Candidate profile
- Field Experience with MSF (1-2 years) or another international humanitarian organisation (3-4 years)
- Experience in project mode environment is an asset
- Proactive and willing to propose innovative ideas and solutions rapidly
- Willing to take measured risks and responsibility for his choices
- Good oral and written communication in English and French is essential (any additional language is an asset)
- Knowledge in MS Office package as advanced user necessary
- Interest in individual and group coaching is needed
- Mobile & flexible
- Good analytical skills
- Result, quality & service oriented
- Good Teamwork and cooperation capacity / Excellent team player
- Very good knowledge in technical fields related to the Mobility strategy.
- Good knowledge on Fleet Management. Mechanic skills are an asset.

Description
Context
The Log department is opening a position for a Mobility referent, who has interest in operational challenges and tactics.
According with Log vision @ MSF Today, the Operational Logistics is a very specific and well-known force of MSF. Beyond the fulfillment of basic logistic needs, logistics is a solution-driven and innovative force that helps to build and realize operational projects.
The Raison d’être of the position is to guarantee that the Operations have a clear vision on how can be ensured the mobility of our teams and/or patients to ensure the access to Health Care.
The field needs to be kept up-to-date with latest techniques, advised on best practices and solutions on a regular basis.
The Mobility Referent is part of the Technical team in the Log Back Office under the supervision of the Back Office Coordinator.
S/He is in collaborative relation with Logcells for 1st and 2nd line support and also with Scenario Referents when working on 2nd and 3rd line support.
S/He supervise as per functional relation the MIO Mobility to ensure that the know-how is transferred from HQ to field, to capitalise experiences and implement actions to improve the quality/efficacy/efficiency in the field.
The duty of the person in charge of the family “Mobility” will be to support pro-actively OCB operations in terms of transport tactics – transport of people and items by Road and Water – to ensure the access to Health to beneficiaries.
Therefore, s/he guarantees the technical choices in terms of technical solutions while measuring the coherence of these choices with regard to the operational needs and their availabilities.
S/He makes sure that the items are compatible and valid with regard to the persons concerned and the fields that could have a positive impact on her/his field of activity.
S/He makes sure to effectively pass her/his knowledge and information to the persons concerned.
Finally, s/he has to analyse the economic trend as well as the expenditures and acquisitions linked to the mobility in the field. This will allow her/him to adapt the catalogue of solutions to the technical and operational realities of the OCB’s operational activities.
S/He ensures the production and revision of all base of knowledge (Guidance, training content, innovation and networking) related with Mobility concerning:
- Access to/for patients to Health Care,
- Fleet & Generator management and all motorized equipment
- Mechanics of Vehicles and Generators
Job Profile
- Provide 1st line support (Help Desk):
o To support Log Cells and Logcos on Mobility activities when no local building capacity or formal MSF guidance is available
o To support Back Office on the content development and maintenance of 1st line support tools
- Produce 2nd line support (contextualized complex project):
o To support on the definition, planning and execution of Mobility plans for a Mission with LogCell.
o To give support to the technical aspects & execution of Mechanical Workshops and Energy Rooms (Generators)
o To give support on the mechanical aspects of generators
o To guarantee the technical support for MIO and Workshop managers identified and/or recruited.
- Produce 3rd line support (Base of knowledge):
o To ensure the presence and updated catalogue of solutions for Road Mobility - Nautic Mobility
o Ensure the production of Technical specifications to be provided to MSFSupply for the sourcing as per OCB or international standards.
o Propose & agree with Scenario referent and/or FO and lead innovation /R&D projects for new products and solutions.
o Produce the content for Mobility trainings and act as traineer when necessary.
o Proposed external training in its field
o Ensure that the information related with the Mobility and Generator domain is updated and available for all LOG levels as per Information management strategy.
o To Assist in identifying specialized logs in the domain.
o To Follow-up on the pool of mechanics & Fleet managers
o Liaise with other OC technicians / working groups in order to share / exchange / adopt / improve existing methods / guidelines and templates
o To capitalize on technical Mobility field experiences in order to maintain an ongoing continuous institutional learning and improvement process
o Support to Back Office Coordination on the budget and planning exercises in the technical family.
