Mission Context
Médecins du Monde ASBL - Dokters van de Wereld VZW has been operating since 2016 in Croatia, registered as a foreign non-governmental organisation (NGO) in the country. Since that date, the organisation conducts programs supporting asylum seekers and members of Roma national minority. Through its Migration programme, MdM is active in Croatia since 2016 providing medical care to asylum seekers (including mental health and psychosocial support as well as support to health referrals) in both reception centers for asylum seekers of the country (Zagreb, Kutina). Since 2019 and through its Inclusion programme, the organisation is also supporting members of Roma national minority in 6 settlements in Međimurje County in accessing public healthcare system (and other related public (services) such as education, social welfare, employment, etc.)
Médecins du Monde Belgique / Dokters van de Wereld Belgie, through its office in Croatia is implementing the transnational project “Migration in Mind- Enhancing access to Mental Health and Psychosocial Support (MHPSS) for persons in migration by improving mental health literacy, the quality of care and breaking through stigma (MinM)” (Granting authority: European Health and Digital Executive Agency (HADEA)) for the period 1st September 2024 - 28th February 2027. Project partners are Médecins du Monde ASBL Belgique - Dokters van de Wereld VZW België through its offices in Croatia and Belgium, TENENET oz., Medicos del Mundo Spain and Udruga Ludruga.
The ultimate project goal is to promote mental well-being and reduce mental health challenges in the European Union, focusing on vulnerable groups.
Description
The project foresees:
- To create a sustainable framework of services (relating to MHPSS) for persons in migration.
- To enhance the capacities of mental health and non-mental health professionals so that they can provide persons in migration information and access to mental healthcare in a manner that is respectful, inclusive and non-discriminatory.
- To raise awareness among the citizens and relevant stakeholders working with persons in migration in the target areas about the rights of persons in migration and the importance of providing them access to MHPSS services.
Some of the communication activities to support these objectives consist in:
- To promote and support the external launching of produced publications/materials/deliverables to ensure dissemination to the target groups in Croatia and abroad (MHPSS guide for person in migration, toolkit for professionals, video of the project, etc.)
- To assist MdM in its relationship with medias/journalists in Croatia to ensure project’s visibility
- To assist MdM in the development of a video presenting the project aims, results and to build awareness about mental health needs of persons in migration (and the wider community) and build awareness about the necessity to make public services (esp. MHPSS services) more accessible as a means to enhance the quality of life in the wider community, break down stigma and promote mental health literacy.
- To create social media posts to inform the public about the project’s activities’ aim, results and achievements on MdM-BE Croatia social media.
Description of the mission / Terms of Reference
Purpose of this engagement is the development of four main deliverables for the Migration in Mind:
- At least 18 posts on social media to promote the project activities
- At least 3 articles about the project
- Support in the development process of a film to promoting the project
- Support in the relationship with journalists/media and launching of publications/materials/deliverables
- The consultant will write at least 18 posts on social media to promote the project activities, milestone reached, publications/materials/deliverables produced, upcoming public events and to present the project’s results and aim of the project throughout its duration to the general public on MdM BE office in Croatia Facebook page (with the possibility to develop the social media presence of MdM on other platforms to promote the project and enhance the literacy around mental health as well as the quality of care).
- The consultant will write at least 3 articles about the project that will provide more in-depth information about the impact of migration on mental health and present the project outcomes throughout its implementation for the general public/professionals to be published on MdM social medias. Inputs for the writing of the article will be given by the team, but the consultant is encouraged to propose some topic(s) or angle(s) to present the project.
- The project video will last at least 5 minutes with the aim to promote the project results, demonstrate the project concept and share key advocacy messages related to mental health needs of people in migration. It will include video clips from piloting, capacity-building activities and include interviews with staff and stakeholders, key advocacy messages, and information about the issues covered in the action. Video will also be presented at the final conference of the project in 2027 to make visible project’s results, build awareness about the impacts of mental health risks on persons in migration (and the wider community), about their specific needs, build awareness about the need to make public services (esp. MHPSS services) more accessible as a means to enhance the quality of life in the wider community, break down stigma and promote mental health literacy. This video is created with each country’s team, but the editing will be done in Croatia, the consultant will provide technical support to conceptualize and co-develop the narrative of the video and ensure the identification of key messages and their delivery.
- The dissemination of the project’s results/deliverables/key advocacy messages will be ensured by press articles; the consultant will support the team in identifying and selecting the appropriate journalists, present the project through an attractive way for journalists/audiences and organise the interviews with them. Depending on circumstances, it can be necessary to brief the interviewee. At least one press article needs to be published.
Location: desk research and writing tasks can be home based or in the office of MdM Croatia in Zagreb.

Content of the Offer
The submission package must include
- A technical offer including the applicant’s updated CV and a description of the methodological approach envisaged to answer the questions and objectives outlined above, as well as a detailed timetable.
- A financial offer including a detailed financial proposal in EUR including in particular all envisaged costs.
The bidder's attention is drawn to the fact that the total lump-sum price relates to one mission, it includes the fees and expenses inherent to the missions (travel and subsistence expenses) or any other expenses that will result providing consultancy services.
The candidate's offer, the documents attached to it and the documents exchanged are written in English or Croatian.
By submitting its offer, the bidder accepts all the clauses of the Specifications and waives all other conditions. If the contracting authority finds, during the analysis of the bids, that the bidder has added conditions that make the bid imprecise, or if the bidder expresses reservations about the conditions of the Specifications, the contracting authority reserves the right to consider the bid substantially irregular.
