General context of the project

Since 2009, the Boko Haram insurgency has crippled north eastern Nigeria. Borno State continues to be most affected, with over 1.7 million internally displaced persons (IDPs). Recent advances by the Nigerian Army and the Multinational Joint Task Force have improved humanitarian access in 24 of the 27 Local Government Areas (LGAs) in Borno. In areas recently retaken by the Government vulnerable host populations are in critical need of humanitarian interventions. In support to the UN-led coordinated humanitarian response in the region, INTERSOS is implementing more projects addressing critical gaps in health and nutrition, WASH, food security, shelter, Camp Coordination and Camp Management and protection services for a highly vulnerable population in the newly accessible LGA of Maiduguri, Magumeri, Ngala, Bama, Jere, Mobbar and Dikwa.

 

General purpose of the position

The HoB Nigeria will oversee the Operations, Administrative, HR and Logistics units in Borno state, including Maiduguri, Magumeri, Ngala, Bama, Jere, Mobbar and Dikwa, ensuring operations quality, strategic programming and planning, ensuring strategic growth and strong external and internal representation and advocacy. S/he must be able to motivate and lead a diverse staff as well as effectively oversee operations, programs, budgets and partnerships.

 

Main responsibilities and tasks

Program and operations:

  • Participate in the development and updating of the country strategy by providing information from the field.

  • Ensure a constant analysis of humanitarian context in his/her area of responsibility

  • Oversee the logistics, procurement, administration and HR operations in Borno State, aiming at improving the operations systems and processes.

  • Manage accountability of Admin and Operations actions in Maiduguri base

  • Support project field staff in Borno State in the optimal and efficient implementation of the projects.

  • Coordinate and supervise the implementation of ongoing projects.

  • Ensure overall consistency in the implementation of programs in every intervention sites.

  • Coordinate the development of new projects proposal in collaboration with technical referents, key staff and the Head of Mission.

  • Guarantee a good synergy between technical and support teams at field level and between the various implementation locations.

  • Ensure implementation of recommendations from internal audits, departmental field visits and field assessments.

  • Play a facilitator role between field offices/operation and Coordination office.

  • Keep the Coordination informed of program progresses, obstacles and delivery.

  • Manage the follow-up of recommendations from the technical and support departments.

  • Coordinate reporting activities at field level in accordance with the requirements of donors and the headquarter.

  • Coordinate the capitalization of information/operation to provide evidence to carry out advocacy activities.

Human resources:

  • Supervise and manage the team members under his direct responsibility, ensuring their coaching and regular evaluations.

  • Ensure a good level of communication between the areas of intervention.

  • Facilitate and promote the smooth flow of information.

  • Ensure that field teams make clear requests for support to coordination teams to maximize operational effectiveness and program effectiveness and quality.

  • Support the Head of Mission on the promotion of accountability and commitment to INTERSOS charter and prevention on abuse of power.

Representation

  • Coordinate and oversee all INTERSOS partnerships In Borno State.

  • Participate in humanitarian coordination activities.

  • If necessary, implement at local level the strategy and advocacy activities defined for the mission.

Security

  • Maintain an effective network with stakeholders at local level about security aspects, collect and analyze information to establish risk and context analysis and do the follow up of the teams.

  • Support the Head of Mission in the production of internal security regulations and ensure their application

  • Manage, on a daily basis, any security incident or deterioration of the security environment by reporting to the Head of Mission

Coordination with support functions

  • Manage financial, logistics and HR activities by monitoring and analyzing indicators.

  • Ensure compliance with financial, logistic and HR procedures within the various Borno State Offices

  • Anticipate the financial, logistic and HR needs at Borno State level and communicate these needs to the Coordination using appropriate tools and in compliance with the planned deadlines.

  • Ensure the performance of the supply chain and logistic aspects.

  • Ensure the implementation of the HR policy and the management of human resources according to established procedures.

