CONTEXT & OBJECTIVES:

Under the supervision of the Social & Inclusion (S&I) Technical Director, the Inclusive Education Manager (Head of Inclusive Education) leads the team of 2 Global Specialists & 1 Policy Development Lead, to set the Unit strategy, goals, and frameworks for successful project implementation.

The Inclusive Education sector embraces a multi sectorial approach supporting children from pre-school up to 18 years in formal, non-formal and informal settings, and includes inclusive education in development contexts, inclusive education in emergency contexts and the nexus approach to inclusive education across all contexts.

 

 

MAIN RESPONSIBILITIES:

the Inclusive Education Manager is responsible for improving internal and external positioning of HI in the areas of expertise covered by the Inclusive Education Unit. The role of Head of Inclusive Education at HI is twofold as it combines management responsibilities and technical expertise.

The Manager leads all the processes in order to set strategy, frameworks, and norms, as well as policy influence and business development for the Unit alongside the Policy and Development Lead.

Your main missions will be:

  • Management (25 %)
    • Steering by leading the development and/or review of the technical strategy as well as its implementation
    • HR Management of the team composed of 4 people (to this date), each carrying the global framework but specialist of one or more subsectors
    • Social & Inclusion Executive Committee and strategic opportunities
    • Pilot the development of the Inclusive Education expertise

 

  • Technical unit business development (15%)

Develop an overall strategy in order to identify major opportunities and/or new projects to be developed (in close collaboration with the S&I Director, the Policy and Development Lead and the Institutional Funding team)

 

  • Technical guidance to HI field program and projects (50%)

The country portfolio includes countries in anglophone countries in the Middle East, Asia, and Africa.

  • Contribute to the definition of quality frameworks and standards on Inclusive Education subtopics
  • Provide strategic technical guidance for key programmes implementing inclusive education
  • Contribute to the improvement of technical know-how through the development of lessons learned, research and innovation projects related to Inclusive Education (in close link with 3I Division)
  • Facilitate the professional development in inclusive education

 

  • Policy and external representation (10%)
    • Represent the technical expertise of HI throughout relevant networks and partners, notably Global Campaign for Education UK, IDDC.
    • Share technical expertise and relevant field or HQ information with HIUK.

 

 

ACCESSIBILITY OF THE POSITION

Based in Lyon, the position is located in Open Space, boxes are available for more quiet if necessary and the work space is very bright. The position is easily accessible by public transport (bus, metro). A parking lot is also available.

Indicative starting salary & working conditions
From €3,988 to €5,117 (full time equivalent) per month in Belgium or from £38,341 to £48,527 (full time equivalent) per year in the UK – gross salary (depending on experience), plus lunch vouchers (€8/£6.61 per working day), health insurance and a contribution to travel costs from home to office.
 
Fern offers full time staff five extra days holiday in addition to legal holiday in Belgium or 25 days in the UK, and up to four additional holidays between Christmas and the New Year. Staff also earn an additional day for every two years worked at Fern, up to a maximum of five days.
 
The position is based in Brussels, Belgium or in Moreton-in-Marsh, UK. This is a full-time role, but we will consider candidates who wish to work four days per week. Fern cannot sponsor visas and candidates need to have work permits valid until the end of the working assignment.

Fern is a non-governmental organisation (NGO) created in 1995. Our mission is to achieve greater environmental and social justice, focusing on forests and forest peoples’ rights in the policies and practices of the European Union. We do this by coordinating NGO networks and by working with partners to achieve change.

We have no director and strive to make decisions by consensus. Details of our current work areas and campaigns can be found at www.fern.org. We currently have 18 staff working from three offices, in Brussels (Belgium), Moreton-in-Marsh (United Kingdom (UK)), and Paris (France), and work with Partner organisations across Europe, South-East Asia, Central and West Africa and South America. The partner organisations are in most cases small NGOs, with varying financial and administrative capacities.
 
