- Bachelor’s degree in a relevant field, masters preferred
- At least 5 years of experience in general administration, budget management, HR management
- Proven skills in report writing and editing
- Experience in creating and maintaining networks

- Excellent command of French and English, both written and spoken

Description
Médecins Sans Frontières is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of origin, religion, creed, or political affiliation. To develop this work from our headquarters in Brussels the Medical department of the Operational Centre Brussels is recruiting an: MSF Academy Admin Responsible (m/f)
CONTEXT
Healthcare professionals – from community health workers and nursing staff to surgeons and medical coordinators – are MSF’s most valuable resource. And yet, MSF projects in many countries are confronted with failing health systems and a high dependency on external expertise. In 2016, MSF therefore decided to invest more, and more strategically, in the development of local healthcare workers through the creation of the MSF Academy for Healthcare.
Today, the MSF Academy for Healthcare offers continuous professional development and targeted on-the-job and bedside training in several countries across sub-Saharan Africa. Each programme is tailored around local realities, resources and constraints, but all incorporate a blended learning approach, draw on a mix of resources and methods (short lectures or videos, bedside teaching, e-learning, etc.), and place a strong emphasis on the role of tutors and mentors. Partnerships with schools, universities and health authorities inside and outside Africa reinforce the theoretical backbone of the courses and provide participants with official recognition and certification of the competencies they acquire.
MSF Academy for Healthcare training programmes are designed for MSF and Ministry of Health staff according to operational priorities identified by MSF. Five courses have been launched so far:
- Hospital nursing;
- Anaesthetics scholarship for certified nurses;
- Post-Graduate Diploma in Infectious Diseases for medical doctors;
- Master’s Course in Medical Humanitarian Action for present and future medical coordinators;
- Outpatient care.
Possible future additions to the MSF Academy for Healthcare project portfolio include courses in antibiotic resistance, hospital management, paediatrics and surgery.
The overall objective of the MSF Academy for Healthcare is to improve the quality of healthcare provided in MSF projects by means of professional, competency-based education and training for health staff working within or alongside the organisation. Based on the operational priorities identified by MSF, the MSF Academy for Healthcare focuses on medical and paramedical professionals such as doctors, nurses and clinical officers in low-income countries with the greatest health needs and disease-burdens, starting with the Central African Republic (CAR), the Democratic Republic of Congo (DRC), Sierra Leone and South Sudan.
As well as improving the quality of healthcare provided in MSF projects, the innovative teaching methodologies and certified competency-based courses organised by the MSF Academy for Healthcare create more career paths for a variety of health workers and help strengthen local health systems.
OBJECTIVES OF THE POSITION
The position of Admin Responsible has two principle reasons of being:· the growth of the Academy in volume and complexity creates a larger burden of simple and complex administrative tasks for the core management team, and
· in 2020, we expect to start 2 courses (Master’s in Medical Humanitarian Action-MSc MHA and Post Graduate Diploma in Infectious Diseases - PG Dip ID) at academic level where participants will both be enrolled in the academic program and have a special pathway of field missions that are linked to the learning path. This will require a specific administrative follow up.
Positioning within the organization
The director of the MSF Academy reports to the Medical Director of OCB (MSF’s Operational Center in Brussels). The core team MSF Academy is currently composed of 3 project managers, among which the director himself, the goal being to have a quite horizontal management structure. The secondary circle will bring in the technical support to the projects, whether long term or more punctual (e.g. for explos etc.). Then, finally, the Academy also includes field positions for the implementation of specific projects in the missions.Overall, the team of the Academy is relatively small, and wants to maintain an approach that every member can contribute to the general strategy of the projects, while being available for specific tasks outside its expertise or profile to contribute to the projects.
The Admin Responsible will be in charge of providing comprehensive input and support to the core management team in the promotion and execution of the mission of the MSF Academy for Healthcare.
Main Activities
General administrative support
- Responsible for the internal communication (weekly updates, annual reporting, movements…), which also includes, a.o. the planning, organising and minute taking of various meetings (internal, steering committee, etc.).
- Responsible for tracking and following up action items, deliverables and other commitments identified to ensure assigned tasks are completed according to meetings agreements
- Routine budget and human resources follow-up of all MSF Academy activities, which can also entail the drafting of specific guidelines with the relevant depts
- Management of specific projects for the MSF Aca core team
- Elaborates communication material on the activities of the MSF Academy, under the supervision of Sabine, a.o. activity reports, publications, articles etc.
- Overall support or work on specific files, as per the needs of the small core team
Administrative support to the participants of the MSc MHA and the PG Dip ID
- Responsible to organise the selection and enrolment of the participants in both courses.
- Main interaction at administrative level with both partner universities (Liverpool School of Tropical Medicine (UK) and Stellenbosch University (South Africa))
- Responsible to manage the field mission planning with Operations and HR for all participants. Increasingly, participants will come from different Operational Centres, which will make this task more complex.
- Interface with the different MSF Initiatives similar to this one to ensure that there is a common approach, or informed differences – will also contribute to a potential overall policy
- Be a focal point for specific needs for the participants.
- Support the work of the course tutors and course directors.