General context of the project

PUI, ACTED/REACH, INTERSOS, SI, and TDH will join their efforts to comprehensively address the needs of the most vulnerable populations affected by the conflict in North East Nigeria following a holistic, evidence-based, principled and integrated multi-sector approach.

Significant added value to the quality of the intervention will be enabled through the leverage of the complementarity between the different organizations' technical expertise, and the different stage of experience in the targeted areas of interventions. Most importantly, the creation of the consortium is born from the joint analysis that after 8 years of protracted crisis, the humanitarian response in North East Nigeria suffers from major shortcomings in terms of coordination, evidence-based analysis of the needs, integrated approach and resources rationalization.

By providing an integrated approach, consortiums' partners aim at ensuring an optimized and comprehensive coverage of the most critical needs of the affected population, particularly in hard-to-reach areas where the humanitarian response is little developed. With REACH, a multi-sector needs assessment was conducted that highlighted critical gaps in three LGA of Borno State: MMC, Kukawa and Mobbar LGA. Along with an integrated response, the consortium will ensure protection mainstreaming and will address cross-cutting protection needs (Gender-based violence and Child protection).

The objective of this action will be both the delivery of essential services and the strengthening of a protection focused response as a whole, in order to provide the basis for a principled comprehensive intervention, increase sustainability of actions and enhance synergies among implementing partners. In parallel and emergency preparedness and response has been planned, particularly in reaction of epidemic outbreak.

 

General purpose of the position

The Project Manager - Protection will technically oversee the protection activities INTERSOS will carry out in the framework of the whole project, ensuring operations quality. S/he must be able to motivate and lead his/her staff.

 

Main responsibilities and tasks

Project Management

  • Supervise implementation of protection activities in a timely manner

  • Develop and manage the implementation of/adherence to work plan and M&E plans

  • Contribute to ensure that reports are submitted to the leading agency as per the agreed reporting schedule

General purpose of the position

The Head of Mission legally and officially represents the Organization in Nigeria– granted with powers conferred by proxy by the Secretary General upon appointment to the post – and acts under the supervision of the Regional Director and in accordance with its specific directions. S/he is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

 

Main responsibilities and tasks

The Head of Mission represents the Organization and is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Communication and representation

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders

General context of the project

Nigeria has been experiencing an influx of internally displaced persons since the beginning of the conflict in 2009 as a result of violent insurgencies by armed organised groups attacking villages, killing people, abducting women and girls and using children as human bombs. States such as Borno, Bauchi, Taraba, Gombe, Yobe and Adamawa were the most affected. The government carried out military operations, to defend, take back control of its territories and free and rescue the trapped civilian in these areas. As a result of these Armed Organised Group (AOG) attacks and military operations, the situation quickly escalated into a humanitarian crisis in 2015 due to the large number of internally displaced civilians that were in an urgent need of protection and lifesaving assistance. To date, 2,026,602 displaced people have been registered in the different Local government safer areas, where camps or camp-like settings have been formed for people searching for refuge and assistance. However, only 40% of the displaced population stays in the camp while about 60% live with relatives and friends in the host communities. Over one million more people are believed to be trapped in the hard to reach areas, who may also want to find safety in the safer LGA across the North eastern states. The 10 years unending insurgency has left a heavy toll on the government infrastructure and capabilities to meet the demands of its affected population yet adding on the already existing chronic poverty levels and underdevelopment, with now over 7.6 million people in need of life saving assistance and 2.02 million people of these are internally displacement, while 1.6 million people are returnees. The largest IDP, refugee and returnee’s population is in the three north eastern state of Borno with 73% IDPs, Adamawa with 10%, and Yobe with 7% (DTM around 26 report), who have also suffered repeated displacement. In response to this humanitarian crisis, 94 humanitarians implement partners have been registered to provide lifesaving assistance targeting about 6.1 million people in the eight main sectors of intervention including food, WASH health, Shelter/CCCM, education and protection.