We are looking for a Partner and General Finance Officer to provide strong and professional support to the organisation. The post is a maternity cover, full time or four days a week, for one year.
Fern is a small campaigning organisation, and some flexibility will be required in working hours, for example in the case of preparing urgent funding proposals and budgets.
Occasional travel will be a necessary part of this role, including between the Belgian and UK offices and if necessary, visiting partners in Africa and Asia.
 
Key areas of responsibility and associated tasks
 
Purpose of the role
The Partner and General Finance Officer supports the organisation to ensure that partners with whom we have shared financial accountabilities are able to meet funder requirements and that Fern’s general financial and administration work is delivered in a clear and timely manner. The officer takes a lead role in all financial aspects of the relationship with Fern’s partners, including resolving issues, ensuring that Fern’s donor obligations are met and coordinating colleagues’ financial reporting.
Accountabilities:
  • Conducting due diligence and risk assessments of partnerships to ascertain the type of support they need, including which organisations need direct in-country support and organising a maximum of two partner visits per year to minimise the risk that they are unable to deliver on the requirements of their contract.
  • Preparing and monitoring Partnership Agreements and amendments, including budgets and fund transfers.
  • Deciding which partner financial reports should be prioritised for checking and ensuring they are in line with the Partnership Agreement and subsequently working with partners whose reports do not meet donor requirements.
  • Developing guidelines, procedures, tools, presentations, and templates to support partners in delivering quality financial reporting.
  • Guaranteeing the necessary handover during any absences, by ensuring tools are in place for the Finance and Administration Manager and/or the partner lead to take over in case of emergency.
  • Adhering to the House Rules and other agreed internal policies
Responsibilities:
  • Inputting into the Finance, Administration, Human Resources Management (FAHRM) team strategy and annual workplans together with other team members.
  • Delivering agreed activities as per the FAHRM workplan.
  • Giving feedback on all organisational development annual workplans through the agreed process.
  • Ensuring partners’ finance teams are active in the development of funding proposals when it is deemed useful.
  • If campaigners reach out, working with them to improve partner support activities.
  • Supporting the Finance and Administration Manager to prepare donor financial reports. Including, but not limited to, processing book-keeping, payment requests to partners, filing paper documents, assisting with cash-flow forecasting.
  • Supporting Fern and partners, before during and after audits.
  • Supporting ad-hoc financial management tasks for the organisation.
  • Participating in and helping to coordinate weekly FAHRM meetings.
  • Attending and inputting into organisational meetings (management team, staff day out, retreat etc.)

                 Conseiller en Sauvegarde (Français requis) 

 

War Child UK est à la recherche d’un spécialiste expérimenté de la sauvegarde pour mener des enquêtes, élaborer des politiques et des formations, soutenir les coordinateurs de la sauvegarde dans nos différentes missions et travailler avec le personnel et les programmes de l’ensemble de l’organisation pour normaliser et intégrer des pratiques sûres dans toutes nos activités.  Relevant du chef de la sauvegarde, le rôle de conseiller en sauvegarde transforme la culture et la compréhension de la sauvegarde, de la PSEA et de la façon d’assurer la sécurité des enfants et des communautés dans tous nos programmes. L’équipe de sauvegarde travaille en étroite collaboration avec d’autres membres de l’équipe de qualité du programme et d’autres parties prenantes dans l’ensemble de l’organisation et fournit des conseils et un mentorat aux coordinateurs de sauvegarde dans le pays.  Le poste nécessitera jusqu’à 40% de voyages en République démocratique du Congo et en République centrafricaine.

Le Conseiller en Sauvegarde de WCUK soutient l’élaboration et la mise en œuvre de politiques, le développement d’outils, le renforcement des capacités et de l’apprentissage, et l’amélioration des mesures visant à prévenir l’exploitation et les abus sexuels et la maltraitance des enfants dans les programmes de WCUK. Le Conseiller en Sauvegarde fournira des conseils et un soutien aux Coordonnateurs de la Sauvegarde basés dans les différentes missions, et travaillera avec le Chef de la Sauvegarde pour développer des approches innovantes afin d’intégrer des pratiques plus sécuritaires. Le Conseiller en Sauvegarde s’engagera avec des réseaux externes pour s’assurer que WCUK fonctionne conformément aux meilleures pratiques et se situe au premier plan de la sauvegarde dans le secteur.

