 Strategic Buyer Indirect Spend (m/f/x) – Brussels – MSF Belgium

CONTEXT

Within MSF OCB (Operational Centre Brussels), direct spend (Medical and Logistical items) are being procured through MSF Supply's Procurement Department. Since August 2012, as part of the OCB's supply chain strategy, the Procurement Department has expanded its mandate to include in-the-field procurement and Headquarters’ related procurement for goods and services. Consequently, two Procurement teams have been added to the OCB’s Supply Chain Department, one focusing on the Field, the other focusing on the headquarters (HQ) located in Ixelles, Belgium.

For the HQ team, we are looking for a new Strategic Buyer Indirect spend. The total annual spend at HQ amounts to € 15 million. All annual operational expenditure with a spend value higher than 50K € will be within scope. Main procurement categories to procure are fundraising, communication, finance, facility management, consultancy, logistical and medical services, ICT, and HR. Next to the Ixelles HQ, MSF Supply (Neder-over-Heembeek) and EBC (Espace Bruno Corbé) will require support in the procurement of service-related categories.

MSPP (MSF Strategic Procurement Program) is having the ambition is to develop, structure and organize the procurement function at movement level to leverage the value brought by procurement function to the organization. Taking the lead and contributing to international MSF-wide source-to-purchase projects will be part of the responsibility.

RESPONSIBILITIES

  • Analyze the indirect spend in scope, categorize and define opportunities. Follow up on budget and project portfolio on a regular basis.
  • Connect with the relevant stakeholders to define their needs and present opportunities.
  • Analyze the market, follow up trends, bring market intelligence and innovations to MSF OCB for the relevant categories.
  • Take the lead in the supplier selection process, drawing up RFx templates and analyzing the offers.
  • Closely collaborate with Legal Department for reviewing new contracts. Negotiate and renew existing contracts.
  • Initiate supplier onboarding, being responsible for vendor master data.
  • Follow up on supplier performance by organizing Business Review Meetings and striving for continuous improvement.
  • Along the entire procurement process, be responsible for the supplier relationship.
  • Be accountable for supplier risk management, keep processes, procedures and templates up to date and deliver continuous savings.
  • Contribute or take the lead in MSF international projects (MSPP). Support the Category Managers (ICT, Travel and Partner Sections) by connecting them to the OCB stakeholders. Participate in MSPP working groups on tools, templates, way of working, sustainability, …

Hospital Facility Management Referent (m/f/x) – Brussels – MSF Belgium

CONTEXT

The Hospital Management Support Unit (HMSU) is a multidisciplinary, interdepartmental team, set up within the Medical Department of MSF OCB (Operational Center Brussels). To manage hospitals in their proper context and in coherence with OCB strategic objectives, the HMSU has a transversal role with respect to the different Cells making up the Operational Department, and therefore depends on each of them for guidance on strategy and context to ensure informed guidance and recommendations from the unit.

The HMSU develops expertise in hospital management and in close collaboration with supporting departments, provides expertise support to the team managing the hospitals. For all specific hospital management issues this Unit is the direct interface between HQ and the field. Each member has responsibility for a specific domain, here hospital facilities management, under the supervision of the unit's team leader (hierarchical link) with a functional link to the Deputy LSU Coordinator of the Logistics Department. Within the Unit, the Logistics Department is represented by the Hospital Facilities Management Referent.

The HMSU underwent an internal evaluation at the end of 2020 and throughout 2021 went through a transition phase revising the team structure, location within OCB and its function. This included a consultation exercise following the evaluation to guide the transition inclusive of field and operations voices. The HMSU now has an action plan with objectives that are directly taken from the consultations, equally identified as priority issues by the experts of the HMSU. Six transversal objectives have been defined for 2022 accompanied by vertical objectives linked to the professional domains that make up the HMSU team. During 2022, the unit will work to develop longer term vision and to support the long-term investment and planning required for hospitals.

The Hospital Facility Management Referent (HFMR) is responsible within the Unit to ensure continuity of service and provide an adequate environment for the medical teams and beneficiaries. It integrates people, place, process and technology to meet the following requirements: effectiveness & functionality of the premises, safety of the occupants, safety of the equipment and efficiency. It encompasses multiple technical domains as well as a strong management component, to keep an overview on activities (maintenance, new works, monitoring) and manage multidisciplinary teams. S/he Provides support to HFM Directors/ Managers with a direct communication line to the field as an advisor. The HFMR is moreover the guarantor of the coherence and quality of HFM responses to the operational requirements of hospitals in OCB.                                                                                 

With the HMSU team, the HFMR fosters transversal support to hospital management teams. Increases visibility to enable teams to profit from the unit’s expertise and joins relevant steering committees and circles (functional working groups) to ensure HMSU perspectives are considered.

