MISSION CONTEXT

 

The Syrian crisis is the greatest humanitarian crisis of the last 20 years. According to the latest UN figures, about 13.5 million people are currently affected by the crisis in Syria, including about 6.5 million IDPs, while over 4 million Syrians have sought refuge in neighbouring countries or in Europe. The current humanitarian response only provides a patchy and partial coverage of the growing humanitarian needs. 

 

Five years after the beginning of the crisis, the number of injured persons in Syria keeps rising, with a severe lack of rehabilitative care and psychosocial support. In hard-to-reach areas and/or areas of new displacement, local populations and IDPs are in need of emergency assistance in terms of food, household essential items, and other basic needs. The inclusion of the most vulnerable, including persons with disabilities, in the humanitarian response remains a major concern. 

 

HI Syria crisis response is articulated around four main pillars:

1. Provision of accessible comprehensive rehabilitation services ; 

2. Emergency response to address immediate needs through reinforcement of access to basic items;

3. Education to the risks and effects caused by conventional weapons (including mines, ERWs and Small Arms Light Weapons);

4. Inclusion component aiming at inclusion of vulnerable groups by other actors.

MAIN RESPONSABILITIES OF THE EXPATRIATE 
 
Under the line management of the Head of Mission, and with strong relations with the Technical, Logistics, Finance and Human Resources Departments, you will be responsible for opening and developing HI capacity to implement activities in the area, in the frame of internal and external policies and regulations.

Description

Context

Providing psychosocial support and monitoring mental health policies for all MSF staff is a broad and multifaceted task.

Over the last two years, certain areas for consideration have been identified concerning the management of the psychosocial risks of the members of staff at HQ. Certain potential needs must be examined in greater depth in order to find possible tangible solutions for them.

The role of HQ Support Psychologist therefore has two objectives:

- To respond to requests from HQ staff returning from the field, with priority given to those returning from particularly demanding emergency field activities. The psychologist is also available to all HQ staff on request.

- To be responsible for conducting a longer-term review and formulating broader proposals for psychosocial support based on a rational and structured needs analysis (standardization of the support approaches, proposal of a psychosocial prevention approach for employees in ‘at-risk’ jobs and employees going into the field, contribution towards the psychosocial component of the annual well-being survey and any HQ project associated with the field).

The HQ Support Psychologist reports directly to the People & Organisation Development HQ Referent for organisational issues such as those mentioned above. The HQ Support Psychologist reports functionally to the Staff Health Unit Manager for health policies in order to ensure consistency, and has a dotted-line relationship to the Psychosocial Referent of the SHU.

Job profile

Supports the staff at Brussels HQ

  • Carries out return talks for HQ staff returning from the field, on request or routinely for certain operational contexts.
  • Refers such people for external treatment if necessary.
  • Listens to and supports HQ staffs that are experiencing difficulties if they so request, and refers them to the relevant person (People & Organisation Development HQ Referent, advisors, mediation group, and staff representative).

Therapeutic care by an external psychologist

  • Works, with the SHU psychosocial department, to maintain an active network of psychologists (FR and NL) in Belgium, capable of supporting people experiencing difficulties.
  • Is responsible for finding a referral psychologist for anyone at HQ requesting psychological support.

Collects and compiles statistics

  • Establishes the list of data to be monitored for the mental health of HQ staff.
  • Updates the data on mental health activities.
  • Compiles statistical data.
  • Carries out a monthly analysis of data concerning workloads, the coverage of needs, etc.
  • Prepares an activity report.

Is part of a comprehensive psychosocial care approach at HQ level

  • Carries out rational and in-depth analyses of needs as regards the management of psychosocial risks for HQ staff.
  • Proposes a comprehensive approach to meet the issues identified in the needs analysis (taking into account the desire to standardise the support of HQ staff and international staff).
  • Proposes a prevention approach based on psychosocial aspects among employees.
  • Puts forward proposals concerning the management of psychosocial risks pertaining to the most at-risk jobs.

Contributes to the annual well-being survey at HQ level

  • Validates the psychosocial component.
  • Analyses the results of the psychosocial component.
  • Proposes an action plan based on the psychosocial component.

Description

The END FGM European Network is looking for a dynamic Communications Officer to be responsible for the Network’s communications activities.

The Communications Officer is required to work in the Secretariat of the END FGM European Network to lead the communications work of the organisation in line with the Network’s strategic plan 2015-2017.

Objectives of the post

·         Communicate the Network’s strategic priorities, positions and messages targeting different audiences – the wider public, decision-makers, policy-makers and key stakeholders

·         Raise the visibility of the Network and its member organisations.