The CCCM/Shelter/NFI sector targeted 900,000 IDPs for assistance within the camps and camp like settings for the last three years, and now predicts an increment in new arrival movement in the next three years. This increase in IDPs is expected to rise to about 1.4 million people in the next few years where the need of assistance and protection services within camp and camp like settings will be required. According to the recent multi sector needs assessments, DTM report round 25, Humanitarian Situation Reports and the Humanitarian Needs Overview, shelter and non-food items ranked among the most unmet needs of the IDPs and returnees. It was also noted that the need for coordination and monitoring partner service delivery as well as the movement trend in the camp was very pivotal in this humanitarian crisis through the provision of camp coordination and camp management services in collaboration with National Authorities.

Currently in Borno State where this CCCM project will be implemented, IDPS, returnees and refugees together with the host community still face massive need for life saving assistance such as food, water, health, education and protection. When fleeing from their places of origin to the camps due to the conflict, communal clashes or natural disaster, IDPs usually bring nothing with them for restarting their life. This situation creates urgent need for shelter and non-food items as basic human needs for survival. The national authorities (SEMA and NEMA, LG chairmen) remain the camp administrators in the camps, but due to the size of the population and lack of capacity, the CCCM humanitarian partners support the national authorities to manage camps, share information and coordination responsibilities in order to bridge the gap between beneficiaries and service providers.

 

General purpose of the position

Under the overall supervision of the Head of Base, the PM will be responsible for the whole management of the project (implementation, financial management and project reporting).

 

Main responsibilities and tasks

Project Management

  • Start-up, monitor and evaluate activity plan and implementation of the project activities;

  • Production of monthly internal specific report and elaboration of mid-term and final report according with Donor rules and regulation;

  • Contribute to the start-up and implementation of specific data collection and M&E tools related to the Protection/CCCM/NFI activities;

  • Represent INTERSOS into cluster meetings (if needed)

  • Supervise the implementation of project activities in a timely manner

  • Manage all financial resources allocated to the project, including budget holding responsibility, production of financial plans and cash forecasts and verification of budget vs. actual on a weekly and monthly basis

  • Manage all logistical procedures for the project in coordination with the Logistic Coordinator – ensuring INTERSOS and donor requirements are met and proper documentation is collected and maintained for all procurement

  • Ensure data is collected regularly to respond to agreed indicators

  • Carry out rapid assessments to investigate further programming opportunities inside Borno State;

  • The PM will be in charge also to support the HoM and HoB in management specific activities such as:

  • new project proposal along with Technical Coordinator

  • rapid assessment related to INTERSOS strategy in the country.

Program Quality

  • Build capacity of INTERSOS to meet minimum standards for Protection, CCCM and NFI programmes in Emergency, including training and mentoring of the staffs with the technical support of the senior management

  • Technical support for Protection/CCCM/NFI activities throughout the programme providing insights to national and international staff on the standards including tools and methodologies.

  • Work with the mission Protection, CCCM and shelter team to strengthen these sectors in INTERSOS Nigeria Mission.

Coordination

  • Ensure 5W matrices are submitted to the State Clusters as per the agreed reporting schedule

  • Represent in close coordination with the HoB and the Protection, CCCM and shelter/NFI departments the program with national authorities, non-state actors, UN agencies, NGOs, donors, etc. in Borno State and in Abuja;

General context of the project

Since 2009, the Boko Haram insurgency has crippled north eastern Nigeria. Borno State continues to be most affected, with over 1.8 million internally displaced persons (IDPs). Recent advances by the Nigerian Army and the Multinational Joint Task Force have improved humanitarian access in 22 of the 27 Local Government Areas (LGAs) in Borno, but have also revealed the extent of the crisis. In newly accessible areas, basic infrastructure has been destroyed, essential services are non-existent, and most local governance systems are not functional.

