REQUIREMENTS
- University degree or proven experience in education, management, adult learning and humanitarian action
- Minimum 3 years of professional experience in team management
- Experience in coordination position within MSF is a strong asset
- Education and/or experience in Adult Learning
- Further education or experience in Digital Learning Program Design, Agile and participative management, Change Management, coaching or equivalent is an asset
- Capacity to propose learning strategies, innovative learning methods, and technologies
- Strong interpersonal and intercultural communication skills
- Leadership, Team player and cross functional attitude
- Very good aptitude for listening and dialogue
- Fluent both in French and in English
Description
Médecins Sans Frontières (MSF) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed or political affiliation.
MSF Operational Centre Brussels is looking for a Learning and Development Team Leader based Abidjan, Ivory Coast
CONTEXT
One of the strategic goals of the People Development Hub and specifically of the Learning & Development (LnD) teams is to co-create and support LnD closer to the workplace by further securing connection to the field and transforming learning & development. This is in line with MSF Operational Center Belgium (OCB) Field Re-Centralisation program and the willingness to become a Networked Operational Center (OC).
For the LnD, this passes by different pillars such as boosting the learning culture in operations, transforming the learning offer, strengthening the capacity of the HR Dev teams and especially by increasing the LnD capacity in the field.
By increasing the LnD capacity in the field, we mean that the field teams should be able to perform a learning and development needs analysis; be creative in defining LnD solutions in the project/ country/ region, to network with existing LnD partners (other OCs, other NGOs, academia, …) and co-create LnD solutions.
For the reasons above, we have decided to continue investing in the LnD center in Abidjan and to add a resource that is able to implement our vision in terms of LnD, the Learning and Development team leader.
The Learning & Development Team Leader works in close cooperation with the Development Circle, HR OPS Hub and other departments and reports directly to the People Development Hub Coordinator.
RESPONSIBILITIES
The main areas of responsibility of the Learning & Development Team Leader are:
To act as a team manager for the Learning & Development unit (around 3 people):
- Define and organize the priorities of the LnD unit of Abidjan in line with the general strategy of the Hub and the LnD strategy
- Follow-up of decision making and of their implementation
- Ensure proper communication and flow of information to and from the team
- Follow-up of different projects in link with the unit and the hub
- People management: available for team members, manage eventual conflicts and the well-being of the teams, propose individual development plans
- From late in 2022 possibly also be the manager for the support roles (ie cleaners, drivers….) and the center
To contribute within the HR Department, to the definition and implementation of the OCB’s vision, policies, processes & specifically to the Learning and Development strategy
- Ensures main goals & objectives of the LnD unit in Central Africa and People Development hub are achieved
- Ensures alignment and consistency of the Learning and Development strategy with internal partners
- Contribute to the definition and the implementation of management/monitoring tools
- Ensures the relevance and the efficiency of processes and policies (existing and to be developed)
In direct collaboration with the People Management Learning officer and other key stakeholders, advises missions on development of management and leadership programmes and support in their implementation as needed
- Coordinate with the People Management Learning officer to ensure complete knowledge of the overall LnD initiatives linked to people management and leadership
- Liaise with missions stakeholders to ensure awareness of available support
- Consults with missions to define together their needs and how to answer them
- Makes available and adapt the needed resources, in consultation with other stakeholders
When needed, coordinate and facilitate learning events linked to People Management and leadership and ensure their follow up
Communication:
- Liaise with internal & external stakeholders
- Support team members while representing the Abidjan unit within the People Development Hub and with other departments
- Promoting the Learning and Development activities inside OCB and with counterparts
- Link with WACA and Dakar to find opportunities for synergies and mutuallization
- Ensures a broad understanding of the local and regional service providers linked to the People development activities and sets up. Analyze possibilities of collaboration and partnerships.
CONDITIONS
- Expected starting date: Asap
- Contract type: 2-year contract, can be extended, Full-time (100%)
- Location: based in Abidjan, Ivory Coast
- Some travels to Brussels and in the region
- The contractual conditions will be established based on candidate residency and administrative constraints (work permit, etc) and in respect of MSF function grids and salary policies.