 

Main Responsibilities

·        Develop and implement communication strategies, plans and campaigns

·        Manage the Network’s social media accounts (Facebook and Twitter)

·        Manage the website

·        Update existing contacts’ databases and mailing lists and create new ones as needed

·        Monitor FGM coverage in the news and media and send out “FGM in the News” email once per week

·        Produce the Network’s newsletters

·        Manage the production – both content and format – of communications products and materials such as infographics, leaflets, videos, publications, etc. independently and/or with the technical support of external providers in line with the network’s brand and style

·         Manage the communications aspects of the Network’s events

Vétérinaires Sans Frontières aide à optimaliser l’élevage dans les pays en développement. Vétérinaires Sans Frontières s’efforce d’améliorer les conditions de vie des peuples les plus pauvres du monde, dépendant directement ou indirectement du bétail, en optimisant l’élevage. Dans le Tiers-Monde, l’agriculture est souvent présente du début à la fin de toute vie. Le bétail joue un rôle crucial dans l’alimentation et le revenu des familles. Mais souvent, la médecine vétérinaire, garante d’un troupeau sain, est inaccessible ou trop limitée. Les vétérinaires de Vétérinaires Sans Frontières aident les éleveurs locaux en apportant des formations, des technologies et un savoir-faire en matière de production, de santé animale et de commercialisation du bétail. Ce soutien est toujours précédé d’une concertation avec toutes les parties concernées.

ROLE

L’Assistant Administratif joue un rôle crucial tant au sein de Vétérinaires Sans Frontières qu’à l’externe (vis-à-vis des bailleurs, partenaires, donateurs, etc.). L’Assistant donne un appui administratif trilingue et serviable dans plusieurs domaines. Il/elle rapporte au Manager Ressources Humaines.

RESPONSABILITES

  • Gestion des ressources humaines : Assurer la gestion administrative du personnel du siège et des expatriés ; assurer la gestion opérationnelle des ressources humaines du siège.

Avocats Sans Frontière : justice pour un monde équitable

Avocats Sans Frontières (ASF) est une Organisation Non Gouvernementale Internationale créée en 1992 à Bruxelles (Belgique). ASF a pour vocation de promouvoir, en toute indépendance, la réalisation d’une société plus juste, équitable et solidaire dans laquelle le droit et la justice sont au service des individus les plus vulnérables.

Description du stage

Le/la stagiaire travaille sous la supervision de l’expert et de la gestionnaire Accès à la Justice

Il/elle sera amené à travailler sur les domaines suivants :

1. Développement d’une plateforme digitale visant à diffuser du contenu juridique en matière de droit de la détention dans plusieurs pays d’intervention d’ASF (Burundi, RDC, Tunisie, Ouganda, Tchad,…)

Tâches relatives :

  •  Gestion de la plateforme internet
  • Analyse de législations relatives au droit de la détention de différents pays
  • Vulgarisation de cette analyse et production de fiches thématiques
  •  Mise en ligne des contenus créés
  •  Toute autre tâche relative à la gestion de la plateforme

2. Appui au pôle « accès à la justice » et aux missions terrain d’ASF dans la coordination des missions des membres de l’International Legal Network (experts bénévoles qui appuient ponctuellement les missions terrains dans le cadre des projets en cours).

Tâches relatives :

  • Appui pour la diffusion des demandes d’experts ILN via mailchimp ;
  • Toute autre tâche relative à la gestion du réseau ILN.

3. Appui au développement de l’expertise Accès à la justice d’ASF par la recherche documentaire et la production d’analyses.

Tâches relatives :

  •  Lectures et analyses selon les besoins.
  • Appui ponctuel sur l’organisation d’événements d’ASF en lien avec la thématique d’accès à la justice, et notamment la conférence « Lawering for change » de décembre 2016 :
  •  Coordination des intervenants ;
  •  Invitations et gestion des participants ;
  •  Toute autre tâche relative à l’organisation de cet événement.


Durée

Le stage se déroulera sur une période de minimum quatre mois, et débutera en principe le 5 septembre 2016.