RESPONSIBILITIES

1. The HFMR participates in the development of health facilities expertise in OCB, and more particularly in management of hospital infrastructures, in close collaboration with members of the HMSU and the Log Department at HQ:

The HFMR participates in the development of a horizontal hospital management policy including structures, process and culture.

  • In the development, both at HQ and in the field, of HR with expertise in Health Facility Management, particularly by establishing training programmes, coaching and outside collaboration.
  • Development and coordination of management and HFM support tools (protocols, guidelines, specialised software, data management, etc …) for managers in hospitals.

2. The HFMR has a supporting role vis-à-vis hospital in portfolio

The HFMR has a direct supporting role with the hospital's management team, particularly the Hospital Facility Director/ Manager, for topics related to:

  • Development of hospital maintenance strategy contextualized to the specific requirements of the hospital.
  • Planning of new works (adaptation of the infrastructures regarding new programs and/or reorientation of the programs)
  • Inventory and risk management regarding infrastructures
  • Organization and management of the different maintenance tools (preventive and corrective)
  • Budget monitoring of the technical activities, the infrastructures and equipment of the hospitals
  • HR settings and needs of the technical teams

The HFMR is moreover responsible, in collaboration with the cell Logs, for:

  • Definition of materials and equipment needed as well as how it is used and the maintenance program
  • Supporting the preparation of master plans, in collaboration with the unit, relevant people in the hospital and other HQ supporting departments
  • Providing direct support in setting-up infrastructures during the commissioning phase of new health facilities, right after the temporary reception of the structures
  • Defining the fire safety program for the master plan

For all these issues, the HFMR collaborates with, and is the interface of the hospitals and the key contacts in the Log Department.

For all issues having an impact on the context and/or the strategy, the HFMR listens to and supports the field teams, using their expertise to provide guidance. The HFMR offers support and recommendations to the Log Cell.

HFMR links to the Logistic Coordinator of the concerned mission to give recommendations on the strategy.

3. The HFMR participates in the setting up and development of a Pool of Hospital Facility Management profiles capable of having a specific responsibility in Hospital Team Management, in collaboration with the Pool Managers and Development advisors. The HFMR therefore:

  • Participates in the recruitment of the Hospital Facility Managers profiles;
  • Identifies training requirements for these profiles;
  • Takes part in the organization of some specific related trainings.

4. The HFMR is responsible for technical information and data management at Unit level:

  • The HFMR ensures that a data management system is set up in hospitals and monitored.
  • The HFMR ensures that logistics information, data and reports regarding hospitals in portfolio are compiled and distributed to the relevant bodies.
  • The HFMR ensures that such information is analyzed and that any measures and actions to be adopted are followed up.

5. The HFMR participates in the development of external partnership arrangements, in collaboration with the various supporting departments, to reinforce OCB's hospital management expertise.

6. The HFMR participates in evaluation of hospital management quality, in close collaboration with members of the HMSU and HQ supporting departments. The HFMR therefore participates in:

  • Development of methodology, evaluation tools, and qualitative and quantitative indicators for hospital management.
  • Field visits organized regularly to evaluate procedures and organisation at OCB hospitals.

OBJECTIVES OF HMSU for 2022

  • Development of a hospital management mind map to serve as the base of a framework for hospital management.
  • Redesigning the Hospital Management Team Training (HMTT).
  • Developing and implementing hospital management performance indicators, inclusive of hospital dashboards to support day to day monitoring and analysis over time.
  • Defining auxiliary service management in hospitals, including place and function.
  • Developing model organograms based on size and specificity of hospitals as a package to guide teams in designing and planning hospital management teams.
  • Reviewing the eight hospital committees drafted by the former HMU.

DBA est actif principalement d’une part dans les domaines de l’Education à la Citoyenneté Mondiale et Solidaire (ECMS) auprès de jeunes adolescent.e.s et d’autre part dans le montage et le financement de programmes/projets en agriculture familiale dans 6 pays d’Afrique.
 
Créée en 1987, DBA est une organisation belge, reconnue comme ONG et comme Organisation Jeunesse, qui, depuis près de 35 ans, mène des actions d’éducation et de coopération au développement Nord/Sud.
 
