Candidate profile
- 5 years of relevant experience in the LOG sector of a medical humanitarian NGO
- Capacity to set build and implement a strategic vision in the domain of LOG
- Capacity for strategic analysis
- Capacity to manage change
- Tactical competencies in operational LOG
- Capacity to build and maintain networks
- Charisma and ability to motivate and motivate a large groups of people
- Public speaking skills
- Capacity to evolve in a multi-technical environment
- Ability to integrate constraints from several different technical domains into operations
- Diplomacy
- Good level of French and English, both oral and written
- Adhere to our managerial values: Respect, Transparency, Integrity, Accountability, Trust, Empowerment
- Minimal commitment of 4 years in the position
Conditions
- Open ended contract - Moral engagement of 4 years
- Full time - based in Brussels (Ixelles) with regular field visits and potential Gap Filling on the field

Description
Context
According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfillment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.
The Department consists of 5 main poles. Currently: Front Office Unit, Back Office Unit, Resources Unit, Facility Management Unit and Espace Bruno Corbe Unit.
Mission of the position
- Develop and implement the OCB LOG department vision and strategy
- Ensure that logistical resources, technical and tactical expertise are provided to MSF staff and beneficiaries at optimal quality and cost
Challenges
- Integrating the Log vision into the reality of the MSF context
- Adapting and integrating available LOG technology to humanitarian realities and needs
- Integrating appropriate Human Resources (in terms of skills and experiences) into the MSF reality
- Dimensioning the correct logistical responses in view of the highly fluctuating volume and diversity of MSF activity
People Management
- Direct hierarchical reports: 5 headquarters based staffIndirect
- reports: 40 - 50 headquarters based staff
- Community leadership of approximately 700 field-based LOG Technicians and Tacticians
Job Profile
The Logistic Department Director reports to the OCB Deputy General Director, and his/her key responsibilities include
- Appropriate and continue the rollout of the existing ‘Log Vision 2017 – 2020’ and starting 2019, define a new vision/strategy for the OCB LOG Department in line with OCB and MSF movement strategy, taking into consideration the reality of the context in which OCB operates, and with a view to ensuring a capacity for current and future activities
- Plan, budget and implement the departmental vision/strategy. Monitor and adjust based on results and financial means available
- Participate in the LOG Department Management Team (known as the ‘Log Committee’: Log Director, 3 Managers and 1 Team Leader) as an equal. This platform defines departmental management strategy and objectives, allocates roles and responsibilities and is accountable for the delivery of departmental strategy and objectives
- Coordinate the different units of the LOG Department in order to ensure efficient deployment of resources and services
- Recruit, manage and develop the 5 staff under his/her direct hierarchical responsibility
- Represent the interests/position/needs of the OCB LOG Department towards the rest of OCB, the MSF movement, the humanitarian sector, civil society and general public
- As a member of the MSF OCB Directors Committee, contribute to the debates and organizational and operational decisions
