Profil

  • You hold a master degree in Social Science, International Relations, Community Development or relevant field

JOB CONTEXT:

Reporting to CD currently but TUM once the person will be recruited, and in collaboration with HQ AVR Technical Division, the Regional AVR Field Technical Specialist will contribute to the implementation of the Armed Violence Reduction pillar of the 3 STRATOP.

AVR activities aim to protect civilian populations exposed to the threat related to the presence of mines, Explosive Remnants of War (ERW) and Improvised Explosive Devices (IED). Reducing the impact of EO and small arms and light weapons on civilian populations is not only an end in itself but also an essential means for humanitarian access and sustainable development.

The AVR Specialist will be responsible for providing technical support to ongoing projects and ensuring quality according to sector standards and good practices. Thus, he/she will strategically support Armed Violence Reduction Activities, including land release in an integrated approach, inclusive risk education, conflict transformation and victim assistance specific efforts.

You will strongly focus on the strengthening of those programmes including strong context analysis, standardisation of tools, staff capacity development and programme development strategy. You will also develop the learning component of our AVR sector.

You will engage in standardisation of interventions based on common quality framework and processes including MEAL related elements. You will also enhance knowledge sharing within the programme and use each country lessons learned to improve each project based on other projects learning processes.

YOUR MISSION:

Under the responsibility of the AVR Field Technical Specialist contributes to the implementation of Humanity & Inclusion’s mandate, the 2022-2024 Operational Strategy (under elaboration) and 10-year strategy within his/her sectoral scope. He/she ensures the optimal quality and impact of the projects implemented in his/her mission by means of a delegation system with appropriate control mechanisms. With all HI Specialists and Managers, the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

Responsibility 1: Strategy Development

-You contribute to the AVR pillar of overall strategic planning for HI's mission

-You lead the definition of the AVR technical strategy for HI's mission and support its implementation by the operational teams;

Responsibility 2: Technical Support

-You ensure technical support to projects in line with the global technical frameworks and standards on AVR

-You ensure technical support to projects in line with the global technical frameworks and standards in Armed Violence reduction

  • You provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches
  • You ensure adequate support to multi-sector responses within projects, in line with the other specialists
  • You ensure technical learning from projects
  • You ensure the control & monitoring of the technical quality and the relevance of HI's activities in the programmes under AVR activities
  • You contribute to the Technical Divisions professional channel animation
  • You provide Technical expertise and support to Mine actions authorities in line with capacity building activities. (EORE, Victim assistance, NTS)
  • You collaborate with Logistics teams and Area Managers in providing technical specifications in the procurement process for NTS and EORE equipment

Responsibility 3: Research and Analysis

-You conduct regular analysis of project data and external secondary data on AVR needs and interventions in close collaboration with the TUM, Information Manager and the Monitoring, Evaluation, Accountability and Learning (MEAL) Coordinator;

-You lead the assessment of needs and gaps in the mine action sector;

Responsibility 4:  Coordination and Representation

-You contribute to the local external prestige and influence of HI’s expertise in AVR sector

-You liaise with national Mine Action Authorities and other line ministries and participate in different forums to advocate for policy changes

-You represent HI in relevant coordination meetings with Mine Action, AVR and Conflict Transformation actors (INGOs, national NGOs and humanitarian coordination);

-You ensure regular contacts and good bilateral relations with relevant Mine Action and AVR actors;

-You support the Head of Mission and the TUM in representation with Mine Action and broader AVR donors, when needed;

-You regularly coordinate and share activities with your Technical Referents at headquarters and at the same time ensure his (her) technical advice is implemented in the field

Responsibility 5: Business Development

-You actively contribute to the technicalities of development of projects in the AVR sector

-You ensure the development of major opportunities or new projects in the region under his sectorial scope

Responsibility 6:  Reporting

-You review and ensure technical quality of any report (Donors and ministries) related to AVR

-You ensure that lessons learnt and best practices in your sector of activities are documented and shared with the technical unit and headquarters;

-You ensure the collection and consolidation of relevant data;

-You ensure data is disaggregated by sex, age and disability in both HI interventions and partner activities;

-You provide relevant data related to EORE activities and NTS activities (statistics, monthly objectives, etc.);

-You ensure capitalization of the tools developed during the project;

-You provide a handover/end of mission report and have a debriefing at HQ at the end of your mission.