Au Nord, nous accompagnons les citoyen.ne.s de Belgique, en particulier les adolescent.e.s entre 15 et 18 ans, dans une prise de conscience des enjeux du monde contemporain et dans le renforcement de leurs capacités à s'engager de façon responsable, active, critique et solidaire dans ce monde en transition.

The Belgium mission is looking for a Head of Mission (m/f/x)

CONTEXT

MSF's mission in Belgium aims to address, through a multidisciplinary and collaborative approach, the health needs and key social determinants of most vulnerable populations, including migrants and undocumented people, resulting from widespread conditions of social exclusion and exacerbated by restrictive policies, while proactively engaging and promoting institutional change. As part of its objectives, the Belgium mission also intends to respond to specific emergencies (COVID for example). 

The Belgium mission is therefore focusing on populations that are:

  • On a migration journey within Belgium and the EU (extra-territoriality).
  • Invisible and outside the existing social system and hence extremely vulnerable.

Through:

  • Ensuring provision of a holistic, multidisciplinary and multi-partners response.
  • Addressing a fluid and changing environment and being able to respond quickly to emerging needs.
  • Ensuring Documentation, analysis, communication and advocacy.

A core “Regional Support Team” (RST) is being developed in Brussels and will be the interlocutor of the operational teams in Belgium, Greece/Balkan and Italy. Along the year 2022, the Belgian operations will engage in the reform driven by OCB’s Field recentralization programme/FRC, which aims at reinforcing the autonomy of the project teams by strengthening their responsibility and skills and adapting the support at country, regional & global levels. This process will review which specific support to the projects is essential at the country level and propose a possible transformation of the current coordination team (with change of responsibilities, roles & titles) into country support teams (CST). The FRC also aims at increasing access to internal knowledge & expertise at global level (referents/advisors). 

Key note: this Job Description is subject to change based on the reform that will be driven by the field recentralisation programme of OCB.

RESPONSABILITES

The Head of Mission (HoM) is responsible for overall MSF’s operational response in Belgium. In collaboration with the Regional Support & project teams, the Belgium mission HoM is defining the operational strategy at country level. S/he is supporting the project teams in MSF’s programs execution and ensures their consistencies. The HoM works closely with the PC(s) in representing MSF’s interests before third parties. S/he is ensuring the compliance to MSF’s charter, ethical standards and policies as well as international and national laws and regulations, in order to realize organizational objectives and reach quality targets for the mission.

S/he oversees the development of the necessary analysis and networks (political, humanitarian, medical, and civil society) to pass MSF overall messages on migration and relevant topics (communication) and influence Belgian authorities, policymakers and the wider public (advocacy). S/he supports operations’ positioning aiming at gaining influence on Belgium as an EU member state and as a host country to refugees, asylum seekers and undocumented migrants; and further develops and implements the advocacy strategy in link with migrant’s policy, mental health, migration and COVID.

It means:

  • Guide the development of the operational country strategy, which means to define, monitor and update the MSF's policy, annual plan and budget in the country, translating the identified needs into an operational framework and project objectives, monitor developments in MSF’s strategy and adapt the annual plan of the mission accordingly.  The activities will be carried out in conjunction with the Belgian governmental services and the other organizations, in accordance with MSF values, medical ethics and the quality of medical programs (relevance, effectiveness, safety, adequacy and accessibility of MSF's medical missions, "best practices" in medical care of patients).
  • Monitor and analyse the political, humanitarian and security situation in Belgium for targeted population, and provide the project(s) with timely analysis about, but not limited to, migration, mental health, asylum reception system in which MSF operates, or follow the epidemiological situation in-country (COVID for example).
  • Monitor the emergence of acute crisis in country and participate in the "launch" (direct or support) of emergency responses (e.g. population influx) or exploratory missions while developing an MSF country emergency preparedness capacity.
  • In collaboration with the RST, coordination team and field staff, actively participate in the development of field recentralisation/FRC process and accompany the implementation of the proposed modification of the organizational set-up.
  • Produce all required planning and program performance reports in line with the HQ reporting cycle. Promote and provide adequate ad hoc reporting in line with in-country operational and advocacy strategy.
  • Develop and maintain a network of relevant contacts for MSF operations with all the relevant actors and with regional and federal levels. It means to ensure regular contacts and collaboration with competent authorities and donors, MSF partners and all other actors (including academics or localized citizenship initiative) in relevant fields of intervention.  This also includes to work closely with other MSF missions in the EU on the operational aspects (strategy, medical, etc.) of responses to migration in Europe, or any other relevant thematic.
  • Develop and lead advocacy strategies in collaboration with the projects, including stakeholders and power mappings, data collection systems. Provide analysis and increase the knowledge of MSF on current policy issues in Belgium relevant for MSF.
  • In close collaboration with the advocacy manager & project coordinator(s), develop and support an internal and external communication policy for the mission projects in-country. Represent MSF and defend MSF's positions towards the Belgian authorities and general public based on operational realities, through attendance to relevant meetings, strategic interactions with officials, briefings of relevant contacts, high-level correspondence, as well as public/media intervention.
  • Implement Human Resources policy and ensure that MSF acts as a responsible employer in terms of working conditions and reduction of security and health risks (duty of care).
  • Directly support the project coordinators in the implementation of the activities, with the aim of ensuring high quality assistance to the population and achievement of the objectives of the mission.
  • Facilitate communication, information exchange and active participation of all staff in the development of the mission, reaffirming MSF's values and philosophy to improve team motivation and commitment.
  • Fostering a multi-disciplinary transversal approach.
  • In close collaboration with the HR FIN coordinator, support the definition of development HR policy, including adequate training opportunities, detachment, adequate regular briefings/debriefings.
  • Responsible for proposing a realistic budget frame for the agreed operations and accountable for the budget follow up and adaptations together with the HR FIN coordinator.
  • Ensure the associative character of MSF is reflected in the briefing of all MSF staff.

