Mission Context

Médecins du Monde ASBL - Dokters van de Wereld VZW has been operating since 2016 in Croatia, registered as a foreign non-governmental organisation (NGO) in the country. Since that date, the organisation conducts programs supporting asylum seekers and members of Roma national minority. Through its Migration programme, MdM is active in Croatia since 2016 providing medical care to asylum seekers (including mental health and psychosocial support as well as support to health referrals) in both reception centers for asylum seekers of the country (Zagreb, Kutina). Since 2019 and through its Inclusion programme, the organisation is also supporting members of Roma national minority in 6 settlements in Međimurje County in accessing public healthcare system (and other related public (services) such as education, social welfare, employment, etc.)

Médecins du Monde Belgique / Dokters van de Wereld Belgie, through its office in Croatia is implementing the transnational project “Migration in Mind- Enhancing access to Mental Health and Psychosocial Support (MHPSS) for persons in migration by improving mental health literacy, the quality of care and breaking through stigma (MinM)” (Granting authority: European Health and Digital Executive Agency (HADEA)) for the period 1st September 2024 - 28th February 2027. Project partners are Médecins du Monde ASBL Belgique - Dokters van de Wereld VZW België through its offices in Croatia and Belgium, TENENET oz., Medicos del Mundo Spain and Udruga Ludruga.

The ultimate project goal is to promote mental well-being and reduce mental health challenges in the European Union, focusing on vulnerable groups.

 

Description

The project foresees:

  • To create a sustainable framework of services (relating to MHPSS) for persons in migration.
  • To enhance the capacities of mental health and non-mental health professionals so that they can provide persons in migration information and access to mental healthcare in a manner that is respectful, inclusive and non-discriminatory.
  • To raise awareness among the citizens and relevant stakeholders working with persons in migration in the target areas about the rights of persons in migration and the importance of providing them access to MHPSS services.

Some of the communication activities to support these objectives consist in:

  • To promote and support the external launching of produced publications/materials/deliverables to ensure dissemination to the target groups in Croatia and abroad (MHPSS guide for person in migration, toolkit for professionals, video of the project, etc.)
  • To assist MdM in its relationship with medias/journalists in Croatia to ensure project’s visibility
  • To assist MdM in the development of a video presenting the project aims, results and to build awareness about mental health needs of persons in migration (and the wider community) and build awareness about the necessity to make public services (esp. MHPSS services) more accessible as a means to enhance the quality of life in the wider community, break down stigma and promote mental health literacy.
  • To create social media posts to inform the public about the project’s activities’ aim, results and achievements on MdM-BE Croatia social media.

Description of the mission / Terms of Reference

Purpose of this engagement is the development of four main deliverables for the Migration in Mind:

  • At least 18 posts on social media to promote the project activities
  • At least 3 articles about the project
  • Support in the development process of a film to promoting the project
  • Support in the relationship with journalists/media and launching of publications/materials/deliverables
  • The consultant will write at least 18 posts on social media to promote the project activities, milestone reached, publications/materials/deliverables produced, upcoming public events and to present the project’s results and aim of the project throughout its duration to the general public on MdM BE office in Croatia Facebook page (with the possibility to develop the social media presence of MdM on other platforms to promote the project and enhance the literacy around mental health as well as the quality of care).
  • The consultant will write at least 3 articles about the project that will provide more in-depth information about the impact of migration on mental health and present the project outcomes throughout its implementation for the general public/professionals to be published on MdM social medias. Inputs for the writing of the article will be given by the team, but the consultant is encouraged to propose some topic(s) or angle(s) to present the project.
  • The project video will last at least 5 minutes with the aim to promote the project results, demonstrate the project concept and share key advocacy messages related to mental health needs of people in migration. It will include video clips from piloting, capacity-building activities and include interviews with staff and stakeholders, key advocacy messages, and information about the issues covered in the action. Video will also be presented at the final conference of the project in 2027 to make visible project’s results, build awareness about the impacts of mental health risks on persons in migration (and the wider community), about their specific needs, build awareness about the need to make public services (esp. MHPSS services) more accessible as a means to enhance the quality of life in the wider community, break down stigma and promote mental health literacy. This video is created with each country’s team, but the editing will be done in Croatia, the consultant will provide technical support to conceptualize and co-develop the narrative of the video and ensure the identification of key messages and their delivery.
  • The dissemination of the project’s results/deliverables/key advocacy messages will be ensured by press articles; the consultant will support the team in identifying and selecting the appropriate journalists, present the project through an attractive way for journalists/audiences and organise the interviews with them. Depending on circumstances, it can be necessary to brief the interviewee. At least one press article needs to be published.