Le Conseiller en Sauvegarde travaillera avec des collègues au Royaume-Uni et avec les équipes des différentes missions pour s’assurer que les programmes WCUK sont sûrs pour les enfants et les communautés, en identifiant les risques et les stratégies d’atténuation des risques, en enquêtant sur les allégations de sauvegarde si nécessaire et en développant des politiques et des procédures pour renforcer les systèmes au sein de l’organisation. Le titulaire du poste doit être un locuteur natif ou parlant couramment Français et avoir une solide connaissance de la sauvegarde, de la PEAS et de la protection de l’enfance.

Vos responsabilités

  • Fournir des conseils, un soutien et une formation aux dirigeants, au personnel, aux points focaux et aux partenaires du pays
  • Aider les Coordonnateurs de la Sauvegarde des pays à élaborer et à dispenser des plans d’action de sauvegarde, à soutenir et à faire progresser les plans d’action en matière de sauvegarde, à cartographier le soutien aux survivants, à dialoguer avec des partenaires et d’autres ONG.
  • Concevoir et mettre en œuvre des stratégies, des projets et des outils efficaces pour lutter contre la maltraitance, l’exploitation sexuelle et les abus sexuels dans l’ensemble de WCUK.
  • Travailler avec les principales parties prenantes pour améliorer l’efficacité de la dissuasion, de la prévention, de la détection et de la réponse en matière d’exploitation et d’abus sexuels au sein de l’organisation.
  • Rechercher et développer des approches novatrices pour lutter contre l’exploitation et les abus sexuels. Soutenir le Chef de la Sauvegarde pour promouvoir les meilleures pratiques au sein de WCUK.
  • Mener des enquêtes indépendantes sur les allégations de maltraitance d’enfants, de harcèlement sexuel, d’exploitation sexuelle et d’abus sexuels conformément aux procédures convenues par WCUK.
  • Assurer la supervision des Coordonnateurs de la Sauvegarde qui mènent des enquêtes sur la sauvegarde et aider les Coordonnateurs de la Sauvegarde à développer leurs compétences en matière d’enquête.
  • Communiquer efficacement avec les survivants, les plaignants/journalistes, les témoins, les personnes faisant l’objet de préoccupation et les autres intervenants internes et externes.
  • Aider les Coordonnateurs de la Sauvegarde à développer des réseaux dans le pays afin de permettre une réponse agile dans les enquêtes et d’identifier les sources de soutien à la violence basée sur le genre , à la PEAS et à la protection.

Security of personnel and programmes is one of the biggest challenges to humanitarian activity, and the Security Advisor is primarily responsible for ensuring our people are safe and our programmes are delivered securely in high-risk countries. Your Role 

The Security Advisor leads the security function ensuring War Child’s security management (HQ and country operations) is fit for purpose. Reporting to the Head of Programme Funding and Operations as well as direct and independent access to Director of Programmes and Advocacy, CEO and Audit & Risk Committee, you will implement effective strategies for risk mitigation, programme continuity, and protect all individuals engaged in War Child activity overseas. Internally, the role business partners to Heads of functions, SMT and Country offices providing meaningful information, analysis and subject matter expert advice. You will support and coordinate security officers in each country, monitoring quality application of policies and procedures. Externally, you engage with international security agencies and partner organisations overseas. You represent the organisation at international analytical fora, and significantly, you engage with War Child’s external commercial risk services facilitating a global crisis response capability. You are a core staff when resolving security incidents or crises, and closely support the Country Directors (CD), Director of Programmes and Advocacy and CEO. You risk manage global travel of disparate profile, staff and visitors. 