CHARACTERISTICS OF THE POSITION:

The position is based in Sana’a – Yemen. The expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah).  In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra professional activities in Sanaa and Aden. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas. The mission has put in place adequate security rules and process to allow team to work in safe environment. Despite the country situation, risk for expatriate remain limited and no critical incident happened over the past period. Local medical capacity remains a concern for person with fragile heath, ongoing treatment and that need close medical follow up. Dress code: Men will be required to wear long pants and at least a short sleeved shirt. Women are required to wear the abaya and hijab (head scarf) outside.

JOB CONTEXT:

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis).

In 2019, activities have been extended to Aden with the support of 2 hospitals and 1 Prosthetics center. In 2020, base has been open in Mokha with the support of two Health facilities and in 2021 activities has been launched in Hajjah governorate with the support of one health facility.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including persons with disability), so as to increase their access to essential services.

HI has worked consistently for over two years to get permission to begin mine risk education in Yemen, and is about to secure authorization to incept MRE/EORE programming, currently being in the process of recruitment and training of staff, as well as the development of SOPs and regulatory guidelines.

In 2022, HI plan is to continue implementing activities in the same area and launched new activities in Hodeida governorate.

 

YOUR MISSION:

Under the management of the Program Director, you, as the Area Manager, are responsible for developing and implementing, the projects part of the Programme operational strategy. Under the guidance of your line management and other relevant departments, you deploy all adequate tools that will allow project monitoring, financial controlling and compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy), and the respect of contractual obligations towards donors. You contribute to monitor and analyse context developments in your geographical area, in order to identify operational risks and opportunities, and propose actions to your line management. You contributes to organizational transformation in line with Lean, Shared Services and ROOTS projects. Depending on projects volume and area complexity: follow up security management, coordinate shared services and operations team on a daily basis to facilitate activities implementation

In Aden, you are the main interlocutor for the International recognize government of Yemen as most of the minister and administration of the “South Yemen “are present there, it requires dedicated skills of representation and negotiation.

In this framework, your main duties are:

1) MANAGEMENT

- Be the manager (direct report) of the Project team in the area of assignment

- Ensure coordination between project and support services teams and with other bases.

- Steer organization transformation, in particular through managerial and work practice change and continuous improvement of working processes.

2) CONTRIBUTION TO THE PROGRAMME’S OPERATIONAL STRATEGY AND HI FRAMEWORKS AND REGULATIONS.

- Contribute to the development of the Programme’s Operational Strategy, and to its implementation and annual monitoring

- Implement the project part of the Programme’s Operational Strategy

- Ensure the deployment of and compliance with HI global frameworks, institutional policies and standards. These include: the mandatory reference frameworks (such as HI Mission & Values or HI Theory of Change: Access to services), all HI's institutional policies (Security / Code of Conduct and Safeguarding / Bribery prevention / PME and Project Quality Framework / Age-Gender-Disability), all institutional directives and processes; delegation thresholds; security levels…

- Ensure sound management and monitoring of projects under his/her responsibility:

- With both operational opportunities and risks in mind, contribute to the monitoring and analysis made by the line Manager, and propose mitigation measures when relevant

- Support the Program Director in monitoring the security of the program and ensure internal resources for employees according to the context

3) INFLUENCE

- Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) on his/her responsibilities area

4) REPORTING

While all of HI activities were done so far in Sana’a governorate, HI has expanded in Aden in 2019 and has opened an office in Mokha in 2020. Activities in Hajjah have been launched early 2021.