In support to the UN-led coordinated humanitarian response in the region, INTERSOS is implementing more than 6 projects addressing critical gaps in health and nutrition, WASH, Protection, Food Security, Shelter, Camp Coordination and Camp Management services for a highly vulnerable population in the newly accessible host communities in of Ngala, Bama, Dikwa, Damasak, Kukawa, Magumeri, Jere-MMC Local Government Area (LGA), Borno State, Nigeria.

 

General purpose of the position

The Head of Mission legally and officially represents the Organization in Nigeria– granted with powers conferred by proxy by the Secretary General upon appointment to the post – and acts under the supervision of the Regional Director and in accordance with its specific directions.

S/he is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

 

Main responsibilities and tasks

The Head of Mission represents the Organization and is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Communication and representation

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders

  • Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities

  • Monitor donor’s priorities and intervention strategies in the country as well as to map and approach new donors

Planning and implementation

  • Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions

  • Assess, promote and submit new projects, following the procedures defined and promoting a spirit of participation among beneficiaries at all management stages, ensuring the transparency of the intervention

  • Supervise, monitor and evaluate the implementation of the country operations - and all related administrative, financial, human resources, logistics and security aspects - ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures

Information and Reporting

  • Continuously assess, analyse and evaluate the impact of the country operations, also through periodic visits to the areas of intervention

Finance

  • Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts

Human Resources

  • Coordinate, guide and supervise the mission staff, and evaluate their performance

  • To ensure the respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS within the mission

  • Ensure personnel compliance with procedures foreseen by INTERSOS’ Organization Management and Control Model

  • Proactively participate in relevant coordination meetings

Security

  • Validation of all the mission security plans (Capital and projects)

  • Interaction on the Country security issues with HQ (Security Referent) and relevant actors

  • Hold final responsibility for any decision concerning security

General context of the project

Nigeria has been experiencing an influx of internally displaced persons since the beginning of the conflict in 2009 as a result of violent insurgencies by armed organised groups attacking villages, killing people, abducting women and girls and using children as human bombs. States such as Borno, Bauchi, Taraba, Gombe, Yobe and Adamawa were the most affected. The government carried out military operations, to defend, take back control of its territories and free and rescue the trapped civilian in these areas. As a result of these Armed Organised Group (AOG) attacks and military operations, the situation quickly escalated into a humanitarian crisis in 2015 due to the large number of internally displaced civilians that were in an urgent need of protection and lifesaving assistance. To date, 2,026,602 displaced people have been registered in the different Local government safer areas, where camps or camp-like settings have been formed for people searching for refuge and assistance. However, only 40% of the displaced population stays in the camp while about 60% live with relatives and friends in the host communities. Over one million more people are believed to be trapped in the hard to reach areas, who may also want to find safety in the safer LGA across the North eastern states. The 10 years unending insurgency has left a heavy toll on the government infrastructure and capabilities to meet the demands of its affected population yet adding on the already existing chronic poverty levels and underdevelopment, with now over 7.6 million people in need of life saving assistance and 2.02 million people of these are internally displacement, while 1.6 million people are returnees. The largest IDP, refugee and returnee’s population is in the three north eastern state of Borno with 73% IDPs, Adamawa with 10%, and Yobe with 7% (DTM around 26 report), who have also suffered repeated displacement. In response to this humanitarian crisis, 94 humanitarians implement partners have been registered to provide lifesaving assistance targeting about 6.1 million people in the eight main sectors of intervention including food, WASH health, Shelter/CCCM, education and protection.

The CCCM/Shelter/NFI sector targeted 900,000 IDPs for assistance within the camps and camp like settings for the last three years, and now predicts an increment in new arrival movement in the next three years. This increase in IDPs is expected to rise to about 1.4 million people in the next few years where the need of assistance and protection services within camp and camp like settings will be required. According to the recent multi sector needs assessments, DTM report round 25, Humanitarian Situation Reports and the Humanitarian Needs Overview, shelter and non-food items ranked among the most unmet needs of the IDPs and returnees. It was also noted that the need for coordination and monitoring partner service delivery as well as the movement trend in the camp was very pivotal in this humanitarian crisis through the provision of camp coordination and camp management services in collaboration with National Authorities.

