JOB CONTEXT :

Bolivia & Peru are relatively new countries of intervention for HI. HI initiated activities in Bolivia in 2011 implementing an inclusive local development (DLI) project in the department of Potosí with a local NGO, Ayninakuna until the end of 2013. Between 2014 and 2016, the HI program thrives with 3 projects: 1. Support to establishing 7 pilot rehabilitation centers in 2 country’s poorest regions aimed at supporting the upcoming national strategy 2. Access to decent work for persons with disabilities and parents in the Municipality of El Alto and 3. Inclusive disaster risk management (DRM) in the departments of Potosí, Oruro and La Paz. As of 2017, the following projects are being implemented: 1. Nationwide scaling up of rehabilitation centers (6 of the 9 departments of Bolivia), 2. Early Childhood Development in 2 departments and 3. Access to decent work for persons with disabilities and parents in the municipalities of El Alto and La Paz. In 2018, it launched a project in sexual and reproductive rights for persons with disabilities.

In Peru, operations were launched in 2018 and HI registered officially in 2019. The two ongoing projects are: 1. Inclusive disaster risk management (regional project with major component in Peru) in Lima and shortly in Iquitos; and 2. Assistance in protection and health for mixed migrants from Venezuela implemented in Lima.

In 2020, COVID19 emergency relief interventions were implemented, and an additional intervention is planned in 2021 in Peru (BE-SAFE project).

To carry out our strategy in Bolivia and Peru, we are looking for a Country Manager.

YOUR MISSION:

Reporting to the Regional Director Latin America, the Country Manager for Bolivia/Peru contributes to the implementation of Humanity & Inclusion’s mandate and 10-year strategy within his/her geographical scope. He/she ensures the optimal quality and impact of the projects implemented in his/her country by means of a delegation system with appropriate control mechanisms. With all HI Directors and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation.

 

• The Country Manager is the legal representative in the countries of intervention for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI. In Peru, the CM delegates legal representation functions to a team member residing in Peru, but remains the main legal representative.
• He/she is responsible for developing and implementing the project part of the Regional Programme operational strategy for the country in which he/she is based
• He/she contributes to organisational transformation in line with the Simplification, Shared Services and ROOTS projects. In the event of an emergency, he/she takes responsibility in accordance with the response framework defined.
• Under the guidance of the Technical Unit, regional MEAL and Support Service managers, and deploying all appropriate tools, he/she ensures the monitoring of operations in the country, as well as financial control, compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy) and respect of contractual engagements towards donors.
• He/she actively monitors and analyses developments in the context in his/her geographical area in order to identify risks and opportunities, and proposes actions to the Regional Director.

CHARACTERISTICS OF THE POSITION :

The Bolivia & Peru team (16 people, soon 20-22) is under the responsibility of the Country Manager (CM), an expatriate position. The projects are managed by 5 Project Managers (nationals) based in Bolivia and Peru. In total, the program has 2 expat positions including the CM. 

At Regional level, the office in Bogota hold line management of support services (HR, finances, logistics) and a Technical unit which offers technical resources to support project teams. Furthermore, the MEAL unit and the Regional Director are based in Bogota and provide support and direction for the Bolivia and Peru teams. 

At HQ level, Technical Advisors (TA) based in Lyon (France) or Brussels (Belgium) offer support in their area of expertise. The Operational Centre based in Brussels supports the Regional Program Latin America through an operational and administrative team led by the Geographic Division Director.

International Public Financial Management Expert - Bolivia

Location: The candidate will reside in La Paz and will have to move regularly to other places in Bolivia, but also in Lima (Peru)

Duration of the contract: 28 months

Probable starting date: as soon as possible

Monthly salary package: between 5,079.60 euro and 7,224.55 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated, depending on the composition of the family and the number of years of relevant experience.

 

 

The Public Financial Management (PFM) Expert will follow the Basket Fund operations and provide valuable expertise on PFM related issues to the Belgian Embassy in Lima , the development partners and the Bolivian authority, especially the MMAyA and VRHR (Ministerio de Medio Ambiente y Agua / Ministery of Environment and Water; Vice ministerio de Recursos Hidricos y Riego/ Hidric Resources and irrigation).

 

The PFM expert will be based at work at the BTC office under the administrative supervision of the Belgian BTC Resident Representative (ResRep). He/she will work in collaboration with the Water Management expert as well as with the other Technical Assistants supporting Belgian interventions in the water and environment sector.

 

 

Function:

 

Support to the Belgian Embassy

 

•               Provide technical / policy advice to the representative of Belgian Embassy with regards to the Belgian position on PFM related and decentralization related issues related to the water and environment sector.

•               Contribute to the quarterly and annual reporting to the Embassy and BTC representation with regards to PFM related issues in programme implementation and policy dialogue as foreseen in the vademecum for Budget support. In the annual report he/she will provide un updated overview of the PFM system and the PFM reform processes taking place in Bolivia, paying particular attention to the water and environment sector. The quarterly report will focus on budget planning and execution in the sub sector water basin management, making sure prior to annual sector reviews that that budgetary concerns are addressed properly.