DESCRIPTION OF THE POSITION:

Under the responsibility of the Yemen Programme Director, and with the support of the HQ Technical Partner, the Technical Unit Manager will have five Technical Specialists under his/her direct supervision.
He/she will contribute to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she will ensure optimal quality and impact of the projects implemented in Yemen, through a delegation system with appropriate control mechanisms. He/she will share with all HI managers the responsibility of a sound management and successful functioning of the global organization, through paradigm changes.

MAIN RESPONSABILITIES OF THE EXPATRIATE:

1. Management and coordination
-manages the Technical Unit team members
-is part of the Programme senior management team

2. Expertise
-contributes to the programme strategy development in line with the global strategies
-ensures the respect of global technical frameworks and standards and the learning process from projects (in liaison with 3I Division)
-ensures the development of research and innovation projects in the country when relevant (In liaison with 3I Division)
-ensures the control and monitoring of the technical quality and the relevance of HI’s activities in the Programmes
-leads a local professional channel/talent pool and contribute to the Technical Divisions professional channel animation

3. Influence
-represents the technical expertise of HI throughout the local relevant networks
-contributes to advocacy on specific themes in line with the global advocacy priorities
-contributes to communication messages locally in line with the global communication priorities

4. Business development
-ensures the development of major opportunities for each different theme in the Programme
-ensures the proposed projects are in line with the Operational strategy, compliant with HI and donors’ requirements, in collaboration with the Programme Director
-identifies and develops local partnerships and/or consortium with NGOs, Institutions, companies on technical priorities or important topics in the country, in collaboration with the Programme Director

SPECIFICITIES OF THE POSITION:

The position is based in Sana’a – Yemen. The expatriate will be expected to travel between HI bases (Aden, Mokha and Hajjah). In the four locations, the shared guesthouses are well equipped with a safe room. Most of the work is done at the Office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra professional activities in Sana’a and Aden. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.
There is a specific dress code for men and women.

In addition, the mission is also expanding its sector of intervention through Risk education and Cash support. Eventually, the set-up of advocacy mechanisms considering the country and regional environment is another major goal of the mission. 

 

While all of HI activities were done so far in Sana’a governorate. In 2019, HI re-established operations in one hospital in Aden. In 2020, HI’s intervention is expanding in Aden governorate, Lahj governorate and in Taiz governorate (mainly West Coast from the Mokha-based office).  Further expansion will be considered in 2021/2022.

 

YOUR MISSION:

Under the responsibility of the Technical Unit Manager of Yemen Programme, the Rehabilitation Technical Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. JOB CONTEXT :

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff International NGOs in the inclusion of the most vulnerable persons in their humanitarian response (including PwD), so as to increase their access to essential services.

While all of HI activities were done so far in Sana’a governorate, HI has expanded in Aden in 2019 and has opened an office in Mokha. Activities in Hajjah have been launched in late 2020.

YOUR MISSION:

Reporting to the Programme Director, as the Human Resources Manager (HRM) you ensure the efficient management of human resources for the programme for which you are responsible. you participate actively in the phased reorganisation of HI in the field as part of the ROOTS project and in efforts to retain staff and open up key posts to national staff, helping to ensure that HI is recognised as an “employer of choice in the aid sector” (2016-2025 strategy). You advise the Programme Director on the organisation’s continuous improvement, notably with regard to managerial aspects and support to changes in working practices. You are the point person for the operational HR centres at HQ, especially Personnel Administration Unit.

This position calls for regular visits to the field (affiliated countries) to ensure adequate HR management and monitoring over the region within the geographical scope.

Your missions are:

1. Strategy and steering

• You contribute towards the drafting, revision and implementation of operational strategy

CHARACTERISTICS OF THE POSITION :

The position is based in Sana’a – Yemen. The expatriate will also have to spend time in HI bases (Aden, Mokha and Hajjah).  In Sana’a, Aden and Mokha, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra professional activities in Sana’a and Aden. All movements are done by car. HI has set-up a curfew. The situation is relatively calm in Sana’a nowadays. However, the security is volatile in southern areas.

