REQUIREMENTS
Education & Experience
- Bachelor’s degree in Human Resources, social sciences or equivalent area of study
- Minimum 3 years of professional experience in Human Resources e.g., employee relations, HR advisory, recruitment, training, HR administration
- Experience supporting employees and managers in individual HR cases while ensuring discretion and professionalism
- Experience or strong interest in wellbeing, psychological safety and healthy work environments ideally in a support or advisory capacity
Competencies
- Strong interpersonal and communication skills to provide clear, accessible HR guidance
- Effective organisation, prioritisation, and boundary‑setting to maintain service quality in a part-time HR advisory role
- Ability to interpret HR data and identify key trends
- People‑centred approach with trust and empathy, able to identify and escalate wellbeing concerns
- Proactive, discreet, solution‑oriented, and emotionally intelligent
- Comfortable in multicultural environments and able to engage constructively with diverse stakeholders
- Solid command of MS Office and HR information systems
Languages
- Proficiency in English and French, both written & spoken is mandatory
Description
CONTEXT
Within MSF Belgium’s Operational Centre Brussels (OCB), the Operational HR Hub acts as a partner between the HR department and the operational units based at Headquarters. The hub ensures coherent HR support, alignment across teams, and consistent application of HR policies within the Head Office (HQ) environment, under the supervision of the HR HQ Referent.
As Human Resources Advisor, you are a key contributor to the effective implementation of HR processes at Headquarters. You ensure operational consistency, support organisational structure, and strengthen the employee experience through responsive, people ‑centred HR practices. By partnering closely with managers and teams, you help ensure policies are applied with coherence, communication is clear and timely, and staff well‑being is actively supported within the HQ context.
MAIN RESPONSIBILITIES
- Serve as the first point of contact for employees, management, and the organisation on all HR matters for assigned HQ departments
- Act as focal point for Team Leaders by supporting the management of individual cases
- Introduce newly appointed Team Leaders to the HR Guide for Managers and relevant HR tools/processes to foster confident, people‑centred management
- Coordinate the creation and revision of position descriptions (DE process) with managers and the HQ HR Referent to ensure clear, organisation aligned roles supporting recruitment and performance management
- Participate in job evaluation and classification with the Compensation & Benefits team to maintain internal equity and transparent role classification
- Support and monitor team structuring and internal movements to ensure alignment with HR frameworks and organisational charts for coherent and efficient staffing
- Contribute to the implementation of HR related projects, ensuring timely delivery and alignment with broader HR priorities
- Conduct exit interviews, consolidate feedback, and identify trends to understand staff departure reasons and their overall employee experience at MSF
- Oversee onboarding, coordination, and monitoring of interns and volunteers at HQ to ensure a smooth, structured, and learning‑oriented experience
- Support the Deputy HR Director in relations with social partners, preparing and participating in the Works Council and the Committee for Prevention and Protection at Work to ensure constructive dialogue and compliance with social legislation
- Produce and interpret HR statistics and dashboards on staffing, exits, and team changes, providing data‑driven insights for strategic HR decision‑making
- Promote development tools and a culture of ongoing feedback and learning to support continuous professional growth and strengthen organisational capabilities
- Contribute to monitoring and promoting staff well‑being at HQ by maintaining regular contact with stakeholders and flagging concerns to support a healthy, psychologically safe, and sustainable work environment
CONDITIONS
- Expected starting date: As soon as possible
- Location: Brussels (Belgium)
- Contract Type: Fixed-term contract – Part-time (50%)
- Contract duration: 12 months
- Homeworking: according to MSF-OCB Policy
- Salary according to MSF-OCB Head Office grid