Currently in Borno State where this CCCM project will be implemented, IDPS, returnees and refugees together with the host community still face massive need for life saving assistance such as food, water, health, education and protection. When fleeing from their places of origin to the camps due to the conflict, communal clashes or natural disaster, IDPs usually bring nothing with them for restarting their life. This situation creates urgent need for shelter and non-food items as basic human needs for survival. The national authorities (SEMA and NEMA, LG chairmen) remain the camp administrators in the camps, but due to the size of the population and lack of capacity, the CCCM humanitarian partners support the national authorities to manage camps, share information and coordination responsibilities in order to bridge the gap between beneficiaries and service providers.

General purpose of the position

Under the overall supervision of the Head of Base, the PM will be responsible for the whole management of the project (implementation, financial management and project reporting).

Main responsibilities and tasks

Project Management

  • Start-up, monitor and evaluate activity plan and implementation of the project activities;
  • Production of monthly internal specific report and elaboration of mid-term and final report according with Donor rules and regulation;
  • Contribute to the start-up and implementation of specific data collection and M&E tools related to the Protection/CCCM/NFI activities;
  • Represent INTERSOS into cluster meetings (if needed)
  • Supervise the implementation of project activities in a timely manner
  • Manage all financial resources allocated to the project, including budget holding responsibility, production of financial plans and cash forecasts and verification of budget vs. actual on a weekly and monthly basis

Program Quality

  • Build capacity of INTERSOS to meet minimum standards for Protection, CCCM and NFI programmes in Emergency, including training and mentoring of the staffs with the technical support of the senior management
  • Technical support for Protection/CCCM/NFI activities throughout the programme providing insights to national and international staff on the standards including tools and methodologies.
  • Work with the mission Protection, CCCM and shelter team to strengthen these sectors in INTERSOS Nigeria Mission.

Coordination

  • Ensure 5W matrices are submitted to the State Clusters as per the agreed reporting schedule

General context of the project

INTERSOS is an independent humanitarian organization that assists the victims of natural disasters, armed conflicts and exclusion. General purpose of the position

The overall purpose of the Livelihoods Project Manager role is to ensure a streamlined, fit-for-context Livelihood Programme, including food-security elements, in Borno State-NE Nigeria, across various field bases and humanitarian contexts. The position will develop a Livelihoods strategy, including a core set of activities, for the country and the technical tools and standards to support implementation, in close coordination with base and field offices. S/he will also provide technical guidance and support on a day to day basis to Livelihoods programmes across INTERSOS Nigeria; through this, s/he will ensure harmonization and national consistency.

Main responsibilities and tasks

Technical Oversight

  • Develop program strategy and priorities based on thorough understanding of needs and context
  • Ensure that programme strategy, and design is integrated with other INTERSOS sectors
  • Lead development, harmonization, and roll out of SOPs, tools and guidelines
  • Provide regular technical support and guidance to National Project Manager/ Field Coordinators and other relevant staff in both a structured manner and on a case by case basis

General context of the project

Since 2009, the Boko Haram insurgency (herein, Armed Opposition Groups [AOGs]) has crippled north eastern Nigeria. Recent advances by the Nigerian Army and the Multinational Joint Task Force (MNJTF) have improved humanitarian access in 25 of the 27 Local Government Areas (LGAs) in Borno but have also revealed the extent of the crisis. After nine years of uninterrupted conflict, the country's crisis has been aggravated by high levels of poverty, marginalization, illiteracy and unemployment. The environmental degradation caused by the ongoing armed conflict and the acts of violence has contributed to lowering the standard of living of farmers who account for virtually all of the area's population.