•               He/she will be responsible for the elaboration of the disbursement reports. The PFM Expert will systematically check together with the water expert whether the conditions for disbursement as defined in the Specific Agreement are met. Both experts will then jointly formulate a clear advice to the Embassy in this respect.

•               Make sure that new policies or critical issues raising in the field of PFM are brought to the attention of Embassy. Provide them with prompt advice.

•               In order to put forward a shared vision and a coherent approach of the Belgian support to the sector, coordinate with and contribute to the technical concertation among the different TAs working in the water and environment sector.

 

 

Support to the Basket Fund and to the policy dialogue on PFM and decentralisation

 

•               Actively participate and contribute to the basket fund and the other relevant Technical Working Groups at sub sector level or related to PFM in the water and environment sector. Seek active consultation with other TAs working in this field.

•               Liaise with other development partners supporting the sector and participate to PFM related joint missions (eg: PEFA, PAF etc.) when appropriate.

•               Contribute to the preparation of the annual Joint Sub Sector Review.

•               Follow-up the implementation of all financial/execution decisions related to the basket fund.

•               Follow-up the annual audit process, analyze the audit reports, contribute to the policy dialogue between the Ministry and the development partners on these matters by facilitating a joint position on critical issues, closely monitor implementation of action plan and recommendations.

•               Support to the PNCII program and the overall functioning of the sub sector

•               Contribute to ongoing decentralization process by strengthening the link between PFM at sub sector, sector and macro level. Support the national partners to improve the financial flows and the transfer mechanisms through the different levels.

•               Support the MMAYA to carry out decentralization related activities such as functional audits, institutional assessment, definition of mandates and responsibilities, costing and financial planning.

•               Analyze budget planning, budget execution, financial reporting, and internal and external control systems in the water and environment sector at central and local level; provide support to the Bolivian partners on these matters.

•               Follow up and undertake analysis of the financial implementation of the PNC II at central and department and municipality in coordination with the water experts of BTC and other donors

•               Support capitalization initiatives in the field of PFM

 

Profile:

•               Master in economics, PFM, public administration, law, political science or related subject;

•               Minimum 10 years of relevant experience of which at least 5 years in supporting PFM systems and decentralization in developing and/or transition countries;

•               Experience in sector support through basket funds and/or budget support;

•               Experience in capacity development & institutional strengthening of national institutions;

•               Knowledge of water and environment sector is an asset

Required skills

•               Very good interpersonal skills (negotiation, networking & facilitation skills);

•               Analytical skills and critical attitude;

•               Ability to work independently with a minimum supervision;

Appui à l'Ambassade de Belgique

·         Fournir des conseils techniques / stratégiques au représentant de l'Ambassade de Belgique en ce qui concerne la position adoptée par la Belgique sur des questions politiques liées au secteur de la gestion de bassins versants.

·         Assurer la coordination technique des actuels projets eau de la coopération bilatérale belge (projet d'irrigation et projet d'appui institutionnel au ministère de l'Eau) afin de garantir une position commune en termes de dialogue politique.

·         Appuyer l'Expert en PFM dans l'évaluation des conditions de paiement de la contribution financière de la Belgique au Basket Fund, telles que définies dans la Convention spécifique. Les deux experts formuleront ensuite conjointement un avis clair en la matière à l'intention de l’Ambassade de Belgique.

·         Faire rapport trimestriellement à l'Ambassade de Belgique, par l'entremise de la Représentation de la CTB, sur la mise en œuvre du programme et sur le dialogue politique sectoriel. 

Appui au Basket Fund et au dialogue politique

·           Promouvoir une vision partagée et une approche cohérente au moyen des mécanismes de coordination technique existants de sorte à faciliter le dialogue politique sectoriel.

·           Assurer le secrétariat technique des réunions du Basket Fund et du groupe technique du PNC II.

·         Participer activement aux différents groupes de travail techniques pertinents pour le programme PNC II.

·         Contribuer à la préparation de la revue annuelle conjointe du sous-secteur ainsi qu'au monitoring des indicateurs PAF (Performance Assessment Framework).

·         Nouer, développer et entretenir de bonnes relations de travail de même qu'un dialogue continu avec les principales parties prenantes dans le secteur de l'eau, en particulier les ministères publics (à savoir MMAyA, VIPFE, Eau et Environnement, Financement externe, Économie et Finances publiques, Administrations locales), les institutions nationales et locales, ainsi que les partenaires de développement.

·         Appuyer toute initiative de partage des connaissances de sorte à soutenir le secteur.

Appui au fonctionnement général du sous-secteur de la gestion intégrée des bassins versants

·         Appuyer le ministère de l'Eau et de l’Environnement, et en particulier le vice-ministère des Ressources hydriques et de l'Irrigation (VRHR) dans l'optique de renforcer le système général de monitoring-évaluation.

·         Contrôler et appuyer la mise en œuvre du plan dans le secteur de l’eau.

·         Dans la mesure du possible, prendre l'initiative et/ou faciliter les recherches et études empiriques dans le domaine de l’eau et de l'environnement.