 

Your Responsibilities 

 

  • Develop and maintain a global security risk management system for WCUK. Manage risk thresholds across programme activity, develop contextual analysis and advise senior managers. Develop and annually review the organisation’s security strategy. 
  • Lead and develop appropriate security policies and crisis management plans ensuring they are continually applied. Foster a strong global security culture, maintaining safety standards across the organisation. Record all security incidents, conduct analysis, inquiry and reports. 
  • Contribute to creating a culture committed to the safeguarding of children and adults and compliant to WCUK’s Child Safeguarding and Adults at Risk Policies. Ensure that security management adheres to Safeguarding and PSEA policy and contributes to safer programming and input security advice and guidance into investigations. 
  • Provide security technical input to field offices and develop country Security Officers and CDs’ security management capacity. Annually train security managers in risk management. 
  • Support the development of field-based security plans, analysis and training for safe programming. Identify offices or programmes that require safety improvements, advise best practice in relation to context and financial capacity. 
  • Develop and manage the annual security budget recommending security investment to HQ and country operations. Control purchase and issue of security related equipment and contracts at HQ. 
  • Lead global crisis management (CM) capability. Ensure a reliable CM response from London, lead CM training and build capacity of country CM teams synergizing country and HQ responses. Liaise with national authorities and stakeholders during crises. 
  • Represent organisational security at the Audit & Risk Committee, providing clear, concise written risk reporting for better oversight of the organisation. Advise CEO and Directors risk mitigation measures and resources requirements, work to minimise WCUK’s risk exposure. 
  • Business partner with department Heads to manage security risks associated with War Child’s strategy objectives: advocacy, media, philanthropy and partnerships, youth engagement etc. 
  • Risk manage global travel for staff, donors, consultants, media and ambassadors, develop a robust travel process ensuring travellers are adequately prepared to go into hostile environments. Enable quality security training across the organisation within financial constraints. 
  • Develop and maintain an effective information management process. Analyse incidents and recommend improvements to security plans. Manage threat warnings and SITREPs, collate data and supply analytical products for HQ or country offices.  
  • Provide security input and analysis to Program Funding Unit (PFU) and Finance for new proposals, ensuring security is considered and resourced.

Rehabilitates devastated health care systems and helps bring them back to self-reliance
IMC has been working in Yemen since 2012 and implements its programs through the country office in Sana'a and two field offices (Ibb and Aden). As the emergency has evolved, IMC has continued providing essential lifesaving support to communities under volatile conditions in the health, nutrition, WASH, and FSL sectors. IMC is currently implementing in six Governorates of Yemen: Sana'a, Ibb, Taiz, Aden, Lahj, and Al Dhale’e.
Across all six Governorates, IMC’s Yemen response consists of integrated projects aimed at delivering a core package of interventions to reach the most vulnerable, conflict-affected, and/or displaced communities with funds from ECHO, World Food Programme (WFP), the Office of U.S. Bureau for Humanitarian Affairs (BHA), and Yemen Humanitarian Pool Funds(YHPF). IMC is supporting over 60 Primary Health Care facilities and 3 secondary health care facilities in Aden, Sana’a, and Taiz governorates.
IMC has built partnerships with government authorities such as the Ministry of Planning and International Cooperation (MOPIC), Ministry of Public Health and Population (MOPHP), National Security, Cleaning Fund, General Authority for Rural Water Supply Projects (GARWSP), Ministry of Agriculture, to facilitate access to facilities and communities, for monitoring, and to support the transportation of supplies. IMC also participates in clusters and coordinates with local and International NGOs to improve quality and to avoid duplication support
 
JOB SUMMARY:
The Nutrition Coordinator's role is to lead and provide technical support for planning and smooth operation of nutrition activities in any defined context. This includes the active involvement in developing and rolling out the country nutrition strategy based on the specific context, assessments/needs identified, program implementation of multiple nutrition projects and fundraising. In addition, the Nutrition Coordinator will support with the overall building of capacity of local staff and stakeholders in nutrition programming.  To perform this job successfully, an individual must be able to perform each essential function with or without reasonable accommodation:
 
