REQUIREMENTS
- Degree in Accounting or Economics
- Minimum 5 years of professional experience
- Computer skills: MS Office, Advanced Excel, Accounting software (Unifield knowledge is a plus)
- Organized and precise
- Able to work in a team
- Client oriented
- NGO experience is an asset
- Ready to travel in the missions several times per year (3 field visits per year and 1 gap filling of 1-2 months)
- Written and spoken English and French
Description
Field Accounting Controller (m/f/x)
Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
CONTEXT
The Field Accounting Controller (FAC) is the point of contact for missions for all accounting related questions. He/she ensures at headquarters the quality of accounting in the missions and its conformance to MSF OCB accounting policies and procedures. He/she also provides primarily technical accounting software support.
RESPONSIBILITIES
- Check the monthly missions’ accounting closings and ensure compliance with Accounting rules
- Monitor missions’ monthly closing deadline and foster corrective actions in case of delays
- Collect missions mandated closing documentation and verify accounting procedures compliance
- Check compliance of expenses towards Chart of Accounts and verify quality of back-up documentation (invoices, PO/PR, RFP)
- Manage currency exchange rates that must be used in mission accounting
- Reconcile transfers, re-invoicing and expenses between headquarters and missions
- Manage import of mission accounting in headquarter accounting software and control balances
- Act as first point of contact for mission accounting software issues
- Act as focal point for external audits and prepare audit documentation files
- Implement audit recommendations
- Ensure proper archiving at headquarter of paper or digital mission accounting documents
Finance related tasks
- Prepare the financial reports for donors and ensure eligibility of expenses for related contracts
- Allocate expenses to financial contracts in HQ system
- Organize and provide Accounting and accounting software training
- Participate in the development of new tools and/or procedures
- Participate in HR briefing and debriefs of expatriates with finance profiles
- Participate in the recruitment of Accounting Managers working in the missions
- Visit the missions to provide support according to the agreed terms of reference
CONDITIONS
- Expected starting date: Asap
- Contract type: Open-ended contract (CDI), full-time
- Location: based in Brussels, Belgium (with Field visits)
- Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