Description

MSF's mission in Belgium aims to address, through a multidisciplinary and collaborative approach, the health needs and key social determinants of the most vulnerable segments of the population, including migrants in transit, undocumented migrants and unaccompanied minors, while proactively engaging in assessing main difficulties and promoting institutional change.

The ongoing projects in Belgium include:

  • Active participation in the Humanitarian Hub, where several organisations provide a wide range of services to vulnerable populations. In this structure, mental health care (first line) is provided by Médecins Sans Frontières. A second line service has also been created to provide psychological follow-up and respond to identified needs.
  • Outreach activity initially designed to support the response to COVID-19 in Belgium among the most vulnerable populations. The mobile team, also composed of various organisations, intervenes in non-accredited structures (such as squats) and accredited structures in terms of awareness-raising, prevention and control of infections, health promotion and referral to psycho-social-medical care if necessary.
  • Shelter and psychosocial support for 80 unaccompanied minors.

As a nurse within the unaccompanied minors project, you will be the focal point for medical requests and provide a general support within the center. You will provide nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population.

RESPONSIBILITIES

  • Ensure a nursing permanence on a daily basis (Monday to Friday).
  • Know, promote, implement and follow up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures and ensuring high standards of hygiene of his/her working environment. Respect medical confidentiality at all times.
  • Ensure a first triage on suspected COVID and initiate the testing and isolation procedures if need be.
  • Focal point for medical requests for the residents, answer their medical questions, and refer them to the appropriate people and services for non-medical and medical issues. It implies a lot of communication and follow up with medical and non-medical actors on daily basis.
  • Organize and carry out care treatments according to medical prescriptions.
  • In case of medical emergency, provide first aid and call the emergency services if necessary.
  • Focal point for the follow up of administrative procedures with the authorities related with the rights to medical assistance in Belgium.
  • Organize health education of the residents.
  • Report any problematic situations and cases that may arise.
  • Share information on a regular basis with colleagues and partners about certain needs and situations that arise.
  • Participate to coordination and medico-psycho-social meetings.
  • Manage a team of two intercultural mediators specifically dedicated to the medical services.
  • Ensure data collection and monthly reporting.

Installé officiellement depuis 2004, à l’initiative de la Région Wallonne, des Communautés Française et Germanophone et de la Commission Communautaire Française de la Région de Bruxelles-Capitale, le Conseil Wallonie Bruxelles de la Coopération Internationale (CWBCI) est composé de 23 membres. Ceux-ci représentent les acteurs de la société civile wallonne et bruxelloise, dans le domaine de la coopération avec les pays en développement et l’éducation à la solidarité internationale pour le développement, à savoir, les ONG, les villes et communes, les syndicats, les fédérations d’entreprises, les universités, les hautes écoles et les mutualités.
 
Conformément aux termes de l’article 2 de l’Accord portant sa création, le Conseil exerce une mission consultative auprès des Gouvernements et du Collège dans l’élaboration et la mise en œuvre des politiques qui relèvent des compétences des parties contractantes et qui sont développées avec ou à l’égard des pays en voie de développement.
 