General context of the project

In 2021, Yemen remains the world’s largest humanitarian crisis and aid operation. Over 6 years of war and armednconflict killed and injured tens of thousands of civilians, causing immensensuffering for the Yemeni people. In 2020, as the conflict intensified, 172,000npeople were newly displaced, reaching at total of at least 4 million IDPs. Theneconomy and the currency continued to collapse as foreign reserves werendepleted and the government was unable to subsidize food and other commoditiesnfor which Yemen is 90% import-reliant. The situation was exacerbated by thenglobal COVID-19 turndown which led to a sharp drop in remittances, the largestnsource of foreign currency and a lifeline for many families where 80% of peoplenlive below the poverty line. As a result, millions more people cannot afford to meet their basic needs. A fuel crisis in the North, part of a dispute over the use of revenues, led to chronic fuel shortages and price hikes. Government capacity to regularly pay salaries and pensions to public employees has been hindered and public services have been degraded. Yemen is also vulnerable to natural hazards. Between April and August 2020, heavy rains and flooding devastated communities, causing deaths and injuries, again destroying infrastructure and livelihoods, and increasing diseases spread and displacement. The impact of the drivers of the crisis is most visible in the growing risk of famine and acute severe malnutrition, disease outbreaks, conflict casualties, forced displacement and reversal of past development gains. In addition, the conduct of the parties to the conflict has had a profound impact on the aid operation – particularly humanitarian access, aid delivery and independent data collection/assessments.

 

INTERSOS works in Yemen since 2008, originally focused on protection programming for Somali refugees. Gradually, INTERSOS evolved with a raising scope in terms of population target groups, geographical span and sectors. INTERSOS works today in Sana’a, Aden, Hadramout, Shabwa, Taiz, Ibb, Hajja, and Lahj; and newly in Abyan in 2021, with further outreach and coverage in other governorates through local partners and/or legal network lawyers. INTERSOS is implementing multi-sector and integrated programming, with its main sectors being protection, integrated health-nutrition, livelihoods, and WASH.

General purpose of the position

The Programme Coordinator will assist the Head of Mission specifically following the overall country programme development and management in accordance with INTERSOS’ country strategies, plans and policies.

The Programme Coordinator will be primarily responsible to ensure quality assurance and enhanced accountability.

Main responsibilities and tasks

Development and management of INTERSOS’ programmes

  • Direct line management of the Project Managers and provide leadership and support to the INTERSOS programme team: capacity building, supervision and performance evaluation.
  • Leading role in the development of a country strategy and programme design:
    • o Lead the definition of the programming strategy for INTERSOS with HoM and technical coordinators, in addition to develop an operational action plan and support structure.
    • o Support the HoM to design the Country Strategy.
  • Leading role in the development and management of a multi-sector and holistic resilience programme and ensure strong coordination between the different sub-offices, programme sectors and Project Managers.
  • Define partnership strategy with national counterparts (CBOs, NGOs, local authorities, different line ministries, etc.).
  • Lead the development of new concepts and proposals (writing of the technical part and contributing to the design of the budget) for existing donors and to seek new funding opportunities, under the supervision of the HoM.
  • Input into the fundraising strategy, and coordination of fundraising opportunities alongside and supported by the Head of Mission.
  • Ensure that programmes are implemented in a consultative, participative, and transparent and gender sensitive way.
  • Ensure programme department is liaising with other department (admin-finance, logistics-procurement, HR, M&E, communication) for programme implementation and reporting to donors.
  • Ensure active participation of INTERSOS partners in all steps of the Programme Cycle Management and strengthening partners’ capacities in pre-identified areas; including community participation.

