementation of the Programme’s Operational Strategy. In case of emergency, he/she takes responsibilities in accordance with the response framework defined.
  • In his/her geographical area, ensures compliance with his/her budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.)
  • In his/her geographical area, actively monitors and analyses context developments, in order to identify risks and opportunities.

Profil

  • You hold a Degree in social sciences, Management School, Master in Project Management or equivalent professional experience…
  • You have at least 2 years' experience in coordinating large distributions of cash assistance & at least 3 years’ experience in project design & management; You also know to manage a project remotely and how to work closely with local partners
  • You are experienced in working with highly vulnerable households (an experience with People with Disabilities would be an asset)
  • You have a good knowledge of protection mainstreaming principles, GBV and CP international guidelines
  • You know working independently and to take initiatives
  • You are patient, diplomatic and demonstrate interpersonal skills
  • You are fluent in Spanish + another language: English OR French

JOB CONTEXT :

HI is implementing an intervention through local partners, with the aim to improve the living conditions of the most vulnerable population, including persons with disabilities, by ensuring access to inclusive and quality services & livelihoods through a multi-sectoral response. The response includes inclusive humanitarian action, protection, physical and functional rehabilitation and MHPSS support, as well as access to food through cash-based transfers (vouchers). 

An adaptation of the project activities has recently been adopted to adjust to the Covid-19 related movement restrictions and health prevention necessary measures.

 

YOUR MISSION:

Under the responsibility of the Operation Manager, and with the technical support of the Technical Referent at HQ, you will be in charge of:

  • Contribute to the implementation of the intervention strategy in the basic needs sector
  • Lead the needs identification and response plans in the areas of intervention
  • Manage the implementation of the emergency distributions of food activities, by defining the most relevant modalities (in-kind, cash or vouchers) and ensuring the achievement of HI’s targets and results
  • Recruit, train and manage the program teams in the basic needs sector
  • Build capacities and follow-up implementing partners for distribution
  • Ensure regular data collection, data analysis and indicators’ follow-up for the programs under your responsibility, within the framework of HI Project Monitoring & Evaluation framework
  • Manage the activity budget for the programs under your responsibility
  • Ensure the respect of HI’s safeguarding policies as well as financial, logistical and HR procedures by the program teams
  • Represent HI with local authorities, local partners and other humanitarian actors in the intervention areas, in coordination with the Operation Manager

CONDITIONS:

  • Hardship allowance : 250€ net/month

YOUR MISSION:

As the mission is still not stabilized, The Field Rehabilitation Specialist will be in charge of ensuring the quality of physical and functional rehabilitation activity in the Health Project. Working closely with the Project Manager and the technical Project Officer, she/he will give the technical guidance and will frame the activities to respect the HI rehabilitation scope of intervention in emergency context. Strong emphasis will be put on assessing and supporting partner organisations working with persons with physical, sensorial and intellectual impairments.

In close link with other sectors, with The Operations Manager and the regional technical unit based in Bogota, the Field Rehabilitation Specialist will actively participate to the continuous assessment and analysis of the context, needs, gaps and resources to make technical recommendations in the development of the mission strategy.

 

The main responsibilities are :

TECHNICAL SUPPORT

-You participate to contextual and needs assessments upon the request of your line manager and make recommendations in accordance to it;

-You contribute to the design/adaptation of technical tools adapted to the specific context at base level, including the beneficiary pathway and referral pathway;

-You ensure the technical relevance of HI emergency intervention related to physical and functional rehabilitation activities;

-You create technical guidance and methodologies in her/his field of expertise to support programme strategy planning and implementation in the short and medium term;

-In link with the Project Manager, you support and ensure the capacity building of the physical and functional rehabilitation project officer;

-You develop/adapt and ensure the quality implementation of technical field tools (in collaboration with the Project Manager, the project officer and the MEAL manager) and ensure their overall coherence;

-You ensure necessary standards are met in all rehabilitation inputs/trainings provided to external stakeholders;

-You assess and develop the training plan for rehabilitation partner’s staff when needed;

-You provide technical support (technical validation of technical aids and equipment) to the Logistic Department in your field of expertise: mobility aids and other related items;

-You monitor and maintain compliance with standard HI guidelines related to your field of expertise;

-In link with the PM and the rehabilitation officer, you develop a training plan for the partner identified for rehabilitation. You provide the training and capacity building to the partner staff.

 

PROGRAM STRATEGY

-You contribute to the needs assessments

-You analyse physical and functional rehabilitation existing resources , needs and gaps

-You search for existing local association working with people with disabilities, analyzing potential partnerships

-You ensure the technical relevance and quality of HI intervention related to your field of expertise

-You ensure delimitation of the emergency rehabilitation intervention

-You promote HI approaches and ensuring coordination with other technical sectors

-You ensure coordination and coherence of our intervention amongst local and international actors, avoiding duplication and promoting complementarities

-You support in the recruitment of national rehabilitation staff

 

INTERNAL & EXTERNAL COORDINATION

-You ensure good internal coordination between technical and operation teams and partners;

-You ensure good internal coordination between sectors, promoting a comprehensive approach;

-You ensure close collaboration with other health actors;

-You support HI technical presence in all key and relevant external meetings and represent HI on all technical aspects on health and rehabilitation in relation to external partners;

-You share any relevant information with key colleagues;

 

REPORTING

-You support the teams to produce regular reports on HI activities (newsletters, case studies, etc.);

-You participate to the monthly situation report (SITREP) by providing relevant data related to your position;

-You provide regular reporting on your activities to your line manager upon his/her solicitation (coordination meeting, workshop meeting, etc.);

-You support donor reporting and participate in proposal writing for technical inputs;

-You ensure regular meetings with HQ focal points;

-You provide a mission report and/or handover document at the end of your contract to key colleagues (mission and HQ);