Sans préjudice des compétences fédérales en la matière, le CWBCI formule donc, à la demande des Ministres ou d’initiative, tout avis et propositions sur la politique générale de la coopération internationale. Le Conseil peut notamment :
  • Proposer des pays et/ou régions et/ou des secteurs d’activités prioritaires aux Gouvernements et au Collège, sur base de modalités convenues entre ceux-ci ;
  • Rendre un avis sur toute proposition ou projet législatif en matière de coopération internationale ;
  • Formuler des propositions particulièrement en ce qui concerne la sensibilisation et l’éducation au développement, l’implication des personnes étrangères ou d’origine étrangère et la décentralisation de la politique au développement via un rôle accru des pouvoirs locaux ;
  • Être consulté à l’occasion de l’évaluation externe de la politique des Gouvernements en matière de coopération et de solidarité internationale, et le cas échéant, formuler de nouvelles propositions aux Gouvernements et au Collège ;
  • Proposer aux Gouvernements et au Collège la fixation des critères de qualité de la politique de coopération internationale ;
  • Organiser, en concertation avec les Ministres, un forum annuel réunissant tous les acteurs du développement.
Pour mener à bien ces missions, le CWBCI dispose d’un secrétariat exécutif depuis février 2014. RESPONSIBILITIES

Providing first and second line psychological support to patients according to MSF principles, standards and procedures in order to improve the patients’ mental health.

  • Carrying out evaluation of mental health needs of patients and establishing a diagnosis and a plan of treatment.
  • Provide follow-up consultations to beneficiaries in need for on-going mental health support
  • Collaborate with team members in providing patient centered multidisciplinary and culturally adapted care and refer adequately to psychiatric sessions based on needs.
  • Ensure patients receive appropriate care and that those with lack of autonomy and/or medical needs received the support needed.
  • Carry out admission, surveillance and follow-up of patients (i.e. assessment of the evolution of their state of health and the identification of any emergencies or deterioration of the patient).
  • Organize hospitalizations or MEO if necessary, in collaboration with the medical team.
  • Referring patients to other mental health professionals or other services, in order to provide the most appropriate treatment and improve the patient's condition.
  • Carry out and supervise administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, etc.), ensuring an appropriate written/oral handover, and reporting any problematic situations and cases that may arise.
  • Closely collaborate with the services in HUB, promoting a multidisciplinary approach, in order to obtain the best possible result according the patient ‘s needs.
  • Providing psychological support to patients according to MSF protocols in order to improve their mental health condition through individual consultations, co-consultations, group sessions
  • Assisting and training staff members, and partner organizations whenever necessary in order to enhance the scope of MH activities and strengthen collaborations.
  • Working in close collaboration with cultural mediators in order to ensure appropriate terminology and behavior during sessions.
  • Facilitating group activities related to mental health (e.g. psychoeducation, therapeutic groups, etc.)
  • Collecting statistical and monitoring data about mental health activities.

Contexte 

 

Les valeurs démocratiques, l’Etat de droit sont challengés dans le monde et dans nos sociétés. Alors que de nombreuses études démontrent que les systèmes inclusifs et démocratiques profitent concrètement au développement durable des sociétés, la survenance de crises sanitaires, économiques ou de conflits sociaux éprouvent ces systèmes. 

Avec le soutien financier de l’Union Européenne dans le cadre de la « Team Europe Initiative » globale « Democracy », Enabel, va s’investir dans la création d’un secrétariat d’appui à la gouvernance démocratique et de défense de ces valeurs. Cette structure de coordination basée à Bruxelles vise à fédérer les énergies dans le domaine de la démocratie et à favoriser la coordination entre Etats Membres et l’UE ainsi que les interactions avec les organisations de la société civile et de mobiliser les réseaux et l’expertise en appui aux délégations et pays partenaires. Trois thématiques prioritaires sont à ce jour mises en lumière : - Redevabilité  et État de droit, Participation politique et citoyenne, Médias et numérique. D'autres agences pourront rejoindre la structure à l’issue des 20 mois prévus initialement pour le projet.  

Trois domaines de résultats sont attendus dans le cadre du présent projet  : 

  • Des réseaux d'États membres, d'organisations de la société civile, de praticiens et d'autres partenaires dans le domaine de la démocratie, de la bonne gouvernance, des médias et de la numérisation, de l'égalité des sexes et des droits de l'homme, au niveau politique et opérationnel, visant à promouvoir le dialogue et l'action conjointe en matière de démocratie, sont opérationnels.  