Now in its ninth year, the crises in north east Nigeria remains one of the most sever in the world. In the three worst affected states of Borno, Adamawa and Yoba, 1.8 million people are internally displaced and human rights violations continue to be reported daily. Since military operations began in October 2017, the trend of new arrivals coming to accessible locations across Borno state has increased significantly, and at an alarming rate that has overwhelmed the capacity of humanitarian agencies. Borno, which is the most affected state in north-eastern Nigeria, continues to host the highest number of IDPs with 1,441,870 displaced persons (NIP 2019), and over 60% of them are living in host communities, making it harder to access them with assistance and putting additional pressure on the already stretched resources of these communities.

Many IDPs are still staying in unofficial shelters, unfinished buildings and makeshift accommodation, which are not under the coordination of the Government. The largest concentrations of displaced people staying in such locations are found in the newly liberated areas. Many of the communal and makeshift shelters are overcrowded and unsuitable in terms of water and sanitation facilities, cooking and privacy, especially for women. Furthermore, already poor host communities have been sharing resources with one of the largest IDP populations in the world for more than twelve months with little support and are now relying on negative coping strategies after savings and assets have been used up, which could lead to secondary displacement of IDPs. Monguno and Ngala are considered less privileged and the most deprived areas.

During the insurgency crises, both towns were destructed and devasted. Besides the situation, both locations are hosting a huge influx of IDPs, displaced from the outskirts and fled to seek safe and secure places to take shelters. Increasing insurgency in the areas forced the local communities to flee and seek safe and secure place for shelters which caused a huge influx of IDPs in the project focused areas. Most of the IDPs do not have access to safe and secure places even many of them are unregistered and are unable to receive humanitarian assistance from the service providers. The security situation is quite uncertain and volatile but despite these facts they are compelled to live in insecure places without having shelters.

General purpose of the position

The Project Manager will oversee the activities, Administrative, HR and Logistics component of the project, ensuring operations quality, strategic programming and planning, as well as strategic growth and strong external and internal representation and advocacy. S/he must be able to motivate and lead a diverse staff as well as effectively oversee the activities, budgets and partnerships.

Main responsibilities and tasks

Project Management:

  • Supervise implementation of project activities in a timely manner
  • Develop and manage the implementation of/adherence to work plan and M&E plans
  • Manage all financial resources allocated to the project, including budget holding responsibility, production of financial plans and cash forecasts and verification of budget vs. actual on a weekly and monthly basis
  • Manage all logistical procedures for the project in coordination with the Logictic Coordinator – ensuring INTERSOS and donor requirements are met and proper documentation is collected and maintained for all procurements

General context of the project

Since 2009, the Boko Haram insurgency has crippled north-eastern Nigeria. Borno State continues to be most affected, with over 1.8 million internally displaced persons (IDPs). Recent advances by the Nigerian Army and the Multinational Joint Task Force have improved humanitarian access in 22 of the 27 Local Government Areas (LGAs) in Borno, but have also revealed the extent of the crisis. In newly accessible areas, basic infrastructure has been destroyed, essential services are non-existent, and most local governance systems are not functional.

In support to the UN-led coordinated humanitarian response in the region, INTERSOS is implementing more than 6 projects addressing critical gaps in health and nutrition, WASH, food security, shelter, Camp Coordination and Camp Management and protection services for a highly vulnerable population in the newly accessible host communities in the Local Government Areas (LGAs) of Ngala (Ngala-Gambaru), Bama (Banki, Bama) and Dikwa (Dikwa) Kukawa, Borno State, Nigeria.

In line with its 2018 Country Strategy, INTERSOS intend to strength its capacities and response on the ground in protection sector (protection monitoring, CP and GBV), as a sector by itself and as protection mainstreaming within the whole INTERSOS Nigeria program.

General purpose of the position

The general purpose of the position is to ensure the proper and effective implementation of all protection-related activities and services of INTERSOS Programme in Nigeria, providing technical inputs, guidance and support, and operational monitoring and evaluation.

