Responsibilities
- Manages the funding pipeline and resource mobilization strategy in a defined portfolio.
- Leads donor and partner relations.
Manages the allocation of time and resources for resource mobilization in a defined portfolio.- Leads contract negotiations.
Contributions
- Strategy development: Leads the development of resource mobilization strategies for the portfolio. Uses organizational tools to assess the health of the portfolio. Participates in overall business planning in relevant geographies.
- Business intelligence: Manages donor pipeline based on business intelligence with oversight. Ensures balances of risks and opportunities with the regional team and at the country level.
- Positioning and donor relations: Leads public and private donor engagement and positioning strategy with oversight. Ensures Search is seen as credible by the actors and on the issues identified in the strategy.
- Partnerships: Leads partner selection decision-making. Stewards peer relationships with key strategic partners. Reviews Pre-Teaming Agreements, Teaming Agreements, as relevant.
- Go/No-Go decisions: Facilitates go/no-go decision-making process with relevant program staff.
- Capture planning: Oversees capture strategy and implementation.
- Bid process: Oversees bid process, developing tools, providing coaching and feedback, and quality control.
- Writing: Coaches and supports writing leads for public and private donors. Assists in cross-organizational proposal development.
- Proposal reviews: Ensures review processes across departments. Ensures appropriate buy-in. Participates in strategic review processes.
- Contracting process: Oversees contract negotiations.
- Knowledge management and training: Ensures cross-fertilization of fundraising learning across teams. Identifies and addresses capacity needs and implements capacity development plans as needed.
- After Action Reviews: Tracks factors of success and failure for the fundraising process and adapts processes accordingly.
- Recruitment: Leads recruitment and efforts to attract talent.
- On-Boarding: Oversees on-boarding of senior program and resource mobilization staff.
- Staff management: Support the recruitment, retention, and professional development of a high-performing fundraising staff in the region.
- Other duties that are broadly in line with the above key contributions as assigned.
Type and Nature of Contacts
- Routinely coordinates with colleagues and consultants on-site and in the field and resolves problem situations with tact.
- Represents, as assigned, selected programs or projects and other organizations, including donors, vendors, and international and local partners.
- Interacts with country office and regional staff.
Education and Experience
Typically BS/BA with minimum 9 years’ experience; minimum of 4 years specific to program development.
Native level English fluency is required. French is an advantage.Working Conditions and Physical Requirements
Usual office environment conditions; ability to travel internationally at least 20%.Supervisory and Budget Responsibility
May supervise one or more staff members.Location
This position may be based in one of Search’s offices, including Brussels, Washington DC, or our country offices in the MENA/Asia region.
This role is offered as a local hire, and the location of hire will be determined based on the successful candidate’s current country of residence and existing right to live and work.
Search does not provide visa sponsorship or support for work permits. Candidates must already have the legal authorization to live and work in their location for the full duration of employment.
Salary and benefits will be determined based on the location of hire and will be adjusted in accordance with local market conditions and employment frameworks.

Department Summary
The Resources Department is accountable for developing and ensuring the execution of Search’s integrated fundraising and marketing strategies to advance the mission and expand the organization’s impact. Working closely with the organization’s leadership and staff across the organization, the department’s multi-disciplinary fundraising teams build funding partnerships with private and public donors, generate unrestricted and restricted revenue, enhance the Search brand, and help to broaden the community of individuals and institutions that support the organization and advance the mission. This role will collaborate with program leaders globally to develop Search’s funding partnerships and build organization-wide capacity to mobilize resources successfully from diverse funders. This position is a member of the senior management team for the MENA/Asia region. The MENA/Asia portfolio currently covers: Syria, Lebanon, Israel, Palestine, Iraq, Yemen, Afghanistan, Kyrgyzstan, Uzbekistan, Tajikistan, Myanmar and Sri Lanka.