  • La Coordination, la communication, la production et partage de connaissances entre les membres des réseaux.    

  • La sensibilisation des membres du réseau aux activités du TED dans le domaine de la démocratie, de la bonne gouvernance, de l'égalité des sexes et des droits de l'homme dans certains pays partenaires.

  • Vous contribuez à l’assurance qualité ainsi qu’à la capitalisation et à la gestion des connaissances ;

Par ailleurs, vous mettez régulièrement vos connaissances dans le secteur à jour (lectures, (e-) conférences, participation à des réseaux d’expert·es…) et les partagez avec vos collègues dans le but d’améliorer les pratiques et les connaissances en lien avec le projet. 

Vous avez à cœur d’introduire les nouvelles technologies dans le processus d’apprentissage des collaborateur.rices et des partenaires, et vous favorisez le développement du numérique avec les expert.es “Digital for Development” (“D4D”) d’Enabel.

Expériences requises  

  • Minimum 2 ans d’expérience pertinente en mobilisation et en gestion d’expertises (consultances, bases de données) dans le domaine de la gouvernance, de l’état de droit et de la participation.  

 

Compétences et connaissances requises 

 

  • Connaissances des problématiques d’Etat de Droit, de démocratie, de droits humains et de gouvernance et intérêt pour les approfondir ; 

  • Vous disposez d’aptitude en facilitation et organisation d’événements ainsi qu’en communication ; 

  • Vous faites preuve d’un sens de l’initiative constructif qui permet à vos collègues de pouvoir compter sur votre engagement auprès de l’équipe ; 

  • Vous vous montrez force de proposition et apportez des solutions innovantes aux situations que vous rencontrez ; 

  • Vous êtes capable de travailler et d’évoluer dans un environnement changeant ;

Description

Contexte 

Les valeurs démocratiques, l’Etat de droit sont challengés dans le monde et dans nos sociétés. Alors que de nombreuses études démontrent que les systèmes inclusifs et démocratiques profitent concrètement au développement durable des sociétés, la survenance de crises sanitaires, économiques ou de conflits sociaux éprouvent ces systèmes. 

Avec le soutien financier de l’Union Européenne dans le cadre de la « Team Europe Initiative » globale « Democracy », Enabel, va s’investir dans la création d’un secrétariat d’appui à la gouvernance démocratique et de défense de ces valeurs. Cette structure de coordination basée à Bruxelles vise à fédérer les énergies dans le domaine de la démocratie et à favoriser la coordination entre Etats Membres et l’UE ainsi que les interactions avec les organisations de la société civile et de mobiliser les réseaux et l’expertise en appui aux délégations et pays partenaires. Trois thématiques prioritaires sont à ce jour mises en lumière : - Redevabilité  et État de droit, Participation politique et citoyenne, Médias et numérique. D'autres agences pourront rejoindre la structure à l’issue des 20 mois prévus initialement pour le projet.  

Trois domaines de résultats sont attendus dans le cadre du présent projet  : 

  1. Des réseaux d'États membres, d'organisations de la société civile, de praticiens et d'autres partenaires dans le domaine de la démocratie, de la bonne gouvernance, des médias et de la numérisation, de l'égalité des sexes et des droits de l'homme, au niveau politique et opérationnel, visant à promouvoir le dialogue et l'action conjointe en matière de démocratie, sont opérationnels.  

  1. La Coordination, la communication, la production et partage de connaissances entre les membres des réseaux.    

  1. La sensibilisation des membres du réseau aux activités du TED dans le domaine de la démocratie, de la bonne gouvernance, de l'égalité des sexes et des droits de l'homme dans certains pays partenaires.  

S’inscrivant dans le défi mondial « Paix et Sécurité » priorisé par Enabel, ce projet est à la recherche d’un.e expert.e en participation politique et citoyenne pour le projet « Alliance pour le soutien de la démocratie » (SEGODEMO). Le domaine de responsabilité de l’expert.e concernera principalement l’atteinte du résultat 2.

  • Vous contribuez à la mise en œuvre du projet en prenant part à la planification, l’exécution, la coordination, le monitoring et l’évaluation des activités ;

  • Vous contribuez à l’élaboration de politiques, analyses, documents relatifs aux domaines de la participation politique et citoyenne et vous positionnez comme référent technique sur ces questions