Ensuring quality implementation of program and driving improvements in programme quality: Accountability and Monitoring, Evaluation, Assessment and Learning (MEAL)

  • Provide a support and supervision to the Project Managers through regular field visit, meeting with the staff and the line managers, supervise the planning of the activities and programs. Organize internal meetings on specific subjects.
  • Monitor and evaluate programme work to maintain and/or improve the quality, incorporating learning in the programme and ensuring achievement of desired impact.
  • Provide monthly direction and feedback to Project Managers to ensure all projects have accurate and regularly updated financial plan, procurement plan, PAT, work plan, monthly reports and interim/financial reports (narrative and final).
  • Supervise and review reporting, and when needed prepare reports him/herself: assure timely quality reports (internal and external; monthly, interim and final reports).
  • Promote beneficiary/affected population centred approach.
  • Work with team to develop innovative ways for community feedback (e.g. effective complaint mechanisms).
  • Ensure external evaluations which are programmed and budgeted are executed, and information found is used for internal lessons learnt, donor reporting and proposals.
  • Ensure proper follow up of monitoring results, sharing relevant results to senior management and having overall strategic awareness of programme impacts.
  • Supervise, plan and monitor the work of the Quality (MEAL) Department. 

Ensure the Quality/MEAL Department delivers on the following aspects:

    • Guarantee innovation and use of smart tools for the implementation of programmes.
    • Initiate research on specific thematic aiming at building evidence for quality proposal development (assessment), programme delivery (monitoring/evaluation materials processing) and on change processes putting the affected population at the centre of the research (learning) and when possible evidences to feed joint leverage-advocacy efforts (INGO forum or at Cluster level).
    • Ensure regular review of INTERSOS programming against Core Humanitarian Standards and promote a proactive integration of the benchmarks throughout the different phases of the project cycle.
    • Ensure each project of INTERSOS is regularly reviewing frameworks and monitoring results against set indicators.
    • Supporting teams in capacity building on MEAL.

As a transversal approach and indirect outcome: building effective programme teams:

  • Leading role in reflection on collaborative ways of working within the team and with other teams, and role modelling these behaviours.

Representation, Coordination and Advocacy:

In coordination with HOM and consultation with sector coordinator and PMs:

  • Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas.
  • Proactively engaging with donors, international NGO and other actors participating at coordination meetings.
  • Represent INTERSOS in relevant meetings.
  • Ensure INTERSOS representation in appropriate external programmatic forums/working groups/task forces and clusters.
  • Cover the roles of Deputy Head of Mission in INGO coordination, in the absence of the HOM.
  • Organizing monhtly programme coordination meetings with project manager and technical coordinator and bi-monthly inter-department meetings (with support department coordinators) and ad hoc meetings on ad hoc topic/issues/problems.
  • Seek to developing strategic partnerships with local organizations, wherever possible.

General context of the project

OPERATIONAL CONTEXT

Yemen finds itself in a man-made protracted crisis with devastating effects on the lives of ordinary people. The protection of civilians is continuously undermined and/or ignored by the parties to the conflict. Armed conflict, risk of famine and disease outbreaks in Yemen have resulted in the world’s worst humanitarian crisis with over 24 million people estimated to be in need of humanitarian assistance. At the heart of this man-made humanitarian emergency is a protection crisis that threatens the life, safety and well-being of millions of civilians, not least the most vulnerable already struggling to survive. Underlying the armed conflict, deep financial and economy crisis, and collapse basic services and institutions, are ongoing violations of international human rights law (IHRL) and international humanitarian law (IHL) and that result in civilian casualties, displacement, damage to civilian infrastructure and disruption and loss of livelihoods. These factors have exacerbated the vulnerabilities of the Yemeni population, leading to families and individuals increasingly resorting to negative coping mechanisms, such as child marriage, child labor, forced recruitment, etc. Moreover, there is an increased family separation and the breakdown of community support structures, not to mention increased psychosocial and mental distress.