Location: desk research and writing tasks can be home based or in the office of MdM Croatia in Zagreb.

Description

FRAMEWORK OF THE CONSULTANCY

With the objective to increase access to sexual and reproductive health and rights (SRHR) including  woman-centred comprehensive  abortion care  in Croatia, especially for marginalized women (e.g. Roma women, women in migration and sex workers), MdM is looking for an external consultant that will assist the office in Croatia to analyse SRHR policies,  access to sexual and reproductive health services and abortion in Croatia,  mapping of key stakeholders and developing related strategic recommendations for MdM intervention plan. 

As part of its efforts to guarantee SRHR for all, MdM advocates for a woman-centred Comprehensive Abortion Care (CAC). Woman-centred CAC refers to a holistic model of care which takes into account women’s individual physical and emotional health, circumstances and ability to access care. It includes a range of medical services tailored to each woman’s specific needs: induced abortion; treatment of incomplete, missed or unsafe abortion; compassionate counselling; contraceptive services including emergency contraception and related SRH services.

DESCRIPTION OF THE CONSULTANCY

The subject of this engagement is the development of four main deliverables:

  • Policy analysis: analysis of the legal and structural framework of SRHR in Croatia. This analysis will need to include (but not limited to): national health policy, strategic objectives and action plans on SRHR; abortion legal framework; structural framework around Comprehensive Sexuality Education (CSE), contraception and safe abortion services; policies and regulations on access to services for some marginalized groups such as Roma women, women in migration, sex works.
  • Analysis study on barriers to access to sexual and reproductive health services and abortion in Croatia: This analysis will explore the various barriers faced by women in Croatia regarding access to sexual and reproductive health services and abortion such as financial barriers, socio-cultural barriers, administrative, geographical barriers, etc. This analysis will have to include a sub-analysis focusing on specific barriers faced by some marginalized groups such as Roma women, women in migration and sex workers.
  • Mapping of key SRHRH stakeholders: This analysis will identify and map key stakeholders and their roles related to access to sexual and reproductive health services and abortion. The mapping will have to include among others public institutions, governmental bodies, NGOs and CSOs, feminist organisations, advocacy actors, public figures, both allies as well as opposition groups.  
  • Development of related strategic intervention plan for Médecins du Monde Belgium (MdM-BE) office in Croatia: As a result of the three previous analyses, the consultant will issue evidence-based recommendations for strategic interventions of MdM Croatia to enhance access to SRHR and CAC especially for marginalized women. This analysis will help MdM-BE office in Croatia in its upcoming projects and what actions to prioritize in this field.

If relevant some parts of deliverables might be published and/or shared with some key relevant stakeholders.

The Consultant’s role will be to:

  • Development of detailed methodology for development of these four deliverables (including data collection tools and data analysis methods)
  • Development of detailed timeframe and timetable/calendar including estimated date of delivery for each deliverable
  • Data collection
  • Data analysis
  • Deliverables and PowerPoint presentation of summary and main findings.

CONTEXTE

Depuis 2016, Médecins du Monde-Belgique fournit des soins de santé à l’ensemble des demandeurs d’asile présents en Croatie sachant que leur accès au système de santé public reste encore largement limité par la loi.

Nos équipes – composées d’une médecin généraliste, d’une infirmière, de deux psychologues, d’une psychiatre, et d’interprètes – proposent un accompagnement médical et psychologique des personnes qui en ont besoin. Nous assurons également un accès à des soins spécialisés fournis par les hôpitaux et centres de santé publiques. Enfin, nous encourageons aussi la vaccination des enfants en les accompagnants dans les structures adéquates.

L’ESSENTIEL

Soutenir la mission en Croatie dans le développement, la mise en œuvre et le suivi de ses programmes Migration. En parallèle, soutien à la coordination de la mission dans ses activités de plaidoyer, communication et représentation publique.