MAIN TASKS AND RESPONSIBILITIES
The Nutrition Coordinator will be responsible for leading the nutrition managers and providing technical support and capacity building of the team to successfully plan, implement and monitor International Medical Corps nutrition program activities in a country program. The Coordinator must have the ability to organize and support all aspects of the nutrition program including liaising with the Ministry of Health, the nutrition cluster, other international and national agencies, and donors.
The Nutrition Coordinator will be responsible for ensuring that the nutrition programs in the country program are implemented in line with the Ministry's guidelines and international humanitarian standards and donor guidelines. He or she must be able to provide technical backstopping and conducting nutrition training, reviewing program reports, surveys and monitoring and evaluation reports. Additionally, the Nutrition Coordinator will work closely with the respective line management to provide input into proposal development and country level strategies as required.

Program Implementation and Development
  • Collaborate with the Program Director, Nutrition Managers and MEAL Coordinator to achieve program objectives and smooth implementation of the program.
  • Ensure that IMC implementation of the CMAM and IYCF activities conform to internationally accepted standards and country guidelines.
  • Coordinate and follow-up on nutrition programs implementation to review progress towards objectives through organizing regular review meetings, update and experience sharing meeting among staffs.
  • In collaboration with the team, identify existing project implementation gaps and new opportunities for nutrition and nutrition-related projects and lead on the concept note or proposal development while liaising with interested partners and stakeholders to ensure that proposed activities and programs align with best practice in the nutrition sector.
  • Lead, plan and conduct nutritional assessments and surveys in existing and in potential new areas, following the nationally approved survey protocol, for program expansion and feed assessments results into proposals if needed.
  • Lead the development of a referral mechanism and communication strategies and train nutrition staff (IMC, MOH, CHVs) in case detection and referrals between health facilities adapted to the local context.
  • Support the nutrition managers and supervisors to ensure proper functioning of reporting systems data flow mechanisms for regular assessment, monitoring and evaluation of the program against its objectives and expected results. And conduct critical monitoring of all aspects of nutrition activities and identify areas of concern. Submit workable solutions for identified challenges
  • Demonstrate understanding of multi-sectoral approach to malnutrition and ensuring that nutrition project beneficiaries are linked with other sector interventions and provide guidance to staff on the integration of a nutrition component into other sectors as appropriate such as food security, Health, WASH and disaster prevention and preparedness
Capacity Building
  • Assess the training needs of nutrition staff; develop a training program to meet these needs; conduct nutrition training for project nutrition staff and MOH counterparts implementing nutrition programs, focusing on all aspects of community-based management of acute malnutrition (CMAM) and IYCF with the support of the Health and Nutrition Supervisors
  • Assist Nutrition Manager to facilitate the development/adaptation of nutrition education training manuals and facilitator's guide based on existing national nutrition protocols and curricula including training follow-up
  • Coordinate with other sectoral program managers with IMC's program to ensure that other parts of the program are functioning in order to maximize nutrition intervention's impact
  • Liaise with nutrition experts, provincials Nutritionists and others to ensure that specialized support is available at the field/district/activity level to increase coverage and overall efficacy of the program
Representation
  • Actively participate and represent International Medical Corps in nutrition sector coordination forums, discussions and activities, serve as an International Medical Corps nutrition resource person, and display technical and organizational leadership in sectoral activities.
  • Create and maintain smooth relations and open collaboration with Government and local stakeholders and serve as the nutrition resource person
  • Coordinate International Medical Corps nutrition activities and across a wide range of actors including donors, host governments, UN and NGO partners to ensure consistency of programming.
Program Finance, Logistics and Administration
  • Prepare detailed work plan and budget plan for nutrition activities and ensure implementation of planned activities according to the work plan adhering to the budget according to IMC standards and oversee program spending per budgets and pipelines
  • Support and motivate program/logistics/administrative/finance staff in their work, by ensuring appropriate training, coaching and supervision by technical leads
  • Manage staff recruitment and training, conduct performance monitoring in collaboration with HR and Nutrition Managers, ensure that standards and protocols are adhered to
  • Ensure equitable allocation of human, material and financial resources
  • Coordinate very closely with logistics in order to ensure that there is no break in nutrition program supplies.

