Description

Saferworld is an independent international organisation working to prevent violent conflict and build safer lives.
The organisation is funded mainly by grants from the EC and other bodies.  We have successfully implemented Sun system as our global financial system and we need an experienced, hands-on manager to implement this in the Belgium office ensuring the financial records are kept in a way appropriate to meet the country statutory reporting requirements as well as the EC reporting, compliance and audit requirements
The post-holder will work in Brussels managing funds, finance and compliance for Saferworld Europe in close cooperation with Saferworld’s London headquarters, China programme and other Saferworld teams as relevant.
The EU finance and compliance manager will work closely with country finance teams and other colleagues on issues related to EU funded projects.
 
Specifically : 
Job purpose :   
  • Coordinate finance management, donor compliance and contract management,
  • Maintain finance and administrative systems to ensure smooth and efficient processes are in place for Saferworld Europe asbl.
  • Provide financial management for Saferworld Europe’s EU and other projects, including ensuring financial compliance with regulations for EU and European projects
  • Provide advice and capacity building on the design and control of Saferworld Europe’s EU and other projects (in both application and reporting stages).

Job Purpose
The Regional Pharmaceutical Services Coordinator will be responsible for providing technical assistance throughout the program cycle from support, design, implementation of Pharmaceutical management tools, and management of medical commodities to monitoring and evaluation for impact of pharmaceutical management tools in IMC missions. S/he will be responsible for establishing and maintaining a system for regular communication with mission pharmaceutical and medical teams and International Medical Corps’ HQ GPSU staff. S/he will also be responsible to provide technical assistance to all missions in the region through selecting existing up to date guidance documents that are appropriate for International Medical Corps' programs and the development of additional guidance documents as needed using regional contexts. S/he will provide virtual and onsite technical assistance as well as trainings when needed and assist with the Pharmaceutical services and pharmaceutical supply chain management component of proposals generated from country offices within the region. The Regional Pharmaceutical Services Coordinator will collaborate closely with other IMC staff in the region, Global logistics department as well as all other pertinent departments in order to carry out successful tasks and will engage with internal and external technical working groups with the aim of improving quality of Pharmaceutical services programming.
 
Main Responsibilities
To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation. The tasks listed are representative of the nature and level of work assigned and are not necessarily all-inclusive.
  • Support continuous improvement of the in-country medical supply chain in all International Medical Corps operations in the region; assessing level of organizational compliance with international Medical Corps’ internal guidelines as well as universally endorsed protocols and standards for pharmaceutical management.
  • Regularly perform supportive supervision to country missions in the region in order to assist, advise, train and build the capacity of field medical and pharmaceutical as well as logistics and program staff on all components of the pharmaceutical supply chain management.
  • Provide continuous and regular support to mission teams during the planning and implementation of different pharmaceutical supply management tools and systems.
IMPLEMENTATION OF BEST PRACTICES:
  • Assist the GPSU in conducting essential drugs surveys (i.e. drug procurement practices, rational drug use, quality assurance etc.) and link the results with the elaboration of training modules on Rational Drug Use;
  • Strengthen the compliance and standards of implementation in line with host country/WHO guidelines, protocols and standards in response to gaps identified based on the technical assessments;
  • Work with the International Medical Corps’ Logistic teams to facilitate medical commodities procurement using best practices and guidelines;
CAPACITY BUILDING AND MENTORSHIP:
  • Provide support in identifying, recruiting and onboarding process of key pharmaceutical staff for missions in the region
  • Assist in designing and delivering in-house training courses for International Medical Corps staff based on a capacity needs assessment with all country program medical, logistic and operations staff in the region
  • Support and respond to requests and enquiries concerning drugs and pharmaceutical management by country programs through undertaking relevant research and capacity building of team members during field visits, remote support and other capacity building strategies such as distance learning
REPRESENTATION AND REPORTING:
  • Participate in and support the representation of International Medical Corps in the region at relevant regional or country technical coordination meetings, donor meetings and communications for sharing evidence and best practice through formal and informal channels;
  • Participate in networking on pharmaceutical and drugs management technical issues and representation on relevant forums at regional level;
  • Develop quarterly work plans and reports to share within the Global Pharmaceutical Services Unit and with other relevant headquarters teams

We are seeking an experienced Finance and Administration Officer to join our team in Brussels, Belgium.  The post-holder will have substantial knowledge and skills in financial management.    S/he will also have experience in in relation to funds clearance and project approval.  