TACHES PRINCIPALES

  • Soutenir la mise en œuvre et le suivi des différents programmes de la mission en particulier pour le programme migration (co-organisation et suivi des différentes activités des projets, mise en place des outils de suivi, interprétariat, etc.);
  • Interprétariat sur demande des membres de l’équipe : traduction (anglais-français) lors de consultations médicales ou psychologique, autres traductions selon les besoins.
  • Soutenir la mission dans développement d’outils info-prévention pour bénéficiaires et organisation de différentes info sessions, activités MHPSS, etc.
  • Soutenir la mission dans ses activités de plaidoyer (organisation d’évènements, rédaction de rapports/publications/dépliants/brochures, etc.), de communication et représentation publique (mise à jour page Facebook, etc.).
  • Participer à l’identification des donneurs potentiels, soutien dans la rédaction de demandes de financements et de rapports.
  • Analyse des besoins/acteurs sur thématiques prioritaires de MdM.
  • Participation à différents évènements, conférences et rencontres.

La liste de ces tâches n’est pas exhaustive et peut encore varier en fonction de la période de l’année et du stage, des projets en cours, des demandes ou de la volonté du/de la stagiaire. L’objectif est de construire en collaboration avec le/la stagiaire un stage qui répondra à ses attentes personnelles, tout comme celles de MdM et de son école.

NOUS OFFRONS

Description

WHO ARE WE?

Médecins du Monde is an international medical development NGO and part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world.

We aim for universal health coverage where every person has access to health care, without barriers (financial, cultural, geographical, etc.).

In Belgium and in the world, our projects are aimed at all people who do not have or no longer have access to health care. In particular, they are structured around five axes: people on the margins of society (homeless people, undocumented migrants, drug users, sex workers, etc.); children in vulnerable situations; women (accompanied in their fight for equality or against sexual violence, for example); migrants or displaced persons; and victims of crises or conflicts.

To carry out our mission, we rely on three pillars:

  • Caring: providing real access to care for populations.
  • Accompanying: more than helping, we want to change things in the long term.
  • Witness: we do not remain silent. Thanks to our experience and our presence in the field, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

CONTEXT

Médecins du Monde/ Doctors of the World is planning to conduct an exploratory mission in Montenegro to assess health needs of marginalized groups, and to determine the feasibility of implementing intervention programs. Although Montenegro is relatively politically stable, the country faces significant socio-economic challenges, exacerbated by complex migratory dynamics and increased protection needs for various vulnerable populations.

Montenegro serves as both a transit and, in some cases, a destination country for migrants and refugees. These migratory movements are often linked to the Balkan routes, which migrants use to reach Western Europe. Reception infrastructure in Montenegro is limited, and migrants and refugees face difficulties in accessing basic services such as healthcare, education, and legal assistance. Migrant populations are particularly vulnerable to various forms of exploitation and violence, including human trafficking.

Montenegro also grapples with several social protection issues affecting various groups, including migrants, refugees, women, children, and marginalized communities. This exploratory mission by MdM in Montenegro aims to thoroughly assess these challenges, considering the cross-cutting needs in social protection and health. The mission seeks to gather detailed data, identify local partners, evaluate the relevance and feasibility of interventions, and develop an action plan for a potential  future intervention that is both holistic and sustainable.

To ensure the successful execution of this exploratory mission, MdM is looking to recruit a logistics consultant with relevant experience in humanitarian and development mission environments.

TASKS AND RESPONSABILITIES

Preliminary logistics tasks before the exploratory mission:

  • Preliminary security briefing with MdM Network Security Adviser
  • Mapping and analysis of the main roads and accessibility of the targeted areas and using GIS tools (g. Satellites.pro, Google StreetView, OsmAnd app., etc.),
  • Preliminary OSINT (Open-Source Intelligence) on the local essential suppliers for the mission (fuel, accommodation, car rental, ),
  • Preliminary booking of car rental, housing and communication, if possible,
  • Preliminary OSINT on the local public transportation system,
  • Preliminary OSINT on the local public services for energy (electricity/fuel/gaz) and water distribution.

Logistics objectives and outcomes expected of the exploratory mission: 

  • Logistics support to the exploratory mission team for traveling, housing, general safety and communication,
  • Support to the medical team for the mapping of the health infrastructures in the targeted areas,
  • Support to the medical team for the logistical SWOT analysis of health infrastructures visited,
  • Reporting on the logistics outcomes of the mission, including:
    • Short summary of the mission,
    • Logistical challenges encountered,
    • Detailed expenses accountability,
    • Short market analysis on
      • office rental,
      • office and general supplies,
      • communication providers (incl. phone & internet),
      • car dealers and rentals,
      • energy supply.
      • Logistics risks and specificities if any (g. weather, road conditions, security threats, local acceptance, etc. )
    • Local working procedures,
    • Logistical recommendations (if any) following the logistical SWOT analysis of medical infrastructures visited,
    • Other recommendations

En particulier, ils se structurent en cinq axes : les personnes en marge de la société (personnes sans-abri, sans papier, usagères de drogues, travailleuses du sexe, etc.) ; les enfants en situation de vulnérabilité ; les femmes (accompagnées dans leur combat pour l'égalité ou contre les violences sexuelles par exemple) ; les personnes migrantes ou déplacées et les victimes de crises ou de conflits.