JOB SUMMARY : Responsible for overseeing the administrative and financial management activities, accountability requirements and human resources administration within the country office. Provide technical assistance to country team members in implementing and complying with financial and administrative procedures to ensure compliance with regulations and serve as the financial liaison in the country, local NGOs, other implementing partners and implementing units.

MAIN TASKS AND RESPONSIBILITIES

Accounting and Finance Management
  • Ensure compliance with the organization and donor regulations and procedures; establish finance and supporting function policies, systems, and procedures; and direct or perform their development, documentation, and implementation
  • Supervise and ensure that the day-to-day accounting operations and financial management functions in country offices are performed in accordance with internal policy and procedures

Program Description
IMC programs are currently funded by BHA, FCDO and GAC/MHD, complemented by contribution from private donors. Areas of intervention are focusing on sectors where IMC has a global and longstanding expertise. These include health (with minor nutrition interventions), MHPSS (Mental Health and Psycho-Social Support), Protection (focusing on GBV and Child protection) with integrated activities in the livelihoods sector through provision of vocational trainings. IMC currently directly manages couple of primary health care clinics and a number of medical mobile teams. IMC clinics provide preventive, diagnostic and curative services free of charge to all population in various specialties, as well as health education, provision of basic laboratory services, provision of medications and malnutrition screenings. IMC also supports referrals to advanced healthcare services through privately contracted hospitals and specialized doctors. IMC is also supporting public health facilities through provision of medical equipment and supplies, provision of PPE items as part of COVID-19 response and the support will be expanded to encompass also technical support and close monitoring and supervision of service provision.
 
Job Description
 
JOB SUMMARY:  The Medical Coordinator will provide strategic vision and technical support to the identification, design, implementation and management of the country health programs. The Medical Coordinator will work in collaboration with the senior management team and health teams in the field to deliver high-quality health services to the targeted beneficiaries. The Medical Coordinator will make frequent visits to the field sites to ensure the highest standards of service delivery. S/he will ensure high-quality clinical services in all IMC-supported health facilities. S/he will monitor service quality, ensure that all staff are trained and well-supported, pharmaceuticals and other medical supplies are properly managed, and apply clinical-level data to national-level quality improvement efforts. The Medical Coordinator will represent IMC in the national Health coordination meetings, Health Forum and other technical working groups. MAIN TASKS AND RESPONSIBILITIES
Technical leadership and Program Quality
• Responsible for the appropriateness and quality of medical interventions conducted by IMC projects. Expected to prioritize patient-centered services, identify and work on removing barriers to enhance patient safety, and improve effective, quality medical care.
• Work closely with leadership to determine and ensure the operational needs and smooth implementation of health programs

• Ensure timely and adequate provision of supplies and drugs through review of pharmacy consumption reports, national drug protocols, program budgets, acquisition of partner agency and UN drug kits, and health information materials.

Program Development
• Work with senior management team, field teams, Cross Functional Platforms, and the Health Technical Unit in strategic planning for future health programs.
• Work with Program Director and senior management team to draft concepts for future funding following the protocols and formats.
• Provide technical input during proposal development and technical reviews.
• Strive to ensure as much as possible different health related sectors (MHPSS, GBV, etc.) are integrated into proposed programs. 
 
Representation
• Represent the organization in national health coordination meetings, Health forums and other technical working groups.
• Contribute to the creation of a positive image and overall credibility, notably through the application of IMC’s mandate, ethics, values and stand-point with regard to other actors. 
Human Resources Management
• Supervise the health staff on a day to day basis in order to ensure a proper implementation of health activities.
• Coordinate and supervise the selection and training of qualified program health staff, recommend promotions, and implement disciplinary action and termination of staff in consultation with leadership.
• Maintain open lines of communications with all health field staff.
• Determine the training needs of the medical staff. Arrange and oversee trainings.
• Ensure staff performance evaluations and professional development plans are in place.
 