Job purpose :   
The post-holder will be responsible for maintaining financial, administrative systems as well as making logistical arrangements and ensuring the smooth and efficient management of the administration and financial systems for our EU office in Brussels.

Roles and responsibilities :
Financial management
•    Handle invoice payments/finance requests
•    Reconcile bank statements and expenses and provide monthly financial reports to the UK office  
•    Preparation of documents for the accountant and auditors
•    Preparation for board meetings, tax declarations, publication of costs and transparency registry
•    Monitor grant financial payments and financial management including reconciliations.
•    Maintain a computerised accounting system in line with agreed procedures (SUN system)
•    Ensure agreed reporting dates are maintained and financial policies adhered to
•    Ensure expenses are authorised and processed in accordance with agreed procedures
•    Monitor project and organisational spending to ensure it is to agreed budgets.
•    Petty cash maintenance
•    Prepare fund requests and expenditure reports
•    Prepare reports for fundraising purposes
•    Prepare and maintain books of accounts, annual budget, financial reports in line with donor and in-country compliance
•    Conduct and maintain records of all financial transactions

Office administration
•    Provide administrative support to staff when required.
•    Develop and maintain effective office systems, ensuring these are consistent with Saferworld’s operating requirements.
•    Provide administrative support to members of staff as required
•    Deal with general communications to service providers
•    Develop and manage a filing system in the EU office
•    Assist with the preparation of official correspondence
•    Maintain and update the contacts data base
•    Develop and implement a plan in line with CESI recommendations  
•    Maintain vendor’s list useful for office purchases, services and maintenance
•    Perform other administrative and organisational tasks assigned

Logistics
•    Provide logistical support for visitors and Saferworld staff visiting Brussels and EU team and partners travel  

Key working relationships
•    Work collaboratively with the EU office team, London finance team, China team, Global Policy and Advocacy team, Human Resources in London, to ensure finance and administration processes are run in an efficient and effective manner
•    Work in liaison and the Accountant, Auditor, Belgian social secretariat and administration to ensure compliance with policy, procedure and Belgian labour law.

•    Management of financial and administration day to day operations with oversight from Head of EU office and in liaison with London finance team

Terms

Project Officer – EU Policy and Advocacy

Are you keen to work with social movements and civil society networks to influence EU and EC polices and legislation on human rights, trade, aid and forests? Forest Peoples Programme (FPP) is a human rights organisation whose mission is to work in solidarity with forest peoples to secure their rights to own, manage and control their community forests and decide their own futures. Working from the bottom up through partnerships with forest communities and social justice networks in tropical countries, FPP supports forest peoples to push for reform of EU supply chains, trade and investment to eliminate human rights abuse, land grabs and deforestation.

We are looking for a well-connected person experienced in policy advocacy to become part of a team working with FPP partners and allies to target EU and EC decision makers developing policies on trade, human rights, forests, sustainable development and climate change matters.  

The role

You will be a key part of FPP’s Responsible Finance and Legal and Human Rights Programmes and will be based in Brussels. Your work will involve tracking EU policies, developing policy positions in conjunction with FPP staff, partners and civil society allies, engaging with the European Commission, the European Parliament and other European Union institutions, and supporting interaction of southern partners with European institutions, with a view to reforming EU supply chains, cleaning up European finance and advocating for sustainable trade. You will work with FPP to promote legal instruments to regulate European businesses standards and introduce strengthened frameworks for corporate due diligence on human rights working in close collaboration with indigenous peoples’ organisations and networks and with allied NGOs working on these issues.  

This post is guided by FPP’s core principle of peoples’ right to self-determination.

Duties and Key Responsibilities

  • Research key areas of EU and EC policy, and monitor ongoing developments;
  • Facilitate FPP staff, partners and community leaders to engage in EU and EC policy spaces on sustainable trade, human rights, corporate accountability, forests and sustainable development;Participate in policy meetings with the EU and EC and with civil
  • society organisations with whom FPP works;
  • Support FPP’s development of policy positions with respect to the EU;
  • Represent FPP in EU fora when required;
  • Organise and convene meetings and events with partners and allies in Brussels or third countries as required;
  • Liaise with indigenous peoples’ and social justice networks active in the EU policy processes on business and human rights, international finance, forests and rights issues
  • Travel to UK and international advocacy meetings as required
  • Support FPP fundraising efforts to continue and expand this work
  • Any thing else as required by FPP

In carrying out the above duties you will work with the RFP coordinator, the FPP legal team and other FPP team members working on EU trade regulation, corporate accountability and accountable aid and finance.