Pour mener à bien notre mission, nous nous basons sur trois piliers :

  • Soigner : donner un réel accès aux soins aux populations.
  • Changer: plus qu'aider, nous voulons changer les choses à long terme.
  • Témoigner: nous ne restons pas silencieux. Grâce à notre expérience et notre présence sur le terrain, nous interpellons les pouvoirs (locaux, régionaux et (inter)nationaux) avec des faits, des chiffres et des réalités.

Nos projets suivent une série de valeurs communes à toute notre organisation : Justice sociale, Empowerment, Indépendance, Engagement, Equilibre.

CONTEXTE

Depuis 2016, Médecins du Monde-Belgique fournit des soins de santé à l’ensemble des demandeurs d’asile présents en Croatie sachant que leur accès au système de santé public reste encore largement limité par la loi.

Nos équipes – composées d’une médecin généraliste, d’une infirmière, de deux psychologues, d’une psychiatre, et d’interprètes – proposent un accompagnement médical et psychologique des personnes qui en ont besoin. Nous assurons également un accès à des soins spécialisés fournis par les hôpitaux et centres de santé publiques. Enfin, nous encourageons aussi la vaccination des enfants en les accompagnants dans les structures adéquates.

L’ESSENTIEL

Soutenir la mission en Croatie dans le développement, la mise en œuvre et le suivi de ses programmes Migration. En parallèle, soutien à la coordination de la mission dans ses activités de plaidoyer, communication et représentation publique.

TACHES PRINCIPALES

  • Soutenir la mise en œuvre et le suivi des différents programmes de la mission en particulier pour le programme migration (co-organisation et suivi des différentes activités des projets, mise en place des outils de suivi, interprétariat, etc.);
  • Interprétariat sur demande des membres de l’équipe : traduction (anglais-français) lors de consultations médicales ou psychologique, autres traductions selon les besoins.
  • Soutenir la mission dans développement d’outils info-prévention pour bénéficiaires et organisation de différentes info sessions, activités MHPSS, etc.
  • Soutenir la mission dans ses activités de plaidoyer (organisation d’évènements, rédaction de rapports/publications/dépliants/brochures, etc.), de communication et représentation publique (mise à jour page Facebook, etc.).
  • Participer à l’identification des donneurs potentiels, soutien dans la rédaction de demandes de financements et de rapports.
  • Analyse des besoins/acteurs sur thématiques prioritaires de MdM.
  • Participation à différents évènements, conférences et rencontres.

La liste de ces tâches n’est pas exhaustive et peut encore varier en fonction de la période de l’année et du stage, des projets en cours, des demandes ou de la volonté du/de la stagiaire. L’objectif est de construire en collaboration avec le/la stagiaire un stage qui répondra à ses attentes personnelles, tout comme celles de MdM et de son école.

NOUS OFFRONS

  • Une expérience concrète d’exercice à l’étranger avec la participation à des missions variées permettant la prise de responsabilités au sein d’une ONG de solidarité internationale.
  • Un stage enrichissant avec la possibilité de prise d’initiatives ;
  • Formation, encadrement et suivi de l’étudiant par la structure ;
  • Intégration au sein d’une équipe pluriprofessionnelle (médicaux et non médicaux) ;
  • Remboursement des frais de transport locaux ;
  • Les stages conventionnés sont non-rémunérés. MdM ne prend pas en charge le déplacement vers la Croatie (aller/retour) ni le logement sur place. Consciente des difficultés pour les étudiant.e.s, la structure est volontaire pour compléter les formalités en cas de demande de bourse (Erasmus par exemple).
  • Horaires hebdomadaires du stage : 20h minimum /semaine
  • Congés : 2jours/mois

MdM ne prend pas en charge les déplacements pour les entretiens, les formalités et les frais de permis de séjour en Belgique.