Main responsibilities and tasks

The Protection Coordinator is in charge of developing the protection programme in country, guiding and supporting all protection-related activities and services of INTERSOS Programme in Nigeria, ensuring timely and quality implementation and monitoring in compliance with relevant Standard Operating Procedures, International Principles and Guidelines, International Standards, Good Practices in Protection Responses, INTERSOS Fundamental Charter and Code of Ethics. Moreover, the Protection Coordinator is in charge of assisting the Head of Mission Nigeria and the Regional Direction for Western and Central Africa in the development, implementation and evaluation of the protection strategy and programme at country level.

Main responsibilities:

  • Planning, monitoring and evaluating the implementation of the protection programme in Nigeria - including but not limited to protection monitoring at community and household level; assistance to most vulnerable persons, child protection prevention and response, GBV prevention and response and psychosocial support - ensuring timely and quality delivery of the targets set as per approved projects’ proposals.
  • Building the capacity of specialized and non-specialized staffs, as well as community volunteers and local counterparts, providing ad hoc training sessions and continuous on-the-job coaching.
  • Maintaining relations pertaining to the protection programme with donors, partners, key stakeholders, and other relevant actors at country level.
  • Assisting the development, implementation and evaluation of the protection strategy and programme at country level, providing technical inputs, and suggestions for improvements and recommendations for future actions.

More specifically:

Programme development:

  • Continuously assess the protection needs and gaps of target populations in current and prospective areas of operations, periodically update the protection situation analysis and inform the programme accordingly.
  • Continuously assess the protection response capacity of potential partners.
  • Support the development, implementation and evaluation of the protection strategy and programme at country level, providing technical inputs, suggestions for improvements and recommendations for future actions.
  • Support the design, promotion and elaboration of new interventions at country and regional level, ensuring protection mainstreaming.
  • Stimulate and maintain active exchange of protection information within the region on useful news, publications, tools, best practices and lessons learned.
  • Promote harmonization of protection approaches, methodologies and tools within the country, and create opportunities for experience sharing and learning among the team.
  • In cooperation with the accountability unit, follow up on the implementation of the Child Protection (CP) and Protection from Sexual Exploitation and Abuse (PSEA) Policies.

Programme activities planning, monitoring and evaluation:

  • Support the Project Managers in preparing, managing and regularly updating the protection projects’ activities work plan, ensuring timely and quality implementation in compliance with the defined projects’ strategy, as well as INTERSOS and donors’ guidelines.
  • Guide detailed vulnerability assessments of target populations in projects’ areas to define the exact locations of intervention and the beneficiaries.
  • Provide inputs, guidance and support to ensure the quality implementation of the protection projects’ activities from the technical point of view.
  • Maintain all case management relevant forms (vulnerability assessment form, case plan form, referral form, follow-up form, etc.) updated and ensure they are properly used.
  • Advise on management of complex cases.
  • Contribute to developing, rolling out and revising internal Protection Toolkits and Standard Operating Procedures (SOPs).
  • Ensure that required data protection and sharing protocols are respected.
  • Promote age, gender and diversity sensitive approaches into the projects’ activities, as well as social cohesion initiatives.
  • In cooperation with the Programme/Project Managers, elaborate and set up specific mechanisms to monitor and evaluate the protection projects’ activities, as well as to collect feedback and complaints from beneficiaries and target populations at large.
  • Undertake field visits to the projects’ locations as needed to continuously monitor the progress and the quality implementation of the protection projects’ activities.
  • In cooperation with the protection team, conduct case audits to evaluate the quality of the service provision.
  • Continuously assess, analyze and evaluate the impact of the protection projects’ activities to inform and adjust the programme accordingly.
  • Report in a timely manner any eventual challenges or delays faced, loss or damage occurred, fraud or misuse detected.
  • Work closely with the colleagues to ensure the integration of the protection programme with other sectors of intervention.