Overall duties for Yemen:

  • Support the development of new projects/programs proposals through technical inputs to and feedbacks about the project/program methodology and approaches
  • According to identified needs and resources available, deliver training, workshops, seminars to national and international staff on GBV and CP related issues, data protection protocols, PSS (individual case management and collective PSS) with the aim of ensuring quality and accountability standards are met across the mission’s protection program.
  • Keeps the relationship with the Protection (and other relevant) Cluster(s) at National and Hubs level: ensures active participation and attendance to meetings, ensure INTERSOS’ role as key protection partner and ensure accurate/timely inputs and reporting.

Main responsibilities and tasks

Specifically:

INTERSOS Yemen mission coordination for protection sector

  • Organize monthly sector/department technical meetings and bi-monthly cross-sector meetings (program integration)
  • Conduct and participate in monitoring missions in the field in collaboration with the program and other technical coordinators
  • Ensure that the work of the PMs is harmonized according to internal SOPs and interagency guidelines
  • Collect inputs from the different protection colleagues to develop/review the INTERSOS Protection strategy (Yemen)
  • Ensure balance between prevention, mitigation and response capacity in the protection program
  • Coordinate services and actors mapping exercise, and ensures proper information sharing related to protection within the mission

Capacity building

  • With team members, identify individual training needs and ensure access to training and professional development resources appropriate to their skill gaps/needs.

  • Train relevant non specialized staff and volunteers on GBV/CP/PWSNs basic principles and safe referral, and protection mainstreaming

Individual Case Management

  • Prepare and work on drafting one-pager with rationale and decision on Full CM vs Light CM (per location, IDPs vs Ref, and mobile vs CC approach) based on case management SoPs prepared by INTERSOS mission.
  • Update all relevant forms (assessment forms, case plan development forms, cash assistance request)
  • Roll out the internal SOPs on case management (CM) CP/GBV
  • Roll out new procedures (tools and internal procedures, including criteria for financial assistance) for case management for PWSNs
  • Ensure CM minimum standards are respected in all the steps of the case management
  • Update “35-INTERSOS internal Protection service mapping” and improve referral mechanism (at least internal) through draft Referral SoPs to create better internal/ external referral work.

  • Advise Case Management Supervisors when needed (complex cases)

GBVIMS and CP and general protection information management

  • Guarantee the correct functioning of the GBVIMS, CP IMS.
  • Support GBVIMS focal points in the use of the system

  • Ensure that the data protection protocol is respected in each center
  • Assist and advise protection officers in reporting on case management on a monthly and quarterly basis

Psychosocial Support Activities

  • Support and monitor the roll out of PSS toolkits
  • Develop/Review awareness raising tools and guidelines

GBV and CP mainstreaming and prevention activities

  • Ensure GBV and CP mainstreaming in each new project or program proposal
  • Brief Program and Project managers about main GBV and CP issues and updates on a regular basis
  • Ensure collection of disaggregated data for reporting and analysis purposes
  • Provide guidance in setting up functioning mechanisms for prevention activities (especially for CP and GBV cases), including community mobilization and community-based protection networks.

Data Protection

  • Draft guidelines and checklist on data protection that encompasses use of codes for ICM across all projects, harmonize mechanism of data processing (forms and database).
  • Ensure passwords are appropriately created and used, both for files and laptops and other electronic devices (e.g. USB, phones, taps), and ensure data back-up online (e.g. google drive) or offline (e.g. hard disk) at least each three months.

Protection Monitoring and Legal Protection

  • Review and modify Protection Monitoring SOP (2019)
  • Create INTERSOS Yemen SOPs on legal assistance, based on Protection cluster SOP (focused in Civil documentation) and INTERSOS global SOP
  • Review the main tools for the protection monitoring
  • Provide technical support/guidance to the PMs in realizing monthly reports when needed for Protection Monitoring/Legal Assistance
  • Support in regular identifying and addressing protection trends from Protection Monitoring and Legal Assistance program reporting

Participation in the coordination structures

  • Develop and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs, the different clusters (Protection in particular, but other relevant clusters as well) and other relevant actors
  • Ensure accurate quality reporting and update-provision to relevant clusters

General purpose of the position

The Health Coordinator is in charge of the supervision, planning and coordination of the different phases throughout the project cycle relevant to the delivery of services through INTERSOS’ different health-nutrition projects in Yemen.

