Profil

  • Minimum 5 years previous experience in project management at a senior management level
  • 3 + years of previous overseas management experience, preferably in finance and/or logistics
  • Education to a masters level / relevant professional qualification/ significant relevant experience that shows an ability to critically analyse and apply information in management and work situations at a similar level
  • Strong demonstrable previous experience in project planning, implementation, monitoring and evaluation
  • Strong experience in financial management
  • Strong experience and/or knowledge of HR Processes and Management
  • Strong experience liaising with governmental / local authorities and other NGO’s.
  • Excellent staff management and personnel skills and experience in Managing and Leading Multi – Functional Teams
  • An interest in capacity building/mentoring of teams (both national and expatriate)
  • Excellent communication skills
  • Good skills in systems development and documentation e.g. experience of ISO systems or similar
  • Budgetary control and financial management skills
  • Excellent analytical and writing skills
  • Fluent in French and English

Description

GOAL est présent en Haïti depuis presque 5 ans avec des programmes en milieu urbain (Port au Prince) et rural (Gressier). GOAL continue à soutenir les familles affectées par le tremblement de terre (logement, eau et sanitaire) tout en entament la transition vers un programme de développement dirigé par la communauté.

Durant cette transition stratégique, GOAL a pour ambition d’allier aide et développement à travers 4 secteurs programmatiques : RRC et reconstruction, relogement des personnes déplacées, développement économique et WASH. Le principal objectif du programme est de renforcer les communautés afin de les rendre plus résistant face aux catastrophes en partie grâce à un meilleur accès aux ressources économiques. GOAL Haïti utilise une approche qui laisse le pouvoir de décision dans la communauté.

Les projets de GOAL sont financés par OFDA, ECHO, UE, Irish Aid et Bank of Ireland. 130 personnes, dont 10 internationaux, sont actuellement employées dans une de nos bureaux à Gressier ou à Pétion-Ville.

La déscription du poste est en anglais étant donné que le processus de recrutement se déroulera principalement en anglais.

Overall Objectives of the position:
The Assistant Country Director (Systems) provides strong leadership as a member of senior management, promotes good stewardship, provides direction to the Systems Department and ensures that systems support effective programming. The ACD-S also oversees the coordination of the provision of timely, high quality information to all managers.
 
Key Duties
  • Oversee GOAL Haiti’s Logistics, Finance, Human Resources and Internal Audit-Donor Compliance departments
  • Provide support and leadership for GOAL Haiti internal support systems, facilitating effective programme development and implementation.
  • Oversee Supply Chain, Logistics, and IT to facilitate support for current and future programmes in line with GOAL policies and good practice.
  • Actively participate in the Senior Management team, contributing to the ongoing development of the country programme, particularly in terms of input to the country strategic plan.
  • Deputise for the Country Director when required and undertake any additional duties as mutually agreed with the Country Director.
  • Assist the CD in the management of the Security Plan and monitor staff understanding and implementation of the plan at every level.
  • With the CD and Finance Manager, guide and coach local managers to ensure that HR, Finance, Logistics, Administration, IT and Internal Audit/Donor Compliance  policies are appropriate for the organization and applicable to the changing strategic direction and programmes in GOAL Haiti
  • Along with other Senior Management, actively manage the Country’s risk profile by ensuring that policies and procedures are in place, participating in the management of the country Risk Register and addressing internal audit and compliance issues.
 Financial
  • Direct management of the Finance Manager and Internal Audit-Donor Compliance Officer
  • Ensure that GOAL’s Financial Guidelines are adhered to at all times, reporting any breaches to the CD.
  • Monthly review of spending and forecasting of the core budgets, ensuring that the Programme Coordinators/Project Managers feed into the process.
  • Review financial paper work to ensure all transactions are properly authorized and that all the required supporting documentation is on file.
  • Ensure that a robust system of controls is in place.
  • Meet with Finance, Logistics and Programmes on a regular basis to ensure coordination of all cross-over issues.
  • Prepare and manage the overall core cost budgets for GOAL Haiti.
  • Manage the equipment budget for all GOAL Haiti.
  • Ensure organisational compliance to donor policies and guidelines.
 Logistics
  • Direct management of the Logistics Coordinator
  • Supervision of all logistical operations at the various field and support sites: including procurement, supply chain, asset management, fixed asset register, air transport and fleet management.
  • Improving cost-effectiveness by saving time or money through use of: framework contracts, improved coordination of programme activities, purchasing and transport.
  • Ensure strong and timely coordination between the Logistic teams in Port au Prince and in the field sites.
  • Ensure compliance of logistical operation with GOAL Logistical Manual and with Donor requirements.
  • Ensure internal logistics reports are submitted by the field to Port au Prince on time and that they are reviewed and analysed in Port au Prince and appropriate action taken.
  • Ensure logistics reports are submitted to Dublin on time.
  • Ensure that the Logistics Coordinator manages timely negotiation of property contracts and ensure that property is well maintained and secure.
  • Ensure that the GOAL transport fleet serves the needs of the programme.
  • Complete the Logistics Checklist for all new proposals.
  • Ensure logistics department liaise effectively with programme staff in proposal development and procurement planning so that requests can be anticipated and inputs delivered in a timely manner and in accordance with procurement procedures.
 IT
  • Ensure that the IT planning reflects programme priorities.
  • Provide support and oversight for IT related issues including adherence to IT guidelines.
  • Ensure the training of all relevant programme staff and partners in the proper use and maintenance of communications and IT equipment.
  • Liaise with Dublin IT support in relation to IT maintenance and IT equipment management and formatting.
  • Ensure that regular back-ups and virus checks are carried out.
 Personnel / Human Resources
  • Direct management of the Human Resources Manager
  • Implementation of the GOAL Haiti HR Manual. 
  • Coordinate with Country HR Manager on personnel issues.
  • Ensure all new hires are properly authorized and contract of employment issued.
  • Monitor and approve all national annual leave.
  • Ensure GOAL’s HIV/AIDS workplace policy is implemented.
  • Ensure implementation of staff performance management system.
  • Promote an organization environment which is fair, open, protective and which fosters a learning culture.
  • Develop an annual training plan for Systems staff.
  • Ensure that Systems HR planning, including succession planning, is developed in coordination with annual programme planning.
  • Link with Global HR Officer to identify and implement any Global HR Issues/developments
  • Oversee the annual salary review process
  • Contribute to and oversee the design of the HR Strategy
 Security
  • Support the Country Director in the management of Security.
  • Implement GOAL’s Security Guidelines and Procedures and ensure that staff are familiar with these guidelines and procedures.
  • With the SMT, periodically review the specific security guidelines.  
  • Ensure all office and accommodation meet basic security standards, including fire prevention, lockdown and evacuation procedures.
  • Provide a security briefing to all staff/visitors arriving into the site for the first time.
  • Monitor the security situation and provide regular information to the CD of any incidents, changes or adverse conditions affecting staff safety or project operations in the region.
 Administration
  • Provide direction and supportive management to the Support coordinators and managers.
  • Coordinate the regular reviews of all relevant manuals and manage their rollout.
  • Ensure efficient and effective administration systems in line with GOAL policy.
  • Ensure that visitors and new staff are provided with welcome packs, schedules and in-country briefings.
  • Ensure the on-going management of the asset register and inventory.
  • Provide and/or ensure systems induction to new staff members.