Programme staffs, volunteers and local counterparts capacity building:

  • In cooperation with the management and human resources staffs, carry out the identification and selection of the protection staff, as required.
  • Contribute to supervising and evaluating the performance of the protection staffs.
  • Continuously assess the training needs of the protection staffs, design the capacity building programme and develop the related material for enhanced protection response capacity and service provision according to international best practices, standards and principles.
  • Ensure that all relevant non-specialized staffs, as well as community volunteers and local counterparts, are trained on humanitarian principles and code of ethics; basic principles of general protection, child protection, gender-based violence and psychosocial support; data protection and sharing protocols; safe referral; and risk mitigation.

Programme reporting:

  • Support the Project Managers in elaborating and monthly updating the internal monitoring and evaluation tool, the Project Appraisal Tool (PAT), with specific reference to the protection activities.
  • Contribute to preparing the projects’ narrative reports with specific reference to the protection activities, as well as other ad hoc analysis reports and material, according to INTERSOS and donors’ requirements.
  • Ensure that all data related to the protection activities are disaggregated by sex and age, in order to develop profiles on the different needs and realities of women, girls, boys and men, for reporting and analysis purposes.

Coordination and representation:

  • Establish and maintain collaborative relations with relevant donor officers, partners, key stakeholders and other humanitarian actors.
  • Participate in meetings with relevant donor officers and facilitate field visits by donor missions, as required.
  • Proactively participate in the Protection Cluster/Working Group and Sub-clusters/Sub-Working Groups, including related strategic Coordination groups and thematic task forces, at country level.

Profil

Education 

University degree in Social Sciences, Political Silence, International Relations, Humanitarian and International Cooperation or related fields.

Professional Experience

  • At least 5 years of professional work experience as head of Mission or other management/coordination positions in humanitarian/development contexts
  • Proven experience in management of UN, USAID and ECHO funds
  • Proven experience in management of large staff teams and good leadership

Professional Requirements 

Excellent communication skills (both verbal and in writing).

Languages

General purpose of the position

The Head of Mission legally and officially represents the Organization in Nigeria– granted with powers conferred by proxy by the Secretary General upon appointment to the post – and acts under the supervision of the Regional Director and in accordance with its specific directions.

S/he is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

Main responsibilities and tasks

The Head of Mission represents the Organization and is responsible for the planning, management and implementation of the country program on the basis of defined strategies and indications.

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Communication and representation

  • Establish and maintain collaborative relations with Local Authorities and Institutions, Donors, International Agencies, NGOs and other stakeholders
  • Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities
  • Monitor donor’s priorities and intervention strategies in the country as well as to map and approach new donors

Planning and implementation

  • Define country priorities based on context and needs analyses; monitor donor intervention strategies in the country; design, promote and elaborate new interventions
  • Assess, promote and submit new projects, following the procedures defined and promoting a spirit of participation among beneficiaries at all management stages, ensuring the transparency of the intervention
  • Supervise, monitor and evaluate the implementation of the country operations - and all related administrative, financial, human resources, logistics and security aspects - ensuring timely and quality assistance delivery, as well as cost efficiency and accountability, in compliance with INTERSOS and donors guidelines, regulations and procedures

Information and Reporting

  • Continuously assess, analyse and evaluate the impact of the country operations, also through periodic visits to the areas of intervention

Finance

  • Define the mission financial plan, ensuring self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts

Human Resources

  • Coordinate, guide and supervise the mission staff, and evaluate their performance
  • To ensure the respect for the values, Code of Ethics and Organization Management and Control Model of INTERSOS within the mission
  • Ensure personnel compliance with procedures foreseen by INTERSOS’ Organization Management and Control Model
  • Proactively participate in relevant coordination meetings

Security

  • Validation of all the mission security plans (Capital and projects)
  • Interaction on the Country security issues with HQ (Security Referent) and relevant actors
  • Hold final responsibility for any decision concerning security