The Health Coordinator must ensure all activities meet/match matching INTERSOS charter, policies, and ethical principles with consideration of international and national protocols in order to ensure the delivery of quality healthcare for patients and their communities as well as to improve the health condition and humanitarian living conditions of the target population.

The Health Coordinator, in close collaboration with the HoM and the Health team, will be responsible for defining and implementing the strategy for health and nutrition sectors of the mission.

  • Support program coordinators and head of mission in technical program design, proposal development, reporting, monitoring, and evaluation ensuring high quality of program implementation > Continuously monitor the health and humanitarian needs in the Mission country in new areas of intervention or in areas where INTERSOS is already present through assessment, monitor and review project proposals, determining necessary resources in order to define health and nutrition priorities and potential new programs to cover health and humanitarian needs of the population at risk.
  • Provide technical supervision and guidance to all INTERSOS health and nutrition projects, including financial requirements.
  • Ensure consistency of the health and nutrition program with the national and international standardized protocols, policies and guidelines.
  • Liaise with local government and health authorities, non-state actors, UN agencies, NGOs, and donors at national and field site level.   • Ensure the supervision of the pharmacy (consumptions, orders, and inventory) in collaboration with the pharmacist and link to the logistic department.
  • Responsible for the supervision and monitoring of the health technical aspects, humanitarian needs and in coordination with the Logistics Coordinator, the material aspects of the program through regular field visits, analyzing difficulties during the implementation and reporting deviations as they appear, in order to proactively provide the necessary solutions and achieve operational results.
  • Responsible for defining and sizing other resources (pharmacy and health equipment management in collaboration with logistics) and timelines, procedures and protocols. Ensuring preparation of all health orders in collaboration with the Logistics Department and the submission of all health purchase requests.
  • In close collaboration with the HR Coordinator, participate in the planning, definition and sizing of the health-workforce in the mission and supervise the associated processes (recruitment, validation of health staff, training/induction, evaluation, potential detection, development and internal / external communication).   • Follow up on context and medical-nutrition trend analysis and sharing of key information with HoM and peers, and with health referent at the HQ.

