Education
• Desirable: University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.) but this is not essential requirement. All relevant work experience will be considered.
Experience
• Essential: Experience in and exposure to working in a complicated political, security and humanitarian environment.
• Desirable: Two years previous experience in similar jobs in the field of humanitarian aid with MSF or other NGOs

CONTEXT
MSF's mission in Belgium aims to address, through a multidisciplinary and collaborative approach, the health needs and key social determinants of the most vulnerable segments of the population, including migrants in transit and undocumented migrants, while proactively engaging in assessing main difficulties and promoting institutional change.
Since January 2018, several humanitarian organizations have joined forces to provide migrants in transit in Brussels with access to several services (medical, mental health, distributions, social assistance, family links…) inside a Humanitarian HUB. The project was born to respond to the growing needs of particularly vulnerable migrant people. Each organization pursues complementary objectives in order to meet the needs of people in a wandering situation present in Brussels by offering them access to multidisciplinary services of first necessity, adapted accompaniment and orientation. In this structure, mental health care is provided by Médecins Sans Frontières.
MAIN PURPOSE
Providing support to the Flow and Security Coordinator in the security management, contributing to the daily follow-up according to MSF protocols, standards and procedures to ensure the smooth running of the project’s risk reduction strategy.
RESPONSIBILITIES
- Monitor and report on the compliance in relation to key aspects of security management to the Flow and security Coordinator. Support the implementation of the project’s risk analysis and reduction strategy. Identify current and potential vulnerabilities in the project’s security Standard Operating Procedures. Propose and apply, in agreement with the operational line management, necessary improvements to the project security plan.
- Participate in the development, review and adaptation of the project security plan.
- Assist the Flow and security Coordinator in internal communication sessions and events about security in order to improve awareness, understanding of MSF security policies and project security plan. Write meeting minutes and contribute to the meeting logbook.
- In coordination with the Project Coordinator and Flow and security Coordinator, prepare and conduct regular security briefings and debriefings of project staff in line with the requirements of the project security plan and standard operating procedures, ensuring as well that due informed consent is provided, and risk analysis updated as per the mission’s and context’s requirements.
- Perform additional responsibilities or tasks related to security as required by the Flow and security Coordinator.
- Document the implementation of the project security plan, including writing meeting minutes, and reporting on security indicators. Ensure the Project Coordinator and Flow and security Coordinator are supported in order to be capable to follow the project security plan and makes them accountable for the implementation.
In particular, s(he) will be charged with the following responsibilities:
- Assist the Coordinator in contact with migrant communities and other stakeholders in order to ensure fluent and accurate communication flows.
- Ensure daily implementation of security management for the MSF mental health activities in the Humanitarian Hub, report to the Flow and security Coordinator any specific issue and participate to the development of security protocols.
- Support the coordination in the development, implementation, management of security and prevention protocols.
- Manage incidents/accidents, participate in conflict management, flow management, evacuation.
- Follow up security and safety incidents: reporting, filing complaints, contacting coordinators, etc. under the supervision of the Flow and security Coordinator and the Field Coordinator.
- Promote and develop the preventive aspect through a climate of trust and open communication with the beneficiaries
- Provide adapted briefings and training including mediation approach, preventive measures and security/safety to staff and partners.
- Participate in the implementation of risk reduction tools
- Support the provision of services facilitating the communication between beneficiaries and staff/volunteers by creating a trustful relationship with all counterparts.
- Reflect together with the staff and volunteers of the Humanitarian Hub to adapt activities and messages to ensure smooth flow of activities, to make them culturally acceptable, avoiding misunderstandings and improving the provision of qualitative services.
- Collect feedbacks and ideas from the beneficiaries on the implementation and quality of activities within the Hub.
- Provide quality and culturally sensitive interpretation between the staff (MSF and partners) and the beneficiaries (trialogue) in his/her mother tongue (source language / target language), support intercultural awareness, sensitiveness and clear communication between the parties.
- Reduce barriers, demine conflict situations and facilitate access to services, communication and mediation with and between beneficiaries.
- Guarantee confidentiality, medical/psychological secrecy, impartiality and neutrality. Declare conflict of interest.

- Contract type: Fixed term contract until 31/12/2023 – 100%
- Location: based in Brussels
- Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation cost – Lunch allowances.