Description

Objective Under the supervision of the Director, Emergency Response Unit, the incumbent of the position will be responsible for developing and managing the consultation process for the revision of the Minimum Standards for Age and Disability Inclusion in Humanitarian Action in at least six locations. ADCAP (Age and Disability Capacity Programme) is an initiative of the Age and Disability Consortium, a group of seven agencies working to promote age and disability inclusive humanitarian assistance: CBM, DisasterReady.org, Handicap International, HelpAge International, IFRC, Oxford Brookes University and RedR UK. The programme is funded by the UK Department for International Development (DFID) and the United States Agency for International Development (USAID). The consortium works with international and national partners at operational and headquarters levels to build their knowledge and expertise to deliver gender-sensitive age and disability inclusive humanitarian response. The post holder will work closely with the Age and Disability Capacity Programme (ADCAP) project team at Help Age and the MEAL Officer at Handicap International. Based on the results, the project officer will be responsible to produce a second version of the minimum standards. Main tasks Organisation • Organise and coordinate a review group of experts to provide feedback on the Minimum Standards and guide their revision • Coordinate with the ADCAP project team in HelpAge and with Handicap International and partners for the organisation of the consultation workshops • Develop and guide the consultation process in at least six countries including consultation tools and methodology • Facilitate the consultations workshop and when appropriate and relevant involve the other partner of the consortium • Compile the results of each consultation in a report and analyse the findings • Analyse the finding of the minimum standard testing in Kenya and Pakistan together with the MEAL project officer (Handicap International) and produce a finding report • Based on the overall findings, draft a revised version of the Minimum Standards Communication • Update regularly the ADCAP project team in HelpAge and with HI and other consortium members on the progress of the consultations Administration • Be responsible and follow up on the budget implementation allocated to the consultations and provision of the report • Ensure the logistic and administrative management of the consultation workshops

  • Medical doctor with clinical expertise in Emergency Medicine and Intensive Care.
  • Minimum of 2 years’ experience in developing countries.
  • 1 year experience in the field with MSF is an asset.
  • Experience in coordination responsibility of emergency medicine and/or intensive care services is an important asset.
  • Education and training experience.
  • Training, diplomacy and communication skills highly appreciated.

CONTEXT

 

The Medical Department (MED) is composed of polyvalent medical staff working in operational cells and experts working outside these cells. The water, hygiene and sanitation unit (WHS) and the medical expatriates’ pool managers are integrated in the department.

The experts cover the following fields: epidemiology, nutrition, public health, pharmacy, vaccination, hospital management, hospital hygiene, malaria, tuberculosis, HIV/AIDS, mental health, laboratory, medical logistics, operational research, WHS, reproductive health, health education, biomedical, and the SAGE unit (Surgery / Orthopaedics, Anaesthesiology, Gynaecology-Obstetrics and Emergency Medicine / Intensive Care).

The role of the MED is to provide technical support and strategic guidance on medical issues to the Operation Department (OPS). This also implies open-mindedness to innovative approaches.

The Emergency Medicine and Intensive Care Advisor will work in the SAGE unit of the OCB MED and report to the SAGE unit coordinator

S/he will provide support in the domain of emergency medicine and intensive care to:

  • Other experts in the MED,
  • Cells’ medical officers in the OPS,
  • The mission’s medical coordinators and the teams in the field.

JOB PROFILE

  • Assisting OPS on emergency medicine and intensive care projects & activities.
  • Monitoring emergency medicine and intensive care activities.
  • Conducting field visits and assisting in the development of emergency medicine / intensive care programs in the field.
  1. Evaluate technical aspects of emergency medicine services and/or intensive care units and provide clear recommendations.
  2. If necessary, implement activities and support the expatriate and/or national staff in the projects
  3. Write a visit report and debrief with the concerned cell and other key persons.
  • Respond to technical & strategic request from Medical Coordinators and OPS.
  • Briefings & debriefings of expatriate staff involved in emergency medicine / intensive care activities (nurses, medical doctors, anaesthesiologists, medical coordinators, etc.).
  • Coordinate the work on Mass Casualty Management with the advisor for Emergency Preparedness (E-Prep).
  • Capitalize the MSF experience in emergency medicine / intensive care. Conduction of operational research activities.
  • Update MSF emergency medicine / intensive care programs on new international recommendations
  • Support the field when innovative approaches are developed.
  • Select relevant documents and ensure its distribution to the MSF medical staff (field and OCB HQ).
  • Contribute to the creation & updating of technical documents:
  1. Relevant guidelines & technical papers, adapted to the MSF context.
  2. Develop a specific epidemiological data collection tool for emergency medicine / intensive care activities and link it with existing tools (Epicentre, OPD, IPD, OT, etc.) and its integration in OCB new data collection tools.
  3. Collaborate with updating protocols and distribution to the field.
  4. Update regularly the Emergency Medicine and Intensive Care files with guidelines, protocols and technical documentation.
  5. Update the database of the frequently asked questions
  6. Design of a self-briefing document and CD.
  • Participate to the creation of an OCB policy on Emergency Medicine and Intensive Care.
  • Participate in internal & external trainings:
  1. Participate in the organization of Emergency Medicine / Intensive Care courses in MSF.
  2. Participate in the organization of Emergency Medicine / Intensive Care trainings in the field if requested.
  3. Participate in the organization of Multiple Casualty Management trainings in the field if requested.
  4. When needed give lectures/modules in the training courses organised by MSF.