Monitoring and Evaluation
• Support the M&E staff/team in development of new strategies that includes proposal of data collection methods and defining medical indicators during project design; and supporting the team in data collection at the field sites.
• Interpret the analyzed data, present how the project is progressing in terms of performance indicators and propose plans for action to address any gaps in project implementation.
• Liaise with HQ to receive timely input and implement recommendations ensuring best practice at all stages of program implementation.
 
Medical Logistics and Supply Chain
• Ensure proper distribution/donation plans for all the medication that will expire within six months.
• Ensuring the preparedness for timely and efficient deployment of medicines, medical consumables and medical equipment, replenish stocks and supply field operations and Mobile Clinics, as per operational needs of the project and in line with the agreed budget with donors.
• Review and identify key procurement of medical commodities in procurement plans/budget of all active grants and proactively and timely raise the requests to the country procurement team and/or the global procurement team depending on the sourcing location of the commodities.
• Review list of medical commodities/pharmaceuticals within project proposals and ensure these are aligned with project output and outcomes. Ensure that all list of medical commodities identified during proposal development are shared in a timely manner with the GPSU unit for review and approval.
• Ensure that the delivery of supplies match the agreed activity plan/work plan of each of the projects and proactively identify any potential risk of delay while proposing mitigating measures.
• Attentively monitor stock quantities and expiry dates of medical commodities and provide regular updates and/or elevate challenges to senior management whenever needed.
Pharmacy Management (when applicable)
• Work closely with the Pharmacy Manager to ensure effective pharmaceutical management in accordance with GPSU directives, internal SOPs and Pharmacy guidelines.
• Ensures that the field teams are well versed with Pharmacy Information Management system and are adhering with its optimal usage.
• Ensure accuracy and validity of monthly pharmacy reports prior to the submission to the donors.
• Ensure compliance with good pharmaceutical practice guidelines and spearhead rational medical practice in the mission.
 
Working Relationships
• Work closely with the Country Director, Program Director, Field Coordinator, and/or and Country Senior Management Team and the Health Technical Unit at the IMC headquarters to ensure Health program activities and objectives are communicated and understood.
• Work with key donor staff to develop and maintain optimum programmatic relationship

Technical Monitoring and Program Quality
• Provide technical supervision of, and technical support to the organization’s health programming activities.

Essential Job Duties/Scope of Work:
 
International Medical Corps is a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through healthcare training and relief and development programs.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in areas worldwide. By offering training and healthcare to local populations and medical assistance to people at high risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated healthcare systems and helps bring them back to self-reliance.
 
BACKGROUND
After a period of relative calm following the 2014 Israel–Gaza conflict, the security and political situation in Gaza deteriorated significantly in May 2021. Since mid-May, OHCHR has reported that 232 Palestinians, including 65 children and 39 women (of which 3 were pregnant), and 121 men have been killed in Gaza. Around 1,760 Palestinians have been injured, including 540 children, 361 women. The ongoing conflict situation has brought widespread devastation to an already impoverished territory and placed an additional burden on Gaza’s health infrastructure, which is already overwhelmed due to COVID-19. Utilizing internal and private donor funds, International Medical Corps has been working with local partners in Gaza to provide health, mental health, and nutrition services to vulnerable communities.
International Medical Corps is implementing a six month emergency project funded by the U.S. Agency for International Development’s Bureau of Humanitarian Assistance (BHA). Under this project, International Medical Corps will support a multi-sectoral package of interventions including:
  • healthcare services, including medicines and medical supplies;
  • mental health services, including psychological first aid, for victims of trauma;
  • emergency nutrition programming;
  • support for survivors of gender-based violence (GBV);
  • child protection and response activities; and
  • services to mitigate the spread of COVID-19.
JOB SUMMARY
The Grants Administration and Reporting Manager is responsible for ensuring compliance with general donor regulations, grant specific requirements, donor communication, reports, as well as a range of regular and ad hoc reports and communication tools used for both internal and external dissemination of information. Additionally, this position will ensure that all information and data collected from the field is compiled, documented, analyzed and reported in a results-based and timely manner for country program mission internal purposes and as per donor requirements. The position will support training and development of IMC staff and partners to improve and standardize reporting and proposal development. S/he is also responsible to develop high quality communication products, highlighting IMC program activities for external audiences.
 