  • Supervise the management of all the health interventions in the country and roll out of health inventory tools > Overall responsible for the appropriateness and quality of health interventions conducted by INTERSOS projects and being expected to identify and work on removing barriers to better patient safety, effective healthcare, and better patient-centred activities
  • Support program coordinators and head of mission in technical program design, proposal development, reporting, monitoring, and evaluation ensuring high quality of program implementation > Continuously monitor the health and humanitarian needs in the Mission country in new areas of intervention or in areas where INTERSOS is already present through assessment, monitor and review project proposals, determining necessary resources in order to define health and nutrition priorities and potential new programs to cover health and humanitarian needs of the population at risk.
  • Provide technical supervision and guidance to all INTERSOS health and nutrition projects, including financial requirements.
  • Ensure consistency of the health and nutrition program with the national and international standardized protocols, policies and guidelines.
  • Liaise with local government and health authorities, non-state actors, UN agencies, NGOs, and donors at national and field site level. Represent INTERSOS before MOPHP/GHO/DHO offices and guarantee constant presence and active participation to the health and nutrition coordination fora (clusters meetings, other technical coordination meetings) and keep regular contact with other counterparts in the mission (NGOs, local organizations, donors, authorities) in order to broaden sector-specific understanding and analysis, strengthening the impact of the health intervention and supporting advocacy actions.
  • Ensure accurate data collection and reporting are submitted in a timely manner for all activities within the health and nutrition program.
  • Work with health and nutrition teams and logistic department to procure and pre-position drugs in a timely manner to ensure adequate supply at the intervention sites.
  • Ensure the supervision of the pharmacy (consumptions, orders, and inventory) in collaboration with the pharmacist and link to the logistic department.
  • Responsible for the supervision and monitoring of the health technical aspects, humanitarian needs and in coordination with the Logistics Coordinator, the material aspects of the program through regular field visits, analyzing difficulties during the implementation and reporting deviations as they appear, in order to proactively provide the necessary solutions and achieve operational results.
  • Responsible for defining and sizing other resources (pharmacy and health equipment management in collaboration with logistics) and timelines, procedures and protocols. Ensuring preparation of all health orders in collaboration with the Logistics Department and the submission of all health purchase requests.
  • In close collaboration with the HR Coordinator, participate in the planning, definition and sizing of the health-workforce in the mission and supervise the associated processes (recruitment, validation of health staff, training/induction, evaluation, potential detection, development and internal / external communication). Coach, train and directly support the health teams in the implementation of the health activities making sure that internal protocols are respected as well as the ones of MOPHP.
  • Follow up on context and medical-nutrition trend analysis and sharing of key information with HoM and peers, and with health referent at the HQ.
  • Ensure regular monitoring missions on the different components of the program and to set up corrective measures in case of need.
  • Review all reports prepared by the staff and ensure that reports are written and submitted to donors in a timely manner.
  • Proactively participate in relevant coordination meetings and in all relevant technical working groups.
  • Organize monthly sector/department technical meetings and bi-monthly cross-sector meetings (program intergration).
  • Provide relevant capacity building and on-job coaching to the project team.
  • Ensure good practice and system for internal and external referral of most vulnerable cases, in close coordination and collaboration with the protection coordinator for protection cases.
  • Ensure PMs are ddelivering monthly timely, complete and qualitative a comprehensive project reporting (PAT – project appraisal tool) to the health-nutrition and programme coordinators and the HoM.
  • Assure regular delivery of quality communication products on the projects to be used by the INTERSOS communication department and donors and in different outlets
  • Develop new programme strategy, identify new call for proposal and writing new proposals. For any new proposals, the health coordinator coordinates with the Health Referent at HQ level for validation/feedback on proposals.
  • Responsible for health data collection, analysis and reporting to HQ Health Referent to ensure a proper monitoring of the program and, where needed, to adapt them to existing programs.
  • Perform any other related duties as required.

CONTEXT OF THE MISSION:

 

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs).

 

Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of different donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the donation of assistive devices and provision of Prosthesis). In 2017, these activities have extended to new facilities in and around Sana’a.

 

In parallel, HI is implementing an inclusion and protection mainstreaming project, to increase the knowledge and capacities of the staff of International NGOs in the inclusion of the most vulnerable people in their humanitarian responses (including persons with disabilities), so as to increase their access to essential services.

 

While all HI activities have been implemented in in Sana’a governorate so far, in 2019 HI has expanded to Aden and its surrounding areas. Activities were launched and a sub-base office opened in Mokha, in 2020. While, activities are in the launching phase in Hajjah.

 

DESCRIPTION OF THE POSITION:

 

Under the line management of the Programme Director and in collaboration with the Technical Unit Team Leader, the MRE Technical Coordinator will be in charge of:

 

-You provide regular technical guidance and support to HI’s technical and operations team;

-You contribute to the recruitment, inception and training of MRE field staff;

-You perform frequent field visits for technical supervision, on-the-job training and quality assurance;

-You design, update, provide and follow-up on training courses and packages, MRE materials based on generic tools and tailored to the existing environment for external actors and local partners;

-You lead the assessment of needs and gaps in the MRE sector and to the definition of HI’s MRE strategy

-You lead to the development and the data analysis of RE need assessments, effect/impact studies, and other research efforts

-You build a strong relationship with the Yemeni authority for Mine Action to understand the local dynamic and opportunities

-You contribute to internal and external reporting.