MAIN TASKS AND RESPONSIBILITIES
Grants Information Management
  • In coordination with Country Director or Deputy Country Director and MEAL management (as applicable by different country structure), ensure timely compilation of program and project data to comply with internal, donor, and sector coordination reporting requirements by deadline;
  • Support the development and drafting of concept notes, full proposals, modification requests, and supporting documents according to the program management tool;
  • Develop and maintain an in-depth understanding of grants, donor compliance, and budget conditions and status;
  • Provide assistance in preparation of budgets and in the analysis and evaluation grant performance and budget burn rates in coordination with program and finance personnel;
  • Assist program senior management reviewing Budget vs Actual (BVA) reports to address and escalate any projected underspend; as well as projected inabilities to meet contractual obligations;
  • Organize and participate in grant kick off and grant review meetings and provide advisory assistance to program staff;
  • Maintain grants filing system for all country program grants, including agreements, proposals, revisions, reports, etc;
  • Conduct regular review, with project teams and HQ, of contract delivery and performance against indicators (project and contract indicators);
  • Maintain a broad and deep understanding of donor policies, regulations and procedures and build this knowledge among programs and operations team members;
  • Liaise with in-country, regional and headquarters on grant management activities, including ad hoc requests for information and updates;
  • Compile and respond to information requests from all IMC HQ offices.
Reporting
  • Assist in donor relations; participate in calls with IMC’s donors, represent IMC country mission at donor meetings as required; and communicate relevant priorities to donors and internal business development;
  • Ensure tools and processes are adequate and in place for purpose to collect relevant quantitative and qualitative information required for reporting to a range of stakeholders;
  • Develop standard reporting templates and tools that will support improved narrative, log frame and financial reporting;
  • Provide regular situation analysis (security, political, media, from other agencies/actors), regarding humanitarian needs and data collection from program activities;
  • Support the development of communication tools (for internal and external use), including maps, case studies, and info graphics;
  • Provide editing and quality assurance of all internal and external reports for review by the Management prior to dissemination;

Code of Conduct  
As applicable to this position, an individual must promote and encourage a culture of compliance and ethics throughout the organization and maintain a clear understanding of International Medical Corps’ and donor compliance and ethics standards and adheres to those standards.    
If this is a supervisory position, one must set an example of ethical behavior through one’s own conduct and oversight of the work of others; ensure that those who report to you have sufficient knowledge and resources to follow the standards outlined in the Code of Conduct & Ethics; monitor compliance of the people you supervise; enforce the Code of Conduct & Ethics and International Medical Corps’ policies, including the Safeguarding Policy and the Protection from Harassment, Bullying and Sexual Misconduct in the Workplace Policy, consistently and fairly; support employees who in good faith raise questions or concerns.    
It is all staff shared responsibility and obligation to safeguard and protect populations with whom we work, including adults who may be particularly vulnerable and children. This includes safeguarding from the following conduct by our staff or partners: sexual exploitation and abuse; exploitation, neglect, or abuse of children, adults at risk, or LGBTI individuals; and any form of trafficking in persons. Staff are also responsible for preventing violations to our Code of Conduct and Ethics, which may involve Conflicts of Interest, Fraud, Corruption or Harassment.  If you see, hear or are made aware of any violations to the Code of Conduct and Ethics or Safeguarding Policy, you have an obligation to report.
